For Portage County, Ohio
MARCH 15, 2016 PRIMARY ELECTION
This voter’s guide is a joint venture of the Record-Courier and the League of Women Voters of Kent and
Northern Portage County.
The League of Women Voters of Kent and Northern Portage County are non-partisan political
organizations that encourage the informed and active participation of citizens in government, work to
increase understanding of major public policy issues, and influence public policy through education and
advocacy. Membership in the League is open to all citizens of voting age, male or female. The League is
funded by members’ dues and contributions from members and non-members. Donations are welcome.
There are two parts to this GUIDE:
1. Candidates at the national, state and local level.
US President—information is available on VOTE411 (www.vote411.org)
US Senate (Ohio)—LWVOEF invited candidates to participate by entering their information on
VOTE411.
US Congress—Local leagues invited the candidates to participate by entering their information
on VOTE411.
Judicial races in Ohio—Judicial Votes Count (www.judicialvotescount.org) obtained the
information on all judicial candidates.
Ohio Senate, Ohio House, non-judicial Portage County races—LWV of Kent invited the
candidates to participate by entering their information on VOTE411.
Republican Central Committee—LWV of Kent invited opposed candidates to participate by
entering their information on VOTE411. We included the precincts with candidates.
2. Issues on the ballot in Portage County prepared by the League of Women Voters of Kent with
information provided in most cases by the entity placing the issue on the ballot.
Candidates who filed their intent to run for office with the Board of Elections were sent questions relating
to the office they were seeking by the LWV of Kent, as well as instructions on how to complete the
candidate questionnaire. The candidates were asked to participate by entering their responses on the
VOTE411 website in accordance with the following guidelines.
The League of Women Voters of Kent reserves the right not to publish any material
determined to be libelous, damaging to a person or group, or offensive in accordance with
the League’s values and as outlined in its publishing policy. It reserves the right to offer
alternative wording to the candidate. The League will not correct spelling, grammar or
punctuation. Each candidate is solely responsible for the text they submit, including the
truth of his/her statements. Each candidate is advised in writing to carefully note the word
limitations listed on their questionnaire since no text beyond the word limit will be
included. A candidate’s answers are accepted and printed only with the understanding
that the material will not be used in any way that may be deemed to be an endorsement by
the League of his or her candidacy or views.

1) Explain why you do or do not think the U.S. Congress should address the influence of money in
politics, especially in light of the US Supreme Court decision in Citizens United.
Kelli Prather The U.S. Congress should address the influence of money in politics because excessive
Political Action Committee spending facilitates the deception and corruption in the political process.
Candidates are essentially being bought by PACs. Likewise, some candidates are not working on behalf
of the people, they are fulfilling the agenda of the PAC. The U.S. Congress should create a Constitutional
Amendment that prohibits political action committees from making excessive contributions Candidates
campaigns. Candidates should run in primary election and obtain the nomination from their respective
party based on their personal merits as opposed to the endorsement of financial contributors or PACs.
2) What should the federal government’s top three priorities be in setting a sound energy policy?
Kelli Prather The federal government's top three priorities in settling a sound energy policy should
include developing new employment opportunities and technologies. The creation of jobs will ensure that
Americans are more energy independent in addition to reducing carbon emissions. Congress should
develop policies which will hold large corporations that are responsible for emitting high levels of carbon
into communities accountable. Carbon emissions are partially responsible for the disproportionate amount
of health disparities that we see in low income and minority communities. Congress should address the
health disparities, work to maintain the American Recovery Act of Reinvestment Act of 2009 and outline
an effective clean energy plan.
3) What is your position on U.S. immigration policies, and how will you work to promote your
position?
Kelli Prather If elected as the next U.S. Senator, I will support efforts to fix the broken Immigration
system. The United States was developed on the backs of immigrants who were welcomed into the
country to create a better life for themselves and their families. I believe it's imperative that Congress
works collaboratively to establish immigration laws that will protect immigrants who have been in the U.S.
for more than five years and allow them to remain in this country without the threat of being deported.
Congress should also work to streamline the process of allowing illegal immigrants to obtain citizenship. I
will work with other members of Congress, immigrants and the Department of Naturalization and
Immigration to strengthen immigration laws

