Legisladores de Cuba y México buscan
remontar relación

LA HABANA (AP):
Una
veintena
de
legisladores mexicanos
de todos los partidos
políticos y otros tantos
de sus colegas cubanos
se sentaron en una mesa
de diálogo el jueves para
inaugurar la IX reunión
interparlamentaria
binacional.
Temas
como
la
migración,
la
cooperación educativa y
científica, o el alicaído
comercio
bilateral
ocuparán los dos días de
sesiones de los senadores
y diputados, quienes pretender remontar un
sexenio
de
malos
entendidos y fricciones
entre ambos gobiernos.
“Son vínculos que
nunca, nunca debimos
haber
permitido
interrumpir”, dijo durante la apertura el
senador Manlio Fabio
Beltrones, del opositor
Partido Revolucionario
Institucional (PRI), quien
destacó la importancia de
que todos los grupos
parlamentarios
estuvieran representados
aquí.
Beltrones indicó que
se debe trabajar en la
creación
de
un
mecanismo
formal
binacional
de
seguimiento de acuerdos
y buscar las posiciones
comunes por encima de
la diferencias, como los
foros internacionales a
los cuales van ambos
países y hasta tomar
actitudes conjuntas en
temas de afectación mutua,
por ejemplo los impactos
del cambio climático o la
migración.
Paralelamente, destacó
la necesidad de que la
política exterior mexicana
se asentara sobre los
principios de no injerencia
y defensa de la soberanía
de los pueblos.
Mientras tanto, el
senador Augusto César
Leal del gobernante Partido
de Acción Nacional (PAN)
insistió en al necesidad de
dejar de lado las diferentes
concepciones políticas y
concentrarse en buscar las
“convergencias
esenciales”.
México y Cuba, aliados
por décadas incluso contra
los deseos de Estados
Unidos, se enfrentaron
hacia el final del gobierno
del presidente Ernesto
Zedillo (1994-2000) y las
diferencias se agudizaron
posteriormente con Vicente
Fox (2000-2006).
El punto culminante se
produjo en mayo de 2004,
cuando hubo retiro de
embajadores entre otras
razones por el voto de
México en Ginebra para
que se supervise la
situación de los derechos
humanos en la isla,
considerado por La Habana
como una conducta de
pleitesía mexicana a Washington.
En julio de ese año los
r e p r e s e n t a n t e s
diplomáticos retornaron a
sus puestos pero las otrora
cálidas relaciones se han
mantenido distantes y de
un perfil más bien bajo.
El mes pasado, con la
presidencia
de
embajador mexicano
Luis Alfonso de Alba en
la Comisión de Derechos
Humanos en Ginebra se
canceló una relatoría especial para monitorear la
situación cubana y el
canciller isleño Felipe
Pérez Roque lo calificó
como un hecho positivo
que remueve un gran
obstáculo en los nexos.
El actual presidente
mexicano
Felipe
Calderón expresó su
interés por mejorar la
cosas.
Los cubanos por su
parte, encabezados por el
líder
parlamentario
Ricardo Alarcón se
limitaron a hacer un extenso recuento de los
nexos y la hermandad de
ambos estados.
Uno de los temas más
destacados
en
la
interparlamentaria será
los
intercambios
comerciales que cayeron
en unos 100 millones de
dólares en dos años,
alcanzado actualmente
los 270 millones de
dólares.
También se abordará
el tema de una deuda
cubana con México de
alrededor
de
500
millones de dólares.
Además se esperan
avances en materia de
inmigración de camino
a lograr un acuerdo bilateral para alentar un
flujo ordenado, legal y
seguro.

