The Voice Of
StillWaters
From the General Manager - Kevin Eason

Happy
Memorial
Day
Sunday, May 8th is Mother’s Day. There are several local unique gift shops in the
StillWaters area to purchase that special gift just for Mom or take her to one of the
local restaurants for that special Mother’s Day meal. Make sure you spend time with
your mother on Mother’s Day and there is not a better place than StillWaters.
Spring is a time when many property owners are returning to StillWaters getting the
“lake place” ready for the summer. Please remember to dispose of all yard debris
and unwanted items properly. Yard debris cannot be dumped in the vacant lot next
door or across the road. SWRA will remove bagged yard debris and unwanted nonhazardous items from your property for a fee of $50 per pick-up truck load. Contact
the SWRA office at 256-825-2990 for more information or to get on the removal
schedule.
Lake Martin is already at full pool and the boating traffic has increased. Please be
courteous of your neighbors by slowing down your boat when you leave and return
to your pier. Idle speed only within 100 feet of any pier or shoreline is a good rule of
thumb to follow. Slower speeds help reduce boat wake which can cause damage to
piers, other boats, and it helps reduce shoreline erosion.
The Health and Wellness Fair that was held at the StillWaters Welcome Centre and
sponsored by Lake Martin Community Hospital and Ivy Creek Healthcare was very
successful. A big thank you to Mike Bruce and his staff for all their hard work
making this a successful event. Look for more events at the Welcome Centre in the
near future.
SWRA has offered several seminars and informational opportunities to property
owners over the past year that have been well received by property owners. We
would like suggestions about additional topics for seminars that would be of interest
to StillWaters property owners. Please send an email to [email protected] if
you have a topic that interest you or an idea for a seminar you would like for SWRA
to offer.
Recently vandals painted graffiti on several street signs and guardrails in
StillWaters. This is not art work, this is damaging common area owned by all
StillWaters property owners. Please help us catch the person who has been painting
this unsightly graffiti on our property. If you see anyone defacing StillWaters
property please contact the Sheriff’s Department immediately at 256-825-4264 or
contact Kevin Eason at 334-740-8338. We need your help to stop this costly
damage. SWRA will prosecute anyone caught damaging StillWaters property to the
full extent of the law.
StillWaters is blessed to have many property owners that served in one of the
branches of the armed forces. This Memorial Day please thank a veteran for their
service to our great country, because of them we can enjoy freedoms that no other
country can even dream about.

Golf Carts / Motorized Vehicles:
There have been several near misses between golf carts and vehicles on StillWaters streets.
Most cases involve children driving carts (golf carts and all-terrain four wheelers), with
some incidents being at night with no lights on the cart.
Please remember that SWRA Policy is:
All motorized vehicles (golf carts, ATVs, etc.) operated on StillWaters roads and streets
must be operated by a licensed and insured driver as required by Alabama law.
Golf carts can be quite dangerous, especially when used on public roads. The SWRA Board recognizes the
inherent hazards of golf cart use in StillWaters and we hope to head off accidents with the promotion of common
sense operation and public awareness. Traffic counts inside StillWaters continue to increase. So let’s stay safe
by driving golf carts responsibly and by properly supervising our children & grandchildren!
Resurfacing of the StillWaters tennis courts
The StillWaters tennis courts located on StillWaters Drive will be resurfaced during the month
of May. The exact start date of the work will depend on weather conditions. The tennis courts
will be closed for approximately two weeks while the resurfacing work is performed. New
nets and a new bench are planned as part of the tennis court upgrades. SWRA apologizes for
any inconvenience while the work is being performed.

