Sunday Evening Fire Rampages Through Downtown Holtville

It was another one of those
quiet evenings in the City of
Holtville, as people were enjoying
the pleasant temperatures by sitting in Holt Park. Some were
enjoying their favorite pizza at
George's Pizza, when all of a sudden there was an explosion.
Holtville's Fire Chief Alex
Silva reported to the Holtville
City Council Monday evening
that it just happened to be shift
change time for the Holtville Fire
Department, so they had extra
personnel available. Although he
and Police Chief were off duty,
they were immediately contacted
along with City Staff.
Chief Silva stated that he
made the call for help as the fire
increased in intensity, growing to
a two then three and finally a four
alarm fire.
Chief Silva said that he called
out to the Cities of Imperial and
Calipatria for their ladder trucks,
knowing that there was no way to
combat the fire from the ground
and that they had to get on top of
it.
According to Silva the following timeline occured on Sunday
evening:
The 99 Cent Store had closed
at 6:30 Sunday evening and the
owner, Mr. Tran, had walked the
store to make sure everything was
secured and then left the building
by securing the back door.
At 6:45 one of Holtville's City
Councilmen had driven pass the
99 Cent Store and didn't notice
anything unusual.
The call came into the
Holtville Fire Department at 6:55
and they arrived on scene by 7
pm. According to reports, someone ran into George's Pizza, and
told everyone to get out as the 99
Cent Store was on fire.
By the time fire fighters
arrived, the building was in
flames. It took a few minutes for
the Holtville Fire Department to
get hoses connected to the
hydrants to begin getting water on
the raging flames.
Once they started to apply
water, it became apparent that
their efforts were having little
effect on the fire. Witnesses also
said that a large number of “popping sounds” came from inside
the building and the remaining
windows began to shatter.
Aerosol cans inside the building became projectiles, some
landing in Holt Park across the
street, which had become filled
with spectators.
Onlookers
watched in shock at what was now
a raging uncontrolled fire.
The second fire unit from El
Centro arrived about 7:15 and as
they pulled into position, citizens
helped by pulling hoses down to
the hydrant by the 7-11 Store.
There are eight connected
buildings in the downtown strip,
which appeared to be consumed
by this raging fire. Some of the
business owners that were on the
outskirts of the block started to
pull out their valuables.
With the help of nearby volunteers many of the nearby buildings
were emptied within minutes.

Hundreds Participate In “Walk A Mile” Event Against Sexual Assault

Hundreds of people gathered
Friday evening to join the annual
walk to protest sexual assault
against women.
Like every year the Sure Help
Crisis Center organized "Walk A
Mile on Her Shoes" where men
used women shoes and raise
awareness against sexual assault.

The event was created in
2001 and what started out as a
small group of men daring to totter around a park has grown to
become a world-wide movement
with tens of thousands of men
raising millions of dollars for
local rape crisis centers, domestic
violence shelters and other sexualized violence education, prevention and remediation programs.
The walk has been organized
in Imperial Valley since 2002 and
every year it gets more participation from community groups and
law enforcement.
According to statistics from
the Rape Crisis Center 1 out of
every 6 American women has
been the victim of an attempted
or completed rape in her lifetime.
Among all victims, about nine
out of ten are female. One out of
every 33 American men has been
the victim of an attempted or
completed rape in his lifetime.
Margaret Sauza, Executive
Director of Sure Helpline, said
that she see an increase in awareness each year mainly because of
the support she sees from local
law enforcement.
"People want to see more
information about what is happening in their communities.
There are many victims that are
afraid to speak up such as children and women so that's why we
need to open the eyes of the community to this problem." Sauza
said.
One of the participants in the
walk was Diego Beltran, 19, from
Imperial who walked along with
other men with the red shoes and
learned the about the experience
that women go through.
"It was a challenge to walk in
these shoes." he said, "It makes
you realize the struggles that
women have to take every day."
Supervisors Meeting Comes To Brawley As Part Of “Traveling Show”

