CALCHAMBER RELEASES LIST OF NEW LAWS
AFFECTING BUSINESSES IN 2010
SACRAMENTO, CA - The California
Chamber of Commerce today released a list of new laws
scheduled to take effect in 2010 or earlier that will have
an impact on businesses in California.
Among the training materials currently available
is CalBizCentral’s HR 201: Labor Law Update
seminar, which is available at http://
www.calbizcentral.com/hr201. The 2010 California
Labor Law Digest offers legal background information
including legislation, court cases and regulatory
requirements in plain language organized to make
complex laws understandable for businesses.
The following is a list of new laws that have
recently gone into effect or will take effect in 2010:

New Form 1-9
Revised August 7, 2009, the new Form 1-9 contains
an updated list of acceptable documents that
employees must present upon hiring. The new form
also bears a note that all documents presented to
establish identity and/or ability to work in the United
States must not be expired.
E-Verify Required for Federal Contractors
Federal contractors and subcontractors must use the
E-Verify system when hiring employees. Other
employers may use the verification system if they
wish to do so. E-Verify compares Form 1-9
document information against federal government
databases to verify employment eligibility.
Increase in State Withholding
State withholding increased on November 1, 2009.
There is a 10 percent mandatory increase on
employee withholdings, a 0.6 percent increase in
supplemental wage withholding and a 1.2 percent
increase on wage stock options and bonus payments.
Alternative Workweek Schedules
The law regarding alternative workweek schedules
was amended to permit an eight-hour day as a valid
alternative schedule. Additionally, the Division of
Labor Standards Enforcement (DLSE) issued an
opinion letter stating that under some circumstances,
an alternative workweek schedule may be in place

City of Glendora: Mayor’s Column

As we begin a new year, we
can look ahead towards two important
projects - the Gold Line Foothill
Extension and the 2010 Census.
In November of 2009, the
MTA Board finally cast the necessary
vote to include the Gold Line Foothill
Extension project in the agency’s long
range transportation plan (LRTP) and
they directed that funding be provided
to operate the system even if that
means the next phase to Azusa is
completed prior to 2017.
The decision came after heavy
Congressional pressure was applied to
the MTA Board by 14 Southern
California members in a letter
delivered just days before the crucial
vote. The letter was critical of the
preliminary action by the Board to
adopt a policy that would only allow
the agency to seek federal dollars for
the Westside Subway and the “regional
connector” that would connect several
different rail lines in downtown Los
Angeles. The Congressional delegation
argued there was no reason not to
pursue federal funding for other
projects as well.
The letter was unprecedented
in the fact it drew almost all the
Congressional members for Los
Angeles County joined by several
members from Orange and San
Bernardino counties. Adding weight to
the pressure upon the board was that
nearly 100 people showed up to the
meeting in support of the Gold Line
Foothill Extension, which included
Glendora City Council Members Doug
Tessitor and Gene Murabito. The City
Council has unanimously supported
the funding and continuation of the
Gold Line.
And just around the corner is
the 2010 Census. Every ten years
residents across the country receive the
U.S. Census. The census form that will
be coming in the mail very soon is
important because it could direct
where billions of dollars will be
flowing over the next decade.

census, this time every recipient will
receive a short form of only 10
questions. This short form is expected

to take only a few minutes to complete
and households will be asked to
provide key demographic information
including whether a housing unit is
rented or owned, the address of the
residence and the names, genders, and
the ages and races of others living in
the household.
It is helpful to know that the
information obtained cannot be shared
with anyone, including other federal
and state agencies, by law. This 2010
form of 10 questions should only take
about 10 minutes to complete, yet
could mean millions of dollars to the
city, so please take the time to fill it
out and do your part to be counted.

