The total number of discovered hydrocarbon fields
is 31, which includes the largest fields: Vankorskoye,
Yurubcheno-Tokhomskaya group of oil and gas
fields and Kuyumbinskoe. Major oil companies in the
Krasnoyarsk Kray are Vankorneft, East Siberian Oil
and Gas Company and Slavneft-Krasnoyarskneftegaz.

The major coal reserves are concentrated in the
world's two largest coal-mining fields, the KanskAchinsk brown coal basin and Tunguska coal basin.
The leading mining companies in the coal industry of
the Kray are “SUEK” and “Krasnoyarskrayugol”. The
territory’s subsoil contain 95% of Russia’s nickel and
platinum reserves. Russia is the world’s #1 for nickel
export and palladium mining. Most of the Russian
reserves and inferred resources of these metals are
concentrated in the north of the Krasnoyarsk Kray in
the Norilsk industrial district.

deposits, Norilsk Nickel outputs more than 90% of
Russia’s nickel and palladium production. It also, it
mines cobalt, copper and gold. Copper reserves
in the Kray account for 42% of Russia’s total, and
cobalt reserves account for 55%. Krasnoyarsk Kray
is ranked 3rd for the Russian proven reserves of
gold. The Kray’s contribution to the national gold
reserves is more than 12%. For many years the leading position in gold mining has been taken by Polyus
Gold. Norilsk Nickel and Sovrudnik also make great
contributions in the Kray’s gold production.

anniversary
In 2014 Kray celebrates
its 80th birthday.
The history of the Krasnoyarsk Kray starts with
the foundation of Yenisei burg in 1619 and in the
meantime the beginning of development of Central
and Eastern Siberia was initiated.
The Krasnoyarsk Kray was founded on the 7th of
December 1934 by a Resolution of Presidium AllRussian Central Executive Committee due to the
de-merger of West and East Siberian territories, just
within the former borders of the Yenisei province,
confirmed by the Decree of Emperor Alexander I
in 1822 after a number of administrative-territorial
reforms.
In 1991, Khakass Autonomous Region seceded from
the region and has been reformed into a republic.
From the 1st of January 2007 Krasnoyarsk Kray,
Taimyr (Dolgano-Nenets) Autonomous Area and
Evenki Autonomous Area merged into a new entity
of the Russian Federation - the Krasnoyarsk Kray
within the boundaries of three pre-existing subjects;
autonomous regions were included in the Territory
as Taimyr Dolgano-Nenets and Evenki areas.

Krasnoyarsk is the administrative
centre of the Krasnoyarsk Kray,
one of the largest Russian cities with extended
infrastructure, urban economy, and significant
opportunities for the development of human and
economic potential, the core of the Krasnoyarsk
agglomeration.
For the recent years, Krasnoyarsk, concentrating
the human, financial and natural resources of the
region, holds the high positions among the cities
of the Siberian Federal District.
The rapid development of Krasnoyarsk is confirmed
by the official award of status of million-city in 2012.
The potential of the city compose the base for the
economy in the region and guarantee the employment of 34% of the population of the Krasnoyarsk
Kray. Krasnoyarsk generates 65% of new housing,
59% of retail turnover, about 20% of investment in
fixed assets of the entire region.
Natural population increase of the city of Krasnoyarsk is higher than in the country. A clearly
formed tendency of increase in population allows
Krasnoyarsk to be regarded as a growing city.
Krasnoyarsk is a major transport and
logistics centre, located at the intersection of
the Trans-Siberian line and historically formed trading ways along the Yenisei River to the Northern

On the 1st of January 2013 the number of recored
organizations in Krasnoyarsk was 47.5 thousand
units. In 2012, the total investment in fixed assets
amounted to 76 billion roubles including all sources
of funding.
The main part of investments refered to such areas
as construction, manufacturing, real estate operations, renting and provision of services, production
and distribution of electricity, gas and water. Investment appeal of these areas is associated with complex development of Krasnoyarsk improvement of
economic environment of processing enterprises.
In recent years the share of budget funds in the
structure of investment in fixed assets has increased to 29%.