For the first time in recent
memory, the Imperial County
Board of Supervisors held a
meeting outside of their usual
location in El Centro when they
traveled to the Brawley Council
Chambers on the evening of April
28, 2015.
Tuesday’s
meeting
in
Brawley focused on issues in the
city and the north county area.
The special traveling meetings
were the brainchild of current
Board of Supervisors Chairman
Ryan E. Kelley, who represents
Brawley, Calipatria, Niland and
much of the north end of the
Valley.
Items on the agenda included
several pieces of business concerning a number of solar energy
farms around Calipatria.
The meeting was also a showcase of what the county provides
the residents of Brawley, including social services and help
through the county’s Behavioral
Health program.
County meetings differ from
normal city meetings in format,
item timing and how business is
conducted.
For example, the Mayor of a
city can issue a proclaimation in
honor of an event, a nationally
recognized week or an individual
or group. At the county level,
proclaimations are approved by a
vote of the entire board.
County meetings also provide
their members a chance to report
or update their peers on events
before the meeting itself starts.
Most council meetings end with
special reports.
Kelley proposed the traveling
show, which drew an overflow
house to the normally empty
Brawley council chambers, as a
way to bring their level of government to the people of the
county.
The next scheduled away
meeting for the Supervisors will
be on June 23 in Calexico. The
traveling meetings will continue
throughout the Valley over the
rest of the calendar year.
Highlights from the Imperial
County Supervisors meeting in
Brawley include:
• The Brawley Union High
School Wrestling Team, led by
head coach Tony Leon, his
coaches and some of his
wrestlers, was honored for their
fifteenth consecutive CIF-SDS
Divisional victory. The Wildcats’
win came against Ramona High
School in mid February during
the conference’s first ever “Dual
Meet Tournament” format.
• May 4-8 was declared
“National Correctional Officers
and
Employees Week”
in
Imperial County. Sheriff Ray
Loera and two of his chief
deputies were on hand to accept
the proclaimation.
• District 1 Supervisor John
Renison announced that the
board would receive an update on
county roads each meeting.
Renison said that county roads
are consistently among the top
three problems he hears as a
Supervisor.
• District 3 Suprvisor Michael
Kelley (no relation to Ryan),
announced that the
• Members of the Imperial
County Behaviorial Health
Services gave a presentation to
the Supervisors on the sorts of
services the organization offers.
Behavioral Health has a location
in Brawley on 1535 Main Street,
where the former Las Palmas
restaurant sat.
• The board approved a number of items in their “Consent
Calendar,” including:
• Ratification of a letter to
both
the
United
States
Department of Justice and the
Federal
Deposit
Insurance
Corporation (FDIC) concerning
the closures of banks in Calexico,
California.
• Approved a letter requesting
funding for several SCAG
affordable housing grants.
• Approved two pest control
foggers in an amount not to
exceed $21,000.

Calexico Library And Chamber Unveils
Mural Done By Local Artist

The 4th mural was unveiled
in Calexico last Thursday and
this time it was the work made by
resident Luis Delgado.
The new mural in Calexico is
located outside the Calexico
Chamber of Commerce office
where Delgado depicts the past
and future of Calexico. Delgado,
who is a Calexico Chamber
Director and works for the
Mexican Consulate, wanted to
reflect the history of Calexico
since its birth to its recent
growth. Delgado has been living
in Calexico for eleven years and
says he has seen a lot of changes
since he arrived from Oaxaca,
Mexico.
"I have seen a lot going on in
the eleven years I've living
Calexico that went from being an
agricultural community to solar
energy and that is what I tried to
reflect in this painting." Delgado
said.
He also mentioned that he
would like to see more art programs for kids so they can get
more involved with activities and
appreciate art.
Arts
Commission
Chairperson Hildy Carrillo said
that they will open new applications for the third cycle of mural
paintings in Calexico. The commission will review the applications and select who will pain in
designated city areas.
"This is an opportunity to
showcase local talent and like
Luis who is an artists as well as
his entire family." Carrillo said.
The Mural Project mission is
to promote the creative expression of local artist and provide an
enriching visual experience to
residents and visitors of
Calexico. The Commission
encourages artist to participate in
various areas of town to produce
beautiful works of art, while discouraging graffiti.
All murals will be chosen
based on the widest diversity of
ideas and visuals impact. The
murals will be placed on specifically designated walls throughout
the city.

Brawley Fire Department Hosts “Code 3.1 Fire Run” At Station #2

The
Brawley
Fire
Department hosted their third
annual “Code 3.1 Fire Run” at
their Fire Station #2 on the morning of Saturday, April 25.
The run, a fundraiser for the
department’s scholarship program, began and ended at the sta-
tion, running through various
parts of Northeast Brawley and
the Brawley Municipal Airport.
The event name is derived
from the metric conversion of
five kilometers into 3.1 miles.
The name is also comes from the
Emergency Service Response
Code format used in the United
States and Canada, which says
“Code 3” is a life-threat response
that requires the use of lights
and/or sirens to reach the situation quicker.
The run began with a performance by the BUHS
Marching Band, directed by Amy
Dailey. Dailey has donated much
of her time and her band towards
a number of community causes
and has even walked the run itself
in years past.
At the end of the run, free
refreshments and performances
by a local rock band, along with
booths and other activities, were
held in the back of the fire departments’s grounds.
While the run itself was free
to enter, donations were also
requested in order to help the
“Code 3 for a cure” charity started by a former firefighter and
engineer from San Bernadino.
Representatives from the
Code 3 For A Cure also ran the
entire five kilometers in full firefighting gear.

