This manual was carefully prepared to provide an overview and understanding of our general rules, regulations, and other requirements and guidelines according to our Constitution regarding issues that may arise on an ongoing basis as you manage your team. Dixie Soccer Club is committed to act with integrity in performing all its duties to you and your team. The Club will do its best to accommodate practice fields for all our teams. Field availability is limited but we strive to provide for all teams. Field time may not be ideal for everyone, but we will do our best to provide. In return Dixie Soccer Club expects the highest standard of personal conduct from team officials as well as its members (parents) and other representatives. Interactions must characterized by courtesy, fair play, good faith and acting with the best interest of our players. As we know Dixie Soccer Club went to great lengths, planning, hard work and expense to open our new facility. In moving forward the Club needs your support in using the facility to the best capacity to ensure we can continue to maintain stability at our Club. In closing, being a World Cup year, I wish that everyone enjoys it. Being a multicultural Club, everyone will have favourite but it is important that we respect and celebrate our differences. National – the top of the pyramid of play 2. Provincial – League designation LP. Division designation DP 3. Regional (Elite) – League designation LY, Division designation DY. 4. Multi-Jurisdictional District League – League designation LM, Division designation – DM 5. District League – League designation LD. Division Designation DD 6. Multi-Jurisdictional Club League – League designation LJ. Division designation DJ 7. Club League – League designation LC. Division designation DC. 8. Peel-Halton Development League COMPETITIVE TEAM PHSL rule indicates that 9 players out of the first 11 must reside in the Peel Halton District Area. League rules may have earlier deadlines. Teams entering early tournaments should have all players registered by April 15th. If a tournament is outside the District, each team must complete an Application to Travel Form (OSA website), duly completed online and forwarded to the club. Club will forward authorization by the District Association. This is an OSA Rule (Section 7.0- Competitive Policy 11.3b). Teams ignoring this rule and submitting ATF form at a later date will be fined. For any Exhibition Games, Hosting team will be responsible to organize field and referees for that game. CLUB REGISTRATION DEADLINES First 11 players must be registered by MARCH 15. Rest of team can be registered up until end of July. Payments for each registration are due at time of registration. ALL team registrations must be received at the club office by March 15 from the Manager as a package. Please ensure package includes registration form, book and payment. PLAYER WILL NOT BE REGISTERED IF ANY OF THE 3 PIECES ARE MISSING. TEAM OFFICIALS CERTIFICATIONS A Team must have one Head Coach and one Assistant Coach with minimum for following Certification completed before the season begins: Revised February 2014 Page |5 Representative Teams Coaches and Managers Manual Respect In Soccer -All competitive-level coaches must complete this program. Make Ethical Decisions (MED) All competitive-level coaches must complete this program For more information about all Coaching Levels Requirements, Respect in Soccer and Make Ethical Decisions, please go to OSA Website. www.ontariosoccer.net/Coach/ResourcesForCoaches.aspx A Head Coach is allowed to coach a maximum of one team and be an Asst. Coach on a second team per season. All coaches must complete a Coaching Application form, an Administrator Application form and a Registration book in order to sit on the player bench in a game situation. All Head Coaches and Assistant Coaches must provide copies of their Coaching Certification, Respect in Soccer and Make Ethical Decisions Course Completion Certificate and a valid Police Check (2 years or less) with the completed coaching application form. The OSA does not recognize the position Trainer as a team official. The names of these officials are to be entered on the PHSA Team Registration Form and will be the designated as the Team Contacts. This form is to be fully completed and forwarded to the Club Administrator to be sent to PHSA with the initial team registration form. The Coaches and Managers Registration forms together with the ITR team roster are to be attached before any player registrations will be validated. Club Administration must be notified immediately of any changes to team officials. DUTIES OF A REP TEAM HEAD COACH - The Team Head Coach is solely responsible for the entire aspect of his/her team including the activities and conduct of his/her team staff. It is the Team Head Coach’s responsibility to ensure that all staff members and parents abide by the Dixie Soccer Club rules, policies and by-laws. Coaches are ultimately responsible for all aspects of the team including financial planning with the Manager. DUTIES OF A TEAM MANAGER - The duties of the Team Manager include all administrative tasks involved with the team (preparation of Team Package which includes registration forms, player/coaches books and payments), financial reporting to both Club and Parents, Check Requisition Forms, processing