4) Explain why you do or do not believe that the federal government should ensure that every
American has health coverage. How will you work to promote your position?
Kelli Prather The federal government should ensure that every American has access to quality and
affordable health coverage.. I am a staunch supporter of the Affordable Care Act because as a child, I
suffered from a medical condition that my family could not afford to pay for out-of-pocket. I was raised
during the era when insurance companies had life time maximums and my Father's employer would not
provide medical coverage for the healthcare services that I received. As a result, my parents separated
so that my Mother could receive public assistance benefits to pay for the services that I was provided. If
the Affordable Care Act would have been available at that time our family could have stayed together. I
will use my story to promote the ACA.
5) Explain why you do or do not support the Environmental Protection Agency’s efforts to enforce
strong clean air and clean water standards.
Kelli PratherI totally support the Environmental Protection Agency's efforts to enforce strong clean air
and clean water standards. When clean air and clean water standards are not regulated the public health
and welfare of citizens are jeopardized. Carbon emissions and polluted waters are primarily responsible
for health disparities in low income, inner city communities. Ensuring that we have clean energy and
clean water standards in place will improve the overall health and well-being and reduce the
disproportionate number of premature deaths from environmental hazards. To that end, Congress should
work collaboratively with the Environmental Protection Agency to ensure that clean air and clean water
standards are in place.

P.G. Sittenfeld Thanks to the Citizens United ruling which allowed wealthy donors to find increasingly
ingenious ways to spend unprecedented amounts of money on elections, just 158 families had
contributed more than half of all the money spent on the 2016 presidential campaign as of last fall.
But my problem with the Citizens United ruling goes beyond mere appearances. I simply do not agree
with two of the ruling's fundamental tenets, namely that money equals speech or that corporations are
people. Citizens United countermanded decades of previous court rulings which found that corporations
do NOT have a constitutional right to make political contributions.
For all these reasons, I'm strongly in favor of a constitutional amendment to overturn the ruling.
P.G. Sittenfeld 1) Agreeing that climate change is real. When roughly half of the U.S. Senate refuses to
accept the proposition that climate change is real and exacerbated by human activity, it is nearly
impossible to make meaningful change or progress.
2) Passing the Clean Air Act. This plan is a quadruple-win for America: good for the environment, good
for consumers, good for our health, and good for the economy. This proposal will reduce pollution and
protect public health, keep the lights on, and promote clean energy jobs right here in Ohio.
3) Stop protecting the subsidies of big oil and coal companies—which effectively incentivize the fossil fuel
industry to continue their damaging practices—and increase subsidies to clean energy industries.

P.G. Sittenfeld Listening to some of our current presidential candidates demagogue the immigration
issue and appeal to some of our worst nativist instincts is thoroughly disheartening.
I believe that the immigration bill sponsored by Republican Senator Marco Rubio—which got an
unprecedented 67 bipartisan votes in the Senate back in 2013—would have fixed most of what's wrong
with our immigration policy and should have been passed by the House and signed into law by the
President.
In the Senate, I would work across the aisle to revive the Rubio bill if at all possible—and if that did not
work, to craft another comprehensive immigration bill that would resolve the immigration issue in its
totality, not piecemeal.
.G. Sittenfeld I strongly believe that the federal government should ensure that every American has
health coverage, and would have voted for Obamacare, which has helped millions get insurance.
The real issue for Obamacare—just as it is for Medicare—is the rising cost of health care which is causing
premiums and deductibles to rise to unacceptably high levels. The answer lies in figuring out how to lower
the cost of medical care in this country. In the long run, this will probably require more transparency in
pricing. In the short term, however, a good place to start is with restraining the costs of prescription drugs.
In the Senate, I will work hard to find common-sense solutions on all of these fronts.
P.G. Sittenfeld As I said in an earlier question and as I’ve said this entire campaign, I do support the
EPA’s efforts to enforce strong clean air and clean water standards—and I will be one of the biggest
proponents of the Clean Power Plan if elected.

Don Elijah EckhartThe influence of big money in politics distorts elections and discourages voters. Most
elected officials are indebted to lobbyists and large money donors. Supreme Court rulings have made the
situation worse, resulting in super-PACs. Congress should restore public trust. The sources of all
donations should be disclosed, and there should be limits on donations to PACs and super-PACs.
Politicians, such as Senator Rob Portman, who are entrenched in big money, are unlikely to initiate
reforms. Portman's campaign treasury comes mostly from large donations. In addition, a super-PAC
which is pro-Portman has been established. Congress is surely out-of-touch with average citizens.
Reform is needed to restore "government of...by...for the people."

Don Elijah Eckhart We must become independent of foreign oil, especially from the Middle East. I
believe this is a crucial priority impacting the future of our nation. Our reliance on Middle Eastern oil has
limited our policy options, including military and economic. Second, eliminate the federal income tax and
replace it with a tax on consumption. Such a tax could significantly reduce the over-use of energy. In
addition, the income tax discourages savings, whereas a tax on consumption would encourage
investment, which could be used for new energy measures. Third, the federal government’s budget could
be reduced significantly by applying best practices in energy savings to federal buildings/facilities. Lower
costs would help to balance the budget each year.

