El Centro And Mexicali Become “Sister Cities”

It was a historic day for
Mexicali and El Centro last week
as both signed an agreement that
made them sister cities for the
first time ever.
In a ceremony held at the
Mexicali Casa De La Cultura, El
Centro Mayor Efrain Silva and
Mexicali Mayor Jaime Rafael
Diaz
Ochoa
signed
a
Memorandum of Understanding
that officially made them sister
cities for the first time in history.
The mutual benefit agreement calls for promotion of both
cities related to economic development, cultural and tourism
events. Present at the ceremony
from City of El Centro were
Mayor Pro Tem Jason Jackson,
Economic Development Director
Marcela Piedra, and El Centro
Chamber Directors Fernando
Zavala and Les Smith.
Mayor Silva spoke about
spending his childhood in
Mexicali and signing this agreement meant a lot for him person-
ally.
"The City of El Centro is not
the "center" just in name; we are
the center of government and
commerce of the Imperial Valley.
El Centro is a vibrant and progressive city with an aggressive
plan of growth and development
focused on improving the quality
of life for our residents." Mayor
Silva said in his remarks. "We
committed to establish a long
lasting relationship that will help
both the residents of Mexicali
and El Centro."
Silva added that this agreement's goal is for the people of
Mexicali to know what El Centro
is all about and see what services
and commercial opportunities the
city provides.
"A majority of our residents
are former Mexicali residents and
are also part of our workforce in
the Imperial Valley. Our El
Centro residents visit Mexicali
regularly to shop, visit families,
and enjoy sporting events. I
invite Mexicali to know what El
Centro is all about. We are more
than Walmart and Costco." Silva
said.
Mayor Pro Tem Jason
Jackson said as incoming Mayor
of El Centro, he will be working
to take the relationship with
Mexicali towards the next level.
"This is a big moment for
Mayor Silva since he worked
hard for this and I look forward to
working with him during the next
year to make our relationship
with Mexicali stronger." Jackson
said.
El Centro Chamber of
Commerce Director, Les Smith,
said that he is looking forward to
working with Mexicali and using
this avenue to promote the commerce of El Centro.
"We would like to expand the
information exchange especially
in the medical tourism that is
available for our people here in
Mexicali and also promote to the
residents of Mexicali that there is
more to El Centro than Imperial
Valley Mall and introduce them
to more opportunities the
Chamber and the city offer."
Smith said.
Chamber Director Fernando
Zavala agreed with Smith saying
that the support that Mexicali residents give to El Centro in tax
revenue is huge and this sisterhood agreement was long over-
due.
"We have friends in the private and public sector in Mexicali
that are eager to join us and support the City of El Centro and the
Chamber of Commerce. This is
something that needed to be
done." Zavala said.

Pine Students Release Balloons For Higher Education Dreams

The Imperial County Office of
Education's Office of Higher
Education held a weeklong list of
activities through the Imperial
County to promote college and
career readiness for all students.
In an effort to promote the
importance of preparation for college and career at all grade levels, a
series of events and activities were
conducted at school sites and in the
community throughout Imperial
County.
During K-12 Higher Education
Week - September 21-25, 2015
teachers and school site staff will
had the opportunity to engage students in meaningful conversations
and activities to emphasize the
importance of
doing well to set the foundation for
a successful future. Higher
Education Week for 12th grade students was held September 22-24,
2015.
Over 25 college and university
recruiters visited Imperial County
high schools to provide students
information and options as they prepare to apply to colleges and universities this fall. Higher Education
Week Parent and Student Night at
the IV Mall was September 23,
2015. Colleges and Universities
were available at the IV Mall from
5:00 p.m. to 7:00 p.m. providing
information and guidance to students and parents.
Holtville Schools also participated in Higher Education activities
throughout the week with special
days of dress where the students
were able to dress up as the occupation they want to be when they grow
up.
Last Thursday at Pine School
the students all gathered and
released balloons into the air with
the name of the occupation that they
wanted to become written on the
balloon. Pine Scholl ASB President
Noah Jongeward talked of how
excited the students were to be able
to participate in the activities. When
asked what he wanted to become
when he grew up, he stated, "The
President of the United States."
California's State Librarian Visits Holtville's Library

