airness and justice are core Oregon values, and legal
aid helps provide access to justice for low-income
Oregonians. The Oregon legal community has good
reason to celebrate — during the 2013-14 annual fund
drive, 3,180 of you contributed $1.225 million for legal
aid. 317 dedicated volunteers throughout the state worked
together to achieve those results, and many more provided
free legal help through legal aid’s pro bono programs. You
set records with all of these numbers this year!

vulnerable Oregonians, legal aid programs are also able to
address problems and craft solutions to systemic problems
such as domestic violence. One study shows that the
presence of a legal aid office in a community is the single
largest factor in reducing domestic violence. Thank you for
helping support such a valuable community resource.
In this year’s Annual Report you’ll read more about legal aid
offices, clients, and the tremendous support provided by you
and your colleagues. CEJ and legal aid value your
partnership and we look forward to working with you again
in our 2014-15 annual fund drive.

The Statewide Justice and Equity Cup Races
T
he Justice and Equity Cups were created in 2011 as a friendly fundraising
competition among regions throughout Oregon. The Justice Cup is given to the
region with the highest percentage of lawyers donating to CEJ. The Equity Cup is
awarded to the region with the highest percent increase of lawyer giving over the
previous year.
Oregon is lucky to have a legal community that is committed to helping increase access
to the legal system for all. Regions throughout the state stepped up, but as the annual
fund drive progressed, four in particular were strong contenders. The Portland region’s

Multnomah Bar Association leadership encouraged members to give and even put up a
challenge match to get people involved. The Marion-Polk Region, in its 17th year of
holding a CEJ luncheon, continued its strong tradition of giving. Lane County — twotime Justice Cup champions — once again had their efforts spearheaded by John
Gartland and a steering committee of 15 committed lawyers. Southern Oregon’s
Jackson County has sparked into increased action for access to justice in the past several
years, and won the Equity Cup in both 2011 and 2012.
In the last few days of the race, competition heated up between Lane and Jackson
Counties. At one point on the last day, there was a statistical tie between the two.
CEJ staff sent updates to the steering committees as they worked to make last-minute
calls to prior donors. The results? Statewide, 21.18% of lawyers donated to CEJ this
year. In Lane County, 39.94% of attorneys contributed to CEJ. In Jackson County,
41.57% of lawyers made a donation to CEJ, sending the trophy to Medford for
2014. Congratulations!

Legal Aid Attorneys Honored
Racheal Egan Baker, a staff attorney with the Central
Oregon Office, received the Harpole Attorney award from
Lewis & Clark Law School. This award is presented to
individuals who personify professionalism and dedication to
the pursuit of justice.
David Thornburgh, Executive Director of the Oregon Law
Center, received the Award of Merit from the Oregon State
Bar. This award is the highest honor that the Oregon State
Bar bestows, given to an individual who has made outstanding
contributions to the bench, bar, and community at large, and
who exhibits the highest standards of professionalism.
Attorney James Young and legal assistant Nicole Bradley
(both above), both of the Coos Bay Oregon Law Center,
received awards given by the Southern Oregon chapter of
NALs, a nonprofit association for legal professionals. James
was named the 2014 Boss of the Year, and Nicole was named
the 2014 Legal Support Professional of the Year.

Prior to leaving her position as Director of LASO’s Portland
Regional Office this Spring (see page 23), Leslie Kay was
honored by the Multnomah Bar Association for her many
years of service to the bar, her professionalism, and her
exemplary mentoring, especially to women lawyers.

Julia Olsen has been named Regional Director of the LASO
Portland Regional Office, replacing Leslie Kay (see article on
page 23).

focused her practice on family law and family violence
issues. She has been a leader in the community collaboration
to end domestic violence.
Tomas Hernandez began work as a staff attorney in the
LASO Albany office in July. Tomas is a 2013 graduate of
Willamette Law School. He is a former army recruiter and
army reservist who operated his own law office before
joining legal aid. Tomas’ position was added to the Albany
office under the strategic plan.