of Travel permits, travel itinerary, insurance, Revised February 2014 Page |6 Representative Teams Coaches and Managers Manual tournament applications and ordering of uniforms for all the players and coaching staff. During the season communication with the players and parents is vital; therefore, Manager must be involved in all the planning of the season with the Team Coach. The Team Manager must handle conflicts that may arise within a team. Major issues which cannot be resolved by the Team Manager and Head Coach must be brought to the attention of the Dixie Soccer Club Boys/Girls Rep Directors. All other managers will be designated as Assistant Manager. Any individual involved with a team in any capacity must provide a valid Police check to be filed with Dixie Soccer Club prior to any involvement with a team. Police Check applications are available at the club office and can be processed, with no charge to the applicant, as cost will be covered by Dixie Soccer Club’s affiliation with the Peel Halton Police. Application is to be dropped off at designated Police Station. Upon receipt of results via mail to the applicant, results are to be brought to the club office for confirmation. Copies of Police Check results are not to be given to anyone as indicated in the Privacy Act. Failure of coaching staff to comply with above will result in a $250.00 fine and discipline. It is the duty of all coaches of girls’ teams to ensure that there is a female on the bench at ALL TIMES. It is recommended that an emergency backup be arranged in case there is no team official female is available. TECHNICAL STAFF Dixie Soccer Club employs highly experienced and qualified Technical Staff to assist with Player Development. Technical Staff are available to assist/run team training sessions and are carded to sit on the bench during games for most of the Competitive Teams. They will also be running Summer Soccer Camps, clinics and a Winter Development Program for Competitive Players. Competitive Teams are required to participate in Club operated academies, camps, clinics and programs. TEAM NUMBER The TEAM NUMBER is set by the Club Registrar. A team may keep the same # for each season it plays for the club. A typical team number in PHSA will be TD25__XX. __ will be the two digit club number, XX is the team number assigned by the Club Registrar, and can be numeric, alpha or alpha numeric. TEAM NAME All Dixie Soccer Club teams are designated Dixie Athletics. All “A” teams will be distinguished as Black and all “B” Teams will be Blue, for ages U13 and up. For age groups U12 and under, club will allow team to choose an additional sub name along with the Dixie Athletics. Name is subjected to Club Approval. Revised February 2014 Page |7 Representative Teams Coaches and Managers Manual CLUB NUMBER Club numbers are assigned to all clubs affiliated to the OSA. This is used along with the team number to clear identify team affiliation. Dixie Soccer Club, club number is 2519 PHSA TEAM REGISTRATION FORM (TRF) A Team Registration Form will be issued and must be completed by the Team Manager or Head Coach for each team for each season. A Team Playing- Out Form is required for all teams playing outside the jurisdiction of the Club and must be signed by a team official. TEAM REGISTRATION PROCEDURE In an effort to save time, while being as efficient and effective as possible, the following procedure must be followed. 1. A Dixie Soccer Club Rep Player Registration Form must be completed for each player on the team for each season. Please ensure that the liability disclaimer on the back of the front sheet is signed. Once completed, forms must be submitted to the Club Registrar in alphabetical order by LAST NAME. (see forms section for a copy of this form) 2. The Head Coach and Asst Coach(s) must complete a PHSA Coaches Form (yellow) for each team and for each season. Coaches must sign the front and back of the form. If not, form will not be accepted and team registration delayed. (see forms section for a copy of this form) 3. All Managers and Asst Managers must complete a PHSA Admin Form (green) for each team for each season. All Admin staff must sign the front and back of the form. If not, form will not be accepted and team registration delayed. (see forms section for a copy of this form) 4. Team Registration Submission Form must accompany all team registrations. See attached. 5. Completed Player Registration Book for each player and team official must be provided to the Club Registrar in alphabetical order by LAST NAME. Any incomplete registration forms, missing birth certificate, missing signature, invalid pictures etc., will be returned for correction and will only be accepted again once issues have been resolved. MAINTAINING TEAM DRESS CODE All Rep teams must play in the approved Club uniforms. Home Uniform and Away Uniforms must be worn by teams as designated by the Club. All Team officials must wear Dixie designated attire during practices and games. PHDL – Peel Halton Development League U8 to U12 Home: Sky blue jersey/black shorts/black socks Away: White jersey/ black shorts/ black socks (black shorts and black socks interchangeable between home and away sets) Training: Blue/black shorts/black socks SRSL/OYSL - U13 and Up: Home Uniform: Black-Blue Stripe/Black shorts/black socks Away Uniform: White/White shorts/white socks Third Set: Blue/Black shorts/black socks Team and officials failing to comply will be subject to disciple fine and suspension of permits. 