The
California
State
Librarian Greg Lucas made his
rounds through the Imperial
Valley last week and made a stop
in Holtville to see what and how
our Librarian is doing. Mr. Lucas
visited with Holtville's Mayor
Ginger Ward along with myself,
Jim Predmore, Mayor pro-Tem
and Holtville's Librarian Lorenza
Carpenter. Mr. Lucas explained
how he is trying to bring in new
technology and funding to our
libraries and offered his contact
information so that we could contact him if there was anything
that he could help us with in
Holtville and the Holtville
Library.
His primary focus is approval
of the governor's $2.25 million
budget proposal to link public
libraries to the not-for-profit
Corporation for Education
Network Initiatives in California.
He is not an acronym fan but the
high-speed broadband system is
routinely referred to as CENIC.
Created by the University of
California, CENIC's other members include the state university
system, California's community
colleges and public schools.
He also stated that hooking
up to CENIC is a "game changer"
for libraries.
A State Library needs assessment on high-speed broadband
finds that 70 percent of
California's public libraries have
connectivity that is more limited
than the typical American homenot exactly redefining licketysplit for the 21st Century.
If the response is sluggish for
a handful of people, imagine
what's it like for dozens of simultaneous library users.
Greg Lucas was appointed
State Librarian of California by
Governor Edmund G. Brown Jr.
on March 25, 2014. He was senior editor for Capitol Weekly
from 2011 to 2014. Lucas has
written and edited California's
Capitol, a website he created in
2007 focused on California history and politics. He was

County Sheriffs Awarded
Grant For Body Cameras
The Bureau of Justice
Assistance, part of U.S.
Department of Justice, Office of
Justice Programs (OJP), awarded
Imperial County Sheriff’s Office
(ICSO) with the Body-Worn
Camera Pilot Implementation
Program grant in the amount of
$74,770. OJP guidelines and
requirements were a competitive
and stringent process. OJP
received 285 application submissions.
California was awarded with
six (6) grants; ICSO was one of
the awarded recipients. Deputy
Sheriff Rene McNish and
Administrative Analyst Laura
Bowen of ICSO were the key
contributors of compiling the
body-worn camera (BWC) information and responsible with sub-
mitting the grant application. A
few of the competitive grant categories for the implementation of
the BWC program included a
plan in creating a policy and procedures, training and technical
assistance, maintenance, agency
collaboration, and data and evidence collection.
The Sheriff’s Office, Imperial
County Board of Supervisors,
District Attorney’s
Office,
Deputy Sheriff’s Association and
other entities that were among the
supporters of the grant application process are part of the collaborative efforts and success in
receiving the grant to uphold the
transparency and strengthen
accountability with law enforcement and the public.
Local Singer Starts Foundation For Autism

There are no limits for
Calexico's Jonathan Cortez who
despite the challenges in his life
has been able to give back to
those with disabilities.
Cortez, 21, is working on his
musical career that has become
his passion and motivation.
Cortez was diagnosed at age four
with Aspergers syndrome, an
autism spectrum disorder that is
characterized by significant difficulties in social interaction and
nonverbal
communication,
alongside restricted and repetitive
patterns of behavior and interest.
His future was in question but
Jonathan found a motivator and
something that has helped
improve his autism: music. At an
early age, Cortez found a love for
music and started writing songs
and began performing at several
events. His love for music has
allowed him to overcome his
autism and made him more social
and active.
Cortez has shared the stage
with singers like Ezequiel Pena
and most recently with Mexican
signer Lalo Mora three weeks
ago at the Barbara Worth Country
Club. Proceeds from the concert
went to Jonathan's foundation
"Un Mundo De Esperanza" in the
amount of $1,000 from concert
promoter and Calexico businessman, Emmanuel Leon.
Cortez had the idea of making
a foundation to help kids with
autism and people with disabilities in the Imperial Valley.
"I've been working with the
idea of having this foundation
and support the people that need
it the most." Cortez said.
Jonathan's father Guillermo
Cortez said the foundation is
focused on helping people with
disabilities in the Imperial Valley
regardless of what type of disability they have.
"As we get more sponsors
and donations we will be able to
expand our services and help the
most people we can." he said.
Guillermo Cortez said it was
Jonathan's ideas to open this
foundation to help kids that need
it and given them the motivation
to improve.
"Jonathan is a warrior and is
an example for all of us." his
father said.