The Bend LASO office welcomed new staff attorney
Elizabeth Oshel in April. Elizabeth is a graduate of Mount
Holyoke College and Lewis and Clark Law School. While in
law school, she clerked for the Portland region’s legal aid office
and later clerked for Judge Maureen McKnight of Multnomah
County Circuit Court. Elizabeth was living in Qatar when she
interviewed for the position and has now moved half-way
around the world to work with legal aid in Oregon.

for Chief Justice Warren E.
Burger of the U.S. Supreme
Court and then joined the
newly formed Legal Services
Corporation. He spent three decades working on complex
litigation at Stoel Rives and Allen Matkins. He chaired
several OSB task forces on legal aid, including the Walters
Task Force that adopted the Mission, Equal Justice Values,
and Core Capacities that guide the advocacy work of legal
aid programs in Oregon. Steve has earned a reputation for
being an effective mentor.
Tatiana Achcar, who was an intake specialist in the LASO
Portland Regional Office, has been hired for a farmworker
staff attorney position in the Woodburn office. Tatiana
graduated from the University of Minnesota Law School in
1999 and has worked with a number of law firms and
non-profit organizations helping immigrants, low-income
families and communities of color.
Mandy Weeks, who worked as the managing attorney of the
Ontario OLC office from 2008 to 2013, has left to work for
the attorney general’s office in Olympia, Washington.
Mandy was a tremendous advocate with an uncanny ability
to describe the plight of her clients in a manner that
resonated with others. Ted Reuter, who began his career as
an associate at Yturri Rose, in Ontario, in 2011, and then
started a private practice in Ontario replaces Mandy. Ted is a
graduate of Willamette Law School and the Atkinson
Graduate School of Management at Willamette.
Walter Fonseca will start August 18th as the new staff
attorney in the Ontario OLC office. He is a 2013 graduate
of Lewis and Clark Law School, who demonstrated a
commitment to serving the low income communities in
Oregon by representing clients with family and housing law
cases in the law school civil clinic, interning at the Community
Development Law Center and volunteering at the
Metropolitan Public Defenders and St. Andrew Legal Clinic.
Mike Neal retired as Director of Litigation at OLC at the
end of 2013. Mike graduated from the University of
Washington Law School, started as a legal aid lawyer in
1977, spent some years in private practice and returned to
legal aid as the director of litigation in 2002. His insistence
that legal aid lawyers write short complaints and briefs was
always helpful, and right before he retired, he guided a staff
attorney in drafting the complaint for the case that probably
caused the greatest benefit for legal aid clients in 2014. Mike
is replaced by Ed Johnson

attorney in 1996. He was
the OLC state support unit
attorney assigned to housing
law from 2002-2013. In this
role he worked on cases that
created important precedents on a broad range of substantive
issues that are helpful for housing advocates and low-income
clients. Ed has a reputation for building enthusiasm for legal
aid’s work.
Karen Berkowitz has retired from OLC after 28 years of
service. She was responsible for training/coordinating
administrative law advocacy in the state support unit for the
last ten years. Karen was instrumental in setting up the
statewide hotlines that offer quick and efficient service to
low income people with equal access statewide. She was a
leader on issues related to the Administrative Procedures Act,
the Americans with Disabilities Act, language access and
administrative hearings. She is replaced by Beth Englander,
a graduate of the University of Oregon Law School, who
started as a legal aid lawyer in the Oregon City Office from
2001 – 2006 where she earned a good reputation for her
litigation and other advocacy for low income people on a

Linda Clingan (pictured below with Henry Hewitt and
Steve Walters), who served as Executive Director of the
Campaign for Equal Justice from 1991-2004, was honored
with the Henry Hewitt Access to Justice Award at CEJ’s
February Awards Luncheon. Linda’s vision and dedication
helped shape the Campaign, which has become a national
model in supporting legal aid. In January 2014, Linda
returned to the Campaign to help lead the efforts to jump
start the Campaign’s endowment. The Henry Hewitt Access
to Justice Award is given in recognition of strong leadership,
consistent effort, commitment to the ideal of equal justice
under the law, and substantial contribution to legal aid for
low-income Oregonians.

