On Monday, February 15, the Waller City Council
met at 7 p.m. in regular session at the Waller Administration Building. Mayor Danny Marburger led the meeting, also attended by Mayor Pro Tem Sidney Johnson,
and council members Nancy Arnold, Dwayne Hajek,
Mike McCormick, and Edna Eaton.
Last spring, the Texas Legislature passed HB 1418,
filed by District 3 State Representative Cecil Bell, relating to the annexation of certain territories by general
law cities, with populations less than 5,000. The efforts
of John Isom, Waller’s Director of Economic Development, greatly contributed to the passage of this legislation, which has been a great boon to the city’s tax base.
The bill allows an area of land not previously eligible for annexation, to be annexed if a public right-ofway of a road or highway exists that is located entirely
within the extraterritorial jurisdiction of the municipality connects the city to the property proposed for annexation, when such a request is made by the property
owners.
Due to this legislation, the Waller City Council approved Ordinance #492 on Monday, February 15 at the
regular session City Council meeting, granting a petition for annexation filed by FC Pro, LLC which provides for annexation of a 12.690 acre tract, and rightof-way in the Waller Industrial Park.
Council also agreed to allow David Leyendecker,
City Engineer, to move forward on obtaining bids for
renovation of the Waller Civic Center, purchased last
year from the Waller Lion’s Club.
Gene Schmidt, Superintendent of Public Works
stated that serious infrastructure problems are on the
horizon for the city, especially with the city’s sewer system, which will be costly, but necessary for the city to
complete.
Isom stated during his report to council, that in future economic incentive packages, incentives to businesses will be back-loaded into the agreement, or paid
out only if the business abides by its contractual agreements with the city. Isom also stated that the grant from
TxDot for Downtown Revitalization is awaiting finalization of paperwork, and should be on the agenda for
the next meeting of the council in March.
WHS student Cullen Allen receives Good Citizen Award
WISD Public Information
Waller High School senior Cullen Allen
was awarded the Daughters of the American
Revolution DAR Good Citizen Award on the
night of February 4. Cullen received the award
from the Joanna Troutman DAR Chapter in
Magnolia.
The Chapter judges selected Cullen for the
heartfelt essay he wrote, in addition to his leadership traits, patriotism, and community service. Cullen was awarded a certificate, a monetary scholarship, and a pin at the ceremony.
Cullen has played football for all four of
his high school years. He has also participated
in other sports, such as golf his freshman year,
wrestling his junior year, and track and field
in pole vaulting this year. He says his favorite
class in high school was Ms. Speer’s calculus
class.

Construction begins on WallCo Community Center

Construction has finally
commenced on the long delayed Waller County Community Center in Prairie View. The
court approved moving forward
with the project last July, but
delay ensued due to the difficulty of obtaining a construction or surety bond for the project, due to its small size.
Construction bonds are required on any taxpayer-funded
project to protect the county
against any adverse event that
causes disruptions, failure to
complete the project by the
builder, or the job’s failure to
meet contracts specifications.
On Tuesday, February 16, the
Waller County Commissioners
Court approved an initial payment of $15,250.86 to Hills
Construction, the contractor for
the community center project.
In a competitive bidding process, Hill’s Construction was
awarded the project last summer, after presenting the lowest
bid, at $1,141,366.
In other business, the court
approved granting discretionary exemption to competitive
bidding requirements for a con-
tract to replace a bridge on Riley Road at Walnut Creek and
to authorize the County Judge
to sign an agreement with
Wakefield Bridge, Inc., in the
amount of $113,400.
According to Orval Rhoads,
County Engineer, the court had
previously signed a resolution
in which TxDot agreed to replace two county bridges, waiving a required county match, in
exchange for the county completing the work on the Riley
Road bridge. Wakefield Bridge
already has approved plans with
TxDot for various bridge sizes,
ready to go. Rhoads stated that
time is of the essence due to
the need to finish the bridge
job before school begins next
fall. Rhoads stated, “Wakefield
Bridge has replaced eight other
county bridges, and they’ve
done an excellent job.”
After a brief discussion,
the commissioners agreed that
bidding out the project would
be costly and would delay
completion and unanimously
approved granting exemption
from the bidding process and
to move forward with an agreement with Wakefield Bridge,
Inc. to complete the Riley Road

County Commissioners Courts
in College Station. Attendance
at the meeting will earn continuing education requirements

Waller Wonders – Survival of the fittest … or just the biggest?