Villaraigosa confirma relación con reportera de
Telemundo
LOS ANGELES (AP): El
alcalde de Los Angeles,
Antonio
Villaraigosa,
quien se está divorciando
de su esposa, confirmó el
martes que mantiene una
relación con la reportera
mexicana Mirthala Salinas,
de Telemundo.
Villaraigosa pidió que
se respete su vida privada e
insistió en que su relación
con Salinas no interferiría
con su empleo como alcalde
de la segunda nación de
Estados Unidos.
“He tenido una relación
con la señorita Salinas por
algún tiempo. La relación
ha avanzado y actualmente
reconozco esa relación”,
destacó el alcalde, quien
está en proceso de divorcio
de su esposa, Corina.
“No me parece que los
detalles de mi vida personal
sean pertinentes a mi
desempeño en el cargo
como alcalde”, destacó el

Libby’s 2 1/2 year prison
term and left in place his
two years of supervised
release. But supervised re-
lease—a form of probation—is only available to
people who have served
prison time. Without prison,
it is unclear what happens
next.
U.S. District Judge
Reggie B. Walton posed the
question to Libby’s attorneys and to Special Prosecutor Patrick Fitzgerald:
Does this mean Libby will
not actually be required to
serve supervised release?
Should he just have to re-
port to probation officials
as if he spent time in
prison?
The law, Walton said
in court documents, “does
not appear to contemplate
a situation in which a defendant may be placed under supervised release
without first completing a
term of incarceration.”
For now, it appears
Libby, a former top aide
to Vice President Dick
Cheney, is in legal limbo.

vacation benefits.
The factory’s 500
workers, roughly 70 percent of whom are women,
earn 90 cents to $1.12 an
hour, said Charles
Kernaghan, NLC’s director.
Changes are already
being made based on
complaints from the 500
workers, the majority of
them young women. He
said toilet paper and purified water are now
readily available, and
managers have been
warned to stop humiliating workers.

agency, has been accredited
for a period of three years
for its Community Employment Services including: Job
Development, Job Supports,

The latest accreditation is
the second consecutive
Three-Year Accreditation
outcome that the international accrediting commission has awarded to Harbor
Behavioral Healthcare.
CARF surveyors made no
recommendations, which
signifies that they did not
identify any areas of nonconformance to Harbor’s
standards—only 3 percent
of CARF surveys result in no
recommendations.
This accreditation outcome represents the highest
level of accreditation that

Toledo-Lucas County Public
Library places 2-mill
replacement levy
The
Toledo-Lucas
County Public Library Board
of Trustees will ask voters to
approve a 5-year, 2-mill replacement levy on November 6, 2007. The levy will
help the library better cope
with its current financial situation. Library finances have
been impacted substantially
by a state funding freeze at
2002 levels and steadily increasing costs.
The Board of Trustees
approved this action at its
special meeting on July 6,
2007.
The Library’s two existing 1-mill property tax levies (one from 1997 and the
other from 2003) expire at
the end of 2007. The Library
will combine the two existing levies into a 2-mill replacement levy.
“State funding has been
frozen for our public library,
so without the additional
funds generated by this levy,
our system will be dismantled,” said Clyde Scoles,
Library Director.
“Our public library is a
true community resource,
and the proposed replacement levy will fund existing
services at a more realistic

alternative to the levy will
be drastic cuts from which

annually, costing the owner
of a $100,000 home a total
of $61.25 a year.
The levy will take effect
in January 2008 and expire
in December 2012.
With passage of the levy,
the library plans to:
• Increase the book budget
• Continue staffing levels
• Maintain upkeep of facilities and buildings (i.e.
carpet, paint, utilities)
• Replace and increase
computer technology
• Maintain Sunday hours
at five locations (Main Library,

Heatherdowns, Sylvania and
Oregon).