Oregon Legal Aid Joins You in Celebration and Reflection
Dear Oregon Lawyers,
This year legal aid completed a comprehensive Strategic Plan. A shocking finding: because of recent
increases in poverty, we now have 1 legal aid lawyer to serve every 9,444 low-income Oregonians — the
minimally adequate standard is 2 legal aid lawyers for every 10,000.
While we are focusing on how best to serve clients, you have been hard at work trying to address the
justice crisis by increasing funding for legal aid. We’d like to take a moment to reflect on your work and
why we think your contributions of time and money through CEJ are so valuable:
• Annual Fund Drive. CEJ’s annual fund drive provides stable unrestricted
funding for legal aid, allowing us to put money where it is most needed to
serve low-income and vulnerable Oregonians. Having CEJ, with your help,
operate this fundraising campaign, allows us to focus on what we do best:
serving clients.
• Plans for Addressing the Justice Crisis. Even before our strategic plan was
complete, CEJ began assembling key bar and community leaders to take a
comprehensive look at funding for legal aid. CEJ’s Task Force on Legal Aid
Funding adopted its Final Report on June 2, 2014. One of the goals has
already been fully achieved and progress has been made on others.

• Education, Outreach and Communications. CEJ’s staff, along with
guidance from legal aid, helps design and present CLEs and organize events
statewide to educate the community about what legal aid does. CEJ also helps
us provide important messages to the community about our programs.
• Support with State and Federal Funding and Foundation Support. CEJ
and bar volunteers travel to Washington, D.C. to help stabilize federal funding
for legal aid. CEJ also helps provide grassroots support for state funding, by
mobilizing the legal community to step up for legal aid. Finally, CEJ works
on building support with Oregon foundations and publicizing the new
national civil legal aid philanthropy initiative.
• Endowment. CEJ is working to help build the future for legal aid through
its endowment fund. In the past year the endowment has increased its legacy
pledges by $1.8 million.

aid can continue to serve those who need help accessing the justice system.

he Central Oregon Regional Office moved to a new office space in
April 2013. Staff travels to Madras, Warm Springs, Prineville and
LaPine by appointment and coordinates senior law days in all three
counties every quarter. Staff performs phone intake three days a week to
reach the broad Central Oregon Service area. One area of focus for client
advocacy that has developed over the past few years is the need for
affordable housing in many Central Oregon communities. Volunteer
lawyers assist with a bankruptcy clinic on a quarterly basis.

his year more than 300 lawyers, judges, and legal
staff volunteered to help with the Campaign’s
education and outreach efforts, our efforts to stabilize
federal and state funding, or with the annual fund
drive. Thank you, volunteers, for your tireless work on
behalf of legal aid.
Legal aid also extends its thanks to the Oregon lawyers
who provided pro bono services in legal aid’s many
pro bono programs. In 2013, pro bono lawyers
provided more than 10,000 hours of service and
worked on over 3,000 cases statewide. Their names are

n a snowy day, more than 85 lawyers and judges
attended CEJ’s Central Oregon Luncheon. Judge Lynn
Nakamoto from the Oregon Court of Appeals was scheduled
to speak about her experiences working for legal aid, and the
great need for the critical services that legal aid provides
daily, but the weather interfered. Thanks to a smart phone
Judge Nakamoto was able to email her remarks and her
speech was read aloud. Legal aid attorney Racheal Egan
Baker told the story of how she assisted her client “Angela”
who, along with her two young children, suffered abuse
from her husband when he became mentally ill.

osephine County is experiencing economic pressure that has led to
cuts to the sheriff’s department in the area, resulting in problems
with general safety issues and delays in court service of critical
documents. This has affected the restraining order process and housing
cases. Staff reports more requests than ever for services, and they are in
contact with the community action agency, two area domestic violence
programs, the local homeless prevention provider, and disability
groups to get clients the help they need.

n addition to representation in hearings and trials, the Hillsboro Regional Office has been
advocating for victims of domestic violence, sexual assault, and stalking by providing
trainings, education on new laws, and discussions with judges and law enforcement officers,
local shelters and the District Attorney’s Victim Assistance Offices about frequent issues they
encounter. With tight housing and employment markets, more people are being denied
housing and jobs because of criminal records. The Hillsboro Regional office has started a
new pro bono clinic with the help of a one-year grant from United Way to help clients
address these issues. The clinic will be able to continue after the end of the grant.

shelters, and other groups that work with potential and current clients
so that they can make referrals for non-legal problems. Housing is a
continuing challenge in the Coos Bay area because of the long-term
depressed economy. When possible, staff works with landlords and property
management companies to address substandard housing and prevent
evictions. This will be the ninth year that legal aid has received a grant from
the Attorney General’s office to help victims of domestic violence.