I
came home the
other afternoon
to a violent
crime scene.
Scattered along the sidewalk were tufts of fur … big
tufts of fur. Ouch! I bet THAT
hurt.
A little closer to the door
were smaller tufts. So far, only
fur. Nothing more gruesome.
But there had definitely been a
battle of some kind in my front
yard. I wasn’t really sure if I
wanted to learn what kind of
battle.
And there it was. Even Inspector Clouseau could have
figured this one out. A mockingbird would not be bringing
supper home tonight. Feathers
were everywhere, along with a
few more tufts of fur.
He – or she (I’m thinking of a fierce mama, of any
species!) – certainly did put
up a fight. Somewhere in the
neighborhood is a cat missing
a considerable amount of fur,
and probably wondering “what
was I thinking?”
What came to my mind
was “It’s hard to remember the
goal was to drain the swamp
when you’re up to your elbows
in alligators.” That cat was
definitely up to its elbows in
alligators, so to speak.
The cat won the ultimate
battle, of course. Perhaps not
as elegantly as he had planned,
but he won, nonetheless. Survival of the fittest? Maybe. But
definitely the survival of the
biggest.
The outcome of a fight
between an eight-pound cat
and a bird weighing less than
two ounces is pre-determined.
Oh, the bird in this battle got
her licks in, as evidenced by
the scattered hunks of fur. She
probably scored a few puncture wounds with her beak,
too. Nevertheless, in the end,
the bigger combatant won.
No, of course this isn’t
about survival of the fittest
… or biggest … in nature. I’m
thinking more about this disturbing battle that we witness
day after day, night after night,
amongst those vying for the
Oval Office.
The battle is just as gruesome, but we can’t seem to
look away. I’ll bet that, had I
been home, I would have been
glued to the window watching
my cat/bird fight just as surely
as we watch the daily bloodletting in the presidential race.
A few short months ago, a
stage full of hopefuls – 17 on
one side and six on the other –
smiled at the cameras, hoping
to connect with us. They looked
fresh, flexing their muscles
and their minds, polite to each
other – mostly – and putting
their best foot forward.
Within weeks, some of the
smaller “birds” dropped out,
and those just a bit bigger than
they preened and fluffed their
feathers and got a little bolder.
They started pecking at the
others. They started pulling
out tufts of fur. They became
weary, and somehow you had
to think that they began questioning themselves. “What was
I thinking?”
And now, here we are, just
barely into this fight, and 16
are out. Of the seven remaining, two will almost surely
drop out this week. That leaves
five to fight viciously for the
prize. We’re still nine months
before that prize is even
awarded, and these folks are
already engaged in serious attacks. How much blood, fur,
and feathers will be scattered
across this battlefield before
it’s over?
It doesn’t take a political genius to know who the
big cat is. That’s Mr. Trump.
He already has 67 delegates
of the 1,237 he needs to win
the nomination. 67! Mr. Cruz
has 11 and Mr. Rubio has 10.
On the other team, the winner
of that battle needs 2,383 delegates to snag the nomination.
Ms. Clinton has 502 and Mr.
Sanders has 70. All of these
fighters have thrown off their
bird disguise; they are clearly
cats.
So, as the frost settles on
our pumpkins, the two big cats
– or so it seems today – will
neither one show any mercy.
There won’t even been any fur
– or feathers – left on either
of them as they rumble toward
election day.
Not only will THEY be
weary, but so will we. Our
wish to watch this battle will
have waned. We’ll settle back
with the remote and hunt up
reruns of Bonanza, or I Dream
of Jeannie, or even, perish the
thought, Baywatch with David
Hasselhoff and Pamela Anderson. Anything … ANYTHING
but the train wreck that is sure
to come.
But here’s the thing. We
HAVE to care. We have to stay
in our seats. We have to participate. That’s the only way to
sustain our country … to maintain our country. We, the ordinary citizens, HAVE to choose
our champion. Not the loudest
one. Not the biggest one. Not
the meanest one.
We have to choose the best
one for our president. The one
who will go to work every day
and make (mostly) the right
decisions. The one who will
listen to people smarter – oh
yes, there are some who will
be smarter. The one who will
make decisions for the good of
the country instead of for the
good of personal ego.
Oh, it’s going to be a long
nine months. However, please
don’t lose heart. Don’t lose
yourself in fantasy TV. Send
letters. Send emails. Attend
forums and town halls. Educate yourself on the candidates
and on the real issues that control our daily lives.
However, before you do
any of those things, pray, and
pray without ceasing. That
means asking God to direct
our vote and our support. That
means asking God about who
HE wants as our president. In
the Lord’s Prayer (Matthew
6:10), we ask “Thy will be
done on earth as it is in heaven.” The election is on earth,
and we must ask for God’s
direction. “For God hath not
given us the spirit of fear; but
of power, and of love, and of a
sound mind.” (1 Timothy 1:7).
The apostle Paul wasn’t
talking about our election, of
course. But this admonition
seems appropriate.

