CFC is an active participant with the Association
of Missing and Exploited Childrens Organization
and enjoys associations with the National Missing
Childrens Service (OMC) in Ottawa and the
Canadian Coalition for the Rights of the Child.

MESSAGE FROM THE EXECUTIVE
Child Find Canada Inc. (“CFC”) is a charitable
organization dedicated to the personal safety of
all children with a primary goal of reducing child
victimization.The organization works cooperatively
with provincial Child Find offices and agencies
involved in the area of child protection and is
governed by a voluntary Board of Directors. In 2006
close to 67,000 children were reported missing in
Canada.
Child Find was first incorporated in Alberta in 1983;
in 1988 the provincial members saw the need to
formalize a national voice and Child Find Canada Inc.
(“CFC”) was established.
Over the past three years, we have revitalized
our emphasis on improved communications and
collaboration between the national office, the board
of directors and management, with our colleagues
across Canada and our alliance partners across
North America.
CFC is a national organization representing and
supporting its provincial members who assist in
the search for and prevention of missing children;
a group of dedicated individuals committed to
promoting and advocating for the personal safety of
children and youth.
With a mission statement setting out three priorities:

We believe all children have the right to be safe!
The agencies’ purpose is to support its provincial
members by providing a forum to facilitate the
development of quality programs, standards,
awareness, advocacy and information sharing;
develop a strong national organization by providing
direction and support to existing and future
members; and to develop relationships with
national corporate entities to secure funding for the
promotion of programs and the organization.
CFC strives to provide these services by providing
leadership, resources and opportunities to provinces
for programs and program development; increasing
awareness of missing and exploited children
through programs such as the Green Ribbon of
Education & Awareness = Prevention

Hope Campaign; educating and advocating for the
protection and rights of children and youth at a
national level; developing and maintaining relations
with organizations internationally; obtaining
endorsement of programs from national and
international law enforcement and other agencies;
and by compiling, monitoring and distributing
national statistics to provincial members & other
interested parties.
Its philosophy is that all children and youth have
a right to be safe and protected. Through strong
leadership, commitment and innovative methods,
CFC strives for excellence by providing effective and
efficient services in response to our stakeholders’
(provincial members and national sponsors) needs.
CFC provides these services in an honest and ethical
manner acknowledging our strong national identity
and the uniqueness of the provincial membership.
As a national organization, CFC recognizes the
importance of developing and maintaining
relationships with public agencies, non-profit
organizations and other interested parties in a
professional manner.
Looking forward, we will continue to work
collaboratively, all the while endeavouring to build
the membership organization that the provincial
agencies want CFC to be. Inspired by our members’
evolving interests and always focused on taking
uncertainties out of their way, CFC will continue
to build on the trust earned over the past years,
expanding the scope of products and services to
open exciting new possibilities for members by
extending CFC’s skills. We will build on the best

practices of our members to generate programs and
services that benefit them as well as keep Canadian
children’s rights and safety top of mind.

CFC’s strategic objectives:
1) To support and enhance provincial
programs, with emphasis on those
that can be national in scope, i.e.
education, identification, case
management;
2) To provide a vehicle for the
sharing of information (formal and
informal);
3) To facilitate the creation of
standardization to ensure quality
programming with respect to:
a. Education; and
b. Case management.

The support and enhancement of provincial
programs was identified as a key strategic
goal for the national office in 2006. To that
end a number of opportunities presented
themselves.
Kids in the Know Safety Program
Kids in the Know is
a safety curriculum
designed to empower
children and reduce their risk of victimization. It
focuses on building self-esteem through teaching
critical problem-solving skills.The program uses
an inclusive, community-based approach to
heighten safety awareness.The core premise of the
curriculum is based on key root safety strategies and
environments which are reinforced and practiced
throughout every grade level.