ackson County reports that it has been hard hit with foreclosures, and that
families are still feeling the effects of the recession. In response, staff has
continued its efforts with foreclosure assistance; preventing housing
discrimination, predatory lending, and homelessness; and participation in the
statewide Legal Aid Foreclosure Help program. Jackson County has also created
a new pro bono award to honor the work of William Deatherage. It will be
awarded annually to an attorney in Southern Oregon who furthers access to
justice with his or her volunteer efforts.

bout 115 lawyers attended the 5th annual Jackson
County CEJ Luncheon. Justice Balmer spoke about the
history of legal aid in Oregon and the critical role that
Oregon lawyers play in funding. Legal aid attorney Jim Sims
told the crowd about his work to help a sick little boy named
Zach and his mother, Natalie, maintain their income so that
Zach can continue to receive lifesaving treatments he needs
to cope with his disability. Marco Boccatto was the emcee
for the luncheon. Jackson County lawyers took home the
Justice and Equity Cups (see page 3 for more).

n the past year, Klamath Regional attorneys helped win a federal court decision
related to rights of tenants with service and companion animals that could have
a positive effect for our low-income population statewide, if not nationally. Family
law, primarily relating to domestic violence and low income housing cases,
continues to be an important issue that the staff helps clients face. Big news for
staff is the move to a new office at 832 Klamath Avenue. It is a very affordable
space right next to the local DHS office and homeless shelters, and the move
marks the beginning of a new era for the Klamath Regional Office.

ane County is adjusting still to the closure of one of the local
offices. While the workload of staff has increased, the priorities

A
lmost 200 lawyers and judges attended this year’s CEJ
Luncheon in Lane County, where Secretary of State
Kate Brown spoke. Joe Richards, who volunteers at legal aid
three mornings a week, shared “Jane’s” story. With the help
of legal aid staff, Joe was able to save her Section 8 Housing.
Jane, who suffers from mental disabilities, was unable to
navigate the administrative process alone and would likely
have ended up homeless without this stable source of
housing. Richards was also honored with a Partner in Access
to Justice Award for setting an example for Oregon lawyers
with his tireless advocacy.

his past year Lincoln County staff has seen that housing continues as a top request for services,
and a high priority for staff time. The rental market has tightened significantly, with fewer
vacancies and higher rents. Some clients find housing that is low rent but severely substandard with
no maintenance. Staff observed more homelessness despite a tough coastal winter. Housing
problems can quickly destroy the stability clients have struggled to build. Often, housing problems
reveal other legal issues, especially domestic violence. Other tenants have challenges because of
physical or mental disabilities. Staff attorneys are working with the local Domestic Violence Council
and mental health resources to open new ways to coordinate services and enforce protections.

The Salem area legal aid offices continue to assist clients in family law
and U-visa cases for those who are victims of domestic violence, as well
as housing cases, particularly for families in public and federally
subsidized housing. Staff works closely with the Salem housing
authority, which helps provide safe and affordable housing for clients.
Employment law and income maintenance issues are also an important
part of the work they do, as well as assisting seniors with collections
issues and preventing fraud and financial scams. Marion Polk legal aid
coordinates two programs for volunteer lawyers: a general pro bono
project, and the ELVIS (Emeritus Lawyers Volunteering in Service)
Program.

t the 17th Annual Marion-Polk CEJ Luncheon, there
were 40 table captains organized by the Steering
Committee, and about 300 lawyers and judges attended.
Chief Justice Balmer was the main speaker of the event,
reminding us that CEJ embodies the central goal of legal
aid, which is equal justice under the law. Attorney General
Ellen Rosenblum announced the answers to a game of
Justice Trivia! and the winners were table captains Debra
Maryanov and Judge Lynn Nakamoto. Legal aid lawyer
Moisés Ceja told about helping his client “Alex” and his
coworkers in recovering wages from an employer who did
not pay them for work they did. Marion-Polk County
lawyers raised nearly $74,000 this year.

n the Ontario region, most attorney time is devoted to family law issues with
domestic violence involved, but the area also has high numbers of housing
cases and employment cases. Dealing with these issues is critical to keeping
clients stable. Staff serves on boards and councils of other organizations to
advocate for client needs in areas of domestic violence and senior issues. The
Ontario office supports services to the elderly and makes presentations at local
senior centers on topics frequently encountered by aging populations.

regon lawyers established the Campaign for
Equal Justice in 1991 to help make equal access
to justice a reality for all Oregonians. Your support
helps the Campaign
• Operate an annual fund drive powered by
over 300 volunteers
• Educate lawyers and communities about
the importance of access to justice and
how legal services are delivered in Oregon
• Work with lawyer volunteers and bar
organizations to increase state and federal
funding for legal aid

Since 1991, the Oregon legal community has raised
$23 million for legal aid. Despite the tireless work of
our volunteers and contributors, it is now estimated
that legal aid has funding to meet about 15% of the
legal needs of poor Oregonians.