STOLEN PROPERTY:
It was reported that the caller's vehicle was broken into, a stereo was
stolen along with ten CD's, the estimate value of the loss remained
unknown, the caller was advised of
his options.
PERSONAL PROBLEMS:
It was reported that a couple is inside
a home arguing, throwing things
around the home and being very
aggressive, though the police have
separated them, the caller remains
weary that they may start again as
they have before.
BROTHERLY LOVE:
It was reported that threats were
made to the caller by his own brother, the threats were against his vehicle, the caller stated that his brother
threatened to break the windows,
slash the tires and steal the radio, the
caller was advised of his options.
COUPLE PROBLEMS:
It was reported that a female whom
the caller had a small skirmish with
earlier, the female subject drove by
her residence and threw a beer bottle
at her vehicle, the caller was advised
of her options.
LIVE MUSIC:
It was reported that the caller's neigh-
bor from behind the alley is playing
drums and has kept him from resting,
the neighbors were contacted and
complied to packing up, the caller
was advised of his options.
STOLEN VEHICLE:
It was reported that the caller's vehicle was stolen from a parking lot,
sometime during the middle of the
day, the incident had no witnesses, a
full report was taken and the caller
was also advised on his options.
KEEP MUSIC DOWN:
It was reported that loud music was
seen coming from a residence down
the street, the neighbors were con-
tacted, they complied to turning the
music down, the caller was advised
to call back should it happen again.
BEER RUN:
It was reported that a male subject,
whom looked to be in his late teens,
early twenties came in and ran off
with an 18 pack of budweiser, the
subject was not caught, the caller was
advised to call back should he
return.
STOLEN PROPERTY:
It was reported that the caller's had a
set of earings, bracelets and anklets
stolen from the caller, though it isn't
known where they were stolen ,it is
known that they are authentic gold
and diamonds and are very expensive, the caller suspects it might
have been her ex-boyfriend, she was
advised of her options.
UNDER THE INFLUENCE:
It was reported that the caller's brother is causing a disturbance in the
home, though it is believed that he is
under the influence of alcohol, he is
becoming irate, the young man left
to stay at a friends home for the
night.
Brawley Chamber Committee Hosts Forum For City Council Candidates

The Brawley and El Centro
Chamber
of
Commerce’s
Regional Government Affairs
committees hosted a special candidates forum at the Brawley
Council Chambers on Tuesday,
September 29.
Tuesday’s forum focused on
the four candidates running for
three available seats on the
Brawley City Council in the
upcoming November election.
The candidates running are:
• Norma Kastner-Jauregui,
the lone challenger.
• Incumbent and Mayor
George Nava.
• Incumbent and Mayor ProTempore Donnie Wharton.
• Incumbent Don Campbell.
Each candidate was given
three minutes for an opening
statements and two minutes to
answer questions asked by
forum moderator Luis Plancarte.
Questions were also gathered
from the attending audience and
asked as time permitted.
Questions from the chamber
ranged from what measures
would the candidates support to
improve infrastructure issues
and what should be done to
improve customer service within
the city’s various departments.
Questions from the audience
included whether or not the candidates, if elected, would seek a
different office.
Also up for election in
November, but running unopposed, are City Clerk Alma
Benevides and Miguel Miranda
as City Treasurer. Both were
invited to the forum and given
three minutes to speak.