What is Memorial Day?
Memorial Day, originally called Decoration Day, is a day of remembrance for those who
have died in service of the United States. Over two dozen cities or towns claim to have
held the original Memorial Day observance. Waterloo, N.Y. was officially declared the
birthplace of Memorial Day by President Lyndon Johnson in May 1966.
Observance of Memorial Day was first proclaimed by General John Logan, national
commander of the Grand Army of the Republic, as a day to decorate the graves of service
men who died in defense of their country during the Civil War. General Logan referred to
this day as Decoration Day and originally set the date as May 30th because it was not the
anniversary of any particular battle. On the first Decoration Day 5,000 participants decorated the graves of 20,000
Union and Confederate soldiers buried at Arlington National Cemetery.
The first state to officially recognize the holiday was New York in 1873. By 1890 it was recognized by all of the
northern states that were in existence at the time of the Civil War. The southern states that existed during the Civil
War began recognizing the holiday after World War I when the holiday changed from honoring just those who
died fighting in the Civil War to honoring Americans who died fighting in all the wars and conflicts. A few
southern states recognize Memorial Day
In 1971 Congressed passed the National Holiday Act, declaring that Memorial Day would be a floating Federal
holiday celebrated on the fourth Monday of May. This ensured a three day Federal weekend.
To all veterans that risked their lives and to those who have lost loved ones in service to our great country,
Thank You for your service; our debt to you can never be repaid.
SWRA Fireworks Policy
With summer holidays coming up, please remember the SWRA policy concerning
“no fireworks” in StillWaters. The sheriff’s department enforces the policy. So please
read and heed. It was adopted with safety in mind. For the safety of home & boat
owners, and those living in wooded areas or around the golf courses, the SWRA Board
strongly supports the fireworks ban per the Code of Alabama. Please respect our policy
and support public safety.
“The SWRA Board adopted a policy to endorse, support and distribute to property owners the State of
Alabama Code concerning fireworks, which states that it is unlawful to explode fireworks within 600 feet
of a building. For the safety of home and boat owners and those living in wooded areas or around the
golf courses, the SWRA Board strongly supports the fireworks ban per the Code of Alabama. Please
respect our policy and support public safety. The Sheriff’s department is the proper enforcement
authority for fireworks violations, so please call them to report an incident.” 256-825-4264
Code of the State of Alabama – Section 8-17-222
 It shall be unlawful to offer for sale or to sell any fireworks to children under the age of 16 years unless
accompanied by an adult or to any intoxicated or irresponsible person.
 Any person purchasing fireworks shall be required to show a valid driver’s license or state approved
identification card.
 It shall be unlawful to explode or ignite fireworks within 600 feet of any church, hospital, asylum, public
school, any enclosed building, or within 200 feet or where fireworks are stored, sold, or offered for sale.
 No person shall ignite or discharge any permissible articles of fireworks within or throw the same
from a motor vehicle while within nor shall any person place or throw any ignited article of fireworks

THE COVENANT CORNER
At the SWRA office we hear more people comment on how beautiful and clean StillWaters is than anything else.
Most property owners do a very good job of keeping their property in good repair and free of trash. There are a
few that need a reminded from their neighbors to remove that pile of limbs from their front yard and a few that
require notification of a covenant violation before they will remove debris and trash.
All the covenants require each property owner to keep their property clean and in good repair. For properties
under the ’87 Covenants, Article III, Section 3.6 requires property owners to keep their property in good repair
including cutting the grass, pruning shrubbery, painting any buildings and any other external care required for the
property. The covenants do not address the interior of a building, only what is visible on the outside.
For properties under the ’71 Covenants and ’74 Amendments, Part I, Paragraph 7 and under the Provisions for
Villas, Item 9, requires property owners to keep their property in good repair and in a neat and attractive manner.
There are several other Articles, Sections, Paragraphs, etc… throughout all the Covenants that refer to keeping
your property neat, clean, attractive and in good repair.
Following the Covenants helps keep property values up and neighbors happy. Removing unsightly debris and
trash keeps StillWaters looking beautiful.
Vendors wanted for the StillWaters Family Festival July 2nd
SWRA is looking for a few good vendors for the Family Festival to be held on Saturday, July 2nd at Moonbrook
Park. There is a nominal vendor fee of $10 to help cover electrical cost. Vendors will be responsible for any set
up and removal of all their equipment, tables, etc.. All vendors are subject to SWRA approval and SWRA
reserves the right to refuse any vendor for any reason. This is a good opportunity for people who make and sell
children’s toys, jewelry, soap, jelly, pickles, or any type of family oriented craft.
Please contact Kevin Eason at 256-825-2990 or come by the SWRA office if you are interested in having a
vendor booth at the July 2nd Family Festival.
Stamp Out Hunger Food Drive
The Dadeville area Letter Carriers will be collecting non-perishable food items on Saturday,
May 14th. Please put peanut butter, rice, pasta, and/or canned items in a plastic bag and hang
it from your mailbox for the carriers to collect. They will take all the items to the Dadeville
Post Office where it will be sorted by Loaves and Fishes volunteers and distributed to our local families. All the items collected from Dadeville will be distributed in Dadeville. Loaves
and Fishes is a local service of the East Alabama Food Bank.