The Kids in the
Know curriculum
has been designed to
coordinate with Child
Find Manitoba’s web site
and Cybertip.ca (www.
cybertip.ca) - an Internet based
tipline which allows the public to report the
online sexual exploitation of children in Canada.
Activities are divided by grade level and are designed
to supplement curriculum learning done in the
classroom and are available for download. Please
click on the appropriate links to access important
information along with downloadable activities.
In anticipation of the Kids in the Know curriculum
being adopted in schools across Canada, Child Find
Canada was pleased to be able to host an intensive
training session for provincial Child Find office
educators.The two day session was delivered by
Noni Claussen, the Director of Education of Child
Find Manitoba and participants were provided
with an intensive overview and background
information as to the development and content
of the curriculum.The session was professionally
videotaped to capture the essence of the training
and allow provincial representatives to revisit areas
of interest, as well as share the training session with
their volunteer educators upon returning to their
provincial offices.
Curriculum Overview
The core foundation of the curriculum is based
on 7 Root Safety Strategies and 4 Root Safety
Environments.These root safety principles are
reinforced and practiced throughout every grade
level to provide children/youth with a safety
repertoire.The curriculum has been purposefully
designed to create a common language to help
facilitate the way we teach children/youth about
their own personal safety.
The Curriculum is:
* Activity based and interactive
* Based upon accepted teaching practices
* Community-based
* Based on root safety strategies and environments
* Created using successive sessions by grade level
* Multi-modal
* Student-centered
* Coordinated with Child Find’s web site
(supplemental activities)
DARE Foods Limited
DARE Foods Limited partnered once again with
Child Find Canada in 2006 and expanded the comarketing arrangement to include all of Canada
(excepting Quebec) with the national launch of
their Realfruit Mini product. DARE is a Canadian
family owned and operated company, who has
been developing products that have appealed to
a wide range of customers for over 110 years.The
company strives for consistently high quality in all

its products and services and continually works to
develop new and exciting product
concepts.Their selection of
Child Find as a charity
of choice was based
on CF’s programming
focus being safety,
which reflected
DARE’s philosophy of
developing products
that were both safe and
fun for mom and the whole
family!
A co-marketing arrangement developed which
provided Child Find with a vehicle for significant
brand awareness and safety education.The product
packaging and point of sale advertising carried the
CF logo and safety messaging to a mass of Canadian
consumers, as well as encouraging parents to attend
provincial All About Me IDtm clinics. Key safety
messaging was printed on the interior of over
2,500,000 multi-pack boxes of fruit snacks delivered
Canada wide during 2006. Additionally, DARE
dedicated a page of its www.getrealfruitminis.com
website to Child Find providing yet another vehicle
for safety messaging through our Safeguard Your
Children information. As well, the program included
samples of Realfruit Mini snacks being provided for
distribution to children attending All About Me IDtm
clinics through the provincial Child Find offices
together with contesting related to the website.
This made it exciting for the kids to go to the site
with their parents, and the parents could then glean
additional safety information.
We are very grateful to DARE Foods Limited for
selecting Child Find Canada as a partner and as a
result of their significant in-kind donation they are
identified as a “President’s Circle of Excellence” donor.

