IT
•
Week one of the Court Migration to their new software is going well. The Team from Tyler Technology
has converted the data set from old to new and week two will include some training. We’ll be “live” on
the new system for the next court date on May 14th.
•
Microsoft released a patch for its Zero-Day vulnerability this week and it has been pushed down to city
PCs. Although the City doesn’t have Windows XP machines on the internet anymore, Microsoft also
released a patch for their XP version which is useful for those who still have XP machines at home.
•
Erika and Chip were in West Linn this week helping out with some hardware issues with some of the
newer Desktop systems. Chip is also scheduled to answer questions the West Linn Council may have on
their upcoming purchase of INCODE software for their Finance and HR Departments.
LIBRARY
•
Celebrating Spring. This week’s storytimes had spring themes. In two preschool craft programs, children
created colorful flower scenes. In honor of Sustainability Month, there is a children’s book display
featuring books on that topic.
•
Essay Contest Reception. The library partnered with the Lake Oswego Preservation Society in the
promotion of their annual high school essay contest. This week, a reception was held in the children’s
room to honor the two award winners. The judges, including local author Brian Doyle, both high school
principals, and families were in attendance.
•
Kindles. The Library continues its popular Kindle loaning program with additional titles added every few
weeks. Currently each Kindle contains 102 titles (a mixture of popular novels, and nonfiction books).
Kindles can be checked out for 14 days. Patrons with their own e-readers can borrow from a selection of
thousands of books (both e-books and audio books) through the Library by accessing Library2Go,
ebrary, Oneclick Digital, Zinio, and Gale Virtual Reference Library

these resources are offered by appointment by contacting the Reference department at 503-675-2540.

PARKS & RECREATION
Cultural
Adults
• Belly Dance classes began this week for the final Spring series.
•
Oil Painting art classes painted “Soft Mountain Glow” this week at the West End Building and “Jaguar” at
the Adult Community Center.
Teens
• The Youth Action Council began designing the “hopscotch” feature at George Rogers Park this week.
The feature will be painted on the concrete and will inclue traditional hopscotch, activity squares and a
super cool space theme. The prototype was tested at the Teen Lounge and was a big hit with
participants.
Luscher Farm
•
The Community Gardens continue to wake up this Spring with more and more gardeners weeding,
planting and attending work parties.
•
The LO Mom’s Club attended Garden Babies on Monday bringing the attendance numbers up to 20.
Miss Erin planted seeds with participants after reading a story.
•
15 people are registered for Saturday’s Lake Oswego Hanging Baskets class. This class uses the same
materials that the City uses for its beautiful hanging baskets. All materials are included, plus
maintenance instructions. This class is a wonderful class for Mother’s Day.
•
Kids in the Kitchen continues to be successful with 5 children enjoying the bright, cheery farmhouse on
Saturday. They made Spring Fling Pizza and Snickerdoodles. Next month’s class is full.
•
On May 1, 47 K-2 graders from Corbett Elementary visited the farm for a field trip. 5 volunteers were
stationed around the farm to teach the students about Chickens, Community Supported Agriculture,
Organic Gardening, Worm Composting, Plant Parts and Parts of a Seed.
•
It’s birthday party season at the Farm. Reservations are coming in for Barnyard Birthday Parties.
Children ages 3-14 will be celebrating their birthday at the farm by baking cupcakes in the farmhouse,
touring the children’s garden and painting flowerpots.
Sports
• Currently at the halfway point (mid season) of our Girls Youth Lacrosse Grades 1-4 program and the
Adult Coed Soccer league.
•
Team registration for the summer slow-pitch softball leagues has now closed. There are 4 teams in the
coed Wed Comp Division, 8 in the Coed Friday Comp, and 8 in the Coed Friday Rec. Division. A decision
was made to combine the men’s Tuesday Rec. A & B Divisions into one Tuesday Rec. Division with 12
teams. The Thursday 35+ Division has 5 teams.

Events
• The Special Events Division is organizing activities for the Summer season. Movies in the Park will return
in July to Millennium Plaza Park. Movies in the Park will be held Thursday evenings at dusk, 8:30-9pm
from July 24 through August 14. This year’s films include Super Buddies, Despicable Me 2, The Lego
Movie, and 2010 The Karate Kid.

