TOWN OF CORTE MADERA FRIDAY MAILING FOR WEEK ENDING: 5/22/15 TOWN OF CORTE MADERA TOWN COUNCIL NOTICE OF PUBLIC HEARING Corte Madera Community Center 498 Tamalpais Drive Corte Madera, CA 94925 TOWN AGENCY: CORTE MADERA TOWN COUNCIL HEARING DATE: TUESDAY, JUNE 2, 2015 TIME AND PLACE: 7:30 P.M., CORTE MADERA COMMUNITY CENTER, 498 TAMALPAIS DRIVE SUBJECT: TO CONSIDER INTRODUCTION OF AN ORDINANCE TO AMEND TITLE 6 "HEALTH AND SANITATION" OF THE CORTE MADERA MUNICIPAL CODE BY ADDING A SECTION ENTITLED "SINGLE-USE DISPOSABLE BAG PROHIBITIONS AND REGULATIONS.” THIS ORDINANCE WOULD LIMIT THE PROVISION OF SINGLEUSE CARRYOUT BAGS AT THE POINT OF SALE AT RETAIL "STORES" (AS DEFINED IN THE PROPOSED ORDINANCE) AND ESTABLISH A PER BAG FEE FOR SINGLEUSE PAPER BAGS. LOCATION: TOWN WIDE The purpose of the ordinance is to eliminate plastic carry out disposable bags and reduce the use of paper carry out disposable bags. Stores subject to the ordinance would not be able to provide plastic bags at the point of sale. Instead, customers may bring their own reusable bags, purchase paper bags at a cost of $.10 each, or purchase reusable bags at the point of sale. Customers will not be charged for paper bags provided by a pharmacy for packaging prescriptions or those paper or plastic bags that serve as "product" bags used exclusively to carry produce, meats or other food items such as bulk foods to the point of sale inside a store or to prevent such food from coming into direct contact with other purchased items. Paper bags that are utilized to protect a product at the point of sale, such as wine or produce, would also fall under the intent of the "product bag" provision and the customer would not be charged a bag fee. Currently this ordinance would apply to two grocery stores, one pharmacy and four convenience stores. Staff recommends that the proposed ordinance amending the Corte Madera Municipal Code is within the scope of the Environmental Impact Report that was prepared by the Marin County Hazardous and Solid Waste Management Joint Powers Authority, of which Corte Madera is a member, for a model single use carryout bag ordinance. No further environmental review is required pursuant to the California Environmental Quality Act (CEQA) Guidelines sections 15162 and 15168. All persons interested in the foregoing are invited to appear before the Corte Madera Town Council at the time, day and place mentioned above. If you challenge this project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this NOTICE, or in written correspondence delivered to the Town of Corte Madera at, or prior to, the public hearing. This is also an opportunity to create a more Walk-Friendly Corte Madera by making our streets and sidewalks safer. Vegetation encroaching into sidewalks or limiting visibility from driveways is more than a nuisance, it's a hazard. For the safety of our workers, some regulations: Collection is for “vegetation” waste only. No lumber, appliances, trash, metal objects, batteries, hazardous waste, etc. will be accepted. Stumps and poison oak will not be accepted. Any small plant material that has been pulled out by the roots must be free of rocks and dirt or it will not be accepted. No wire or metal of any kind may be mixed with the yard waste. Proof of Corte Madera residency is required. PUBLIC NOTICE COMMISSION AND BOARD RECRUITMENTS The Corte Madera Town Council is requesting applications from Corte Madera citizens who may be interested in serving on the Town’s Planning Commission, Parks and Recreation Commission, and Flood Control Board. Applications are also being accepted for the Parks and Recreation Youth Commissioner seat. With few exceptions, all Corte Madera residents who are registered voters of the Town are eligible to apply for appointment. The Planning Commission is a vital component of our community. It is a five member body to oversee the Town’s planning process. Currently the terms of two Commissioners will expire. Much of the Commission’s time is devoted to reviewing permit applications for home remodels and additions. The Commission works to balance the needs of individual families for more living space with the need to protect neighborhood character. The Planning Commission also works on longer range issues. The Commission meets twice a month on the second and fourth Tuesday of each month in the Council Chambers at 7:30 p.m. The Parks and Recreation Commission is an advisory board that recommends policy and procedures for parks and recreational facilities, recreation programs, park development and park maintenance. Members of the Parks and Recreation Commission must be registered voters of the town. The terms of four Commissioners are expiring. Meetings are held on the 4th Monday of each month at 7:00 p.m. The Commission is also involved with the State’s Recreation and Parks Society. The Youth Commissioner Seat is open to applicants who are high school students under the age of 18 who wish to serve their community as the voice of the community’s youth regarding Parks and Recreation events and activities. The Flood Control Board advises the Town Council on all matters affecting flooding in Corte Madera. Examples of duties of the board are to review and report on the flooding impact of current and proposed flood control and storm drain projects, and to review and report on flood management plans in order to define what actions are necessary to reduce flood conditions in the Town. The terms of five Board members are expiring and there is one vacancy whose term will expire in June, 2016. The Flood Control Board meets the first Monday of each month at 7:30 p.m. in the Town Council Chambers at Town Hall.