18 months to elect a prochoice president in 2008 at
noon on Friday, July 13,
2007, at The City Club of
Cleveland.
In the 2006 midterm elections, Planned Parenthood
played a central role in defeating anti-choice policies
and politicians, and reproductive health care looks to
be one of the major issues in
the 2008 election. Planned
Parenthood plans to motivate
supporters to vote for a proprevention health care
agenda, which includes access to affordable birth control, including emergency
contraception, and expanding family planning services
and medically accurate sex
education.
Prior to Planned Parenthood, Richards served as
founder and president of
America Votes, a coalition
of more than 30 national organizations that raised and
spent more than $350 million to maximize voter registration, education, and mobilization among grassroots
organizations in 2004.
Richards, the daughter of
the late Texas Governor Ann
Richards, also served as
deputy chief of staff for
House member and Democratic leader Nancy Pelosi,
where she played a key role
in her election as the first
female Democratic leader of
the House of Representatives. She began her career

FRANK P. ROJAS, SR.
Frank P. Rojas Sr., 74, of Lorain, OH, died Monday, July 2, 2007, at home,
following a lengthy illness. He was born Dec. 3, 1932, in Kanapolis, Kan., and
moved back and forth between Kansas and Lorain over the years. Rojas was
employed as a greenhouse maintenance worker. He enjoyed fishing, gardening,
working around the house and watching TV.
Survivors include his sons Pablo Rojas and Frank Rojas Jr., both of Lorain, and
Pastor Rolando Rojas of Youngstown; daughters Micaela García, Teresa Alicea,
Amelia Rojas and Nicky Rojas, all of Lorain, Rosa Beltrán, of Dallas, Texas, and
María Pérez and Summer Rojas, both of Marrietta, Ga.; brothers Jimmy Rojas of
Kanapolis, Kan., and Ernie Rojas of Salina, Kan.; sisters Hope Rojas of Topeka,
Kan., Julia Rojas and Josephine Meehan, both of Wichita, Kan., and Louisa
Thompson, and Elinore Hernández, both of Salina; and 40 grandchildren and 47
great-grandchildren. He was preceded in death by a brother and a sister.

Zaret falleció en su casa el

puede rendir hasta tres
veces más alimentos que la
agricultura convencional,
ocupando la misma
extensión territorial, lo que
niega la suposición
largamente aceptada que
métodos de agricultura
orgánica no pueden
producir
suficientes
alimentos
para

población mundial.
Investigadores de la
Universidad de Michigan
descubrieron que en países
desarrollados,

de fuentes de nitrógeno
orgánicamente aceptables.
Sus descubrimientos
refutan esos argumentos
claves, dice Perfecto y
confirmó que la agricultura
orgánica es menos dañina al
medio ambiente, sin embargo
potencialmente
puede
producir más alimentos que
los necesarios. Estas son
noticias
especialmente
buenas para los países en
desarrollo, donde a veces es

alimentos desde afuera, por

investigación

subsidios e influencia de

pesticidas y de fertilizantes
y todas han tenido un papel
importante en convencer al
público que necesita tener
esas intervenciones para

Congresswoman Marcy Kaptur Helps Reopen
FLOC Office in Monterrey
MONTERREY, NUEVO LEON – U.S. Representative Marcy Kaptur (OH-9)
traveled to México on Saturday, June 30, 2007, to help the Toledo-based Farm
Labor Organizing Committee (FLOC) open its remodeled office in Monterrey,
Nuevo León.
Congresswoman Kaptur spoke at a grand opening of the FLOC office, which
was named the Santiago Rafael Cruz Center for Justice in honor of the FLOC labor
organizer who was murdered in April of 2007.
“We are so proud of the work that FLOC does under the leadership of Baldemar
Velásquez,” Congresswoman Kaptur said. “FLOC gives voice to the voiceless and
we honor that spirit of commitment. I traveled her today to show my solidarity with
FLOC and show my support for its mission.”
During her one-day visit to Monterrey , Congresswoman Kaptur also met with
top law enforcement officials from the state of Nuevo León and spoke on the
telephone with Governor José Natividad González Paras. She urged the officials
to fully investigate the Cruz murder. The officials promised to stay in touch with
Congresswoman Kaptur regarding the investigation.
Congresswoman Kaptur also discussed other issues with the state government
leaders, including establishment of bi-national credit unions to cut the cost of cash
remittances.
