DCC STAGES 2015 Saturday 25th April 2015 FINAL INSTRUCTIONS 1. OFFICIALS NOT ALREADY NOMINATED OR CHANGED: MSA Steward Kenneth Laidlaw Club Steward Change from Clayton Lackenby to Iain Urquhart 2. AUTHORISATION: MSA Permit number is 88316 3. VENUE: The venue is the Royal Highland Centre, Ingliston (Post Code EH28 8NB). From the A8 follow the signposts for Edinburgh Airport then follow signs for the Royal Highland Centre. Entry and Exit on FRIDAY is VIA GATE 1 Follow arrows to Service Area. Unload cars from trailers in Service Area before attending Scrutineering. On Saturday only 1 service vehicle per team will be permitted within Showground. All other vehicles and trailers MUST be parked in the Trailer Park. Follow signs to Trailer/Car Park (see attached map) Unload rally cars from trailers prior to entering Showground to attend scrutineering and service area (via Gate 8) 4. GATES: GATE 1 will be open on Friday 24th April, until 8pm. On Saturday access is by Gate 8 only from 6am to 8:30am. See Item 9 for further information. If you retire early, exit during the event will only be permitted between stages 4 and 5 via GATE 8 or by special arrangement with Clerk of Course. 5. SCRUTINEERING: Scrutineering and Noise check will be carried out in the Grandstand area opposite Rally HQ. Friday Scrutineering commences at 4pm and ends at 7pm. Those who wish to be scrutineered on Friday, please contact Willie Greig on 07703 436023 to arrange a suitable time. Saturday Scrutineering will commence at 7am and end at 8.30am. Prior to Scrutineering please collect your process card and competition numbers from Noise Check. Numbers must be attached to your car prior to attending Scrutineering. Please attend the Noise check and Scrutineering prior to signing on. 6. SIGNING-ON: Please ensure that you have passed Noise check and Scrutineering prior to attending signing-on, which will take place in Rally HQ. On completion of the signing on process you will receive your start pack which will contain your road book and time cards. Time cards will be held at signing-on until both Driver and Co-Driver have signed on. In Rally HQ during documentation you will be able to join Dunfermline Car Club or sign-up for the Scottish Tarmack Rally Championship, North of England Rally Championship and The Border Challenge. 7. FACILITIES: There will be a burger van in attendance all day on Saturday. There are toilets next to Rally HQ and others to the North of the service area. Competitors can store their car at the venue on Friday night at your own risk. Camping and caravans are allowed at the venue at a cost of £5 per motorhome/caravan/tent, please purchase your ticket from Rally HQ, which must be clearly displayed at all times. When purchasing your ticket you will be directed to the designated camping area. Please note, no electricity or water is supplied. 8. BARBECUES: Please ensure that barbecues are kept off the grass at all times, you will be responsible for all damage caused to the grass, which could run into the hundreds of pounds. 9. SERVICE AREA: Servicing will be allowed on the roads (not on the grass) around the old pits area. This will be an uncovered area so please bring suitable cover in case of bad weather. All servicing must take place on a waterproof tarpaulin. Due to the full entry, servicing space will be restricted to 1 standard sized service vehicle (8M) per rally car. 1 Service Vehicle pass will be issued at documentation on Friday or at Gate 8 on arrival on Saturday morning. This will be strictly enforced. A Judge of Fact will be in attendance and will report back to Clerk of Course any infringement of this rule who may impose penalties. To avoid congestion please park sensibly to allow every competitor sufficient space. On arrival drop your trailer at the trailer park which will be signposted. You must keep your speed around the service area to 10mph. All Scooters, Quads and Motorbikes are banned from use. A bin-bag will be provided, please use it and take away your rubbish. Please read, and adhere to, the attached MSA service area risk management. 10. PERMITTED FUEL: Competitors are only permitted to use fuel that either conforms to the definitions of Pump Fuel in the 2014 MSA Yearbook or FIA Appendix J Article 252, Article 9, for which the event has obtained approval from the MSA to modify J5.13.4. Re-fuelling within the Service Area will only be allowed while no other person is working on the competing car and in accordance with the MSA Health & Safety Regulations. 11. TYRES and PARTS: Tyre supplier to event and STRC, is Wheels Around (Ronnie Thom) 07711 577148 and he will have a tyre supply vehicle with him on the day, but please contact him prior to the event to ensure availability. Part supplier for the event and STRC is Tim Finch www.rallycarparts.org 07824 447797. 12. ROUTE: Total mileage for the main event is 46.8 miles comprising of 8 stages which contain Yumps - be prepared! Due to the proximity of junctions, single advanced arrows will not be used and direction changes will only be indicated by twin arrows at the junction. 13. WALKING THE ROUTE: Any competitor wishing to ‘walk the route’ must do so and be clear of the stage before 8.30am. This can be done with on foot or bicycle. 14. COMPETITOR’S BREIFING: There will be a briefing at 8.30am on the day to covering important points. This will also be notified on the official notice board. One member of each competing crew must attend this briefing. 15. START TIME: Due time for Arrival at stage 1 will be notified on the official notice board. 16. YELLOW FLAG: We will be using the yellow flags procedure at this event as per MSA GR R25.6.4. The flag will be prominently displayed by an appointed Marshal and if you see a yellow flag, you must immediately and significantly reduce speed as well as being prepared to stop at any time; at no time may competitors overtake any safety vehicle they encounter on the special stage route. Failure to comply with this rule will incur a penalty as detailed in SR17. 17. PENALTIES: All penalties will be applied as per the Supplementary Regulations, in particular: Striking a Route Marker e.g. Stakes, Cones, Barriers or Bales Driving on Grass 5 minute penalty nd Exclusion 1 Offence 2 Offence 30 second Penalty st Failure to significantly reduce speed when shown a yellow flag Exclusion 18. TIMING: After you have cleared the stop line of each a stage, a marshal will be present to give you an arrival time for the next stage, this time will be to the nearest whole minute. Please join the queue at the arrival control of the next stage and present the time card to the marshal at the time given. 19. JUDGES OF FACT: Those named on the official noticeboard will be deemed as Judges of Fact, who will observe driving standards and penalties, all penalties will be strictly enforced. 20. GRASS DAMAGE: To prevent grass damage, we will be using cones, bales and water filled barriers to protect sensitive areas, these can cause damage to cars please do not strike them as penalties will be applied. 21. RESULTS: A results service will be in operation throughout the day with interim results being posted outside the Rally HQ after each stage. 22. RALLY HQ: Please note that Rally HQ will not be available for Competitors or their crews to access whilst the event is running. Results will be displayed outside the building and the CLO will be available for any questions you may have. Once the event is finished Rally HQ will be open again for everyone to access. 23. AWARDS & PRIZE GIVING: Awards will be presented in the Rally HQ, as soon as the results are declared final, please ensure that if you have won an award, you or a representative will attend the presentation to receive the award (Awards supplied by John Young Signs). Prior to the results being declared ‘final’ your assistance in clearing up the venue will be very much appreciated. 24. POINTS TO REMEMBER: The only work permitted between the Special Stage Arrival Control and the Special Stage Start Control is the following (unassisted): Cleaning lamp glasses, windscreens, windows, identification markings and vehicle registration numbers. A recovery vehicle will be available at the end of each pair of stages to recover damaged cars. No Spectators are allowed at the venue, only competing crews, service crews and marshals.