John Ruch
JOHN RUCH
May 22, 1923 - September 23, 2015
Born on May 22, 1923 in Diessbach, Switzerland,
John Ruch passed away peacefully in Richmond, Virginia on
September 23, 2015 at the age of 92.
As the second child of a traditional Swiss farming
family, young “Hans” showed an aptitude toward learning and
adventure at an early age. He worked hard on the farm and
studied equally hard in school. His affinities toward natural
sciences (chemistry, mechanics, physics, anatomy, geology,
etc.) would remain life-long interests. During WWII, John
served in the Swiss Army Cavalry Division, where he ascended to the rank of Lieutenant. After his discharge, John returned
to the family farm and continued his education in agriculture.
In 1948, he set sail to the United States – the land of opportunity! He would later claim, “I came to America with LESS
than nothing”. After working for several years on farms
owned by Swiss cousins in Connecticut and Iowa, John drove
west in 1953 to Palm City, California. The following year, he
obtained his US citizenship – a source of great pride and loyalty that he would carry for the rest of his life.
On a visit to the Death Valley with some friends, John met the woman whom he would spend the rest
of his life with, Marta Wydler, who was also a Swiss immigrant. They quickly fell in love and were married in
1956 in Chula Vista, California. The newlyweds settled in San Diego and later moved to Holtville, California
where John established a small dairy farm with a herd of 50 borrowed cows. In their first 8 years of marriage,
John and Marta were blessed with 5 daughters. John was an active member of the Imperial Valley Swiss Club.
John was a faithful Lutheran who sang in the choir and proudly attended church with his family every Sunday.
Through hard work, discipline, and raw determination, the Ruch Dairy thrived. By 1976, the herd had increased
10-fold and it was time to expand even further. John moved his family and dairy north to Visalia, California.
Over the next 15 year period, each of John’s daughters grew up, attended college, were married, and to his
delight, started having their own families. In 1991, John and Marta again moved the Ruch Dairy operation to
Hobbs, New Mexico, this time in a partnership with his daughter and son-in-law Janet and Bruno Bruelhart. In
2012, after retiring from the dairy business, he and Marta moved to Richmond, VA to live with their daughter,
Sandi Holahan and her family. There, he enjoyed his last few years peacefully, around loved ones, reflecting
fondly on many wonderful memories of his long and blessed life.
John Ruch was a quiet, unassuming man of old-world charm who appreciated family, culture, and simple pleasures. He was inquisitive and knowledgeable. He was immensely disciplined and hard working. He
was kind-hearted and gentle natured. He was a devoted husband and father. John was a proud dairy farmer and
a proud American.

John will be missed dearly by a large loving family that includes his wife of 59 years, Marta
Ruch, five daughters and their husbands, Janet and Bruno Bruelhart (Hobbs, NM), Irene and Dwight
Wiegand (Fresno, CA), Sandi and Steve Holahan (Richmond, VA), Marcie and Bob Harkness (San Diego,
CA), and Patti and John Daly (Golden, CO), and 16 grandchildren. He is also survived by his younger
brother Peter Ruch (Olten, Switzerland) and sister, Katherine Sugranyes (Cancun, Mexico).

SOUND OFF. TIME TO AIR
SOME GRIPES ABOUT just
about everything the world has to
offer. More or less.
In Holtville we are forced to
drive along Holt Road leaving
town to the north and heading to
Blythe.
Anybody’s whose taken that trip
should have good shocks on his
vehicle since he is going to get
bounced around a lot.
That road has been in need of
repair for several years, but nothing gets done to improve it. There
is a lot of heavy farm equipment
that moves over that stretch of
road, as well as trucks of all sizes.
The pavement is damaged.
That’s all there is to it. So, how
come the county doesn’t fix it?
We have a county supervisor
who could help this situation.
Where is he? He supposedly lives
in Holtville but isn’t seen there
very often. At least not officially.
He was mayor of El Centro at
one time and now he is over here.
It’s time for him to wake up and
do something over here in his
“home town” before we all get
bumped to smithereens.
It is good for auto repair shops,
I suppose. And we suppose Mr.
Castillo is busy doing something.
But its time for some action.
And maybe he can tell a few people what he has done for Holtville
lately. We’re not sure what he
has.
A supervisor should at least get
the roads repaired.
IT’S BEEN TWO WEEKS
SINCE THE LAST EMMY
AWARDS SHOW ON TV.
There isn’t much else to do here
during the hot September nights
but watch television.
This year’s program was disappointing once again because the
gods of the small tube always
look toward something exotic to
give awards away to. That meant
HBO took home more that a large
share of the awards given out.
I guess TV people like sex, violence and bad language as gauges
for what deserves and award.