1st Offence: $100.00 2nd Offence: 200.00 3rd Offence: $300.00 TEAM BANK ACCOUNTS Each team must have only 1 team bank account managed by Dixie Soccer Club. The team must maintain accurate records of all receipts and expenditures and must make these records available for examination by the parents or Dixie Soccer Club when required. Forms must be completed and must be on file with Dixie Soccer Club. See forms section of manual. All teams must submit to both the Club and parents a financial statement at the end of both indoor and outdoor season: Indoor statements by May 15th and outdoor statements by October 31st. Allocation of Fall Outdoor Training fields will not be provided until statements are received by the club. As part of the new club policy, each team will have an internal bank account with the Dixie Soccer Club and this will be the only team account permitted. Effective March 1, 2013, all team accounts will be opened at Dixie. All existing accounts must be closed by May 15, 2013. The club will provide financial statements semi-annually, May 15th and October 31st. Revised February 2014 Page |9 Representative Teams Coaches and Managers Manual Procedures: 1. All Cheques are to be made payable to the Dixie Soccer Club. 2. Cheque Request Form (see attached) must be provided for each request and cheque will be made available within 24 hours, excluding weekends. 3. All Cheque Request Forms must be signed by Coach and Manager. All teams must pay $200.00 per calendar year for the maintenance of these accounts. COACH HONORARIUMS Club will acknowledge the amounts below for Head Coach to charge parents for gasoline expenses related to games or practices. Parents are to be informed of these amounts and it is the Head Coach’s and Manager’s responsibility to ensure, pre-season, that Parents acknowledge acceptance of these amounts. We recommend getting written acknowledgement of these amounts: 1)Development Honorariums for teams U8 – U12 The amount of $1,000.00 – maximum for travel expenses only. 2)REP Honorariums for teams U13-U21 The amount of $1,500.00 – maximum for travel expenses only. TEAM BOND All teams are completely responsible for any fines incurred such as yellow/red cards and discipline fines incurred by players/coaches or team parents and spectators. A Team Bond charge has now been implemented beginning with the Outdoor 2014 Season. For teams U13 and older, a team bond of $500.00 must accompany the Team Registration. TEAM/PARENT MEETINGS The REP Committee must be informed 72 hours in advance of any Team Meetings or information sessions with Parents. A copy of an agenda for the meeting or of any topics to be discussed at the meeting will be provided to the REP Committee. A member of the REP Committee must be present at all meetings. COACHING CERTIFICATION All Coaches are responsible for the Certification and upgrading their qualifications at their own cost. Effective immediately: Revised February 2014 P a g e | 10 Representative Teams Coaches and Managers Manual For New Coaches – cost for the Learn to Train and Coaching for Life courses – 50% will be reimbursed upon successful completion of the course and submission of a copy of Course invoice. Remaining 50% of Course cost will be paid if the Coach remains with the club after two years. For Coaches with Pre B Certification - $500 will be paid yearly on September 30. For Coaches with Provincial Certification - $700 (only – not in addition to amount for Pre-B) will be paid yearly on September 30. For coaches with National Coaching Certification - $1,000.00 (only – not in addition to amounts for Pre B and Provincial Coaching Certification) will be paid yearly on September 30. TEAM SPONSORSHIP/FUNDRAISING Any sponsorship obtained for the team are non-refundable. Funds are for team use and remain with the team. Coaching Staff is responsible to ensure Parents are aware of this Club rule. All Sponsorship cheques are to be made to Dixie Soccer Club and club will in turn credit the team account. This is to ensure club acknowledges receipt of sponsorship funds. REP TRYOUTS Tryouts are mandatory for all age groups for all rep teams. Fall Tryout held in September of each year will be organized by the club. Spring tryouts are the responsibility of the team during the field time allotted to them prior to the beginning of the season. Coaches are urged to use the Club website to communicate and advertise their tryout dates and times. – www.dixiesoccerclub.com. REGISTRATION BOOKS The registration book currently in use has the OSA crest on the outside cover and is called Player Registration Book. The red book is used to identify all players, while the blue book is used for administrators, coaches, team officials as required by the level of play and competition rules. Books are to be prepared as per the following instructions. Improperly prepared books will not be accepted at the District Office. 