Hoffnung für Somalia
Dürre, Armut und Bürgerkrieg bestimmten
das Bild Somalias in den letzten Jahren. Die
Errungenschaften des Übergangsprozesses und die Bemühungen der auch von
Deutschland unterstützten Friedensmission
AMISOM könnten dies ändern.
m 20. August 2012 beginnt ein neues
Kapitel in der somalischen Geschichte.
Dieses Datum, an dem eine föderale
somalische Verfassung in Kraft treten und ein
neu gewählter Präsident seine Amtstätigkeit
aufnehmen wird, markiert das Ende eines mehrjährigen Übergangsprozesses. Die somalische
Übergangsregierung, ihre lokalen und internationalen Partner, vor allem aber die somalische
Bevölkerung haben in den letzten Jahren viel erreicht: Die fragile Staatlichkeit konnte gewahrt
und Verwaltungsstrukturen auf- und ausgebaut
werden. Zudem besteht Hoffnung, dass Konflikte in Zukunft an den Wahlurnen und nicht
mehr mit Waffengewalt ausgetragen werden.
Dass eine friedliche Transition in Somalia möglich
erscheint, ist auch ein Verdienst [Fortsetzung S.2]

Hope for Somalia
Throughout the past years,
Somalia has been pictured as
a country ridden by droughts,
poverty and civil war. Progress
achieved during the transitional period and the latest efforts
made by Germany-supported
AMISOM could shed a more
positive light on the future.
On 20th August 2012, a new chapter in Somali history will be opened.
The day on which the federal constitution will come into force and
a new president of Somalia will
be sworn in marks the end of a
longlasting transitional process.
The transitional government, its
local and international partners
as well as the entire Somali people can look back on some major
achievements made in recent
years: the existence of the Somali
state, while still fragile, was upheld.
State institutions were built up and

20 Jahren ein Sorgenkind der internationalen Gemeinschaft. Nicht
nur wir hier in Kenia müssen mit den Auswirkungen der von Somalia ausgehenden Instabilität leben. Flüchtlingströme, Terrorismus,
Piraterie treffen alle Länder am Horn von Afrika und darüber hinaus. Aber die Afrikanische
Union, die EU und die Vereinten Nationen
sehen auch nicht tatenlos zu, sondern unternehmen gemeinsam Anstrengungen, Somalia zu stabilisieren und mit den stabileren
Regionen wie Somaliland zusammenzuarbeiten. Und das zeigt auch Wirkung! Mogadischu ist sicherer als vor einigen Jahren,
Geschäfte öffnen wieder und das normale
Leben kehrt langsam wieder zurück. Noch
kein durchschlagender Erfolg, aber ein erster
Schritt und gemeinsam mit den Somalis hoffen wir, dass es weiter bergauf gehen wird.

For more than 20 years Somalia has been a
matter of concern to the international community. Kenya is not the only country that has
to deal with the consequences of instability
spilling over from Somalia. Refugees, terrorism and piracy affect all countries in the Horn
of Africa and beyond. However, the African
Union, the EU and the UN do not stand on the
sidelines. They are jointly taking efforts to stabilize Somalia and its central government and
to to enhance cooperation with more stable
regions like Somaliland. And indeed, achievements are visible! Mogadishu has become
safer , shops are reopening and everyday life is
returning little by little. This is not a resounding
success yet but a first step on the right path.
We and the people of Somalia hope that the
journey will continue in this positive direction.

in the Somali National Constituent Assembly (NCA).
In preparation of the next general elections, NCIC has launched “Kenya Kwanza“ (literally translated as “Kenya First“) which
aims at building a cohesive, inclusive and peaceful society as outlined in Kenya's new Constitution. More at www.cohesion.or.ke

Bevölkerung mit dringend notwendigen
Hilfsgütern und erleichtert die Durchführung zukunftsorientierter Entwicklungsprojekte. So finanziert Deutschland
Projekte im Gesundheitssektor in Mogadischu und beteiligt sich an der Ausbildung somalischer Soldaten im Rahmen
der EU-Trainingsmission EUTM. Zudem
verzeichnete Somalia im Frühjahr dieses
Jahres, nach der schweren Hungersnot
2011, eine der ertragreichsten Ernten
der vergangenen Jahre.
Politische Fortschritte sowie die
Verbesserung der humanitären und
Sicherheitslage lassen hoffen, dass
Somalia vor einem Neuanfang steht
u n d   J a h re   d e s   B ü rg e r k r i e g s   b a l d
hinter sich lassen wird.

