Inspiring Florida’s Future Tampa2016 Florida Chapter of the American Planning Association Annual Conference 07 September 2016 WHAT ARE QUEER SPACES? • Initially, interior spaces, possibly secretive, where gays, lesbians, transgendered people could gather, meet, socialize. • The initial spaces not completely safe. • Stonewall and Castro exploded and expanded spaces outwardly. • Rise of the Gayborhood. WHAT ARE QUEER SPACES? • Gayborhood: • Neighborhood containing homes, clubs, bars, restaurants, and other places of business and entertainment that cater to homosexuals. Or • Neighborhood with a high concentration of same-sex oriented individuals. • Gayborhoods: • • • • • • Boystown, Chicago Castro, San Francisco DuPont Circle, Washington, D.C. WHY PLAN FOR QUEER SPACES? • Euclidian zoning is heteronormative, emphasizing singlefamily dwellings and the prevailing concept of traditional family. • Zoning (land development regulations) affects not just the type and size of uses, but hours of operation, proximity to other activities, adult entertainment. HOW DO WE PLAN FOR QUEER SPACES? • Ensure land development regulations are not exclusionary, prohibitive. • Key considerations: • Creating safe places. • Addressing how something is used versus how the traditional definition of a use. • Not adopting cohabitation ordinances based on traditional definitions of family. • Pursuing restroom standards in Florida Building Code and local regulations that are not solely based on binary definitions of gender.