1. Photographs –A current good quality passport style photograph is required. Photograph is to be cut to fit inside the space indicated on the inside cover of the player registration book, and secured with glue. DO NOT tape or staple photographs as they interfere with the registrar’s embossing and date stamps. DO NOT USE photocopies of photographs, photographs removed from old player books, small photographs, or photographs on a hard thick plastic base as they cannot be embossed. Photographs must be replaced every three registration years for youth players and every five registration years for adults. Membership Number / OSA Number – The registrant’s membership number should be entered above or near the photograph. The Club Administrator or Registrar will be able to provide the member # if not available. Member’s Name and Date of Birth – The name of the registrant and date of birth must be clearly printed in the spaces provided. When preparing a new book for youth players, proof of birth must be available. The name in the book must be the same as on the proof of birth to avoid multiple registrant numbers. When completing the Player Registration Forms, Registration Books, etc., names entered on the forms, books, etc., should be the same as on the proof of birth document to avoid duplications in the system. NOTE A. OSA & PHSA Rules do not require a proof of birth document to be securely affixed to the player book. B. When checking date of birth, make sure it is not the date the birth was registered. C. Also, check carefully the dates such as 02/ 11/ 1990 and 11/ 02/ 1990. These dates can be mixed up to be the 2nd of November 1990 or the 11th of February 1990 and cause duplicates in the system. Proof of Birth – It is the responsibility of the player to provide a proof of birth document, acceptable to the District Registrar, when required or requested. Acceptable Proof of Birth Documents - Birth Certificates; Passports; Drivers Licenses; an OSA Player Registration Book with no blank validation pages. Unacceptable Proof of Birth Documents - Municipal parks and recreation cards and documents; letters from school or other persons; membership cards from other organizations; documents not in English or French; documents where the birth date is not perfectly clear, overwritten, tampered with or mutilated or Health Card. Proof Birth- Language - Proof of birth documents must be in English or French. A notarized translation is required for documents in all other languages. Check the Yellow Pages (under “Translation and/ or interpreters” for translation services). Proof of Birth is required when – (a) A youth player joins a club- to be checked by the Club Registrar or a Club Official instructed by the Club Registrar. (b) When a youth player requires a Player Registration Book. (c) Requested by the District Registrar. (d) Presenting a Player Registration Book not previously validated by PHSA. Name Changes - If the player’s name officially changed, the necessary documentation must accompany the proof of birth before the name will be changed in the system. Signature – The registrant / player to sign at the bottom of the page or near to a new photograph when required. A team or club official’s signature is not acceptable. Validation Page – The first validation page is used to enter team details, etc. Do not skip pages as this can be missed at validation time. a. Enter the club name – Dixie Soccer Club d. Enter club number with your team number (2 numbers or letters) - 2519 b or g year. Please note that for new player books, you will need to write the club number beside the club name. e. Enter the league and division where the team plays. – Many different options depending on season or league e.g. OYSL, SRSL Div 1, HSZISL or Tournament Team or HSZISL for Hershey indoor. f. Administrators, coaches, etc. must enter their title above the thick black line. g. Where a player is playing for a team entered in two leagues, a validation page is to be completed for each league. 8. One Player One Book – Player’s Property – A player is only permitted to have one book. This book is the property of the player and must be returned to the player on demand if a team or club official holds the book. Player with Book Changing Club – As the book is the property of the player, it is the responsibility of the player to retrieve the registration book if held by a team or club official. See section on Player Release for the procedure to retrieve player book. 9. Registrant Book Replacement- If all validation pages of the registration book are used or the book is damaged, a new book with a new photograph is to be completed and sent to the Office together with the old book that will be cancelled and new book validated. PLAYER CALL- UP All player movement between Rep Black and Blue must be carried out according to the following Club Rules: 1. Rep “Black” coach is to contact Club Rep Director and provide player details and specific game needed in order to request players from Rep “Blue” team. 2. Club Rep Director will then inform the Head Coach of the Blue team of the request. 3. Any Rep “Blue” player refusing the ‘call up’ will be subjected to a hearing, discipline or both. 4. At no time should a Rep “Black” Coach approach a player directly, in which he/she is interested in. 5. Rep “Blue” Coach must communicate with the Rep “Black” Coach before finalizing roster. 