the city and is the voice of Glendora's

The chamber is a non-profit, advocacyoriented organization, composed of
member businesses and managed by
professionals.
Hardly a small town assemblage, the
Glendora Chamber is a member of the
California State Chamber of Commerce
and a leader in area-wide chambers with
compatible goals. We communicate with
legislators, business advocates and other
chambers from around the nation on a
regular basis to keep current on all affairs
that may affect the Glendora business

In addition to representing Glendora’s
businesses, the chamber works closely with
the city and the city’s Economic
Development Department to attract new
businesses and new jobs to the city.

Director of Operations. The chamber has
many active committees oriented toward

Flashback to the Fifties, Holiday Stroll in the
Village, Glendora Christmas Parade, Citizenof-the-Year Banquet and other events are
designed to bring the community together,

Ambassadors:

such as new business ribbon cuttings and
mixers and other meetings. In addition to
working with new members during the
orientation period, the Ambassadors meet
together the first Wednesday of each month to

Purpose Statement
The purpose of the City of Glendora, the
Pride of the Foothills, is to ensure and improve
the quality of life for all Glendorans by
balancing residential, business and environmental interests in a fiscally responsible manner.

Through a series of public workshops,
the Glendora City Council made this

However, these positive accomplishments
are not to be taken for granted, nor should
they be reason for complacency.

continues with community-based policing.
Community-based policing is a collaborative
effort that involves all facets of the community
working with the Police Department to
ensure that their city is kept safe, and that any
infringements on public safety are immediately brought to the attention of officers.
Police need continued involvement on
the part of citizens to participate in neighborhood watch efforts to prevent and solve
crimes — to be good citizens and neighbors,
and to obey the laws of the land. We also
need your watchful eyes and helpful hands
during earthquakes, wildfires, mudslides
and other disruptive acts of nature.
Whether you are a business person,
homemaker, school teacher or a member
of our volunteer police group or police
auxiliary, I ask your help in this ongoing
endeavor.

Glendora? What will it look like 20
years from now? How will the city define
itself to its residents and businesses? And
what will the quality of life be in this bedroom
community?
While the City of Glendora continues to
update its Route 66 specific plan, it also is
updating the city's General Plan - the document
that serves as a blueprint and development

guide for the city’s overall development.
General Plan updates normally are
undertaken about once every 10 years. The
city staff, in conjunction with the City
Council and citizens, collaborated in a series
of community meetings, focus groups and
workshops to gather public input and
share ideas.
Information from these and other meetings was being used by the City Council to

help shape priorities and policies concerning the city’s development.
Although Glendora is nearly 95 percent
built out, the General Plan serves as a
guide for remaining development in the city,
and addresses many quality-of-life issues
such as parks and recreation, economic
development, redevelopment, open space,
conservation and preservation of the
foothills.

The stature of the Glendora Unified
School District is coveted throughout the
state. From Glendora High School, ranked
in the top 4 percent nationally, to the elementary schools conveniently located
throughout the city, it is evident that
Glendora stands for quality education.
The Glendora Unified School District is
proud of its outstanding quality. From the
alphabet to algebra, basic skills to biology,
crayons to computers, there is commitment
to, enthusiasm for, and pride in excellence.
Glendora Unified’s commitment to excellence
is revealed in its emphasis on basic skills,
standards based instruction, and high
expectations for personnel and pupils.
Excellence is achieved through student
projects, and exceptional performing arts
curriculum that has produced awardwinning vocal and instrumental music
programs, and highly competitive athletics.
Pride in excellence is evident throughout
Glendora Unified whether in food preparation, building maintenance, custodial
services, or secretarial assistance. Excellence
happens when there’s an atmosphere that
encourages exploration and experimentation.
Kindergartners explore simple ideas,
middle school students explore the world,
and high school students explore future
careers. There is a continuum of standards
based learning opportunities in the
Glendora Unified School District. Students
participate in drama, music, and physical
education activities. There are special
education classes for students with specific
needs and vocational courses are offered in
the high schools.
The Glendora Unified School District
takes pride in its high-achieving pupils.
According to the 2004 Academic
Performance Index (API), Glendora’s students
achieved near or above the state target of
800. The schools ranked between 8 and 10
on the state’s ten-point school rankings.
The District is equally proud of its
personnel and holds high expectations for
each employee. There are approximately
360 certificated employees including
administrators, teachers, counselors, speech
therapists, psychologists, librarian, and
nurse. The staff of approximately 290
classified employees includes secretaries,
instructional aides, library technicians,
health clerks, food servers, custodians,
district office staff and maintenance crews.