Legal Aid
L
egal aid programs provide access to justice for lowincome Oregonians. Because the need is great and
resources are limited, legal aid offices address high priority
civil legal issues such as safety from domestic violence,
housing, consumer law, income maintenance (social security,
unemployment insurance, and other self-sufficiency
benefits), health, employment and individual rights. Over
40% of legal aid’s cases are family law cases, usually helping
victims of domestic violence. At least one study has shown
that the presence of a legal aid office in a community is the
single largest factor in reducing domestic violence.
Legal aid programs provide free legal services to over 20,000
poor and elderly Oregonians each year who have nowhere
else to turn for legal help. Legal aid stretches scarce resources
with pro se materials, self-help programs, and pro bono
resources. Legal aid’s self-help website, www.oregonlawhelp.
org, receives over 70,000 visitors per year.

annual fund drives. Instead, CEJ’s annual fund drive
is a collaborative, statewide effort that supports all
Oregon legal aid programs. CEJ’s “Other Funding
Initiatives” program seeks grant, state, and federal
funding for legal aid; those dollars go directly to legal
aid programs and are not reflected in the numbers

“J
ulie” and “Kevin” are hardworking parents of four.
Their youngest, twin boys, were both born with serious
heart problems. Even with two working parents, the family
lives on the edge of poverty because of medical costs.
Fortunately, they receive help from the Oregon Health Plan
(OHP). Things started to unravel when the hospital billed
Julie, instead of OHP, for an expensive procedure. Julie
contacted the hospital many times to explain that the bill
should go to OHP, but the hospital ignored her, and then
called a collection agency. Frustrated and unable to get
results on her own, Julie finally turned to legal aid. Once
legal aid got involved, the hospital called off the collection
agency. Julie said, “That one bill could have destroyed our
carefully built financial stability.”

Ruth Wants You to Know that Legal
Aid May Have Saved Her Life
“R
uth” was recovering from surgery in a wheelchair
when her husband of several decades grabbed her
and yelled at her in a public place. She felt deeply
humiliated, and the reaction from those around her was a
life-changing moment. “Unless we have someone to
enlighten us about abused women, we have no idea what to
do, or that you can walk out the door,” says Ruth. She
contacted legal aid to help her get protection from his abuse
for herself and for their teenage son, who is autistic. Ruth
and her son have been thriving apart from their abuser. Ruth
says, “I have a right to enjoy my life and our son has a right
to explore every avenue out there and not be held back.” She
wants everyone to know legal aid may have saved her life.

There for Her and Her Children
ngela” and her children lived in fear as they watched
their husband and father spiral into mental illness. He
refused treatment, became erratic, and verbally, physically,
and sexually abusive until Angela said, “Enough.” She
obtained a restraining order, and when that did not work,
decided to move with the kids to a safe place. Despite the fact
that she had filled out the proper paperwork for the landlord,
the landlord filled an eviction. Angela was worried about the
impact an eviction would have on her ability to find housing
in the future. Legal aid assisted her in getting the eviction
dismissed and also successfully represented Angela in her
husband’s challenge to the restraining order. A year later legal
aid helped Angela renew the restraining order and she and
her husband eventually divorced. Today, Angela has full
custody of the children and their father, who is getting help
for his mental illness, is redeveloping relationships with them
through regular, supervised parenting time.

regon’s legal aid program consists of 4 separate
non-profits that work together as part of an
integrated service delivery system designed to provide
high priority free civil legal services to low-income
Oregonians in all 36 Oregon counties. There are two
statewide programs, Legal Aid Services of Oregon
(LASO) and the Oregon Law Center; and two
county wide programs, Lane County Legal Aid and
Advocacy Center and the Center for Non-Profit
Legal Services (Jackson County). These programs
operate in accordance with the Oregon State Bar’s
Standards and Guidelines and follow national
standards for the effective and efficient delivery of