6. Teams playing n SRSL are limited to a maximum of 5 call ups per player. After which this player must either be signed to the team or not called for the remainder of the season. This rule does not apply to OYSL teams as there is unlimited call ups of SRSL Players. Revised February 2014 P a g e | 13 Representative Teams Coaches and Managers Manual PLAYER PLAYING 1 AGE GROUP UP PHSA and Dixie Soccer Club may allow in certain circumstances a player to play one year up from their natural age group. Request must be forwarded to Rep Director in writing who will then arrange for Rep Committee to assess the player. Decision made by Rep Committee is final. It is the policy of Dixie Soccer Club that players play at their own designated age group but the club will consider requests. If request is approved, a waiver must be signed by both parents and player prior to any game being played at the older age group. Note: These rules only apply to ages U13 and up. For players U12 and under, a formal PLAYING UP permit must be prepared and submitted to PHSA PARENT CONDUCT Parent conduct is the responsibility of the coaching staff. All parents/spectators of the team are subject to discipline either by Dixie Soccer Club or the appropriate league and OSA. The club will also reserve the right to restrict attendance of individuals who are repeat offenders. RECREATIONAL OR CLUB PLAYERS (Movement within the club) Youth players are permitted to play league games in a higher age division or a higher level of play for another team within the same club. A player must meet the age requirements of the tournament when playing for another team within the same club. The following procedure must be followed to get a recreational player: 1. Obtain the player details – Jersey #, jersey color and age and gender. 2. Email the Director responsible (Boys or Girls) and copy the Rep Director with the information from above, including your contact information. 3. The Director will make contact with the Divisional Convener or Team Coach to get the player details and provide the Rep Coach details. A Player Registration Book will be required. The name of the club league team must be written on the Team line of the book validation page. Recreational player must be written under league or session. NO sticker is required. Teams are advised to have several club league players with validated registration books, ready to be called up in case of injuries or vacations during the season. OSA and PHSA do not have rules as to the number of players called up that may be used in a league or tournament game or how many times a player may be used. Contact the league or tournament hosts for details. Please refer to OSA Rules, section 7.0 Competition policy 13.6.1(b) Requirements for Team Participation in Tournaments. Revised February 2014 P a g e | 14 Representative Teams Coaches and Managers Manual GUEST PLAYERS Registered Dixie Soccer Club players will not be permitted to play for any other Club as Guest Players. TRIAL PERMIT – TPF A TPF entitles players not registered with the OSA in the current season to play a limited number of games for a club and is subject to OSA Policy 5, Player Registration, and Section 16. Trial Permit, League and Tournament Rules where applicable. The player will require a Player Registration Book prepared as instructed. THE TPF shall be fully completed and signed by the Club Registrar in the top left hand section of the form. This is required by PHSA. A TPF allows a player to play two games in a 15 day period and a player is entitled to two trial permits per season. The two 15 day periods shall not overlap. However, the player may only be issued one trial permit to play for any one club. A TPF is not permitted for Ontario Cup. A TPF used in a tournament only entitles the player to play in two Tournaments games only – not all the games in that tournament. TEMPORARY REGISTRATION PERMIT – (TRP) A TRP is required for a player who is registered in the current season with one club but wants to play a limited number of games for another club. This is subject to OSA Policies, section 5, player registration policies and section 14 & 18 league & tournament rules where applicable. The player has to play in a higher age division or league classification for league play. For tournaments, the player has to meet the age requirements of the tournament. The form is to be signed by the releasing club. PHSA also requires the receiving club Registrar to sign in the top left hand section of the form. A player is entitled to three TRP per season. The TRP may be used for league games or three tournaments or a combination of league and tournament games. One TRP permits a player to play all games in a sanctioned tournament. A recreational player or club league player will need a Player Registration Book if called up to participate in a competitive league or tournament game. TRP is not permitted for Ontario Cup. Revised February 2014 P a g e | 15 Representative Teams Coaches and Managers Manual Failure of the applicant to provide documentation and fully completed forms, will result in the forms not been signed. A $10.00 cost is applicable for all TPF. TRANSFERS Transfers and the instructions are on the Transfer Form, and all concerned must be familiar with the rules of Transfer (Reference – OSA Player Registration Policies, Section 5, and Policy 23). Also appeals relating to transfers are referenced in OSA Policies, Section 9, and Appeals policy 12. The Player shall give the Club notice in writing of his / her intent to transfer. If a Club/Team official holds the book, the player should request