ALL ABOUT ME ID™ & ALL
ABOUT ME PHOTO ID™
PROGRAM
CFC is proud to present the
All About Me ID™ and the
All About Me Photo ID™
delivered by its provincial
membership.This program
is a community service
project designed to provide
accurate documentation and
information of a child to the
parent or legal guardian.The
information contained in the
All About Me ID booklet is necessary in the event
that a child ever goes missing, for any reason.The
All About Me ID program compliments Child Find’s
prevention and awareness programs.
CFC and its provincial members from coast to coast
were delighted to renew the relationship with Canon
Canada for 2006 as the exclusive photo partner to
the All About Me ID program. Canon donated digital
cameras, photo printers and paper supplies to assist
Child Find with this program.This partnership
ensures that the Canadian public, parents, children
and caregivers are given the opportunity to have
current photos available for insertion in Child Find’s
All About Me ID program booklets.
This program is an innovative program with a
primary goal of providing parents with standardized
identification featuring vital statistics. In 2006, this
program reached thousands of Canadian children.
The ability to now provide parents with high quality
photos of their children will significantly enhance
the program. While children are being fingerprinted
and photographed, CF volunteers take the
opportunity to educate parents on child personal
safety.The child ID booklets are provided to the
parent for safekeeping.
Membership Benefits and Programs
As part of the 2006
contribution Canon Canada
also provided funding
necessary to develop and print program specific
brochures which highlight all the important
information about the All About Me “ID” program.
100,000 brochures were printed with in excess
of 25,000 of them being distributed nationally at
a child ID day and the balance being provided to
provincial offices for distribution throughout the
year. We are very grateful to Canon Canada for
assisting us in developing an image for the All About
Me “ID” program.
PROVIDING VALUE-ADDED
BENEFITS AND SERVICES
CFC’s membership benefits program continues
to increase brand recognition for its members by
building on our reputation for service excellence.
To further enhance the value of membership, CFC
has reinforced its commitment to improve the
existing membership benefits program while adding
new, meaningful and high quality benefits. In 2006
there was a continued commitment to support
provincial membership and CFC continued to work
through defining and developing a more focussed
benefits program strategy. We continue to secure
long-term committed partners such as Discash.com
(CF Online’s webserver) and AOL Canada, as well as
forging relationships with corporate Canada such as
DARE Foods and Canon Canada, strong alliances to
our circle of friends from which provincial members
receive direct support.
CASE EXPOSURE
Through a variety of means CFC assists with the
exposure of registered Child Find missing children’s
cases.
National Missing Children Poster
We are grateful for the ongoing support of Via Rail
Canada and Greyhound Canada for their support of
the national Missing Children Poster campaign.This
annual poster highlights various registered cases
and is distributed nationally to thousands of public
locations. Lifetouch Canada (perviously Josten’s)
has been a committed and long-term supporter
of Child Find Canada and 2006 reinforced that
commitment with its significant in-kind donation of
printing for distribution from coast to coast 16,000
National Missing Children Posters.

2006 marked a continued commitment by Lifetouch
Canada to assist us in keeping Canadian Children safe
with the continued development & printing of the
national missing children poster as well as offering
the school photo card program to select regions
across Canada.The card was developed to include the
school photo, child’s name, teacher/grade, with safety
information for parents to
follow should their child
become lost or separated
from them.

A number of corporate partners regularly post flyer
pictures of registered Missing Children’s cases such
as Princess Auto, CIBC Credit Card Services and
various community newspapers and magazines.
CFC is very grateful for the online support provided
by Discash.com and AOL Canada who provide
e-mail accounts for all Child Find offices. Additionally,
personal thanks go to George Butters and his team
for their significant contributions of time and
expertise to CF Online. During 2006 the website
underwent a cosmetic upgrade. We hope you enjoy
its new look.
Statistics indicate that the number 1 tool for the
successful recovery of a missing child is a good
quality, current photo; having the opportunity to
publish case flyers in as many geographical areas,
to as large a demographic population as possible
assists greatly with the successful recovery of
missing children. A sincere thank you is sent to those
organizations who support this endeavour.
CF Online
The CFC website was officially launched on May
25, 1995. Since then, the site has focused on the
following aims:
• to provide accurate, up-to-date
information about active cases;
• to provide accurate, up-to-date
information for CFC and the provincial
member offices; and
• to provide useful educational information
about child safety to children and their
parents.
CF Online – www.childfind.ca hosts a current
missing children’s electronic database of all
registered Child Find cases.The general public has
easy access to view cases and are able to download
and print flyers.
Although at the time of printing this document,
website traffic history for 2006 is not available, the
statistics available clearly indicate that the general
public find the information of value, particularly in
Education & Awareness = Prevention

annually.
IN MOTION FOR THE
MISSING
Special Event to commemorate 15th Annual
Campaign:
Have you ever wondered what making a difference
would feel like?
In Motion for the Missing
61 days, 10 provinces, 2 men, 1 cause! In Motion for
the Missing is simply this ... an awesome life changing
adventure. During May and June, 2006, Brian Potter and
Tom Ropeleski, two retired high school teachers from
Montreal, Quebec (and their chaperone, Wayne Clifford,
another retired school teacher) joined forces by cycling
across Canada in order to bring school-age children
and young adolescents, as well as communities and
the entire country to a new level of awareness about
the issues of missing and exploited children. During
these two months of hope, through a bold display of
commitment and physical endurance, they honoured
lives lost, celebrated those reunited, and helped bring
the issues of missing and exploited children to the
forefront of Canadians’ minds.
The money raised during the In Motion for the Missing