Don Elijah Eckhart The U.S. must have secure borders, and immigrants must come legally. Despite
inaction by Congress, I believe that an answer to illegal immigration can be developed, requiring
registration, a job and work permit for at least one person in the family, and payment of federal, state and
local taxes, including certain back taxes. Someone may say that all illegal immigrants must be forced to
leave. However, this would be against Christian values that I stand for. Uprooting families who have been
here for years ignores the human suffering it would cause. Americans are angry that this situation has
continued for so long. I share that anger, and urge citizens to direct it at politicians who take sizable
salaries and benefits for doing so little.
Don Elijah Eckhart Health insurance used to be standard with employment, but many jobs no longer
come with insurance. A severe health issue can devastate family finances. Many struggling workers have
not fared well under Obamacare either. I believe that Obamacare should be repealed or revamped. It is
not effective for employees working fewer than 30 hours/week. Eliminating the income tax and replacing it
with a consumption tax, while protecting the poor, would promote healthier diets and better health.
Currently tobacco is taxed extra because of its health risks. An additional tax on processed foods with
excessive sugar or sodium would reduce consumption of two of the worst “offenders” in the American
diet. Revenues from this tax could help pay for Medicaid.
Don Elijah Eckhart Clean air and clean water standards have been in effect for decades. They have
curbed pollution and produced a healthier environment in which we live. Clean air and water come at a
cost. In economic terms, cost/benefit analyses determine whether the benefits are worth the costs.
However, costs and benefits are difficult or impossible to assess when there is no direct cause-and-effect
relationship. When the government spends money, or causes it to be spent by the public for no proven
outcome, the money is wasted and can add to our national debt. I believe that the public should be
provided with helpful information, and citizens should express their views. I will work to adopt the best
solution to a stable, healthy environment for the people.

Joseph DeMare Congress should pass the constitutional amendment proposed by Move to Amend. It
says corporations are not people and money is not speech. Participating in government is the one area
where all must be equal. The vote of a poor person counts the same as the vote of a wealthy person.
Corporations have more money and power than individuals. Since the CU decision, they have used that
money and power to effectively take over the Democrats and Republicans. We Greens do not accept
donations from corporations or corporate PAC's. With our Key Principle of Grassroots Democracy we
understand it is our job to represent people, not money. The only way to make ALL political parties
understand this is to remove corporations' personhood and ban their money.
Joseph DeMare 1) Sustainability. We live on a finite planet. Any energy that causes cumulative problems
should be dropped. This includes: nuclear (making millions of tons of radioactive waste); fossil fuel
(putting CO2 into the air causing climate change); and many biofuels (cutting forests for energy). 2)
Promoting clean energy and conservation. Wind, solar, and geothermal power are starting to turn us
towards a clean energy future, thanks to small but essential government subsidies. The Republicans in
congress are eliminating subsidies for clean energy, while keeping them for dirty power. The Republicans
need to be replaced by Greens. 3) Positive global impact. Chasing oil, we destroy other countries
politically and ecologically. ISIS is oil powered.

Joseph DeMare For decades, we environmentalists have been predicting floods of refugees as we make
parts of our planet uninhabitable. Now that flood has begun, and people are suddenly asking what to do
with all these immigrants. This is a long term problem. The solution is to ensure that people all over the
planet are free from political repression, economic stagnation, and ecological collapse. In the short term,
people who've made the perilous journey should not be sent back. We are often the cause of the
instability that forced them to flee. We have a responsibility to help them, but we must stop the
exploitation of illegals earning sub-minimum wages. We need increased foreign aid, and must force
employers to ensure all workers gain full citizenship.
Joseph DeMare I believe health care is a human right. I will work to ensure that the US adopt a
universal, single payer system, modeled on all the other industrialized nations which offer all
their citizens cradle to grave health care. Obamacare must be repealed. Trying to force
everyone to buy private insurance has led to: 30 million people still uninsured; continued
medical bankruptcies; and soaring premiums, deductibles, and profits for insurance companies.
There have been many plans, studies, and examples showing us how to change over to
universal government healthcare. We need to apply those lessons. The key is to exclude health
insurance corporations from the process. My Senate office will have a sign saying "Corporate
Lobbyists Not Welcome."