The Brawley Chamber of
Commerce's April Mixer hit the
Brawley Municipal Airport on
the evening of Thursday, April 23
as REACH Air Services hosted
the monthly business industry
gathering.
Last week's mixer was spearheaded by REACH Air business
liason director Donald Wharton,
a member of the Brawley City
Council and their liason to the
Airport Commission, the committee that oversees the airport.
Wharton's inspiration for
hosting the mixer at the airport
was last year's Open House at the
airport, where local and visiting
pilots gave volunteers an opportunity to fly over the city and surrounding countryside.
In addition to speeches by
Wharton and Brawley Mayor
George Nava, finger foods were
served by the Hacienda Catering
company and a tour of a nearby
REACH helicopter were available.
The Brawley Chamber also
held a raffle for various prizes,
including a ride in one of
REACH’s helicopters.
The Brawley Chamber also
hosted a “Cash Mob” for
Brawley Floral on Tuesday.
“Cash Mobs” encourage mem-
bers of the chamber to spend
money at a selected local business.
The Brawley Chamber does
not have a mixer listed for the
month of May as of press time.

HIP HOP AT TWO AM:
A few subjects are parked out in
their drive way listening to rap
music which is very loud, the
music was keeping the caller up.
The caller did bear the music up
until two in the morning, the subjects were contacted and advised
to turn their music down
THANKS FOR STOPPING
BY:
An unknown subject stopped by
the caller’s house and threw a
beer bottle at the caller’s vehicle,
striking the windshield. The glass
bottle did shatter but the windshield was alright, the caller did
not recognize the subject. The
caller was advised and counseled
of his options.
CAUSING RUCKUS:
A white male subject who is
under the influence is loitering in
the locale, the caller had asked
him to leave but he refused, The
subject then began to make a lot
of ruckus until an officer arrived,
he then left the area and complied
to not return.
SMELLS
LIKE
FRESH
PAINT: The caller has discovered fresh graffiti in the area, the
caller also saw three men leaving
the area, the graffiti was photographed by the caller. The
caller was advised and counseled
of his options, he was advised to
call back should the urban artists
return to finish their masterpiece.
KEEP IT DOWN:
A caller can hear a few males
talking loudly while the neighborhood dogs bark, the caller
found it suspicious. Though they
were not there when they arrived,
the caller was advised to call
back should they return.
THROUGH THE ALLEY:
A subject was walking down the
alley in the middle of the night,
the caller stated that the subject
is making the dogs in the area
bark along with one of the neighbors yelling out for silence. The
area was checked, the subject
was not there, the caller was
advised to call back should they
return.
ROCKS:
An unknown subject has thrown
a rock thru the caller’s bedroom
window. The caller stated that it
might have been her exboyfriend, she did notice that it
was a male subject, the caller
was advised of her options, a full
report was taken.
KARMA?
An unknown subject has gone
around and shot the caller’s vehicle’s window with a bb or pellet
gun. The caller stated that the
windows were not shattered but
the small holes did crack the windows and though nothing was
stolen. The caller stated that he
had no idea who could have done
this, a full report was taken of the
incident.
CAME AND LEFT:
The caller was in the locale visiting a friend when suddenly, an
unknown subject was throwing
objects at the caller’s truck. The
caller stated that the subject was
gone as quickly as he arrived, the
caller was advised of his options,
minor damages were left on the
truck.
BOTHERSOME:
A male subject is loitering in front
of the store, refusing to leave and
bothering customers, the subject
is pan handling. The subject
becomes irate when someone
does not wish to give him anything. The subject was contacted,
the situation was handled, the
subject complied to move elsewhere.
OUT FOR A WALK:
A large pit bull was hanging out at
the local park, the dog seemed to
be minding his own business. The
dog’s owner was called and counseled; he was able to retrieve the
dog after apologizing to a few of
the park visitors. The subject was
advised and counseled.
ALLEY TROUBLE:
Two subjects are making a lot of
noise in the alley, when the caller
went down to take a look he
found that they were having a
physical fight, an officer did
arrive at the scene. The two men
were not found in the area, the
caller was advised to call back
should he hear or see anything.
UP AND DOWN:
A group of teenagers in the neighborhood are having loud music
playing while they relax. The
group was asked and complied to
turning down their music once
before but they would just end up
turning their music back up. The
groups of teenagers were advised
of their options, they agreed to
keep their music down for the rest
of the evening.
CHEAP FENCE? The caller’s
neighbor’s dog destroyed a big
chunk out of the fence which is
owned by the caller; both the
neighbor and the caller were
advised that it would be a civil matter. They were advised on how to
handle the situation.
SUSPICIOUS MAN:
The caller has spotted a small red
vehicle which is parked at the
alley; the caller also noticed that
the man whom owns the vehicle
was knocking on the windows
before heading to the front of the
home. The subject was not spotted
in the area, the caller was counseled and advised of his options.
FIGHTING KIDS:
Two young boys between the ages
of ten and twelve years old were
having a physical fight, the two
kids were separated and brought to
their parents where both parties
were counseled and advised to stop
horse playing, they both agreed to
put an end to things.
OH, SIBLINGS:
Two sisters are having an argument
which seems to now have lasted
almost an hour; the two young
women were brought together with
their mother. All there were counseled; they complied to work out
their problems in a civil manner.
Sheriff’s Office Celebrates Take Your Kids To Work Day
Imperial County Sheriff's
Office participated in Take Our
Daughters and Sons to Work Day
on Thursday, April 23, 2015. This
was a great opportunity for the
children to see what their parent,
grandparent or guardian does at
the sheriff's office and to also
take part in some activities. The
ages varied from four to seventeen year-olds.
The Corrections division had
the opportunity to share with the
children a presentation on the
new jail. The Coroners division
explained how effective science
is in discovering hidden truths by
using X-rays and identifying
other oddities that could not be
verbally explained by the victim.
Scientific Investigations (evidence) had the children take ink
impressions of their fingerprints
and explained the uniqueness and
individuality of their prints.
Corrections K-9 took part in the
event by showing the children its
talent in locating items. The
Crime Prevention coordinators
escorted the children through the
sheriff's office Mobile Command
Center, around the sand rail
patrol unit and the Sheriff's
Emergency Response Team
armor truck, the dispatch center,
and the Investigations unit.
The day's event allowed the
employees of the Imperial
County Sheriff's Office to
demonstrate how each unit takes
part in the collaborative work
from the conception of a call for
service to maintaining records for
the public and law enforcement
reference. This expanded the
child's imagination and encourages them to use their potential
when seeing the many facets of
law enforcement and correctional
services the sheriff's office provides.