event benefitted Child Find and
The Missing Children Network,
two humanitarian organizations
who work in collaboration
with law enforcement agencies
in the search for missing
children, provide prevention
and awareness programs,
as well as advocate for the
rights of all children.The
provincial offices of Child
Find and Missing Children
Network have been teaching
child personal safety for more
than twenty years, delivering
quality education which teaches children of all ages
comprehensive personal safety skills.
The issue of child abduction is well known to the
Canadian public. What most Canadians fail to recognize
however, is the importance of appropriate safety
education and the roles that parents, educators and the
community can play to keep children out of harm’s
way.
A missing child is every parents worst nightmare. In
2006, over 67,000 Canadian children were reported
missing to police authorities. [These statistics do not
include the number of attempted abductions occurring
while children were walking to and from school or
other activities.] This is the equivalent of one child
reported missing every seven and a half minutes!
Fortunately, however, there is a recovery rate of over a
ninety percent, thanks, in part, to the combined efforts
of law enforcement agencies and organizations like
Child Find & Missing Children Network.
Brian and Tom’s extraordinary effort focused on an
issue that affects literally thousands of Canadian
families every year ... it was also about empowering
our youngsters to become strong, safe and smart, thus
encouraging them to become community leaders.
Through interactive presentations at schools across
the country Brian Potter & Tom Ropeleski, two former
educators, sent an enthusiastic and motivational
message to Canadian youth while encouraging them to
participate by hosting a variety of fundraising activities.
In Motion for the Missing was a chance to go the
distance in the fight against the exploitation of
children; a chance to be a hero; a chance to be part of a

legacy in Canadian culture and make a difference in the
life of a child.
In Motion for the Missing is one bike ride we will never
forget.
Our sincerest gratitude is sent to Brian Potter,Tom
Ropeleski and Wayne Clifford, as well as their families,
for the commitment and contribution to our agencies.
Their efforts affected literally thousands of school age
children and communities as they crossed the country
arriving in St. John’s Newfoundland to a police escort
to Parliament Hill on Canada Day, 2006! The exact
extent of the impact of their efforts is impossible
to measure, but we are very confident that their
impact will be felt by the agencies for many years.

The Green Ribbon of Hope Campaign was launched
as a National Child Find Canada Campaign following
the disappearance of Kristen French in 1992. It was
developed by the students of Holy Cross Secondary
School in St. Catharine’s, Ontario to honour Kristen’s
memory, which lives on through this campaign.The
Green Ribbon of Hope has become a symbol of hope
for all missing children and their families.The students
of Holy Cross Secondary School gave Child Find the
exclusive rights to the Green Ribbon of Hope. Child
Find has trademarked the Green Ribbon Campaign, in
particular, the symbol of the Green Ribbon. A significant
awareness campaign is run nationally during the month
of May.
National Missing Children’s Day takes place during the
Green Ribbon of Hope Campaign each May. National
Missing Children’s Day was first recognized in the
United States on May 25, 1980. Missing Children’s
Day was first recognized in Canada in 1984 and it
is now recognized each May 25th by child-oriented
organizations, in an effort to raise the level of public
awareness about the issue of child safety and of missing
children. May 25th is dedicated to all missing children
with the hope that they will all be located.
Child Find’s aim is to heighten the awareness of the
issue of missing children and encourage everyone to
participate by wearing a Green Ribbon.
Child Find Canada assists its provincial members
with this national campaign by way of various media
exposure, national poster distribution, distribution of
various campaign specific awareness mediums, media,
press and radio releases.
CFC was pleased to provide the 15th Annual Green
Ribbon of Hope campaign, through the generosity of
corporate partners, the following support:
1. Canwest Global provided a ½ page colour ad in its
May 25, 2006 edition of the National Post, delivered
to more than 600,000 Canadians;
2. A message from CFC was forwarded to the Top 100
Canadian Employers seeking their leadership in
proudly wearing a green ribbon during May;
3. In excess of 15000 Green Ribbon of Hope posters,
flyers and banners were printed and distributed
from coast to coast;
4. Crime Watch Publications highlighted their May
magazine with cover artwork and an article on the
campaign;
5. In excess of 34,000 Spirit of Hope braclets were
distributed to provincial Child Find Offices for
their use.Through a significant inkind donation by
Chef Boyardee which funded the development and

Welcome to the Winter 2006 edition of the Child Find Forum . My hope is that you will find it to be
interesting & informative. I hope you all had a great Fall— a busy time for most provincial organizations,
with plans to look to fundraising strategies and striking budgets for 2007. At CFC we are doing the
same.
As the calendar year grows to an end and our thoughts are about family and faith, it is also a time for
reflection of the year gone by.