the book be returned. If refused, the player should inform the Club in writing, to the attention of the Club registrar with a copy to PHSA. Included in the letter must be the name of the person refusing to return the book and the date the request was made. Upon receipt the Club Registrar will arrange for the return of the book to the player within seven days. If this fails then the District must be informed immediately. A $50.00 cost is applicable for all transfer forms. PLAYER S’ REQUEST TO LEAVE CLUB PRIOR TO THE END OF THE SEASON If a player wants to leave the club before the season ends, the player should submit the request to be released in writing to the Club Registrar. The Club Registrar will process a PHSA Player Release Form, request the Player Registration Book, enter the release date and produce an updated Team Roster (without the said player). The information (book, roster and release form) is then submitted to the District where the validation pages will be cancelled. Once completed the player book and a copy of the Release Form must be given to the player. NOTE: A. Player release may be delayed until all outstanding debt with the Club / Team is resolved, and all club property returned. B. Return of the book to the player before the end of the season, does not release the player from the club. The above release procedure must be completed. C. A new book will only be authorized, if the original is not returned after seven days, providing the above procedures have been followed. PLAYER RELEASE All Club/ Team Officials holding membership books for players are reminded that the book is the property of the player and must be returned to the player immediately upon request. Books must be retained for players who do not register with the Club. These books must be returned to the Club Registrar who will arrange the return to the player. Too often, the request by players to have their books returned is denied. The following procedure must be followed when a player is released from a team: 1. If a Team official holds the book, the player should request the book be returned. 2. If refused, the player should inform the Club in writing, to the attention of the Club Registrar with a copy to PHSA. 3. Included in the letter must be the name of the person refusing to return the book and the date the request was made. 4. Upon receipt the Club Registrar will arrange for the return of the book to the player within seven days unless there are outstanding funds owed to the club. If this fails then the District must be informed immediately. 5. NEW - All player release forms are subjected to a processing fee of $25.00 for each Release Form submitted. NOTE: A. Player release may be delayed until all outstanding debt with the club is resolved, and all club property returned. B. Return of the book to the player before the end of the season does not release the player from the club. The Release procedure must be completed. C. A new book will only be authorized if the original is not returned after seven days, providing the above procedures have been followed. A pro-rated refund minus (-) $100.00 administration fee only when players is released by the Team Head Coach for reasons other than discipline. TRAVEL PERMITS All teams are responsible to apply online for travel permits at the time of applying for tournaments, as long as the tournaments are outside Peel Halton District. Teams playing exhibition games against teams outside of the District (Peel Halton) must obtain PHSA travel permits. Teams playing exhibition games against other PHSA teams must obtain Club Permit as per PHSA. Travel permits must be requested a minimum of 15 business days prior to a tournament in the USA and 30 days for international tournaments. Requests are to be forwarded to Rep Director only. Local Travel Permits must be submitted a minimum of 1 week prior to tournament. Any team traveling requires proof of Insurance Coverage for every player and Team Official. A form can be obtained at the Club Office. The following info must be included: - Player/Official OSA # Name of Insured Relationship to player Insurance company Policy Number Revised February 2014 P a g e | 17 Representative Teams Coaches and Managers Manual Dixie Soccer Club has the right to refuse a Travel Permit request by a team and Travel Permits will not be issued to teams with outstanding disciplinary issues or owing fees. APPLICATION TO TRAVEL PROCEDURE Application to Travel approvals are required for all exhibition games & tournament that are outside of Peel-Halton Soccer district boundaries. REP Teams registered with the Club 12 years of age and under are not allowed to travel outside Canada. Teams travelling outside Canada must provide to the Club satisfactory insurance for all players and coaching staff registered to the team. All travel details must be provided to the Club including contacts abroad (Hotel #, Coach and Manager Cell #’s and email address) before leaving Canada. See form attached. Procedure: Application Forms can be accessed through the OSA website at www.soccer.on.ca. Click on Tournaments and Travel, Find the appropriate division. Select gender – boys or girls Double click on Tournament Click on Application to Travel (note all the tournament information will appear on the form) Fill in your team information Click SUBMIT Forward the