Azusa Pacific University began in 1899

At Citrus, there are several options to the
traditional 18-week schedule. There are
weeknight and weekend classes while many
short-term classes can be completed in just

While Citrus is steeped in long tradition

it constantly updates and improves its

renovations have included the Learning

Recording and video studios were added

literacy. Reading and literacy are tremendous enablers that resonate with the child
within each of us. Reading keeps us asking
questions and opening our minds to an everwidening universe of new information,
thoughts, adventures and possibilities.
Reading takes us places we’ve never physically traveled. It puts us in touch with the
thoughts of people we’ve never met.
At the Glendora Public Library, we do our
best to accommodate our clients’ learning
needs, whatever their age, and whether
they’re seeking a particular book, magazine,
newspaper story, video tape, CD, DVD or
reference material.
Adult programming has increased with
author visits, poetry readings, gardening
and cooking demonstrations -- we have
something for everyone. We even have an
“Adult Summer Reading Club.”
To promote literacy among our youth,
the library brings in musical and performance artists. We sponsor bug expos, guest
storytellers, essay contests, art projects and
other special programs designed to engage
children and teens.
We sponsor Community Read-Ins with
local schools and have community leaders
and professional athletes share their love of
reading with elementary and middle school
children. And to develop services and programs that appeal to high school youth, we
formed a Teen Advisory Council. One of the

council’s most-successful endeavors has been
the creation of a teen Website, Teen Space;
available through the library’s website.
Our reference librarians annually navigate through nearly 119,000 volumes of
resources to answer more than 41,000 questions for patrons seeking information on
topics such as health, travel, hobbies, school
projects, parenting and career planning.
Our library is also a literal stop on the
Information SuperHighway, a learning
depot providing 16 computer workstations
with free Internet access to many online
databases. This ties people to information
and resources far beyond our physical walls,
providing patrons with nearly 104,000
views of Web-links, as well as access to the
library’s catalog system. Also available is a
24/7 reference service, ‘Ask the Librarian’.

37,000 patrons who check out nearly
425,000 books and other items. Circulation
staff issues nearly 5,000 new library cards
and the library provides meeting rooms for
more than 121 groups and their nearly
8,000 guests. We’ve added more than
17,000 library items, including classic
movies on DVD, audio books on CD and
computer software on DVD.
To provide patrons with fast, easy access
to our library materials, we operate a network managing the online catalog of nearly
119,000 items, more than 32,000 library
cardholder records, and more than 150
check-out transactions per hour. The library
also has e-books, electronic books, downloadable to your home computer.

he Economic Development Department
is responsible for
coordinating all business retention and
expansion efforts for the City of Glendora.
Economic development is vital because
it is a community’s best means of improving its physical appearance, building upon
its financial foundation and ensuring its
future success.
It essentially involves the city working
with local property owners, businesses,
developers and the Glendora Chamber of