I want to express my gratitude and appreciation to those individuals who have offered positive support
and voiced their confidence in what we are trying to do at the National level. We already have some
exciting developments underway for 2007 & the potential for CFC not only to be a viable organization
but one which its members are proud to be a part of truly exists.

Green Ribbon Of Hope™ 2007
Plans are well underway within provincial offices to support the 16th annual Green Ribbon of Hope
Campaign with special activities and events planned from coast to coast during the month of May, 2007.
Awareness programs and fundraising efforts will include press releases, poster dissemination, coinbox
distribution and special events such as golf tournaments, ‘change for kids’ program, tag days, etc.
The Green Ribbon of Hope Campaign Committee will reconvened its monthly meeting in January 2007
and invite participants from every province—it meets the fourth Tuesday of each month at 16:30H Atlantic via teleconference & presents a great opportunity for provincial offices to share unique ideas and
concepts.

The Board of Child Find Canada has maintained
its objective of ongoing training sessions for the
provincial membership.The identification of areas
where training was required; in the following areas
in 2006: Building Better Boards; How to Hold a
Press Conference; Developing Human Resources
in the Volunteer Sector; Risk Management; program
updates to Kids in the Know & Cybertip.ca. It was
obvious from the outset that the national body
would be providing a very useful resource to its
membership through formal training sessions. Child
Find Canada would like to extend a heartfelt ‘Thank
You’ to those who presented informative and well
prepared presentations on the above noted matters
in 2006.
2006 marked the 15th commemorative year of the Green Ribbon of Hope Campaign which empowered
by the special efforts of provincial offices & the In Motion for the Missing event was a significant awareness event; we were able to provide a forum for an indepth education conference for provincial members, maintain and build the national corporate sponsorships brought to our table in previous years and
enjoyed the benefit of insight and participation by both new provincial members and mentored provincial
offices participating with the national board.

Additionally, CFC was pleased to be able to
support its provincial members by assisting their
representatives and case workers to attend the
Missing & Exploited Children’s Conference in
April, 2006 as well as attending and participating
at AMECO (Association of Missing & Exploited
Children’s Organizations) and OJJDP (Office of
Justice and Juvenile Delinquencies Programs) Fox
Valley Technical meetings & trainings in the spring
and fall of 2006.

CHILD FIND CANADA INCORPORATED
I have audited the balance sheet of Child Find
Canada Incorporated (“CFC”) as of December 31,
2006 and the income statement, cash flows and
changed in net assets for the year then ended. My
responsibility is to express an opinion on these
financial statements based on my audit.
Except as explained in the following paragraph, I
conducted my audit in accordance with generally
accepted accounting standards.Those standards
require that I plan and perform an audit to obtain
reasonable assurance whether the financial
statements are free of material misstatement.An
audit includes examining, on a test basis, evidence
supporting the amounts and disclosures in the
financial statement.An audit also includes assessing
the accounting principles used and significant
estimates made by management, as well as evaluating
the overall financial statement presentation.
In common with many charitable organizations,
CFC derives revenue from donations and sundry
fund raising activities, the completeness of which
is not susceptible to satisfactory audit verification.
Accordingly, my verification of these revenues was
limited to the amounts recorded in the records of
the organization and I was not able to determine
whether any adjustments might be necessary
to donation and sundry fund raising revenues,
deficiency of receipts over expenses and surplus.
In my opinion, except of the effect of any
adjustment, which I might have determined to
be necessary had I been able to satisfy myself
concerning the completeness of the donations and
fundraising referred to in the preceding paragraph,
these financial statement present fairly, in all material
respects, the financial position of the organization
as at December 31, 2006 and the results of its
operations, cash flows and changes in net assets for
the year then ended in accordance with generally
accepted accounting practices.