Water Deal Breakdown: An Overview of The Water
Supply Act of 2010

California’s population of 38
million residents currently depends on
a water delivery system originally built
for 16 million. The 50-year-old system
had faced extreme challenges
including environmental change, courtordered restrictions, and years of
continued drought.
In these past few years, crops
have been plowed under, water
availability has declined, and housing
and business projects have stalled
throughout the state. In 2005, enough
water to supply 13 million families for
a year was lost to sea because our state
had nowhere to store it.
By investing in projects to
improve our water storage and delivery
systems, we will jumpstart our lagging
economy, help put people back to
work and get a safe and reliable water
source to the people of Southern
California. These projects will
immediately create crucially needed
jobs in the construction sector - with
the added benefit of contributing more
to the state’s tax base without raising
taxes.
For over three years, Senate
Republicans have been drafting,
amending, and introducing legislation
for a comprehensive water package
that would ensure that all of
California’s families, farmers, ranchers
and business owners have the
necessary water to continue to grow
and thrive.
This celebrated agreement was
not a fly-by-night exercise as some
would suggest. It was a well thoughtout water agreement that includes
funding for increased water storage,
improves the Delta water delivery
system, and provides for many local/
regional supply and conservation
measures. Each of these tools is being
employed to bring our state’s water
supply-demand picture into balance.
It is important to note that
taxpayers alone would not pay for
these water management
improvements. In fact, bond dollars
cannot even be issued until private
beneficiaries put up their share of the
funds to build more storage. To
leverage private capital, state bond
financing may account for no more
than half of the project’s total funding,
with the other half being financed by
private beneficiaries. Just as public
bonds would contribute to the
construction of a new road or school

Goal Setting Tips to Help You Plan for the New Year

The new year is now here, and
with it the opportunity for a fresh start.
In a recent study conducted by
Express, we asked how many people
were setting goals for 2010. Out of a
total of 751 respondents, 84% said
they were setting goals, and 16% said
they were not. No matter which group
you fall into, it is very important to set
goals! And now is the right time to
start the planning process to get you
focused and motivated to kick 2010 off
with a bang. Are you ready to take the
headache out of this process to help get
you where you want to be in 2010? If
so, start with these ideas:
The first step in setting goals is
to break them down according to
category - personal and professional.
Do you want to exercise more, eat
healthier, or learn a new hobby? Are
you seeking a promotion, wanting to
switch career fields, or further your

education? You first have to know
where you want to go before you can
get there.
The next step is to make them
SMART - Specific, Measurable,
Achievable, Relevant, and Timely.
Make them specific by identifying in
detail what you want to achieve. Then,
make them measurable by attaching
actions that must occur so you can
identify your progress and determine if
they have been achieved. An example
of a specific and measurable goal is to
run two miles without stopping. To
make a goal achievable, the key is to
make it realistic. Do not set a goal so
low that it is not really a challenge to
you, but do not set it so high you never
reach it. In addition, also make sure the
goal is related to what you want to
achieve. For example, if you want to
become a professor of history, do not
focus on being able to shoot the perfect
free-throw by June. There is no
connection between those two things.
Then, set timelines. This will
help you stay on task as you make
progress toward achieving the goal.
Also, be sure to allot yourself a
realistic amount of time. Do not try to
be a do-it-all superhero and get
everything accomplished in a day. That
will only cause you to stress out and
give up when things start to get
difficult. Often, people struggle with
goal setting because they are afraid to
be held accountable to something.
What if you fall short? It is important
to keep in mind that you will not
accomplish anything if you first do not
know where you want to go.
Finally, when it comes to goal
planning, it is important to perform
goal check-ups along the way. Are you
going to accomplish things by their

Doubletree Donates $60,000 in Materials to Pomona Valley
Habitat for Humanity ReStore Just 5 Days After Opening
Montclair, CA (December 14, 2009) The Pomona Valley Habitat For
Humanity ReStore is a building
materials warehouse that sells new and
used building materials and other items
at affordable prices. On December 10,
the Doubletree Hotel chain donated
over $60,000 worth of pictures,
furniture and other items. All items
sold at our ReStore are donated
materials. Proceeds from the ReStore
are used to fund the mission of Habitat
for Humanity - providing affordable
homeownership to qualified families in
need.
The Montclair ReStore opened
for business on December 5. The store
is located at 4609 Holt Avenue,
Montclair, CA 91763. Regular
business hours are Tuesday - Friday,
9AM to 6PM and Saturday 7AM to
5PM.
A grand opening event will be
held on Saturday, January 23, 2010.