There is hope that in the
years to come, conflicts will be decided at the
ballot boxes rather than by force of arms.
One has to give credit to the “African Union Mission in Somalia (AMISOM)” for making
such a peaceful transition in Somalia possible. It provides for security in Mogadishu, recently captured the strategic town of Afgoye
from the radical-islamist al-Shabaab and is
currently preparing for an attack on the al[from p.1]
AMISOM managed to significantly improve the security
situation in the country
Shabaab stronghold of Kismaayo, a port city
vital for regional commerce. AMISOM, made
up of Kenyan, Ugandan, Burundian and Djiboutian troops and co-funded by the German government with 70 million Euro, managed to significantly improve the security
situation in the country and laid the foundation for a political and economic renaissance.
The regained stability promises improvement of living conditions in the Horn of Africa: The security situation allows for better
access of humanitarian aid agencies and
thus facilitates the delivery of food and
medical supplies; it also provides a longawaited opportuny for middle- and longterm development projects in the region. At
present, Germany is funding several projects
in the health sector and is actively engaged
in the European Union Training Mission
(EUTM) for Somali soldiers. Furhermore, pastoralists in particular benefit from improved
security. After the famine in 2011, it came
as a great relieve that in the spring of this
year Somalia had a very good harvest.
Political progress as well as the improvement of the security and humanitarian
situation may be harbingers that years
of civil war in Somalia are over and that a

Koordinierung humanitärer Angelegenheiten (OCHA) setzt sich für die Bewältigung und Prävention von Notsitutationen
ein. Am Horn von Afrika unterstützt OCHA
die Bevölkerung bei der Überwindung von
Dürre- und Hungersperioden und koordiniert die Tätigkeit der Hilfsorganisationen.
Ziel ist es, längerfristig Nahrungssicherheit
zu gewährleisten und den Menschen eine
nachhaltige Lebensgrundlage zu bieten.

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) works
to prevent and resolve humanitarian crises.
In the Horn of Africa, OCHA supports people
by mitigating the effects of drought and
famine and coordinating the activities of
aid agencies. OCHA aims to achieve food
security and sustainable livelihoods for the
people in the region.

Das Politische Büro der Vereinten
Nationen für Somalia (UNPOS) setzt sich
für Frieden und Versöhnung in Somalia
ein und unterstützt politische Bemühungen zur Stabilisierung des Landes. Dafür
stehen wir im ständigen Kontakt mit
somalischen Entscheidungsträgern, der
Zivilgesellschaft sowie anderen Staaten
und Organisationen.

Hat sich die Lage in Somalia verändert?
Somalia heute ist nicht mit dem Somalia
von vor einem Jahr vergleichbar. Die
Sicherheitslage hat sich beachtlich verbessert. Entsprechend den Vereinbarung der
Roadmap wird die Übergangsphase am
20. August 2012 beendet.

Somalier bei der Gestaltung der Zukunft
des Landes mitwirken können.
What does UNPOS do?
The United Nations Political Office for
Somalia (UNPOS) provides political support
for the efforts to establish lasting peace and
stability in Somalia. We advance the cause
of peace and reconciliation through contacts
with Somali leaders, civic organisations and
the states and organisations concerned.
Has the situation in Somalia changed?
Somalia is dramatically different compared
to what it was like a year ago. First, the
security situation has improved remarkably.
On the political side we are on track to end
the transitional period on 20 August 2012
in accordance with the Roadmap process.
What are the prospects for the future?
A new, more representative, Federal political dispensation will need to be in place to
ensure that all Somali citizens have a voice
in charting their country’s way forward.

haben in Nairobi zum dritten Mal die One Fine
Day Film Workshops stattgefunden. Knapp
60 Filmschaffende aus elf verschiedenen
afrikanischen Ländern haben die Chance
genutzt, ihr Wissen in den Bereichen wie
Kamera, Regie oder Produktion zu vertiefen. Die Workshops werden mitfinanziert
vom Bundesministerium für wirtschaftliche
Zusammenarbeit und Entwicklung (BMZ).

2012, the third One Fine Day Film Workshop took place in Nairobi. Nearly 60 film
professionals from eleven African countries took the opportunity to deepen their
knowledge in areas such as cinematography, film directing or production. The
workshops are supported by the German

and Development.

am 12. Juli 2012 das Karen Hospital in
Nairobi. Das Mikroskop für chirurgische
Eingriffe ist bisher das erste seiner Art in
Ostafrika und bringt damit das Karen Hospital auf neusten internationalen Standard.

am 26. Juli 2012 konnten sich Botschafterin Margit Hellwig-Bötte und Mitarbeiter der
Botschaft im Klassenzimmer von der Qualität des Deutschunterrichts überzeugen.
Die Kenya High pflegt seit vielen Jahren
eine Schulpartnerschaft mit der Städtischen Gesamtschule Recklinghausen-Suderwich und organisiert SchüleraustauschProgramme mit den deutschen Partnern.

July 2012, Ambassador Margit HellwigBoette and other colleagues from the
Embassy attended the excellent German
classes. Kenya High School and the comprehensive school Recklinghausen-Suderwich
have been engaged in a partnership for
many years. Exchange programs between
the Kenyan and the German school are
organized on a regular basis.

verabschieded Manuela Flues, Mitarbeiterin des deutschen Honorarkonsulats in Mombasa. Nach vielen Jahren herausragender Arbeit am
Honorarkonsulat verlässt Frau Flues endgültig Kenia.
Kwa heri: German Ambassador Margit Hellwig-Boette bids farewell to
Manuela Flues of the German Honorary Consulate Mombasa. After many
years of outstanding services on behalf of Germany, Ms. Flues is now
leaving Kenya.