CBP Officers Discover More Than
50 Pounds of Cocaine in Mexicali

U.S. Customs and Border Protection
officers at the Andrade port of entry
Saturday found 50 pounds of cocaine
hidden in the car of a family with
three kids.
“There is no profile of what a potential smuggler looks like,” said
Andrade Port Director, David
Sarrasin. “We find narcotics in all
kinds of vehicles, and unfortunately
all types of travelers.”
The incident occurred shortly after 8
a.m. on April 25, when the driver, 42year-old man, his 38-year-old female
passenger, and their three minor children entered the Andrade port driving a 2006 Ford Fusion sedan. A
CBP officer referred the vehicle and
occupants, all Mexican citizens, for
further inspection.
During an intensive search, officers
discovered 22 wrapped packages
inside hidden compartments built
into the sedan’s rocker panels. The
packages were extracted from the
vehicle and field-tested positive as
cocaine.
The cocaine yielded a total weight of
approximately 51 pounds, with an
estimated street value of about
$670,000.
The driver was arrested and turned
over to the custody of Homeland
Security Investigations agents for
further processing and was later
transported to the Imperial County
Jail to await arraignment. The
female passenger and her minor children were released and returned to
Mexico.

This Week: Beef And Fire, But Not In
Any Sort Of Pleasant Combination
WE BEGIN WITH a message to those excited about the
Beef Plant.
Keep Calm And Wait
Patiently.
WHEN THE ANNOUNCEMENT was released that the
Brawley Beef plant was in the
process of being purchased by a
group with local ties, people
around the Valley became excited. (For an example, see the column by Supervisor John Renison
below.)
However, there are a number
of steps to go in the process, any
of which could cancel the entire
deal.
One World Beef, which is run
by Brawley Union High School
graduate Eric Brandt, may have
ties to the Valley, but there’s no
guarantee that they’re doing this
to benefit the county, the city of
Brawley or the former employees
of the beef plant.
All we know is that someone
is interested in buying the plant.
It’s a start, but we’ll all know
more come early July, when the
actual purchase is announced.
Until then, keep calm, wait
patiently, don’t make plans and
hope everyone directly invovled
is upfront, honest and willing to
do proper business.
THE FIRE THAT destroyed
the 99¢ Plus store in Holtville
sent a very blunt reminder of the
blazes that hit Brawley from
September 2012 until April 2013.
Yes, the fires were awful and
the senseless destruction of private property was awful, especially when it was revealed that
the fires were an attempt to hide
break-ins from teenagers in the
city.
But the worst part of it all, as
a resident of the city, was the
smell. The smell of wet charcoal
still reminds me of the millions of
dollars in property and hours of
manpower lost. It still reminds
me of the destruction and aftermath of a number of buildings.

as of yet, unsolved fire at the

I wanted to start off by reporting on the special contacts the
County
is
initiating
in
Washington D.C. regarding the
series of bank closures on the
border. This effort will be coordinated as well with local authorities in Calexico to show and
demonstrate a unified front. The
County is also requesting that the
Border Trade Alliance become
actively involved in this issue as
well. I will report on this later. By
the way, the County will be traveling to Washington D.C. the first
week of June to deal with this and
other issues of local concern.

of mine for over 15 years. It’s
nice to see people with the same
interests gathered together in one
place.
It would be nice to have a
similar gathering around the
Imperial Valley, but I’ll be totally
honest and say it’s likely to not
happen.
People around here are too
judgmental about each other to
celebrate something like that.
They residents of the Imperial
Valley still use words like “nerd”
and “geek” in spiteful, hateful
ways.
It’s sad that simply being
more interested in things other
than sports and football can gen-

In the finals, which was
shown on national cable telvision, saw UC Berkley win in a