completed form to Dixie Soccer Club for approval before processing Your form will take 2 weeks to process Your form has to be approved before applying to a tournament Use the following format: Use Outlook or Outlook Express and enter the following into the subject field: ATF for Dixie Boys or Girls and age, tournament name, application #. This must be sent to the Dixie Soccer Club, attention Lori Di Matteo at [email protected] Your ATF must appear in the main body of the email and not as an attachment This is done by: Under edit Select all Copy Paste this into the main body of the email Revised February 2014 P a g e | 18 Representative Teams Coaches and Managers Manual ONTARIO CUP Indoor Ontario Cup: All expenses are the sole responsibility of each team. Outdoor Ontario Cup: All Outdoor Ontario Cup applications must be approved by Rep Director prior to submission to OSA. If approved, Outdoor Ontario Cup expenses (Registration Fee and Referee Fees) will be subsidized by the Dixie S.C and OSA. Decision made by the club is final. A player shall NOT play for more than one team in Ontario Cup. THE NATIONALS National Club Championships in the Under 14, Under 16 and Under 17 divisions, however, please note that it will be the winners of the Under 17 Girls and Under 17 Boys Tier 1 division that will advance to the Under 18 National Championships. Dixie Soccer Club has allocated funds to help subsidize teams that are travelling OUTSIDE of the Province of Ontario to compete in the Nationals. OUTDOOR TOURNAMENTS IN THE USA (Over the Christmas Holidays) Teams going to the USA to participate in tournaments that commence on or before December 31 may take all players registered with the team for the current outdoor season. Usually not all players registered to a team for the current season will attend these tournaments. This means that the club has to register replacements. As the cut off for registering players in the current outdoor season is September 30, clubs are advised to register all teams and players participating in these tournaments for the next outdoor season. This process, complete with all documentation (player registration book, team registration form, team official documentation and application to travel) must be submitted to the District Office BEFORE November 30th of the current year. OUTDOOR TOURNAMENTS IN THE USA COMMENCING JANUARY 1ST OR LATER Teams / players, coaches, team officials going to tournaments in the USA commencing on or after January 1, will have to be registered for the new outdoor season. Revised February 2014 P a g e | 19 Representative Teams Coaches and Managers Manual GYMS Gym Permits, are obtained by the Dixie Soccer Club, for the use of Rep / select teams only. These permits are distributed according to age group by the club. These permits are registered under the Dixie Soccer Club name and therefore, are covered by club insurance. NOTE: The Dixie Soccer Club will not be responsible for any incident occurring in a gym in which the permit is under an individuals name rather that the Club’s name. BOOKING OF FIELDS All requests for fields must be emailed to the Fields Facilitator – Lori DiMatteo at [email protected] at least 10 days prior to the date required. Failing the 10 days notice, field permit may not be obtained in time. All requests must include the field name, the date and the time required. Once fields are booked, confirmation will be forwarded. Field fee is to be paid in full prior to the date of the permit. If a team is unable to use a field that was requested, it is the responsibility of that team to find another team that would be able to use the field on that date & time. Once this is final, the team that booked the field must notify Club by email, copying the coach that has agreed to use the field. This is very important as it ensures the permit is sent to the correct team. There will be NO REFUNDS processed for fields that were not cancelled in time or fields that were not used by the team. HERSHEY/ICELAND FIELDS Use of these facilities without written permission is prohibited. Team / Coaches failing to comply will be subjected to discipline or fines according to City By-laws. REP COACHES MEETING A team official must represent the team at ALL Rep Meetings. Attendance will be taken at all Dixie S.C. Rep Meetings. Any team not represented by a registered Team Official will be subject to $100.00 fine. This will be enforced and implemented immediately. Fines will be automatically deducted from the Team Bank Account. All funds collected from this discipline will be used for the Daniela Spagnuolo Foundation, to assist families to subsidize a portion of their registration. Revised February 2014 P a g e | 20 Representative Teams Coaches and Managers Manual REFEREE FEES In order to receive referee fees for league games and Ontario Cup games, Request for Referee Fees Outdoor, must be completed, signed by the Rep Director and must accompany league schedule and Ontario Cup Schedule and forwarded to the Club Treasurer. LTPD – LONG TERM PLAYER DEVELOPMENT Effective 2012 and mandated by the CSA, the ages from U8 to U12 will be run as Development League; meaning that there will be no standings or scores kept. Teams will play on Saturday mornings as part of Soccer Festivals hosted by various clubs. As per OSA, all clubs are to mandate their teams in these age