All politics is local – especially during primary season

In 1932, the phrase “all
politics is local” was first coined
as a popular political phrase
by Byron Price, the Associated Press’s Washington Bureau
Chief and author of a bi-weekly
column “Politics at Random”.
Tip O’Neill, former Democratic
speaker of the House, further
popularized the phrase during his
many years in politics.
And it’s true, all politics is
local. People vote mainly based
on what will personally affect
their families, their safety, and
their pocketbooks.
That is why a primary election is so important - many of
the candidates you choose for a
placement on the final November ballot will affect your life
locally. This year, many incumbents have challengers facing
them on the ballot in the March 1
primary. Sheriff R. Glenn Smith
will face challenger Terry Hall.
Maria Vargas has challenged
long-time Tax-Assessor Collector Ellen Contreras Shelburne.
Commissioners Pct. 3 Jeron Barnett, and Pct. 1 Commissioner
John Amsler also face opponents
on the ballot, as does Herschel

it was reported that Waller County Sheriff Glenn Smith was added to the civil lawsuit filed by Sandra Bland’s mother, Geneva
Reed-Veal. The sheriff was not added to the lawsuit, although 10
additional employees of the Waller County Sheriff’s Office were
added to the lawsuit back in January, 2016 by Reed-Veal.

A primary election gives
each citizen a chance to assess
the incumbent’s record and judge
whether or not that person has
fulfilled their obligations in their
elected capacity. Voting will give
you a voice in who moves on to
the General Election ballot in November.
The Texas State Primary
Election Day is Tuesday, March
1, and early voting has already
begun. In a Texas primary, a candidate must get 50% plus one
vote to win. If one candidate does
not reach that percentage, then
the two who receive the highest
vote will face each other in a May
27 run-off election.
Sadly, voter turnout is low in
primary elections. For instance,
in data available on the website
of the Texas Secretary of State, in
Texas’ 2012 primary, turnout was
11.9% for the Republicans, and
4.5% for the Democrats. In 2014,
Texas primary voter turnout was
only 9.98% for Republicans and
4.12% for Democrats.
According to Dan Teed, in
2014, Waller County turnout
was slightly better than the state
average at 20.56% of registered
voters, but that still leaves nearly
79% at home, not participating
in the process. Overall, according to a 2012 survey by the U.S.
Election Assistance Commission, Texas ranks 47th in turnout
among voting-age citizens.
It seems as though the vast
majority of Americans allow others to choose their sheriff, constable, commissioner, and yes, even
president, because every four
years (like this year), that office
is on the primary ballot as well.
Everyone should vote. Our
Founders created our democratic
republic on the premise of a radical principle --that citizens can
choose their own leaders. It’s a
right that many have fought and
died to preserve. By voting, we
honor our history, and those who
went before us.
Our vote is our voice. When
we vote, we are actually telling
elected officials and lawmakers
how we feel on the issues. If you
don’t vote for what you believe
in, others will--and you may not
like the outcome.
Every vote counts. As an example, Texas might not have become a part of the U.S. in 1845
if one senator had voted differently. The vote in the U.S. Senate
for the annexation of Texas was
27-25. If it had been a tie, Texas
wouldn’t have been asked to join
the Union.
Voting makes us equal.
When voting, each individual has
one and only one vote. Status and
wealth means nothing--rich and
poor are all equal at the ballot
box; the CEO of Exxon and the
clerk at the local grocery store
enter a level playing field on
Election Day.
Even if our candidate loses,
our vote matters because it lets
candidates and political parties
know how many people support
their point of view.
Voting is integral to our
democratic republic. Yet, the
United States ranks 29th out of
31 democracies in election turnout. Italy has the highest turnout,
with an astounding 86.12%. In
our defense, no other country
has staggered terms like we do,
with the legislative being up for
grabs while the presidency is not,
and that may explain voter turnout somewhat. But, this was the
Founder’s design -- in order to
cushion the national government
for short-term swings in public
opinion.
Ultimately, however, the
only one to blame for low voter
turnout is ourselves. Americans
should know that voting and
citizenship go hand in hand. In
2016, Waller County residents
will choose who will shape their
future, maybe for years to come.
All in all, this election season may turn out to be the most
important since the Civil War,
when Abraham Lincoln faced
Democrat Stephen A. Douglas
and Southern Democrat John
C. Breckenridge. On both sides
in that election year, nomina-
tions took more than one ballot
at the parties conventions and
both parties were in disarray.
And there was mudslinging, too,
with Lincoln saying Douglas was
“five feet in height and about the
same in diameter the other way.”
Douglas gave as good as he got,
stating that Lincoln was a “horrid-looking wretch, sooty and
scoundrelly in aspect, a cross
between the nutmeg dealer, the
horse-swapper and the nightman.”
Wow, sounds like today,
right? In fact, mudslinging in
politics goes back a long way.
In the 1800 election between
Thomas Jefferson and John Adams, Adams, Jefferson’s vicepresident, actually ran against