The $450,000 in total prizes
included full tuition paid by the
company and other rewards.
It should have been a triumph
of how far electronic sports, or
“eSports” have grown in the past
few years
Unfortunately, someone had
to poop on the parade. One
Speaking of which...
ESPN personality,
however,
attempted to take the network to
task for broadcasting a video
game tournament instead of some
basketball games shown on
another network.
Now, not wanting to give this
particular person’s views any
more publicity, I find it odd that
anyone would want to chide their
bosses for trying to reach out to
another audience.
For those not aware, the
viewership for eSports around
the world rivals that of American
baseball, the national pasttime.
Popular, professional video game
players routinely have larger
viewer numbers than many sports
events.
Live eSports events routinely
sell out hosting venues, including
the Seoul WorldCup Stadium last
October for the League of
Legends World Championships
(another MOBA operated by Riot
Games).
In short, this past weekend’s
broadcast of Heroes of the Dorm
was ESPN2’s attempt to tap into
a market they know little about.
If anyone wants to get angry at
that, all I can say is “good luck
being a jerk, pal.”

Bank Closures Being Looked At In
Washington, Updates To County Roads

about the reopening of National
Beef under a different name.
Owner Eric Brandt recently met
with County, City and IID officials to discuss how the ad hoc
committee can be of assistance.
The three entities will be joining
efforts to ensure the fall opening
goes well. We expect to employ
once again hundreds of employees that lost jobs last year when
National Beef announced the closure. The County continues to
work with potential new businesses in offering incentives such
as training dollars to ensure we
employ some of those that went
on to other endeavors and are still
living locally.
The rooftop solar program
being offered by Citizens Energy
of Boston is still taking applications this year for home solar systems. For more information visit

The first offsite meeting of
the Board of Supervisors was
held this week in Brawley. You
might have noticed that the Board
will be meeting in every valley
city within the next several
months. The meeting was held at
6 pm in the Brawley Council
Chambers. The next offsite meet-
ing will be held in Calexico on
Tuesday, June 23rd at 6 pm. I am
hoping for a great turnout.
I have asked the Public
Works Department to provide the
Board with a weekly update on
county roads. This will enable us
to better program the roads that
are in need of resurfacing or
repaving. You might want to
know that the County is responsible for over 2,000 miles of roads
and over 100 bridges.

Border Banking Workshop Brings Fed Attention To Calexico

A banking and finance workshop was held last Friday to
speak about the recent banking
closures in Calexico.
The Calexico Chamber of
Commerce
Economic
Development Committee organized a forum to talk about what is
happening with the financial
institutions and their closures in
Calexico. So far Rabobank and
Chase have closed their branches
and Bank of America will do the
same in June.
That will leave Calexico with
Union Bank and Wells Fargo and
two credit unions, First Imperial
and Sun Community. These
financial institutions said that
they will not be closing and will
continue to serve Calexico. Some
of them even open the possibility
of opening more branches and
expanding services in Calexico.
The closures are in part to
Operation Chokehold in which
banks are required to monitor
possible money laundering activities on banks along the U.S.Mexico border.
One of the speakers at the
event was Tim Walsh, Chief of
Staff of Rep. Juan Vargas (DChula Vista), said that bank closures is something that House
Financial Committee is looking
and moving on this matter.
Vargas currently serves on the
House Financial Committee
which oversees the banking institutions.
Walsh said that even in spite
of the recent closures, local banks
have a unique opportunity to step
up and offer their services.
"I believe when one bank
closes it creates an opportunity
for the other institutions like the
local banks and credit unions to
expand their services because
they know the needs to the community." Walsh said. He also
mentioned that one of the options
will be that regulators offer a
"Safe Harbor" and allow businesses see public information if
they meet the criteria on regulations.
Walsh said that there have
also been closures in Arizona and
Texas and that is why Senator
John McCain has been questioning the new regulations. Walsh
said that banks are closing
because of business decision
since they are looking at places
where they have high interest
rates, rise on online banking,
making a nationwide trend to
close some of its banks all over
the United States and only at the
border.
Assemblyman
Eduardo
Garcia said that there needs to be
coalition of border cities and
make Congress know about the
adverse effects the banks closures
are doing to border cities.
To that, Julia Osuna,
Economic
Development
Manager for City of Calexico,
said she spoke to all of the border
cities and that most closures have
been in California. Osuna agreed
that there needs to be a coalition
Calexico Takes On Cancer At Annual
“Relay For Life” Fundraiser