groups to comply and participate. Furthermore, these teams are also mandated to participate in Dixie Soccer Club organized Development Camps. Closing Statement Dixie Soccer Club holds the rights to all teams. Team Head Coach and Team Officials are agents of Dixie Soccer Club. The Head Coach is ultimately responsible for all team affairs. Please follow the rules and regulations listed. Revised February 2014 P a g e | 21 Representative Teams Coaches and Managers Manual Player Equipment Policy Application of the CSA Guidelines in Ontario “A player must not use equipment or wear anything that is dangerous to himself or another player (including any type of Jewellery)” (Law 4). Introduction: This document clarifies the use of non-essential equipment that may or may not be worn by players for games under the jurisdiction of the Ontario Soccer Association. For games played outside of the OSA Rules and Regulations (e.g. USL, PDL, W League, Super Y) please consult the appropriate referee manual. JEWELLERY All items of jewellery (necklaces, rings, bracelets, earrings, leather bands, rubber bands etc.) are strictly forbidden and must be removed. Using tape to cover jewellery is not acceptable. Loose beaded hair is also not permitted unless tied back or covered by a net. Exceptions to this interpretation are: Smooth wedding bands, which, when the referee is convinced cannot be removed may be taped. (not the CSA position but understand in recreational soccer it would be accepted) Medic Alert Bracelets are allowed. Where possible they should be the soft Velcro style which does not present any danger. If the medical alert bracelet is the normal metal type it should be either covered by a sweat band or taped. If taped the taping should be such that the description of the medical problem is clearly visible. PROTECTIVE EQUIPMENT Modern protective equipment such as headgear, facemasks and knee and arm protectors made of soft, lightweight padded material are not considered dangerous and are therefore permitted. Hats: No hats are allowed on the field of play. Exceptions to this are: The goalkeeper may wear a hat, or An outfield player may be permitted for medical reasons on the presentation of a letter signed by a medical professional and validated by the District Association and a copy to the OSA. In this circumstance: a. the hat may not be a baseball cap, and Page 3 of 4 Revised – May 2009 b. If cap has a peak it must face forwards and have a soft peak, and c. contains no metal or plastic parts Bandanas: no bandanas are allowed. (This is not a CSA position but if you wish to keep it in then we would not object) Head protectors: Are allowed provided that its sole purpose is to protect the player physically and it poses no danger to the individual or any other player. They must be made of soft, lightweight padded material. Eyeglasses: are allowed if they are sports spectacles and are safe for the players themselves and for other players. Referees should show tolerance when authorizing their use, particularly for younger Revised February 2014 P a g e | 22 Representative Teams Coaches and Managers Manual players. Materials such as metal or glass are not acceptable. In recreational and house league games referees are expected to show common sense and allow spectacles as long as the basic principles of Law 4 are met. ORTHOPAEDIC SUPPORTS, E.G. KNEE BRACES FIFA Circular 863 states that the vast majority of commercially manufactured supports are safe to use. Knee and arm protectors made of soft, lightweight padded material are not considered dangerous. The major concern is not the ‘hardness’ of the equipment alone, rather than any part of it can cut or wound another player. Any support must be safe for all players, and adequately padded and covered if necessary. CASTS Hard plaster casts are considered to pose a danger to both the wearer and other players and are not permitted to be worn. The practice of padding a hard plaster cast does not reduce the element of danger. Players wearing a soft, lightweight, cast will be permitted to play if the cast does not present a danger to the individual or any other player. Any player who uses a cast to intimidate or injure an opponent shall be cautioned or sent off depending on the nature of the player’s action. PROSTHETICS A player wearing a prosthetic device should be allowed to play providing the basic principles of Law 4 are met. FOOTWEAR Referees are encouraged to incorporate a footwear inspection in the pre-match safety check of players’ equipment. - Poorly maintained studs or blades on the sole of the boot can constitute a danger. - When inspecting footwear, referees are to be alert to the possibility of the edge of the blades or studs developing rough areas on either the plastic or metal used in their construction. These burrs can become very sharp and have been the cause of lacerations to opponents. A referee who is concerned over the condition of blades or studs should refuse their use until such time as the unsafe condition has been removed. JERSEYS All jerseys must have sleeves. The players may not roll the sleeves up or tie them at the shoulder level. QUESTIONS The referee, Supervisor of Officials (if one has been appointed to the match/tournament) or Club Directors will make the final decision as to the acceptability of any non-basic item of equipment.
