WORLD WIDE OFFICES
IME regional offices are located in the Middle East (Dubai, UAE), Far East (Shanghai,
China), the West Coast of Africa (Lagos, Nigeria & Canary Islands, Spain) and South
America (Asuncion, Paraguay) in order to provide an effective and timely services
to our customers serving under a 24/7 standard. All regional offices are under ISO
9001:2008 certification from Global GROUP.
In addition, IME has an important and wide coverage presence in the Caribbean
throughout operational offices located in Cartagena (Colombia) and Curacao

Far East Regional Office (FERO)
International Maritime Experts, began business in Asia in 2010, with the
objective of providing better service to its clients in the Orient, considering the time
difference with the Americas, thereby minimizing response time in Asia.
IME regional office in Asia is located in Suncome Liauw´s Plaza, Shanghai, China
and on May 21st 2010, received certification of its quality management system in
accordance with ISO 9001:2008 from the certifying agency ABS-QE. This certification
guarantees uniformity of all of the processes that are used by IME.

based on technical and managerial experience of its staff, but in a fast and efficient

Middle East Regional Office (MERO)
In 2009, IME successfully opened a regional Middle East office in Dubai. That office
has an operating permit from the Maritime Authority of Dubai, United Arab Emirates,
with the clear objective of providing real-time and timely service to its customers.
This regional Office is part of the booming development of Dubai Maritime City,
which is a true icon of progress and development in maritime world of the Middle
East.

European Regional Office (EURO)
In 2013, IME opened a European Regional Office in Las Palmas Gran Canarias,
(Canary Islands - Spain), in order to benefit with the strategic location, cater our
European clients and the emerging West African market.
South America Regional Office (SARO)
In early 2015,IME opened a regional office in South America, strategically located in
Asuncion, Paraguay, with the purpose of serve our customers with products tailored
to the South American market needs, providing efficient and timely legal certification,
consultancy and advice. We maintain a significant presence in the Paraná - Paraguay
River (Waterway), through our surveyors who are strategically located in the major
ports of Paraguay, Argentina, Uruguay, Bolivia and Brazil.
African Regional Office (AFRO)
Due to the growth of the marine market in Africa IME decided in the early 2016 to
establish a new branch office in Lagos, Nigeria. This new location offers an extensive

Marine Surveys
A marine survey is a comprehensive inspection or a critical examination of a marine
vessel for a specific purpose. A Marine Surveyor is an impartial observer who assists
interested parties in determining the condition and the safe utilization of a vessel or
to ensure the safe delivery of cargo.
A Marine Surveyor also may represent the interests of various parties in the event
of damage to vessels, yachts, or cargo. Surveyors will investigate and report the

Accident Investigations
International Marine Experts (IME) performs investigations of many types of
accidents including collisions, environment forces damages, collisions against port
structures, fire damage, groundings, personal injuries, oil spills, and cargo mishapes.
This service provides our clients a unique and complete perspective of any incident by
the use of the diverse pool of knowledge within our company. We use our surveyors’
knowledge and experience to determine the most likely scenario for the cause of
the incident and assess the full extends of the damage and required repairs. We
can evaluate a composite material structure to determine the cause of structural/
mechanical failures or other problems. We can also undertake strength analysis of
the damaged hull sections through a certified testing laboratory.
BQS & Bunker Detective Survey Inspection
With the ever increasing price of marine bunker fuel, it is essential to ensure that the
quantities paid for are effectively delivered to a vessel. In order to assist our clients,
International Marine Experts (IME) offers Bunker Quantity Surveys
(BQS) in all major bunker ports of Panama (Panama) Canary Islands (Spain), Dubai
(UAE), Shanghai (China) and Asuncion (Paraguay). IME BQS are performed in
accordance with the American Petroleum Institute Standards.
IME is in the process of obtaining ISO 17020 accreditation for inspection bodies
carrying out Bunker Quantity Surveys.
A bunker quantity survey involves an approved surveyor taking measurements on
board the delivery barge/shore tank and the receiving vessel before and after any
transfer of oil takes place. The surveyor’s measurements are then used to determine
the quantity of oil delivered. The quantity delivered from the barge/shore tank and
received by the vessel should be the same. If there is any discrepancy, this can be
highlighted and investigated at the time so that a claim can be made after the event .
Bunker detection survey is carried out by a marine surveyor on behalf of the
charterers to find concealed (hidden) bunker fuel onboard. In order to prevent fuel
losses a “Bunker Detective” experienced surveyor offers impartial, independent
quantity measurement inspection services for marine fuels.

IME represents the maritime administrations of Panama, Liberia, Marshall Islands,

Our consultancy and advisory services offer an ideal alternative when a specific