Community members gathered this past Saturday to remember those that are battling with
cancer and pledge to continue the
fight against the disease.
The 2015 Relay For Life took
place in Calexico last Saturday as
members of the community and
survivors met at the Calexico
High School Ward Field where
they camped for 12 hours and
various activities were held. After
the opening ceremony the cancers survivors took what is called
the "Survivors Lap" where all
cancer survivors at the event take
the first lap around the track, celebrating their victory over cancer
while cheered on by the other
participants who line the track.
Relay For Life events also
recognize and celebrate caregivers, who give time, love, and
support to their friends, family,
neighbors, and coworkers facing
cancer.
The Luminaria Ceremony
takes place after dark to remember people lost to cancer, honor
people who have fought cancer in
the past, and support those whose
fight continues. Candles are lit
inside of personalized bags and
are placed around the Relay track
as glowing tributes to those
who've been affected by cancer.
This year members of the
Calexico Police Department and
Police Association participated in
the walk in uniform to support
the Relay for Life. The officers
participated since most have
experience having cancer hit
close to home.
"We have a couple of officers
that have family that are survivors or currently fighting cancer and it's something that affects
all of us. We want to show unity
as a police department and that's
why we are here." Lt. Gonzalo
Gerardo said.
The participation of the
police department in this event
was spearheaded by Sergeant
Victor Legaspi and mentioned
the importance of having the
police department more present
in the community supporting
events like the Relay for Life.
"Everyone here is participating on a volunteer basis and we
are here not only for our families
but for the community in general." Legaspi said.
"It feels good to be part of
this event and walk with all the
survivors." Officer Gustavo
Zamora stated. "My daughter
went through a similar situation
this part year and we are fortunate she made it so she's here also
to support and see the community come together." Zamora said.

The City of Holtville And Little League Seek Grant To Enhance Mack Park

and the Holtville Little League
Board members approved a
$3,000 contract with California
Consulting to apply for a
Baseball Tomorrow Grant from
Major League Baseball to help
the Holtville Little League
improve the facilities at Mack
Park.
Those improvements
would include the addition of a
CONCEPT DRAWING OF what may be proposed for Mack Park
which would add a second field and new concession stand.

Holtville Little League to allow
and assist them in the construction of a second field at Mack
Park, to the east of the existing
field.
Substantial work was put into
clearing the land, principal leveling and mapping out of utilities.
There have been some discussions about tying Mack Park in
with Holtville's history with the
California Angels as they conducted their spring training here
in Holtville from the years of
1966 until 1979. There are six
California Angels that participated in spring training in Holtville
that have been inducted into the
Holtville Hall of Fame: Bobby
Grich, Jimmy Reese, Jim
Fergosi, Don Baylor, Rod Carew
and Nolan Ryan. Nolan Ryan
started his career with the Angels
in Holtville and attributes much
of his success from what he experienced while practicing here.
This project is in the very
early stages of planning, as this
was just adopted this past
Monday. The Angels have also
been contacted and these plans
have been discussed with them.
Next Year, 2016, will mark
the 50th anniversary of when the
Angels first started playing at
what was called Angeltown.
Mack Park is the only part of
Angeltown that is left of the park.
California Consulting is a
firm that specializes in grant writing and after a cursory discussion
of local needs; this and two
grants were proposed. The City
Council decided to give them a
try with the first one for the Little
League. Further down the line the
City will be looking at grants to
provide lighting for soccer
through the U. S. Soccer
Foundation.

Honored By Elks Club
New Service Area Plan Adopted By
Holtville City Council

The Holtville City Council
adopted a new Service Area Plan
and Municipal Service Review
that identifies demand for public
facilities and services for the City
and its adopted Sphere of
Influence based on population
and housing growth projection
for the year 2030.
The Service Area Plan will
allow the City of Holtville to
consider future annexations
through the Local Agency
Formation Commission.
The Plan, as prepared by the
Mooney Planning Collaborative,
was reviewed and recommended
for adoption by the Holtville
Planning Commission on March
16, 2015. It was subsequently
reviewed and adopted by
LAFCO on March 26, 2015.
The following is a brief summary of the municipal review
requirements, the Imperial
County Local Agency Formation
Commission (LAFCO) SAP
Guidelines, growth projection,
existing facilities, future demand,
and recommendations.
In preparing a municipal
service review, LAFCOs are
required to make a written statement of determination with
respect to each of the following:
1. Infrastructure needs or deficiencies, 2. Growth and population projections for the affected
area, 3. Financing constraints and
opportunities, 4. Cost avoidance
opportunities, 5. Opportunities
for rate restructuring, 6.
Opportunities for shared facilities, 7. Government structure
options, 8. Evaluation of management efficiencies, 9. Local
accountability and governance,
According to the Southern
California
Association
of
Governments (SCAG), the City
has a population of 6,174 with
1,779 dwelling units. The City is
currently comprised of 369.0
acres of land use dedicated to residential use and 361.8 acres dedicated to non-residential, including residential/commercial mixed
use, commercial, industrial, community
facilities,
open
space/recreation, and state highway & arterials.
Based on the Year 2030
growth projections, the population is expected to increase by
1,032 with 445 additional
dwelling units for a total population of 7,206.
Phasing of future land use
development is difficult to predict as it is greatly influenced by
complex economic, market, and
environmental factors. Estimates
of future development are based
on historic population trends and
population projections from
SCAG and will need periodic
updates in order to maintain services for residents.

Appreciation night on Thursday April 23rd and two of Holtville
Fire Fighters were recognized for their outstanding performance
with the Holtville Fire Department. Fabian Ramirez and Felipe
Patian both were recipients of the Safety Officers Award. They
were joined by Holtville Mayor Ginger Ward .

