?
A common accreditation violation is drivers improperly handling cylinders on delivery. The most common violation is one that
you might not witness! On deliveries, accreditors are writing up drivers who mishandle cylinders.
Drivers should be trained to handle cylinders properly to prevent injury and cylinder damage. Cylinders should never be juggled
on the way into a patient's home. Instead, drivers should use a delivery bag or cart to carry multiple cylinders into the home.

Filling your own oxygen cylinders
can save you a significant amount of
money and headaches: Cylinders can
be filled for less than one dollar, and
you don’t have to wait for suppliers
or worry about missing cylinders.
However, many people think filling
is complicated and systems are
expensive. Here’s some good news
(for a change!) — Filling is easy and a
lot less expensive than you think.

How Does It Work?
When gas contained in a cylinder
at high pressure is allowed to flow
to another cylinder containing gas
at a lower pressure, the pressures
will equalize to a value somewhere
between the two initial pressures.
So, with a gas to gas system, the high
pressure supply tanks have a higher
pressure than the empty cylinders
that are to be filled. A filler opens the
first supply tank, allows the pressure
in the two to equalize, then closes the
first supply tank. The filler then opens
the second cylinder, and allows it to
equalize pressure. This continues
down the bank of cylinders until the
filling tank is full. This type of filling is
sometimes called Cascade Filling.

What Do I Need to Fill?
Not much! You’ll need the system
itself (which runs between $2-$3,000,
depending on what size system you
decide), a paramagnetic oxygen
analyzer, and a few filling supplies (like
labels, filling rack, valve seals, and lot
stickers). Most gas to gas systems are
wall mounted, so they have a small
foot print. You’ll need to register with
the FDA, and do some training, which
most reputable manufacturers provide
in their system packages.

In order to fill with a Liquid to Gas
System, you will need the system

FDA BULLETIN: Brass and Viton® Washers
FDA and NIOSH report that reusing single use washers, like nylon or plastic, can contribute
to fires. Applied recommends using brass and Viton® washers when reusing washers.
When used more than once, the Nylon® crush gaskets require higher torque than the
elastomeric sealing washers in order to seal the cylinder valve / regulator interface,
and if they are used again, they require more torque with each successive use.
The cylinder valve / regulator connection is designed to be hand-tightened. If the
crush gaskets are re-used, the need for increased torque may require using a wrench
or other hand tool, which can deform the crush gasket and damage the cylinder valve

and regulator. This can result in leakage of oxygen past the cylinder valve seat and across the nylon
crush gasket. According to a forensic analysis supported by FDA and NIOSH, “flow friction” caused by
this leakage of compressed oxygen across the surface of the crush gasket may produce enough thermal energy to
spontaneously ignite the nylon gasket material.
Applied recommends using brass and Viton® multiple use washers because they are more resistant to fire and
less susceptible to decay in oxygen enriched atmospheres. Specifically, rubber and aluminum or rubber and brass
washers are not recommended because they have a much lower ignition temperature and could decay more easily
in oxygen enriched atmospheres.

What Is Oxygen Cleaning?
Clean equipment that comes into contact with oxygen requires specific procedures
to ensure that nothing is left on the surface that could interact with oxygen.
There are two types of cleaning that are pertinent for oxygen equipment, cleaning with oxygen compatible cleaners and
cleaning equipment for oxygen service.
1. Cleaning with oxygen-compatible cleaners
Oxygen can react with any residue, particles, dirt, oil, grease or other contaminants that are left on the surface of
equipment the comes into contact with oxygen, such as the cylinder surface. The body of a cylinder or a regulator for
example, should be cleaned with chemicals that will leave nothing behind that will cause an interaction with oxygen.
2. Cleaning equipment for oxygen service
Surfaces that come into direct contact with oxygen, such as the valve opening on a cylinder, the inside of a cylinder or
oxygen connection, must not only be cleaned with an oxygen compatible cleaner, but also with special equipment and
processes to ensure that the surface has no particles left behind. If there are even small particles on the wetted surface,
the speed of the oxygen coming out of the valve, could actually ignite the particles. The procedure you’ll have to follow
for this is found in CGA G 4.1.
What about leak testing?
According to FDA guidance and industry standards, soap and water
solutions used to leak test are not recommended and may even prove
dangerous. Soap contains animal fats ( lard ) which burns easily and
explosive-like in oxygen. Synthetic soap such as dish washing soap
(Dawn, Joy, etc.) contain petroleum ( oil ). Some soaps contain both.
These solutions leave residues on the valve that, when they come in
contact with high pressure oxygen, can ignite and cause a fire.
The FDA requires 2 leak tests during the fill process, one while the
cylinder is filling and another on the cylinder after they have been filled.
This test must be done on every cylinder, to ensure that the contents of
the cylinder is not leaking out, and that the patient will receive the full
contents of the cylinder.
To properly clean / disinfect cylinders,
providers should:

Use the cleaner/disinfectant on the cylinder body only.
(NOT on the valve opening)

Ensure NO contaminants are left behind by inspecting according to CGA G-4.1 and use a black light.