Here we go again.
The Calexico City Council
decided to suspend Richard Warne
as City Manager two weeks ago.
The move is more than likely to
end with the City Manager's termination at the end of the 30 administrative leave imposed by the council. Nick Fenley was appointed and
became the TENTH City manager
in the last TEN years. It is a record
that Calexico has with a revolving
door of administrators during the
last decade because of constant
micromanaging by some council
members and bad judgments in
choosing a city manager.
Having a record of ten city
managers is nothing to be proud of
and that shows the unstable political and administrative chaos
Calexico has been in the last
decade. Mr. Warne was escorted
from City Hall not able to say a
word to city staff. Once again
Calexico was left without a top
administrator and city employees
were let down by not having a head
figure and employee moral fell to
the ground once again.
The revolving door of city
managers in Calexico has been
caused by having council member's
micromanage the city manager
forcing them to complete their pet
projects or impose their political
annual tribute to pay TV. There
are new players in the game too,
with the addition of Netflix and
Amazon streaming, as well as
other new networks.
It’s getting so you can’t tell the
players without a scorecard on
the tube.
Perhaps they could have two
awards shows, or three or four.
That way recognition could be
handed out to those in categories
that the public watches for free.
And the pay TV boys could have
their own show. At least I’d recognize some of the winners if
they did that.
This year’s show was so overloaded with HBO awards that I
turned it off early. I’m sure a lot
of other people did too.
The endless march of people to
the stage was like a graduation
ceremony, with writers, producers and a few actors wanting to
get in on the glory.
It’s time for the Emmy awards
to get back to the main stream of
viewing.
Take Pawn stars. It is a show
presented in 150 countries these
days. It deserves a little praise. As
do others.
THE CALEXICO CHRONICLE IS CELEBRATING ITS
111TH ANNIVERSARY as a
newspaper in Imperial Valley.
Despite all the fighting and
bickering that goes on in the City
Council chambers,
Despite the charges of corruption in government and police
services.
Despite a steady stream of
politicians. The city and the
newspaper has grown regularly
and been one of the more progressive settlements in the county.
They’ve added shopping centers
that can rival the best in the country. And they have brought in
investors from foreign countries
to broaden their economic base.
Calexico is still a gateway with
Mexico and the number of first
time citizens in the city is amazing. The ethnic mix is also
impressive because of the diversity it offers the people who live
there.
And even with all that it has
managed to maintain a small
town atmosphere that rivals any
city in the Valley.
When I first came to Calexico
about 16 years ago, the city still
had the old school charm that a
border town has. It also had a
core of people who had pioneered
there and reaped the rewards of
being there.
When you got away from the
politics, it was any old excuse for
a party. There was almost one a
week and Fiesta was the word to
describe the atmosphere there.
It’s 16th de Septiembre celebration was a major production that
brought out the best culturally in
the region.
On this day we salute the city
for allowing the Chronicle to be a
part of it.

Care About Calexico

Managers have been wrongly chosen because of politics and conspired to bring someone that is not
prepared for the job or have been
hired behind closed doors.
The absence of a long term city
manager has caused many internal
problems with department heads
and employees. For example and I
question, why was the previous
Finance Director supervising
Human Resources? The Finance
Director had the background to
handle city finances but not a key
department like H.R. that needs a
full time department head. That
was the problem with previous city
managers where they stretched
some department heads to areas
that were not their expertise. So
what is the end result of the last ten
years? Instead of having a common
vision, Calexico has a lack of care
for its employees, customer service, and no care or interest in making our city a progressive place
where investors and residents can
happily do business with.
I thank Richard Warne for his
services as City Manager during
the last year and wish him the best
in his future endeavors. In the same
token, I would like to welcome Mr.
Nick Fenley to his new position as
Acting City Manager.
Mr. Fenley accepted the challenge of leading our city in this crucial time and now it is time that residents, staff, and department heads
join him to make his time as city
manager successful and that the
city can move forward. Nick is a 36
year veteran in Calexico and has
served various positions. He is a
native of Calexico and cares about
the city and wants to see it succeed.
Like I stated in a column a couple of months ago, employees and
department heads deserve the outmost respect by the community and
the council. They are the ones
working every day to provide services to residents on a daily basis.
Nick Fenley has huge pending
tasks such as approving the budget
and try to keep our insurance with
JPIA.
City employees should not
have to be subject once again with
the fear of cancellation and possibly losing their jobs if the insurance is cancelled. City employees
should work in a positive environment where they look forward to
work and care to give the best service possible for Calexico residents.
Acting City Manager Fenley needs
to create a positive working environment where employees can be
proud of Calexico and work in their
best of their ability. Mr. Fenley
needs to work in hiring a permanent Finance Director so that he
can lead the city to financial stability so that services can be provided
with a stable budget and clear numbers.