Commerce to retain, expand and diversify
the city’s economic base, by assisting existing
business owners to grow and by attracting
new businesses that will reinforce and
enhance our local business community.
Ensuring that these new businesses fit within
the community’s overall vision, desires and
preferences is a top priority.
Economic development is vital to a
community’s economic and social health for
a number of reasons. First, retail businesses
support the local economy through job
creation and tax base enhancement. In

addition, retail business provides residents
and businesses with more service options
and shopping opportunities. Finally, the
overall community benefits from the activity
and vitality that retail brings to stagnant or
under-served areas.
As director of Economic Development,
my chief responsibility is to encourage
expansion of the city's commercial, business
park, office and residential base, and to
assist new businesses, developers and
public private entities in investment in, or
expansion of, operations within the city’s
Redevelopment Project Areas.
We’ve placed a special emphasis on
spurring economic development along the
city's Route 66 Business Corridor, and
within the Marketplace/Auto Center, we
expect it to steadily increase each year for
the next five to 10 years.
Working closely with the City Council,
City Manager Eric Ziegler and Planning &
Redevelopment Director Stan Wong, we’ve
helped bring about a major zoning change
in Glendora’s Downtown Village district.
That zoning change relaxed parking and
easement requirements in the Village,
which in turn will encourage the building of
second-story loft apartments and business
offices, thus creating a new live-in customer
base for Village businesses.
That concept could be expanded to
the city’s Route 66 Business Corridor,
helping generate an increased customer
base to support existing shops and
new restaurants.

in Glendora. And if
three major projects
come to fruition as
envisioned by their developers, they will
bring exciting new shopping, fine-dining,
employment and recreational opportunities
to Glendorans, city Director of Development
Carl Morgan said.
Thanks to recent City Council approval,
these three projects appear to be the first
among about 20 separate projects being
considered by the city, to be completed.
They are: the Diamond Ridge Development
near the city's Marketplace shopping center
- and two mixed-used projects in Glendora's
Downtown Village - the Vermont Project
and the Cornerstone Promenade.
“These three projects represent major
milestones in the development of
Glendora,” Morgan said. “In our downtown area, these two new mixed-use projects
will increase our day and night-time shopping
and resident populations through the creation
of new 'flex live-work' facilities and residential
for-sale flats and lofts.
“These projects will add fine-dining
opportunities, ground retail office space for
professional people, live-work space for artisans
and high-quality residential for-sale flats
and lofts,” Morgan said. “These projects
will truly extend our downtown's footprint
and add immeasurably to its appearance,
appeal and ambiance.
“These projects' paseos also will help
beautify the area and connect to other portions
of the downtown, including our newly built
Transit Plaza, where local citizens have been
gathering for week-end concerts, dining
and shopping,” he said.
Morgan said that a built-out Diamond
Ridge Project, as envisioned with 12 theaters, parking structure, a major bookstore,
a fitness chain, several linen-cloth finedining restaurants and new retail stores,
would fill a major shopping and entertainment
void in Glendora.
“Almost as importantly, this project
would generate between $600,000 and
$900,000 annually in sales tax revenue and
about $500,000 in annual revenue for our
Community Redevelopment Agency.
“As our city's capital expense budget
becomes stretched thin from our extensive
street upgrades and other improvements to
our city's aging infrastructure, this new revenue would help pay for much-needed city
services,” he said. “And, it would create
about 700 new jobs in our city and help
alleviate more than $30 million our city
now has in unfunded and deferred capital
improvement expenses.”

includes about 7,000 square feet of commercial live-work space, and 26 residential
Craftsman-style lofts with 50 on-site subterranean parking spaces. At that value, the
project would generate an additional
$85,000 in annual assessed property taxes
for the city.
The Cornerstone Promenade is a new
mixed-use project that developer Wes
Purkiss of Hilltop Realty promises “will
bring new life to a long-empty lot” on the
north end of the Downtown Village at
Bennett and Glendora avenues.
“Our building consists of ground floor
retail and restaurant space, surrounding a
sun-filled courtyard, with an outdoor dining area,” Purkiss said. “A second floor contains executive office-retail space overlooking the courtyard and the downtown.
“Finally, the project will feature eight
high-quality residential condominiums
with commanding views of our foothills,
while access to a private garden makes up
the third floor.
“The condominiums will be served by
underground secured parking with access
from Bennett Avenue. This project truly
will be a place for Glendorans to live, work,
play and dine.”
While all projects have been approved
by the Planning Commission and City
Council, their developers are in varying
stages of submitting final drawings, building plans and other details to be approved
by city staff.