The transport system together with the Krasnoyarsk
Kray’s geographical location is a competitive
advantage compared to other regions of Russia
which must be preserved, developed and effectively
utilized.
The river route from Krasnoyarsk to Dudinka is
currently serviced by two vessels built in Germany in
1953 and 1954. The standard operation life of such
vessels is 40 years, which means the exploitation of
the two ships has been exceeded by 20-21 years.
The project comprises creation of a modern
automated railcar plant with an annual capacity of
10-13 thousand aluminum freight cars that meet the
up-to-date requirements.
The project comprises the reconstruction of the
existing railways and the railways at branching points
as well as construction of passenger platforms at
8 stations and electrification of Bazaikha station in
Zheleznogorsk.
The fact that 35% of the bus fleet is fully depreciated
and causes difficulties in operation making it virtually
impossible is the heart of the problem. In 2013-2016, it
is planned to write off 79% of the existing bus fleet as
completely unsuitable for further use. Therefore, the
acquisition of new buses is so crucial to maintain the
Kray’s transport industry.
The vessels are worn and obsolete, the mechanisms
are worn out, the comfort level fails to meet the upto-date requirements, ensuring the safely carriage of
passengers requires considerable investment.
In plans, this system is going to be implemented
by stimulating the renewal of the vehicles and
the demand for new motor vehicles, including the
regulation of passenger transportation and hazardous
goods transportation in accordance with the up-todate requirements, as well as a legislative ban on
commercial exploitation of the buses with over 15
years of service.
After reviewing various fleet renewal options,
a conclusion concerning the feasibility of replacement
of the obsolete ships with two new units has been
made. To comply with the conditions of navigation on
Yenisei river on the route Krasnoyarsk-Dudinka and
with the safety requirements, the vessels have to be
classified as 2,0 as per the Russian River Register, as
well as be able to access the area below 660 N and
operate within +35 ° C to -15 ° C; the required seating
capacity is about 158 passengers, the required
luggage compartment is 18 t.

decree #413-r from 20/05/2010 issued by the Krasnoyarsk Kray Administration.
The Kray State Independent Organization
“Krasnoyarsk regional fund of the scientific and
technical activity support” has been established
by the government decree #537-r of 19/12/2008
“On establishment of the Krasnoyarsk regional
fund of the scientific and technical activity support”
issued by the Krasnoyarsk kray Administration.
The cluster is focused on the development of nuclear and space technologies. The cluster core will
be formed from the Closed Administrative-Territorial
Unit Zheleznogorsk backbone enterprise – FSUE
“Mining and chemical combine” and “Information
satellite systems” n.a. academician Reshetnev.
Purpose:
Establishment of an infrastructure of a successful
commercialization of the scientific and technological
projects on the territory of Krasnoyarsk Kray.
According to this purpose, business incubator carries tasks to create the conditions for the effective
operation of the small and medium-sized businesses
in the innovation sector at an early stage of their
development.
The main objective of the business incubator is to
help promising project teams in refining their ideas
and products, attracting investment, seeking strategic partners and customers.

The essence of the project:
Establishment of science and technology and
research and production center, which on its own
as well as with involvement SMEs will render
services related to the preparation of the
engineering design documentation, manufacturing
and installation of specialized equipment for
the mining, metallurgy and specialized machine
engineering enterprises.
Establishment of an Engineering Center, which
will provide the development of new production
methods and establishment of productions that
are competitive on the global market of precision
products of complex forms made of polymer
high-modular composite materials, geometrically
stable, which includes their use in space as a part
of spacecraft communication and navigation units,
new generation of land surveying units and other
high-tech products.
Within the framework of the project implementation,
it is planned to build a complex of buildings with
a total square area of approximately 47951.85
square meters, including office, laboratory,
development and production facilities, purchase
high-tech modern equipment, establish a systems
of transfer, commercialization and data support of
the innovation activity.
Within the framework of the innovative technology
Closed Administrative-Territorial Unit Zheleznogorsk
cluster development we implement a project of
establishment and development of an industrial park
– a complex of technical industrial facilities, created
in order to implement high-tech business projects.
The industrial park will be the main production site
for the cluster projects realization.

for the purpose of an accelerated development of
the innovative sector of the economy, as well as