The whole area was ringing
with the sound of sirens as fire
trucks, sheriff cars, and Border
Patrol began to arrive.
The Holtville Sheriff and
Border Patrol secured the area as
the fire crews began to control
the blaze.
There were fire units from
the cities of Holtville, El Centro,
Imperial, Calexico, Brawley,
NAF El Centro, and Calipatria
that came out to help.
By 7:45 there were just a
couple of small flames that were
flickering and a completely devastated 99 Cent Store with
George's
Pizza,
Parker's
Pharmacy, Surfin Sub and HC
Tax Service seemingly to have
survived the massive blaze.
Fire crews worked throughout the night mopping up and by
sunrise, some of the business
owners and employees started to
clean up some of the water and
debris in front of their businesses.
H.C. Tax Service and Surfin
Subs Deli, who share the building with Parkers Pharmacy, had
the glass broken on their front
doors so that the fire inspectors
could get inside. George's Pizza
had some water damage as
runoff from fighting the fire ran
through their back door.
By 10 am, the Arson Task
Force had arrived to inspect the
damage. After inspecting the
building, it was determined that
the fire had begun near the front
of the building where the electric
box was located.
It was determined that the
fire was caused by an electrical
failure.
The IID and AT&T arrived
around the same time and started
to evaluate the damage to the
electrical and phone lines. They
began making repairs on the
power and phone lines.
By Monday afternoon, service had been restored. The IID
crews worked late into the
evening on Monday, replacing
two of the power poles that had
been damaged by the fire.
Holtville's building inspector
determined that, due to concerns
of the joining walls to Parker's
and George's, the buildings were
unsafe and red tagged them
until they are inspected a civil
engineer could inspect them.
On Tuesday morning there
was an inspection of the debris
that was left on the sidewalk in
front of the 99 Cent Store. It
was determined that the debris
would need to be removed by a
hazardous waste specialist, as
they
contained
excessive
amounts of lead and possible
asbestos.
It took eight engines and
over 300,000 gallons of water to
knock down the fire in what
looked as if it could engulf the
entire block, but was contained
to the one building.
The City of Holtville is
grateful for all of the help they
received to help contain this crisis.
The office for this newspaper
is just three doors down from the
99 Cent Store and was too close
to the fire to be evacuated.

So many times we try to
make our relationship with God
difficult. We put conditions on
God that we ourselves would
never agree to. We over think
events and make up reasons why
this did happened or that didn't
happen.
There may have been times
when we were sure God didn't
care about us because He didn't
answer our prayer about taking
care of that jerk at work that disrespected us. If we pray to God
about something, then we're sure
God Is Love, Really!
He will answer it the way we
want. And God, hurry up about
it, I don't have all day to wait on
you! Don't you know how
important to me this is? And
don't you know it needs to be
taken care of right now?
Is this the reason God is here,
to take care of our every demand?
To do whatever we want Him to
do; to be our Genie in the bottle?
I would most affirmatively say
NO! Yes, God is here to help us
through difficult times and to
teach how to live a better life, but
not at the expense of others.
God is pure love. And He has
this pure love available to anyone
who wants it. His only condition
is that we love Him back. And as
we give our love back to the
Lord, we will then begin to give
it to others. Instead of getting
even with that 'jerk' at work, we
will pray for them and hope they
understands what they have done
and how hurtful it was to us.
Is this going to be an easy
transition for us? It may take
some time for us to change our
ways to a more loving outlook on
life. But God will be there to
help us see how we can change
our lives. He wants nothing more
than to have each of us share His
love with Him and then with oth-
ers.
One way to help ourselves is
to read the Bible everyday. Gods'
love is found through this wonderful book. Start in the New
Testament and find what you are
looking for on every page. Learn
how to share His love with others
and I promise you will see how
simple it is to be one of Gods'
children.

Eighteen Caltrans Projects In The Works For Imperial County

There will be a lot of road
work construction in the
Imperial County over the next
few years, which could have a
positive effect on the Imperial
County economy.
There are 18 projects that
have either started construction
or are about to. Of the 18 projects, 17 have secured funding
and the 18th is expected to.
The total cost for these 18 projects will total over $500 million.
Caltrans is also trying to
keep these jobs local and will
be conducting a construction
and job fair at Imperial Valley
College sometime this summer. They have invited local
contractors, unions and workforce development services to
take part in this fair.
Some of the projects may
disrupt some of our commutes
as they will entail some closures. Most know of the work
that is going on at the

A tradition is returning to
Holtville the month of May,
2015.
American Legion Auxiliary
members of Bradley Keffer
Unit 138 will be distributing
poppies for donations to the
public, family and friends. All
contributions from the Poppy
Fund go directly for the rehabil-
itation of Veterans honorably
discharged from the United
States Armed Forces, Veterans
Active duty military personnel
and their families where financial and medical need is evident.
Donation locations will be:
Donut Shop, DePaoli’s property, Family Dollar Store, Rotary
Club, and other
locations
around town.
The red crepe poppy flowers are made by disabled
Veterans and offered every May
by the Auxiliary members.
The poppy flower was
selected because many of the
World War I Veterans remembered them on the fields of
Europe. The poppy came to
symbolize
the
sacrifice
Veterans made. The red reminded the doughboys of the blood
that had been shed. The poppies
seemed to bloom, even on the
shelled battlefields, and became
a sign of hope and renewal for
those who survived.

both the high school and college
levels.