Commercial Rehabilitation
and Sign Rebate
The Commercial Rehabilitation and
Sign Rebate programs are available to
business and property owners who need
financial assistance to renovate their
buildings or replace outdated signage.
Commercial rehabilitation funds are given
to participants in the form of a matching
grant. The amount of the grant is equivalent to one-third of the cost of exterior
building improvements.
Sign rehabilitation funds are also given
in the form of a grant, up to a maximum
amount of $2,000. To be eligible for the
grant, participants must remove non-conforming signs (those which do not meet
the standards of the current sign code).
The grant funds can be used to pay for
removal of older signs and up to one-half
the cost of a new sign.

Who must be licensed?
Each person or company conducting
business in the City of Glendora is required
to obtain a business license. Included are
property owners (landlords renting 4 or
more units), retail outlets, wholesalers,
manufacturers, service companies, professionals, self-employed persons, independent
contractors and home-based businesses.
Am I expected to pay and how often?
You must register and pay for the business license PRIOR to the commencement
of your business in Glendora. Penalties
await those who don't!
The business license tax must be paid
ANNUALLY. The City does send renewal
notices as a courtesy to the business community, but it is the responsibility of the
individual business owner to be aware of the
business tax due date and send payment in
a timely manner.

What are the tax rates and fees required?
License fees vary with the type of business. Most retail outlets, manufacturers and
contractors pay additional taxes based on
gross receipts. Commercial and residential
landlords pay additional fees based on
number of units.
There is a $70 new business application
fee and an $8 renewal fee.
Are business licenses transferable?
No. Business license tax certificates are not
transferable or assignable to any other person.
Are other permits required?
No business license can be issued when
another permit is required before operations
may begin. For example, permits are required
for dance and cafe entertainment, concealable firearm sales, bingo, handbill distribution, massage establishments, fortune telling,
door-to-door solicitations and outdoor sales
and display of such items as Christmas tree
lots, pumpkin patches or special events.

With 22 full-time and (as many as) 40
part-time, seasonal employees, the
Community Services Department also provides myriad social, recreational and cultural
opportunities. Many of these social services
and programs greatly enhance the quality of
life for thousands of our citizens, whether
they’re young, old or middle-aged.
Three of our most-used and celebrated
facilities are the La Fetra (Seniors’) Center,
the Glen Oaks Municipal Golf Course and
the Timothy Daniel Crowther Teen and
Family Center, which had its grand opening
in June 2003.

The Crowther Teen and Family Center,
named for the late Glendora police lieutenant, is an impressive $2.6 million,
15,000-square-foot facility that was conceptualized as a center for boys’ and girls’ team
sports, targeting latch-key kids. But over the
years, the concept and the center were
expanded to include adult activities and sports.
Our department is responsible for
administering a host of recreational programs and social services such as: community-wide special events, community relations and social services, recreation classes
and aquatic programs, athletic programs
and field allocation, senior citizen activities
and programs, park beautification and
maintenance and publishing and disturbing
a city-wide newsletter (three times annually)
that lists programs, services, classes and
events offered by the city.
Our department has overseen two
major reconfiguration and refurbishment
phases of the Glen Oaks Municipal Golf
Course, represented the city during negotiations and development of the new aquat-

ics center at Glendora High School, as well
as served on the committee that developed
the city's new tree ordinance, and represented Glendora in various San Gabriel
Valley athletic associations.
In addition, we maintain Glendora’s
urban forestry programs which include trees

needs of the public.