Golf
•
The Special Events Division is busy preparing for the opening of the Lake Oswego Farmers’ Market. The
Market will feature numerous wonderful new vendors, including:
o Parsons Farm
o Rossi Farms (Potato vendor)
o Blue Raeven Farmstand (fresh baked pies and hand pies)
o Sterling Cookies (sweet treats)
o The Juice Box Organic Juicery (hand crafted cold pressed organic juices)
o Paul’s Paella (vegetarian and meat paellas, fettuccini)
o Reverend Nat’s Hard Cider (Apple pressed hard cider)
o TBees Honey (honey)
o We R Nuts (hand roasted almonds, hazelnuts, and other flavored nuts)
The greens were aerated on Tuesday and will be back in tip-top shape in about 2 weeks. This is a twice
yearly procedure that ensures maximum turf health throughout the season.
•
Night Ranger Glow Ball tournament is scheduled for Saturday, May 17 6:30p.m. – 11:30p.m.
•
Lakeridge Golf Team fundraiser marathon is scheduled for Saturday, May 31.
Parks Maintenance
• Aerated and top dressed all greens at the Municipal Golf Course.
• Two irrigation clocks were installed at the Lake Oswego Municipal Golf Course.
• The bleachers next to the Baseball field at Westlake Park were pressure washed.
• Installed seasonal banners on the plaza at Foothills Park.
• Completed safety inspections on fifteen playgrounds throughout the City Park System.
• The drinking fountain and an irrigation leak were repaired at Westridge Park.
• Cedar chips were added to the playground area at East Waluga Park.
• Playground Installation at George Rogers Park continues to move forward.
POLICE
•
Honor Guard Meets Sawyer Jones. On Friday, May 2nd, the Portland Trail Blazers requested the
assistance of the Lake Oswego Police Honor Guard to post the colors during the national anthem and
opening ceremonies. But the highlight was after the opening ceremony when the members of the honor
guard visited six year old Sawyer Jones. Sawyer is currently in early stages of treatment for leukemia
cancer.

Quarterly Child Safety Seat Install Clinic. On Saturday, May 3rd, the Lake Oswego Police and Fire
Departments hosted a quarterly Child Safety Seat Install Clinic. The purpose of the clinic was not to train
people to install car seats, but to educate caregivers. Certified Technicians and Instructors at the clinic
checked installed seats for proper installation, corrected errors, and showed parents the best way to
install the seat for their circumstance. Additional safety information was shared with the parents and
educational material, including “next steps” were provided.
This quarter, the clinic saw 15 cars. 20 seats were checked, with 10 incorrect upon arrival for a 50%
misuse rate. Over half of the cars were Lake Oswego citizens.
•
Police Hire a New Community Service Officer. On Monday, May 5th, 2014, Chief Don Johnson swore in
Community Service Officer, Brock Rosenthal. Brock grew up in Clackamas County and has spent several
years working in the metal fabrication industry. In 2013, he graduated from Clackamas Community
College with honors, earning an Associate’s degree in Applied Science: Criminal Justice. Community
Service Officers provide support to all areas of the Police Department, and are most well known for
responding to animal issues, parking complaints, and other ordinance related calls.
PLANNING AND BUILDING SERVICES
•
Development Review Commission (DRC). At its regular meeting of Monday, May 5, 2014, the DRC held a
public meeting to consider the Findings, Conclusion & Order (FC&O) for LU 14-0005: A request by The Sisters
of the Holy Names of Jesus and Mary for approval of a Development Review Permit to construct 17 villas in
Phase 1-B of Mary’s Woods Overall Development Plan & Schedule (ODPS). The applicant also requested the
removal of 187 trees to accommodate the project. The site is located at 17400 Holy Names Drive. The DRC
granted final approval of the application with conditions.
•
Ordinance 2642 for LU 14-0021: On Tuesday, May 6, the City Council considered and approved a
Development Agreement between the City and Goodall Knaus, LLC, for the property located at 12800
Goodall Road. This Agreement authorizes development of the site with a maximum of 16 lots for single
family dwellings. The Council granted final approval, adopting the Findings, in the staff report for LU 140021.
•
Ordinance No. 2634 for LU 13-0049: An Ordinance of the Lake Oswego City Council amending the
Comprehensive Plan and Zoning Maps for 5316, 5324, and 5362 Carman Drive (Tax Lots 2500, 2600, and
2700 Of Tax Map 21E07AC); rezoning the subject properties from R-15 To R-7.5. Council adopted the
Findings, Conclusion & Order for this project.
•
Ordinance No. 2635 for LU 13-0062: An Ordinance of the City Council of the City of Lake Oswego amending
LOC Sections 50.07.004.8 and 50.10.003 to eliminate Isolated Tree Groves on private properties from the
applicability of Resource Conservation (RC) Overlay Districts, and amending the Lake Oswego
Comprehensive Plan Map And Zoning Map to remove RC Overlay District Designations from 37 Properties.
The Council adopted the Findings, Conclusion & Order for this project.