Dogwood overpass by the I.V.
Mall, which is scheduled to be
completed in September 2016.
When that is completed, the I8 Imperial Avenue Interchange
is scheduled to start construction in 2017. This will entail
the closure of the interchange
completely for the duration of
construction, which is expected to be completed in 2019.
Another huge project that is
expected to start later this year
is the repaving of I-8 with long
lasting concrete. This will
entail overlaying the existing
concrete with another 12" layer
for 26 miles of freeway that
runs through the Imperial
County. This will involve the
shutting down of one side of
the freeway at a time until the
26 miles of repaving is completed in sometime early 2017.
There will be several smaller sized rehabilitation projects
that will be going in various
areas in the County as well.

Local Scouts Perform At SD Derby
On April 18th, Cub Scouts,
their families and Scout leaders
from across the San Diego and
Imperial counties came to
Qualcomm Stadium in San Diego
and competed in the 42nd annual
San Diego 500 Pinewood Derby.
Everybody was there to cheer
on their favorite racers and to
watch some very exciting and
extremely close races. At the conclusion of the races, trophies
were awarded and the final
Imperial Valley District winner
results were: First Place, Drew
Brinnon of Pack 4086 from
Imperial; Second Place, Chase
McCain of Pack 4076 from El
Centro and Third Place was Jose
Carlos Rocamora of Pack 4005
from Calexico.
For all the scouts, the
Pinewood Derby provides those
participating with a chance to
learn how to build their own cars
from approved kits, to compete
and even have some fun.
Everyone who attended had a
great time, enjoyed some great
racing, experienced some very
good Scout Spirit and are making
plans to attend next year's finals
to be held at about the same time
period in 2016.

Craft Beer Invitational
Event In Mid-May
The City of Imperial and
Alford Distributing have partnered to bring another one-ofa-kind regional event to the
Imperial Valley. Join us on
May 16th from 7pm to 11pm
for the 2015 Crown Craft Beer
Invitational located at 344
Crown Court in Imperial, CA
(between Alford Distributing
and Duggins Construction).
With the purchase of an
admission ticket, attendees will
be able to participate in unlimited samplings from twelve
National and International
Breweries. As well as live
entertainment from Safety
Orange and award winning
eats from local vendors and
past Market Day’s cook-off
champions.
The City of Imperial and
Alford Distributing have also
collaborated with Wounded
Warrior Imperial Valley and
Imperial Police Activities
League. A portion of admission
tickets will be donated to these
non-profits to further local
benefits for Veterans and Youth
Summer programs in the
Imperial Valley.

County Law Day To Include Reception For CUHS Mock Trial Team
The Superior Court of
California, County of Imperial is
pleased to announce several Law
Day 2015 activities on May 1,
2015. All events are open to the
public.
Law Day was established in
1958 by President Dwight D.
Eisenhower to strengthen our
heritage of liberty, justice, and
equality under the law. In 1961,
Congress issued a joint resolution
designating May 1 as the official
date for celebrating Law Day.
Every president since then has
issued a Law Day proclamation
on May 1 to celebrate the nation's
commitment to law. To celebrate, the Superior Court of
California, County of Imperial
will be hosting a Law Day
Celebration on Friday, May 1,
2015 from 4:30-6 PM on the El
Centro Courthouse lawn.
Court Executive Officer and
Jury Commissioner Tammy L.
Grimm stated that "Law Day
2015 is meant to be about community, family, and fun…while
learning about how the law works
in our community. We will have
many community partners present to discuss their role in connection with the law. We urge
you to come out, bring your family, and enjoy the event."
Grimm says that the event
will have informational booths
from a variety of organizations,
including the District Attorney,
the Public Defender, DCSS/Child
Support,
Probation,
Law
Enforcement, California Rural
Legal
Assistance,
Family
Solutions, etc. Law enforcement
will be present to show their
vehicles. CASA will have their
race buggy available to view and
take pictures with. The Court
will have booths regarding jury
duty, the Self-Help/Access
Center, the Law Library, and a
booth with a live demonstration
from a court reporter. This is an
excellent way to learn what your
Court and legal professionals do,
especially if you have ever considered a career in the legal field
or law enforcement.
The Court will offer free photos of your children on a judge's
bench so they can experience the
feel of a courtroom. The Court
will also offer courthouse tours at
4:30, 5:00, and 5:30 pm, limited
to 30 per tour. Tours will be firstcome, first-served, with those
calling to reserve a tour having
first priority. To reserve a space

Association will host a Special
Session and Cake Reception at
Noon honoring the success of the
Central Union High School
Mock Trial Team this year.