Pro Bono Programs

olunteer lawyers help legal aid meet the needs of
the poor by working with legal aid offices
around the state. Legal aid’s pro bono programs are
tailored to the needs of low income clients and the
available resources in the particular community. In
some areas, pro bono lawyers and law firms assist
with intake or provide mentoring on specific cases or
subject areas. Some offices offer a variety of subject
matter and population specific clinics such as the
Domestic Violence Project, the Senior Law Project,
the Bankruptcy Clinic, the Statewide Tax Clinic, and
a clinic for Spanish speaking clients. Join legal aid’s

he Pendleton staff has been advocating for clients in many difficult
housing situations in the past year, such as a hotel complex serving as
housing for about 52 families that was shut down, landlords in multi-unit
complexes violating tenant rights, starting a new community collaboration to
address many issues facing the homeless, and monitoring an agency that was
not allowing due process in evictions cases. Other important work includes
helping clients stop unfair practices of third party debt collectors and revision
of documents in a kit on domestic violence in partnership with tribal courts.

he Portland Regional Offices of Oregon Law Center and Legal Aid Services of
Oregon moved into new office space in the spring of 2014. They are still
downtown, just a few blocks away from the old location. These offices serve the
largest poverty population in the state, and work with a network of communitybased organizations, including El Progama Hispano, the Clackamas County Bar
Association, Immigrant and Refugee Community Organization, and SelfEnhancement, Inc to reach low-income clients. Legal aid is a partner in a new
family justice center called “A Safe Place” to assist victims of domestic violence in a
range of civil legal matters. They have also handled a number of cases on behalf of
tenants who live in sub-standard housing. The programs continue to prepare and
maintain self-help information and forms at oregonlawhelp.org and work with the
courts to develop interactive forms that can eventually be used as part of eCourt.

he Native American Program (NAPOLS) has
focused this year on meeting the same needs with
fewer resources, because of transitions in staffing. Staff
works on child welfare cases in state court, but also has
been representing more clients in tribal court, where
there is no right to counsel. Another area of focus has
been expungement work that in one case allowed a
tribal elder to regain his hunting rights and in other
cases has allowed clients to apply for housing with
more confidence. NAPOLS hosted an extern from
Lewis & Clark this past year, who went on to get a job
in Indian Law.

A
s a part of committees, in their law firms, and in
special events, the Portland legal community worked
together to show their support through education, through
outreach, and yes, through donations. 79% of attorneys in
large Portland firms gave to the Campaign, and together
they raised $384,000. The Portland Midsize Firm
Committee raised over $118,000 this year; 38% of
attorneys in mid-sized Portland firms donated to the
Campaign. The Associates Committee hosted Party Under
the Stars in September as well as Justice Trivia in March,
where CEJ met its $1.225 million goal! Lawyers of all ages
supported legal aid in two crowded shows at the October
2013 Laf-Off (see front page). The Multnomah Bar
Association offered a $10,000 challenge match in
December to encourage Portland-area donations — the
challenge was answered and the match was quickly met!
Together, lawyers in the Portland area raised over $748,000
for access to justice this year.

Legal Aid Portland Regional Directors: Leslie Kay / Julia Olsen
On June 1, 2014, Julia Olsen became the leader of the
24 attorneys and legal support staff at the Portland
Regional Office of Legal Aid Services of Oregon
(LASO). Olsen took the place of former Regional
Director Leslie Kay who served for 14 years in the role
with great distinction. Olsen, a 1994 graduate of
University of Oregon School of Law, was a supervising
attorney in the Portland Regional office since 2008, and
before that worked in the Hillsboro and Portland
Regional offices of legal aid, first as an Americorps
attorney and then as a staff attorney.
the Portland office. She is dedicated to our mission, our
clients, our program, and our staff. It makes my job of
leaving the program easier knowing that Julia will be at
the helm.”
Kay left LASO to pursue other legal opportunities. Her
positive impact and thoughtful leadership have shaped
the Portland Regional Office and will be felt for decades
to come. Congratulations to both women on this new
chapter of their careers.
Speaking of her new position, Olsen said, “I have
devoted my legal career to access to justice work and I
am thrilled to take on this new role. I plan to build on
the incredible work of the Portland Regional Office and
focus on strategic advocacy and litigation aimed at
fundamentally improving the lives of our clients.”

