The first 250 residents will receive a free
organic tomato plant during the 5th annual
Environment Day in Kirkland this Saturday,
from 9 a.m. to 2 p.m., at the municipal garage.
Environment Day is a popular spring event,
encouraging residents to adopt good ecological
practices by offering tips and useful tools to
reduce their environmental footprint.
The eco-counsellor and members of the
Kirkland environment committee will be on
hand to answer questions about good horticultural techniques that respect the
environment.
To beautify their flowerbeds and gardens,
residents will also be able to help themselves
to free wood chips (from branch collection)
and compost (produced from the leaves collected in the fall).
In addition, rain barrels will be available
for purchase at a subsidized price of $45, as
well as backyard composters at a cost of $25.
As part of its Local Sustainable
Development Plan, the Town of Kirkland will
also be launching its “Buy a tree for $20”
Program that same day. Citizens will be able
to purchase for as little as $20 a beautiful tree
to plant on their property.
Five different tree species will be available
for purchase.

Since the announcement of the Montreal Airport, in January 2015, to terminate the lease of the Dorval Municipal
Golf course for the construction of a distribution center on the current land of the Golf, I supported the
committee in their actions to preserve the current green space. I helped them by providing resources for
writing their petition and to develop their action plan.
More than five thousand signatures have already been collected to date but we also need YOUR SIGNATURE

“They’re clearly basing this on economics,”

Hydro Quebec’s plan to erect an
aerial three km-long transmission
line from the St. Jean substation to
its counterpart on des Sources

Jean substation and add to the existing 120
kilavolt (kV) transmission line.
They left the meeting, said Derevensky,
without a clear understanding of how Hydro
reached the conclusion that installing a transmission line underground would cost $59
million.
“They have no empirical data. It’s just lab
tests. How can they tell if it’s only good for 40
years like they suggested,” he said, adding the
group has requested a copy of the so-called lab
tests.
Hydro is pushing forward with its 315 kV
transmission line, which is twice the capacity
of the existing network, slated for 2017.
According to Jean-Philippe Rousseau, a
Hydro Quebec spokesperson, the transmission

will remain untouched; though the surrounding green space will be given a greener
makeover, according to Rousseau. Hydro’s
proposal includes the addition of a walk path,
park benches, small trees and flowers.

If approved by the Ministry of Environment
in the Fall of 2016, Hydro Quebec will begin
to erect a three km-long, 315 kilavolt (kV)
transmission line, from the half-century old St.
Jean substation to its counterpart at des Source
Boulevard, sometime in 2017 instead of 2019.
The targeted timeframe for the reconstruction of the substation, which will be given an
upgraded capacity of 315-25 kV, will remain
the same, from 2016 to 2019. Though, the operation of the facility will open one year sooner
than expected in 2019, the company’s spokesperson Jean-Philippe Rouseau told the
Chronicle Friday morning.
“We need to present the government with
the best plan, technically, economically, and
environmentally,” he said, noting similar substation reconstruction projects across the Island
of Montreal, namely at Belanger and the Bout
de l’Isle substations.

The city of Dollard des Ormeaux and affected
residents have opposed the project ever since
Hydro’s intentions for the St. Jean substation
and adjacent transmission lines were made
public last summer.
Led by Vincent Chevalier, a group of
concerned residents under the banner “Build
it Underground Dollard des Ormeaux” have
petitioned local and provincial authorities to
install the transmission line, supported by 52
metres-tall reduced-footprint lattice towers,
underground.
Rousseau said, economically, the underground solution is not an option as it five times
more expensive and has half the shelf life of
that of the aerial solution.
The planned 315 kV aerial transmission
line will cost approximately $13 million and
endure for 80 years, whereas the underground
solution will cost $59 million, said Rousseau.
“Who will pay the difference to go underground? It’s everyone who pays the Hydro
rates,” he added.
The high cost can be attributed to the required construction of two mini-substations – one
located at St. Jean, the other at des Sources – to
connect the underground network.

Lester B. Pearson School Board’s cooperative
Education program for young adults at Light a
Dream (LAD) will be among works by more
than 20 artisans shown May 8 at the Creatability
Expo at Rekinexion in TMR.
“We are honored that LAD was chosen to
participate in the Expo – finally, an opportunity
which will bring together the many talents of
individuals with special needs,” said Diana
Zuleeg-Crawford, the manager at the Light a
Dream store, located at 475 Dumont in Dorval.
Light a Dream began in 1999 as a candlemaking business designed to give training and
vocational opportunities to young adults with
developmental delays.
“This event will not only allow us to show
off our hand-made candle products but also to
launch our new line of soaps, lip balms and
other bath produces which in part was made
possible through a grant from the Pearson
Educational Foundation.”