Tuesday, February 16, 2016 at
the San Antonio Stock Show &
Rodeo.
4-H and FFA youth competed among 20 of each other alike
to receive certificates to purchase
breeding or market animals to
exhibit in the 2017 San Antonio
Junior Livestock Show. Twelve,
$1,000 certificates were awarded
that evening to those who caught
a calf.
Faith Bice, of Waller, was
fortunate enough to catch a calf
and receive a certificate. She is
a member of the Waller County
4-H Club and says that her hobbies consist mostly of showing
cattle.
Bice chose to become involved in the calf scramble after
learning about it from her county
extension agent. This year, her
favorite part about the whole San
Antonio Stock Show and Rodeo

UW Oshkosh announces Honor Roll for Fall 2015
University of Wisconsin Oshkosh officials have announced
the names of students who qualified for the University’s Dean’s
List and Honor Roll in the fall
semester of the 2015-16 academic year, including a Waller
graduate.
Courtney Howard, of Waller,
was named to the Honor Roll.
To qualify for the Honor
Roll, a student must take at least
12 credits and earn a gradepoint average (GPA) of at least
3.3 (out of a possible 4.0, or “all
As”).
Comptroller distributes $867 mil in sales tax allocations
Texas Comptroller Glenn
Hegar announced recently he
will send cities, counties, transit systems and special purpose
taxing districts $867.1 million
in local sales tax allocations
for February, 0.7 percent less
than in February 2015.
These allocations are based
on sales made in December
by businesses that report tax
monthly; October, November
and December sales by quarterly filers; and 2015 sales by
businesses that report tax annually.
“Energy-centric cities such
as Odessa, Midland, Corpus
Christi and Houston continued
to see decreases in sales tax allocation,” Hegar said. “Other
areas of the state helped to
somewhat offset those losses
as cities such as San Antonio,
Austin, Fort Worth and Dallas
saw moderate increases in allocations.”

Fields Store Elementary School’s Physical Education classes
have been filled with the sounds of falling pins for the past
few weeks as Physical Education Coach Sharron Carpenter
worked with the young students to teach them the fundamental skills required for bowling. Students learned bowling techniques such as how to hold the ball correctly, how to approach
the bowling lane with the ball in order to knock down the most
pins, how to release the ball with correct form, and more important details required for bowling with expert skill. After learning the practical skills, students were invited to try their hand
at bowling to practice all of the new tricks they have learned.

are headed to the State Basketball Play-offs as the number
one seed after defeating the
Hitchcock Bulldogs 100-75
Friday night, February 12. The
Bobcats went 12-0 in district
play with a 72-52 victory over
Brazos on Tuesday, February
16.
In the game against Hitchcock, the Bobcats didn’t disappoint their Hempstead fans as
they hit 100 on the score board
in the competition gym with
four players in double digits for
the night. Ko’Dirrus Boulds
put up 25 points while Fred
Thomas had 20, Ahmad Banks
had 15 and Delarrin Turner had
11.
The Bobcats ended district
play on the road and had three
players in double digits against
Brazos. Boulds was the top
scorer with 31 points followed
by Banks with 13 and Marcus
Jackson with 12.
The Bobcats were 27-4
overall for the season and faced
Anahuac in the first round of
the play-offs on Tuesday, February 23, at New Caney High
School.

Career and Technical Education
CTE Month. This year’s theme
is Opportunities for Career Success! CTE Month provides CTE
programs across the country an
opportunity to demonstrate how
CTE makes students college- and
career- ready and prepares them
for high-wage, high-demand career fields.
The Career and Technical
Education programs at Waller
High School have been rapidly
expanding and growing due to
student interest since the passage of House Bill 5 and the
change in the graduation plans
for the state of Texas. 80 percent
of Waller High School students
are enrolled in at least one CTE
course. The CTE program is designed to offer programs based
on the demands of industry and
the job market so that Waller
ISD students will learn skills
to compete in the 21st century
workplace, as well as to continue
their education and training at a
technical school, junior college,
or four-year university.