Joseph DeMare I support strong EPA enforcement because a healthy ecosystem is literally the source of
all wealth in any society. One of the reasons China's economy is faltering is that people are literally
dropping dead in the streets from pollution. Historically, most human societies have grown, destroyed
their local ecosystems, then collapsed. We have enough of an understanding of ecology to avoid this fate,
but only if we make our human laws MORE strict than the laws of nature. We know putting phosphorous
into Lake Erie will cause algeal blooms. So, the EPA must enforce laws ensuring that we do not. "Wealth"
is meaningless if you can't drink the water, breathe the air, or touch the soil. Laws, not just EPA rules, are
essential tools for our survival.

Free and open elections are the centerpiece of American politics. I have a long history of
advocating for efforts to remove big money from politics. I am a cosponsor of the Government
by the People Act, which provides regular Americans, and the candidates they support, with the
tools they need to compete with big-money politics. The Government By the People Act would
allow Congress to once again reflect the will of people. I have also cosponsored the DISCLOSE
Act, which strengthens disclosure requirements for corporations, labor organizations, and
certain other entities; and disclaimer requirements for campaign-related disbursements and for
certain communications.

best way to deal with these problems is to pass bipartisan, comprehensive legislation, which
would create jobs, reduce our deficit, and grow our economy. Comprehensive immigration
legislation would help secure our borders, protect our workers, and provide for an earned
pathway to citizenship. The Senate has already passed bipartisan legislation that reflects many
of these policies--and we should have a vote in the U.S House of Representatives. Immigration
reform would be a boon to Ohio's economy, boosting the state's economic output by $6.4 billion.
Answer 3: I believe that the federal government should work to ensure that all Americans have
access to affordable health care--and affordable health care insurance coverage. But to make
health care more affordable, we need to address the issue of healthy eating and its effect on our
health. For example, with more than 30 million children eating school meals each day and onethird of American children overweight or obese – putting them at risk for heart disease, Type 2
diabetes and other chronic diseases – we have the responsibility to support healthier food
options for our students. These diseases are shortening lives and costing billions of dollars. We
need to emphasize the importance of fruits and vegetables in the diets of all Americans, but
especially our children. As a sponsor of the Salad Bar in Schools Extension Act, and its
inclusion in the Child Nutrition Act, I understand the need to make healthy foods more
accessible to keep our children healthy and bring down health care costs.

Those principles are the standards by which the State Central Committee shall vet, endorse,

The State Central Committee has an accounting problem, and must practice the same fiscal
responsibility expected from candidates that Republicans support. As recently as November,
2015, there is a $40,000 dollar increase in receipts which are unaccounted for in the Ohio GOP

Question 2: What challenges do County Commissioners face that citizens might not realize are your
responsibility and how do you address them?
Answer 2: One of the challenges is to continue to pay for the upkeep of county buildings and grounds.
This county is stretched to its limits financially. They had to impose a tax to build an addition to the
County Jail. That means they did not have any extra money lying around to cover this expense. The
Board of Commissioners is responsible to pay for all the upkeep of the buildings owned by the county. I
feel with my strong business skills I can be very fiscally wise and protect the taxpayer’s dollars. I will
watch how every dollar is spent and set spending guidelines to protect these investments. I can watch
construction costs and have a sense of what things cost to build and repair. All of these skills will help to
keep costs to an absolute minimum.

Answer 2: Heroin addiction is of epidemic proportions and affects many facets of county government.
Crime rates are at an all-time high due criminal activity to fund addictions. Subsequently, our county jail is
overcrowded. It falls to county commissioners to find the financial solution or be ordered by a federal
court. It also means balancing a budget when there is need for more county law enforcement due to
addiction-related crime; funding a court system whose dockets are at an all-time high due to drug cases;
and funding probation programs with caseloads above the state average. We have experienced a drastic
increase in the number of children coming into the custody of Children's Protective Services. This means
more children in treatment. Commissioners have to face these problems almost daily. We continually
make sure we are working closely with the sheriff, courts, probation, children’s services and behavioral
health services to see how we can be the most efficient with funds and resources.

The functions that I perform on a daily basis as a township trustee and my job of helping my family

strategic development for the community. I believe that we need to make our assets that we own work for
us. For example, if the buildings or properties that we own are past their useful life, remove them and sell
the property. The buildings that we are using on a daily basis need to be better utilized such as adding
solar panels on roof tops. Which will not only reduce our heating and cooling bills, but also generate
income for the county and could open up a whole new industry for the county that we could control and

Ohio State University and Northeast Ohio Medical University (NEOMED), as well as my time on Capitol