Historic Preservation Month. May is Preservation Month! Planned activities include:
1. Historic Resources Advisory Board (HRAB) members gave a presentation at the Lake Oswego Heritage
House on Wednesday, May 7, 2014 discussing HRAB’s role in the City’s Historic Preservation program,
and properties on the City’s Landmark Designation List.
2. Historic Preservation Essay Contest for Lake Oswego High School students in partnership with the Lake
Oswego Public Library. Winners will be announced at the Lake Oswego Library (prizes are funded by the
Bank of Oswego).
3. Treasure hunt identifying various architectural details throughout the City. Winners will be announced
on Thursday, May 15.
4. Downtown commercial building walking tour May 3 and May 18, to repeat again in the summer. The
tours are from 2:30 to 3:30; meet in the Sundeleaf Plaza.
5. Historic Home Tour presented by the Oswego Heritage Council on Saturday, May 17, 2014 at 11:00 a.m.
6. “Live Where You Play” walking tour of the homes on Iron Mountain Blvd. in July.
7. Industrial Past and Industrial Archeology walking tour also is scheduled for the summer (date to be
announced).
8. Two posters available for purchase: “Mulder Lake House” and the second new poster “George Rogers
House” done by Paul Landquist.
9. Merit Awards, House Plaques, and a Historic Preservation Proclamation issued by Mayor Kent
Studebaker at the City Council meeting of May 20.
The next HRAB meeting is scheduled for Wednesday, May 14, 2014 at City Hall beginning at 7:00 p.m.

Pre-Application Conference. On Thursday, May 8, staff conducted two pre-application conferences as
follows:

A request for approval to remove the Christie School from the City’s landmark designation list. The site is
located at 2507 Christie Drive.
A request for approval of a 3-parcel minor land partition at 4747 Upper Drive.
Residential Building Permit Activity. For the week of April 28 through May 4, the Building Department
issued three new single family residential permits.
PUBLIC WORKS
•
Laurel / Hallinan Pathway. Surveying and geotechnical exploration is proceeding. A neighborhood meeting
will be scheduled to share sidewalk alternative designs, soliciting feedback from property owners and area
residents. Coordination with the LO-Tigard Water project is on-going.
•
Wastewater Pump Stations. Pumps are being ordered and some on-site survey work is occurring at the
three sites: Lilly Bay, Bay View and Maple Street. Construction activities will ramp up in June.
•
Westridge & Palisades Pavement Preservation Project. Council awarded a contract to Knife River to repave
the streets, install stormwater catch basin improvements, and add some ADA ramps. Construction will
begin after school is out.

Kerr Parkway Pavement Rehabilitation Project. Four construction bids were received this week. The
apparent low bid is approximately $3,009,000, which is below the engineer’s estimate of cost at $3,200,000.
Council will be asked to award a construction contract at the May 20 meeting.
•
Electronic Plans System is Successful. The engineering department is finding many contractors are very
happy to be using the new web-based system for obtaining plans on-line, rather than coming into City Hall
to buy a paper set. This system, designed in-house by our IT department in concert with our contracting
administration support, is working well, and reduces the cost for printing and managing money in-take for
hard copies of the plan set.

Engineering Staff News:
Roger Shepherd celebrated 20 years of exceptional service with the City on May 1. He has been
instrumental in the development of an enviable GIS system that provides outstanding information and
mapping tools. Congratulations!
Crystal Shum is one of only a few volunteers selected to represent Oregon Girl Scouts at the annual Girl
Scout Convention in Salt Lake City this October. For many years, Crystal has given back to the local
community by leading local Girl Scout troops. Her project management skills come in handy when leading
and teaching young girls how to lead successful, productive, and independent lives. Congratulations to
Crystal on this appointment as an Oregon Delegate at the convention!

Team Building:
Rebuilding Together is a nationwide organization and the leading one that provides critical home repairs,
modifications and improvements for America’s low-income homeowners. Every year during the last
weekend in April, volunteers come together to rebuild homes and lives of the nation’s most vulnerable
homeowners and families at no cost to those served. Rebuilding Together worked on 32 homes in the
metro area on April 26th.
This year, three of Lake Oswego’s facility members were among the teams. Rachael Petersen, Lake
Oswego’s Facility Manger, was a House Captain this year. Rachael is an active member and past president of
the International Facility Management Association (IFMA) for Oregon and SW Washington, and has worked
on twelve IFMA sponsored homes over the years. This year she was joined by two of her staff, electrician
Eric Richardson, and building maintenance worker Casey Barkmeier. Rachael, Eric, and Casey, worked with
approximately 20 other volunteers on the house this year, including volunteers from Harbro Contractors,
Arrow Roofing, Hunt Painting, and ServPro. Together they accomplished fence repairs, dry rot and roofing
repairs, yard and garden cleanup, the installation of a stove hood, the trimming and painting of the house,
and much more.