What seemed would become
the first win for the Bulldogs this
season was taken away during
the last moments of the game by
the Orange Glen Pirates, leaving
the Bulldogs two points short of
a win.
It was devastating to see the
team lose once again since the
Bulldogs were performing much
better this game, but a last
minute slip stripped them off
their win. However, improvement is noticeable. The Bulldogs
gave up a fight until the last
minute, like always, but this
time it truly seemed like they
were going to win it only to be
down by one point for overtime
and two points for the win.
The Bulldogs have not seen
a a win and are 0-4 in losses.
They went out with 42-14 on
their first game against Desert
Mirage, 38-6 against San Diego,
20-14 against Parker and now
27-26 against Orange Glen.
The Bulldogs will be traveling to Sweetwater on October
2nd, 2015. They hope to bring
home the first win of the season.

recruit the best candidates that can
bring good services to the city and
provide training to the current
employees that want to move up in
the latter and improve their skills.
Nick Fenley has worked various positions within the city and
his job is not only to move forward
the pending projects such as Gran
Plaza Outlets or Mega Park, Nick
has to bring stability and make
some improvement to the city
structure so that the incoming permanent City Manager inherits a
more balanced city.
I personally believe that Mr.
Fenley will do his best for the city
and will not let us down as some
people are speculating on
Facebook. Instead of playing politics and political agendas let's have
a common goal and that is to care
about Calexico. City Council
should put their personal agenda
away and care to work in a professional way with City Manager and
have a joint collaboration and
work towards common goals such
as growth and business incentives.
Let's have residents become more
involved and instead of listening
to rumors on Facebook, that they
do their part to care about Calexico
and be more involved with different activities and always demand
transparency from government
and its officials. Let the administration work in harmony with city
employees and that leadership is
shown so that employees, managers, and city manager work
every day to make Calexico better.
If people care, then they will give
good service.
Lets learn from this fail decade
in Calexico so that we can have a
long term city manager that brings
a professional attitude and inspires
leadership and productivity to all
the residents and that cares deeply
about Calexico. We have excellent
employees that deserve to be recognized for their years of service
and care about the city. Nick
Fenley took a monumental task
but decided to take a shot and
move Calexico in the right direction. He has a learning curve that
has to get around and many challenges ahead but let's wish Nick
the best of luck and great success.

Miss Rodeo California Coming To Cattle Call Horsemanship Contest
The Cattle Call Arena will
be hosting royalty! The
Brawley Cattle Call Queen
contestants will be joined by
Miss Rodeo California,
Carollann Rietta Scott, at the
Horsemanship Competition at
the Cattle Call Arena on
Friday, October 2, at 7 pm.
Scott will carry the prestigious title throughout the state
and nation promoting the people and traditions she loves. It
is her goal to not only spread
the word about rodeo and promote the sport but to also
remind people of the history
of rodeo. She believes as a
modern cowgirl she must
never forget her heritage and
the traditions that have carried
cowboys and cowgirls for so
many years.
This is the first time in
recent years that Miss Rodeo
California will appear in
Brawley.
Horsemanship is Friday
night, to be followed on
Saturday by the Coronation at
Imperial Palms Resort at
Barbara Worth. Horsemanship
is free to attend; non-reserved
tickets for the coronation are
still available through the
Brawley
Chamber
of
Commerce for $35.
There are eight contestants
in the running for the contest.

State Librarian Greg Lucas Visits Valley For ‘1000 Books’ Initiative

For the second time in the
Valley's history, the California
State Librarian made a visit to
Imperial County during a twoday trip last week.

Greg Lucas came to Imperial
County
on
Wednesday,
September 24, 2015 to not only
kick off an initiative to encourage
reading to children before kinder-
garten but to visit local libraries
and study their methods.
The first event was a kickoff
to the "1000 Books Before
Kindergarten," an initiative that
encourages parents to read 1000
books to children before they
start attending school. According
to the program, children who are
read to at an early age perform
better in school than those who
weren't.

