HBA Home Improvement Show was a
complete success! With over 180 exhibitors
and a constant attendance averaging 200 to
300 hourly, every participant of the show was
pleased with their experience.
The HBA put together a new and warmer look
with neutral draping, a carpeted main aisle and
tables available giving patrons a place to rest
before moving on. And once again, the Live
Line Demonstration “stole the show” with his
presentation sharing the importance of
electrical safety.

Energy Conservation
The new Energy Efficiency Building Act for Residential structures
has some confusing areas for code officials, builders, and
designers, about which code to use for enforcement. The Illinois
Residential Energy Code is effective on January 29, 2010 for all
residential buildings (new construction, remodeling and additions).
According to the law, no municipality or county may regulate the Illinois Energy Code in a manner that is less
stringent than the 2009 IECC as published.
For residential buildings, the 2009 IECC can only be enforced more stringently if the unit of local government
had adopted the 2006 IECC on or before May 15, 2009, or if they have a population of 1,000,000 or more.
Basically the law gives municipalities who were enforcing the 2006 IECC on or before May 15, 2009 a little
flexibility to be more stringent with the 2009 IECC if they choose to. All other municipalities must enforce the
2009 IECC for residential buildings as it was published.
Section 600.110 Adoption and Modification of the Code. Section c) 2) ...to any new building or structure in this
State for which a building permit application is received by a municipality or county.
Section 600.420 Local Jurisdictions a) if you require a building permit for a residential building then use must
comply with the 2009 IECC
Is the Act confusing? Yes. But, going through the Rules will help. Remember there are 1,313 incorporated
municipalities in IL and only about 300 have building departments and codes and there are 102 counties in IL
with only 30 having a national code adopted. This law does put it on the builder to build to the 2009 IECC.

Legislative Updates From HBAI
The following are Bills that are being presented to our State Legislators:
SB 2997: This bill will provide up to a $7,500 income tax credit to a consumer for
the construction of a new home valued at under $500,000.
HB 4673: Increased the penalty from $100 to not less than $500 for a construction
contractor that does not advertise the business name on a truck and trailer
employed by the contractor.
SB 2540: Illinois State Bar Association initiative to clarify the penalties under the
Home Remodeling and Repair Act by referencing the Consumer Fraud and Deceptive Business Practices Act.
SB 2795: This bill would eliminate the benefits of the Vacant Lot Act if the property is included in a special service area. As the language and legal impact of legislation would be detrimental to land developers throughout IL, HBAI stands opposed until a fair resolution is drafted.