County. During my time at NEOMED we have undergone a $160+ million expansion project that could not

is an example of what can be achieved when government works hand-in-hand with business and the
community – increased and more efficient service delivery at a significant cost savings to the taxpayer.
Answer 2: The greatest challenge that faces the commissioners is allocating a limited pool of financial
resources to what is a seemingly endless supply of worthwhile causes. For years, our leaders have been
telling us that many of the problems we face are financial in nature and that cuts in the local government
fund have made it impossible to provide new or expanded opportunities. While these cuts from Columbus
are real, I reject the notion that we have strictly a revenue problem. As County Commissioner, I will not
tolerate wasteful spending by county agencies, and I will work tirelessly to see that every dollar spent is a
sound investment in our future that generates real results. This means working across departments both
inside and outside county government and sharing services with our cities, townships, and villages, as
well as our school districts, state universities, and state agencies. If we truly believe that we’re all in this
together, we should be acting as allies, not adversaries.

the recording process all the way through to the final preservation and storage process of the microfilm.
The only way the citizens of Portage County can be assured their land records will be properly cared for,
is to elect a knowledgeable Recorder. Someone who knows the importance of these procedures, who
knows what tools the Recorder’s Office needs to keep providing our county with the best quality
documents, as well as a new system that is user friendly for the citizens and Title Examiners of Portage

Portage County as well as in Columbus have not adopted a platform, not even the one

smaller, constitutional government, more individual freedoms, fewer government regulations,
and lower taxes that many republicans believe in and support. Without this, how can we find

Republican National Platform. This is important because of "truth in advertising", meaning that
if I see an R behind someone's name, I expect a certain set of values, like the ones stated in the

This is the biggest issue, because Central Committee's main job is to make sure candidates are
aligned with that Platform. The Platform preamble opens with a statement that our vision is, "a

articulate the clear and wise principles of the National Republican Party Platform which includes
but is not limited to: rebuilding the economy; restoring Constitutional Government; and

The Platform has not been adopted! Why is its adoption important? First, it enables each

The Central Committee must recruit and promote candidates who will restore the openness in
County government that has been abandoned by the current officeholders. It must strive to elect
people who will reverse the Board of Commissioners' decision to discontinue publishing any
notices of their meetings that actually reach the public. The Committee must also address the
bait-and-switch policies of Federal and State Government that have encouraged or mandated
local government to take on projects for which funding was later cut. The Committee must go to
its meetings prepared to do much more than eat chicken, but prepared to reengage the
populace who have been disenfranchised by both major parties, especially the young who are
left with the debt. And, most importantly, it must curb the voracious appetite of County
Government that needed $1 million more in 2015, another $5 million more in 2015, and can and
most likely will impose yet another $5 million, all without a vote of the people.

For decades, the Portage County Republican Party has been losing elections, and I fear has
become complacent in that role. John Kasich's support in 2014 of 63% proves that the Party
has adequate support to win elections in the county, and it's time that we started taking a
stronger stance and tried harder to win some elections. In my opinion, the best way to achieve
this sort of improvement is through the support of Republican candidates. Some county Parties
instruct their committeemen to help staff candidates' campaigns. I believe that is the wrong
approach. Committeemen are generally more involved in politics than most people, and are in a
better position to advise, coordinate, find cooperative discounts on campaign materials and
functions, and assist with planning their candidates' races as well as helping with fund raising
and advertising.

Amount: 0.25% Income Tax Increase. It is anticipated that the levy will generate over $900,000
per year based on a full year of taxation at the new rate. The issue is going on the ballot as a
permanent levy.
Explanation: To provide funds for the purpose of paying costs of providing and maintaining
firefighting, police protection, emergency medical and related emergency services operated by
the municipal police and fire departments in the City of Ravenna, Ohio.
Brimfield Township Replacement and Decrease Levy
Issue 4 - Brimfield Township Replacement and Decrease Levy.
Amount: 2.9 mills replacement levy that will generate approximately $356,000 annually for a
continuing period of time. Issue 4 would replace a continuing levy approved in 1987 and would
aid in meeting the operational needs of the police department through 2023.
Explanation: Funds will pull the department out of deficit, avoid officer layoffs, restore cut staff
in 2017, replace police vehicles, replace aging mobile computers and video systems, keep our
School Resource Officer position, and maintain our K-9 Program. Visit

for a D-6 liquor permit. Mark's Live Bait and Tackle is engaged in live bait and tackle, lottery,

Springfield Local School District (Summit County Overlap) Renewal Levy
Amount: 3.68 mills Renewal Levy that would generate approximately $1.5 million annually for 5
years beginning in 2016.
Explanation: These funds were originally approved 30 years ago by the Springfield voters.
Being a renewal levy there will be no increase in the owner's total tax bill. These funds are
necessary to keep our current programs and employees in place.