Celebrates International
Coffee Day With Residents

Last
Tuesday
was
International Coffee Day and the
Calexico Police Department celebrated by having coffee with the
community. Many people around
the world and in the United States
celebrated the celebration of coffee for the first time and Calexico
celebrated it by having providing
a cups of coffee and a friendly
conversation with Calexico’s
finest Tuesday evening.
Around twenty people had an
opportunity to speak to Calexico
Police Officers and have personal
conversation with police officers
talking topics such as their law
enforcement career or concerns
with local public safety. The
event took place at the Enrique
Camarena Library Tuesday and
evening where people where able
to speak to the officers and it was
the first community event the
department has done in recent
years.
Calexico Resident Esther
Chavez came with her family to
meet the police officers and said
she enjoyed talking to the officers
about some of her concerns.“We
are glad that we spoke to several
officers and share with them our
experiences in the city and getting to know them. Hope they
make more events like this one.”
Chavez said. Officer Mario
Villapadua was please with the
event saying that this type of conversations allows the people to
get to know the officers and gain
more trust in them.“A lot of people don’t have the courage of
approaching us since they see us
very distant; even though our
days are tough you try to face the
public with a smile and address
their concerns and questions they
have.” Villapadua said.
For Interim Police Chief
Michael Bostic this is event is
part of the community police plan
that the department to reach out
to the community and learn from
them about issues that the police
department should tackle.“This is
part of the plan we are working
with the Department of Justice to
have more community policing.
When people hear that term they
automatically believe that it will
be a Neighborhood Watch program.” Bostic said, “Having to sit
down with the residents and share
with us their concerns, it helps us
know what areas should be
addressing.” Bostic said.
Chief Bostic mentioned that
the Calexico Police Department
will continue doing these community events and will do so in
groups such as businesses, clergy,
and in different parts of the city
in order for the Police
Department to have a better communication with the residents of
Calexico.

San Diego will be hosting a
business financing workshop
for local businesses. The
event will take place

micro-lending organization
that creates economic opportunity for primarily low-tomoderate income business

Accion decided to start adding
Imperial Valley as part of their
service area.
Their first event took place
in El Centro last week where
they partnered with the
Imperial
Valley
Small
Business
Development
Center, Imperial Valley
Economic
Development
Corporation, and other agencies to give information and
workshops to people that want
to start a business or get loans
for existing businesses.
Valery Belloso, Chief
Business Development &
Strategy Officer with Accion,
said
they
have
been
approached by Imperial
Valley officials and told them
there was a need for Accion in
the valley and have already
funding four businesses in the
Imperial Valley.
"Our work is in economic
development and job creation
is a key factor in supporting
small business that wants to
grow and hire more people.
We also support self-employment so that people that currently don't have a job can
start their own business and
increase
their
income."
Belloso said.
Belloso said the event in
Calexico will be done in collaboration between the City,
Chamber of Commerce, and
IVSBC. The first part will be
a workshop will be informational and the second part will
be a chance to meet with loan
officers to see if they can be
pre-approved for a small business loan on the spot. There
will only be twelve spots
available for those interviews
and will be done on a first
come, first served basis.
Ben Horton, Chairman of
the Calexico EDC, said that
the event will be of great benefit for business owners in
Calexico.
"We have a new option for
our local business owners that
want to take advantage of
accessible lending opportunities that was not available
before." Horton said.

year the fair will have new things
such as crafts from various states
and the interior of Mexico as well as
activities for children, rodeo shows,
and the concerts where they will
have big music stars performing at
the fair such asRamon Ayala, Beto
Cuevas, Motel, Maria Jose, and others.“We have a big array of activities at Fiestas Del Sol and its only
$2.50 in U.S. Dollars so there is no
excuse not to come.” Media said.
City of El Centro has a booth at
Fiestas del Sol and the El Centro
will be promoting the city to the resident of Mexicali as part of the sister cities agreement signed last
week.“The City of El Centro and
the El Centro Chamber of
Commerce will be promoting their
city and their services to those that
want to shop or do business. This is
a great opportunity to further
expand the relationship between
Mexicali and our sister city of El
Centro.” Medina said.