Emerald ash borer funding in the West Island jumps 100 per cent in 2015
Dorval sees the biggest jump, year over year, with a 1,566 per cent increase

treatment, and replacement of ash
trees on public and private properties, compared to $867,500 in
2014, in their fight against the
Emerald Ash Borer (EAB).

Dorval, which discovered an infested tree
at the end of last summer, increased its EAB
budget from $30,000 in 2014 to $500,000 in
2015 – a 1,566 per cent increase. The stark
increase, said Sebastien Gauthier, the city’s
spokesperson, can be attributed to a more
comprehensive EAB plan.
The plan calls for the active screening and
treatment of approximately 1,200 ash trees
found on public property, as well as a subsidy
program for residents. Residents can apply for
a 50 per cent refund of the costs associated

Baie D’Urfe and Beaconsfield are the only
other cities offering a nearly identical subsidy
program, though Ste. Anne does offer a subsidy to residents who wish to replace a
damaged or infested ash tree.
Both Dorval and Pointe Claire have allotted the most, $500,000, on the fight against
the EAB this year.
Beaconsfield is right behind, allotting
$445,000 to its EAB budget, five times greater
than in 2013.
About $250,000 of that total, said the city’s
director general Patrice Boileau, is devoted to
the treatment plan for both public and private
ash trees, of which there are 3,200 and 8,100,
respectively. Officials recently obtained a 10
EAB Plan (Private)
per cent discount on the supply and application of the treatment from which residents
can benefit.
Among the demerged cities, Beaconsfield
has the most ash trees in the West Island.
With the lowest amount allotted, Ste.
Anne’s EAB budget nearly doubled, going
from $7,500 in 2014 to $14,420.
Kirkland has yet to determine a 2015 EAB
budget.
A Montreal-wide dilemma
The situation is a lot worse for the City of
Montreal where 1,077 infested ash trees were
identified and destroyed in 2014.
As part of its $12 million EAB plan, the city
will look to treat about 18,000 trees as a preventative measure and screen 4,000 more in 2015.

Before this wave of departures, the borough
had a district director who was also responsible
for the finance department and the Registry, a
director of public works, engineering and
urban planning and a director of culture,
sports, recreation, and relations with citizens.
Currently, the administration has four services. Only the position of borough director
has been filled on an interim basis since
October. The other three directions, namely
those of public works, engineering and management, management of relations with
citizens, administration and transplantation
and the administrative services are vacant or
in the process of being filled.
«As soon as our positions are filled, people
will see that we are not there to purge staff,»
said Marinacci. «The course was maintained
and it’ll be even better with the new appointments within two weeks.»
The Borough of L’Île-Bizard-SainteGeneviève has just over 90 employees.

The Liberal government and the province’s
teachers are in negotiations for a new collective bargaining agreement after it expired on
March 31.
“We’re here to make noise today,” Richard
Goldfinch, president of the Quebec Provincial
Association of Teachers (QPAT), told the
crowd of teachers. “That noise is to let this
government know that we’re not going to take
it. Negotiation should be something where two
parties speak to each other.”

The union, said Julie Montpetit, the executive assistant at QPAT, has yet to hear back
from the Liberals on their salary demands.

Though Dollard des Ormeaux sees few
reports of graffiti vandalism to its public buildings over the course of the year, the patrol
unit was forced to act quickly last week.
Less than 24 hours after graffiti marked rocks,
fences, and a public building at Westminster Park
did the patrol officers remove it.
The immediate clean-up effort is a way to
discourage graffiti taggers, said Lauzon
“The main thing with taggers is they want
their work to be there as long as possible. So we
try to eliminate them within 24 hours,” he told
the Chronicle Thursday morning.
It’s not the first time Westminster Park has
been targeted. Last winter, several places at the
popular Dollard park were tagged.
When the DDO Public Patrol unit can’t
immediately clean up graffiti found on public

initiative to the West Island.
“You know how they always say it’s always
easier to communicate with somebody when
you’re breaking bread? Coffee or bread – it’s
the same thing. We want to help break down
the barriers to hopefully make people more
comfortable talking to police,” said the station’s constable, J.P Levis last Wednesday.
Though it’s the only station to offer the program in the West Island, others on the Island
of Montreal also meet with members of their
community over a cup of coffee on a monthly
basis, including Station 9 in Cote St. Luc
which piloted the project.

