United Way and its Community Partners continue to actively seek solutions - the type(s) of
solutions that will allow us to keep serving the varied needs of our communities. As local
funding opportunities become more competitive and government funding in more and
more health and human service sectors continues to be tightly squeezed, the number of
users of those services grows. But we know this.
Local funding sources have also been affected by the downward economic trend in our
country, state, and county. Applications for grants have increased while the struggle for
donor loyalty, as the need for donations in the nonprofit market expands, has become
more competitive. Agencies who have historically subsidized the majority of their programs
from governmental sources have been forced to look and apply for money from other funding sources.

The United Way of Northern Chautauqua County’s goal is to be good stewards of the community’s money. We believe this gives significant worth to our organization, and that it
must be valued, treasured, and illuminated as such. When funders and agencies are entrusted with community funds it is important to treat that trust with respect and to remember who the customer is. In the instance of the United Way there are two sets of customers; the customers in the community needing and using the funded service(s) and the donors who entrust United Way to meet the needs of said consumer. It is imperative to define who it is we serve so we can clearly embark upon course correction when it is called
for.
If you happen by the United Way building at 626 Central Avenue in Dunkirk, take a look at
the new signage in front of the building. We now measure the success of our campaign by
the number of lives impacted as opposed to a percentage of a set monetary goal. 32,451
LIVES IMPACTED is an impressive number of people served by our Community Partners.
For the 2013 fall semester the United Way will welcome an intern from SUNY Fredonia. The
intern will be helping us start work towards updating and changing our strategic plan and
implementing appropriate changes where needed. If you receive a questionnaire in the
mail we ask you to help us make our strategic plan a success by filling it out and sending it
back to us. We cannot properly put together a strategic plan without the community’s
input.

Chautauqua County Rural Ministry was able to provide 3 meals a day, 5 days a week to 2.050 individuals in hunger crisis through your donations

Fiscal Management
United Way of Northern Chautauqua County is committed to upholding the highest standards of excellence and accountability. To ensure
efficient and solid fiscal management, United Way’s Finance and Audit Committee and Board of Trustees regularly review financial policies
and procedures.
The board and staff work to assure that United Way’s administrative and fundraising remain cost efficient and that maximum funds are allocated to meet local human service needs. One way we are able to do this is by accepting contributions of service from area businesses.
Our 990 is available electronically at www.guidestar.org.
The 2012 external audit of our financial operations found no material weaknesses and we have been certified by
United Way World Wide as fully compliant with its new accountability benchmarks .

Community Caring Week 2012
Can a t-shirt change the world? Can it transform lives and help grow a
stronger community? When we join together and LIVE UNITED it can.
On July 30— August 3. 2012 the United Way of Northern Chautauqua
County hosted its 10th annual Community Caring Week (CCW). The event
this year saw 88 volunteers doing everything from serving meals to the
elderly, painting and yard work for the blind to washing windows for over
14 county wide agencies.
Participating agencies were: Boys & Girls Club of Northern Chautauqua
County, Campus & Community Children’s Center, Chautauqua Adult Day
Care, Chautauqua Alcoholism and Substance Abuse Center, Chautauqua
Blind Association, Chautauqua County Rural Ministry, Dunkirk-Fredonia
Meals on Wheels, Girl Scouts of WNY, Lake Shore Family Center, United
Way of Northern Chautauqua County, Westfield YWCA, and Westfield
Community Kitchen.
Thank you to the following: The Evans Agency, Lake Erie Regional Health
System (Brooks Memorial Hospital and TLC Hospital), Lake Shore Savings
Bank, Nestle Purina PetCare, The Resource Center, SUNY Fredonia, and
Walmart. These businesses along with individual community members
shared their time and talent to tackle CCW projects.
This event is an act of joining together and taking action to get things
done. Together, we are improving the education, income and health of our
community. This is more than any one of us could accomplish alone. That’s
what it means to truly Live United.

VITA
Volunteer Income Tax Assistance Program (VITA) prepared tax returns for 1,498 income-eligible people in
Chautauqua County with a total of $2,523,828 in Federal and State Returns.
Since the program started in 2007 it has grown exponentially. This year VITA volunteers in Northern Chautauqua County processed 832 electronic and paper returns in the amounts of $1,210,155 in Federal refund dollars and $295,652 in State refund dollars. Of this amount, $419,341
was for Federal Earned Income Tax Credit (EITC). This year Northern Chautauqua County had 47 volunteers, spread out over 9 sites. These provided spaces were made possible by Chautauqua Opportunities, Inner Lakes Federal Credit Union, SUNY Fredonia Technology Incubator, United
Way of Northern Chautauqua County, Ahira Hall Memorial Library, Westfield YWCA, Forestville Central School, and Silver Creek Central School.
Tax filers were able to make their appointment by phone or by going to one of the 9 “Super Saturday Walk-In Sites”.
The Chautauqua County Earned Income Tax Credit Coalition (EITIC) VITA program is sponsored by the Chautauqua County Earned Income Tax
Credit Coalition:
Chautauqua Opportunities, Southern Chautauqua Federal Credit Union, Inner Lakes Federal Credit Union, Southwestern Independent Living
Center, SUNY Fredonia, United Way of Northern Chautauqua County, and United Way of Southern Chautauqua County.
The Vita program was started in 1969 under the IRS mandate to provide free tax preparation for those who may not be able to afford a paid
preparer. VITA volunteers are IRS certified to help income-eligible people file their tax returns for free, and claim Earned Income Tax Credit.
There are income guidelines each year that
participants must follow to be eligible. Our dedicated VITA volunteers work hard to get participants the highest return possible and refunds are

SEFA
The State Employees Federated Appeal
The fall 2012 Chautauqua County State Employees Federated Appeal (SEFA) successfully raised
$52,951 for a variety of charities within the county and across the state. Participating agencies
included SUNY Fredonia, Lakeview Shock Correctional Facility, New York State Department of
Transportation, New York State Department of Labor, New York State Thruway Authority, NYS
Troopers, and the Office of People with Developmental Disabilities Region 1.
A business meeting/campaign celebration was held at the SUNY Fredonia Alumni House on February 22, 2013 with welcoming remarks from
county committee Chair Karen Porpiglia and SUNY Fredonia President Dr. Virginia Horvath. Northern Chautauqua County United Way Executive Director Deborah Tederous presented the proposed 2013 SEFA Budget which was unanimously approved by committee members. Updates were provided on the state’s efforts to move toward an electronic campaign and discussion ensued regarding this initiative as well as
possible cost saving measures and the potential to adjust SEFA’s administrative fundraising rate.
Other matters addressed throughout the course of the past year included: the May 9 th filing of recertification documents with the Statewide
Council for the 2012 SEFA
campaign, an annual requirement certifying that all participant charities continue to meet both state and federal
regulations; an appeal in May 2012 to the Statewide Council urging that amendments be made to a draft RFP for a new SEFA fiscal agent; an
appeal to Governor Andrew Cuomo in August 2012 urging his verbal and written support for the fall campaign, which was subsequently issued
by the Governor’s office on September 27, 2012.