oseburg staff has been focusing on community engagement to re-energize
the community about the work that legal aid does. Staff has met with
community partners who focus on senior citizens, domestic violence, and
housing to create new partnerships and strengthen existing ones. New
opportunities to meet with groups and make presentations have helped raise
awareness about legal needs and educated the community about how they can
get much-needed legal assistance. The client needs in the area are extensive and
these activities help to connect with the people that have the greatest needs.

he Farmworker Programs represent migrant and
seasonal agricultural workers on priority areas set by
the communities; currently, those include employment,
housing, occupational health and safety, and individual
rights. The programs work with clients to improve access
to justice for all by addressing very basic needs such as
bringing home earned wages, shelter for families, and
clean drinking water at worksites. This past year, as a part
of a Project funded by the National Institute on Minority
Health and Health Disparities (NIMHD) called “Prevent
and Reduce Adverse Health Effects of Pesticides on
Indigenous Farmworkers,” the OLC Farm worker
Program and its partners created a training on Worker
Protection Standards for indigenous farmworkers that
received approval from the EPA for its content.
Additionally, they have published the results of focus
groups with indigenous farmworker women describing
their experiences of sexual harassment in the fields. Staff
also works with other agencies and groups to improve the
lives of workers throughout our communities statewide.

n January 2014, the Campaign for Equal Justice launched the Task Force on
Legal Aid Funding to take a comprehensive look at our justice gap to address
both short and long term funding strategies. Co-chairs Mark Wada and Ed
Harnden, both of whom are members of the CEJ board, brought together
legislators, the Attorney General, Secretary of State, Oregon’s Senate President, the
Chief Justice, and representatives of the Oregon State Bar, the Oregon Law
Foundation, the Multnomah Bar Association, and representatives of Oregon’s
philanthropic community to look at existing sources of revenue and creative
funding approaches.
According to Mark Wada, “The starting point of
the Task Force was to take a hard look at the justice
gap. There is funding currently to meet about 15%
of the civil legal needs of the poor. In order to
begin to close the gap we need to double the
revenue for legal aid programs.” Oregon’s statewide
legal aid programs currently have combined
revenue of about $15 million annually to deliver
services to the more than 850,000 low-income
Oregonians who qualify for free legal services
throughout the state.
Legal aid funding in Oregon is complex. As a state,
federal, and private partnership, Oregon’s legal aid
programs balance about 80 different sources of
funding. Ed Harnden remarked, “We know this isn’t
going to be an easy or a quick fix. But Oregonians
and Oregon lawyers have always been in the
forefront when it comes to funding legal aid, and we
plan on continuing that trend.” The one source that
has actually increased in the past 10 years is the
annual fund support from Oregon lawyers.
The Task Force has completed its work, and its final report can be found on the
CEJ website: www.cej-oregon.org/taskforce.php. CEJ and our partners will be
implementing the ideas of the task force in our upcoming annual fund drive and
beyond. We thank the members of the Task Force for their energy, input, and
dedication to legal aid.

ne sure way you can preserve the future of legal aid is to make a legacy gift to the
Endowment Fund of the Campaign for Equal Justice. “In the long run, the
endowment will help us address Oregon’s justice gap by helping to stabilize legal aid’s annual
operations. We don’t want to impact current gifts to the annual fund, so focusing on planned
gifts for the endowment makes a lot of sense,” says Ed Harnden, CEJ Board Member and
Co-Chair of the Task Force on Legal Aid Funding.

In 2014 CEJ announced the Endow Now! Initiative, spearheaded by CEJ Board Member
Linda Love; Board Member Emeritus Henry Hewitt; and CEJ’s former Executive Director
Linda Clingan. The idea is this: if your annual gift to CEJ is $1,000, you can endow your
annual gift by making a provision in your estate plan for $20,000 going to the Campaign for
Equal Justice Endowment Fund. Estate planning lawyer Kathy Evans adds, “There are a lot
of easy ways to do this. Consider naming CEJ as the beneficiary (or partial beneficiary) of
your IRA, other retirement plan, or life insurance policy. In most cases, all you need is to fill