Beaconsfield adds to its
waste reduction strategy
Beaconsfield has added 22 new green residue collections, eight new collections of bulky
items, construction, renovation and demolition waste, and composters will be distributed free
of charge as part of the city’s waste reduction strategy program.
The new services came into effect in April.
“The Waste Reduction Strategy Open Houses were a success and we have listened to residents who expressed the need to have access to more tangible tools in order to reduce waste sent
to landfills” said Mayor Georges Bourelle in a released statement.
The consultation report on the Waste Reduction Strategy open houses last October has been
approved. The report is available on the city’s website.
The addition of these new services is an essential part of the strategy proposed by Beaconsfield
in the city’s attempt to optimize management of the entire waste stream.
The final version of the Waste Reduction Strategy will be presented during the coming
months.

Two black men in their early 20s allegedly
robbed a mail man of his set of keys Friday
morning in Pierrefonds.
The mail man was about deposit mail at an
apartment building on Julie Street when he
was approached and pinned to the wall by
men described as both being five feet nine
inches tall. One suspect, a man of approximately 180 pounds, was wearing a black or blue
jacket with white sleeves; the other, described
as a 190 pound man, who was wearing a grey
hoodie.
In English, one suspect said “give me your
keys,” according to Const. Daniel Maheu of
neighbourhood police station 3.

Break and entering in Dorval
A home on Martin Street in Dorval was
broken into April 23 at 5:30 p.m.
The owner of the home alleges he had just
arrived when he saw a white man in his 20s
running to the back door with a handful of
jewelry and electronic items, according to
neighbourhood police station 5, which serves
the territory of Dorval and Pointe Claire.
The man, said Const. Helene Jubinville,
was described by the owner as having black
hair.

Lara Kazandjian, 12, recently made the Quebec provincial girls soccer team comprised of 14-year-olds
She’s an undersized 12-year-old playing
against girls two years her senior.
Her name is Lara Kazandjian – and she’s
one of the brightest soccer talents to come out
of West Island.
After drawing the attention of provincial
scouts during last summer’s Jeux du Quebec,
where her Lakeshore soccer team brought the
West Island a gold medal, the Kirkland native
made her U14 Equipe du Quebec debut over
the weekend versus Ontario.
Once again, she played against 13- and
14- year-olds.
“It’s pretty tough because they’re really big.
I’m used to it because I’ve been playing
against taller people all of my life,” said Lara.
She began playing the world’s most popular sport at the young age of four. The first
time she would step onto the field, her dad,
Raffi, knew she would be a special player.
“She was the first to jump on the ball and
deke players. And she was the first to score. It
was pretty emotional to see,” he said.
Before her on-field success, Raffi spent
many hours in his Kirkland home’s basement
and backyard teaching his oldest daughter
how to dribble a soccer ball.
Her touch for the ball has only improved

A West Island soccer star in the making
as she climbed the ranks of intercity soccer,
drawing the attention of former Montreal
Impact player and coach John Limniatis.
Limniatis, now the technical director for
the Lakeshore Soccer Club, recently decided
to move Lara to U14 AAA soccer – the highest
regional level.
“These types of players don’t come around
too often,” said Limniatis. “Technically, her
skills are beyond her age. She’s a special player.”
“…She’s got a bright future ahead of her,”
he added.
She’s only played two games, but the local
talent already has a goal and an assist in a
league that is foreign to her.
To no one’s surprise, Lara draws inspiration from one of Canada’s premiere soccer
stars –Diane Matheson of the National
Women’s Team.
“She’s not very tall, like me” she said.
But what Lara lacks in size, she more than
compensates with a powerful shot, according
to former Lakeshore AA assistant coach Karen
Richardson.
“She’s got itty-bitty feet, but the power
behind her shot is incredible,” she said.
That powerful shot, along with the other
set of soccer skills, gets stronger by the day
Lara currently attends the sports excellence
Lac St. Louis program.
When she turns 13 in September, she’ll
transition to the Centre National de Haute
Performance sports excellence program in
Laval.