Waller ISD joined the nation in celebrating Career and Technical Education CTE Month
throughout February. Currently, 80 percent of Waller High School students are enrolled in at
least one CTE course. Pictured are culinary arts students sharing a sampling of their baking
skills with CTE community leadership program partners who are working to enhance the CTE

These skills and certifications
allow students to either enter
the workforce immediately or
use them to secure employment
while pursuing their education at a university or technical
school. In addition, new courses
have been approved to expand
the school’s pathway offerings
within Agriculture Science to
include emphasis in the area of
Professional Standards in Agribusiness and Communications
that will assist students in developing interviewing skills, devel-
oping resumes, and communication in the workplace.

local new and established companies in the Waller ISD area, as
well with partnering with a local
community college to explore
growth opportunities for the
CTE program. The partnership
involves reviewing the curriculum, instruction, and CTE programs to meet industry demands.

students and community by producing a highly-skilled, dependable, and qualified workforce
that can compete in the in the
21st century workplace.

Salt Grass Trail Ride makes stop in Waller County
The Salt Grass Trail ride
began in Cat Spring, Texas on
Saturday, February 20, 2016 and
culminates in the Houston Livestock Show and Rodeo™ Parade
downtown, on Saturday, February 27, 2016. It recently made
a pit stop at the Waller County
Fairgrounds, in Hempstead, on
Monday, February 22.
Reese Lockett, Pat Flaherty,
E.H. Marks, and John Warnasch
founded the Salt Grass Trail
Ride over 60 years ago, riding from Brenham to Houston
for the 1952 Houston Fat Stock
Show and Rodeo. Today, they
are proud to continue this great
tradition with 25 wagons and
nearly 1500 riders on horseback
to complete the 7-day journey.
The 2016 ride has been dedicated to Jody Wren, of Hempstead. Wren was newly-elected
to the Salt Grass Executive
Committee serving his first year
as Chuck Wagon Boss in 2015.
He was the Wagon Boss for the
Magnificent 7, on the HLSR
Grand Entry Committee and a
member of the Tejas Vaqueros.
His wife Pam will be riding in
the front of the ride leading his
horse (riderless horse or caparisoned horse) in Jody’s memory
on Parade Day, February 27,
2016.
The 2016 Salt Grass Trail
observed “Tough Guys Wear
Pink” to promote Breast Cancer
Awareness on Sunday, February
21 as they rode into Bellville,
Texas.
As they make their way into
the Waller County Fair Grounds,
many of the riders were wearing
yellow in memory of a precious
little boy - Dayton Helms - who
joined the “Riders in the Sky”
the summer of 2012 after a long
battle with Leukemia. Dayton
rode with Wagon 1 - the original Wagon of our founder Reese
Lockett.
They will also observe
“Red Friday” on February 26, in
support of the Military Branches
servicemen and women.

Boss, Mitch Morgan, resides in

Century Grant – Cycle 9. The 21st Century Grant – Cycle 9 is based on the Afterschool Centers on Education
(ACE) program funded by the No Child Left Behind Act

CenterPoint Energy Public Notice
on the
Brazos Valley Connection Project
FOR SALE
The Public Utility Commission of Texas (PUC) has approved CenterPoint Energy’s
CCN application on January 15, 2016, (Docket No. 44547) and has designated Route
1A-Modified as the route along which the company is authorized to construct the new
transmission line. A map of the approved route and a copy of the final PUC order are
available at www.brazosvalleyconnection.com.
The PUC’s final order, though still subject to appeal, lists the locations where the
company is required to use steel monopoles versus lattice towers, which will be used for
the majority of the new transmission line subject to two exceptions:
(1) CenterPoint Energy must use steel monopoles instead of lattice towers to
construct the approved transmission line where a directly affected habitable
structure would be within 200 feet of the new transmission line’s centerline and

(2) CenterPoint Energy must also use steel monopoles instead of lattice towers
to construct the approved transmission line where a directly affected landowner
requests the use of steel monopoles and is willing to bear the difference in actual costs. CenterPoint Energy estimates the cost difference between lattice towers and steel monopoles to be between $100,000 and $185,000 for each in-line
suspension structure and between $860,000 and $1,400,000 for each angle
turning structure.
