Message from SWRA President
The most important single issue concerning StillWaters today is the Proposed Paving
Project. That project is to be funded by a 2007 Special Assessment for $500 to be voted
on by SWRA members by proxy or in person at a Special Meeting of the Members
October 27th. The Board has fully reviewed all options for maintaining the roads in the
future and highly recommends your vote to approve the Project and Assessment. The
approval would mean that ALL remaining unpaved roads in StillWaters would be paved
in phases as quickly as the weather and receipt of funds permit.
The Board and staff are working hard to explain the program to everyone in a series of
briefings held at the Executive Building. Many have attended and listened carefully.
Many have indicated they will vote to approve the project and some have indicated they
would not. Despite the fact that our maintenance fees are too low, some complained of
the cost even though it was to be spread over a year from the vote. Some complained
that a few roads had no buildings, and we have explained that those roads have lot
owners who pay maintenance fees. We on the Board have tried to explain why it is the
right thing to do.
But the best explanation of why this project should be approved came from a couple who
own a StillWaters lot but reside out of town. After they carefully reviewed the paving
program they sent us an email, a portion of which I quote verbatim:

“We don't always think of it this way but even the simple act of taking out the trash
for pickup on Tuesdays and Fridays is maintenance and will enhance the value of
our home over the long term. Can you imagine if we decided not to do so what our
home would turn into in a matter of months? Smelly, bug ridden, mold and mildew
infested to say the least....a health hazard, a fire hazard, a trauma of some sort
waiting to happen. We wouldn't dream of allowing that to happen. When we looked
at the paving project in Stillwater's, we said to ourselves, can we afford NOT to vote
"yes" for this project? In our case, even though our plan is to retire one
day and build on our property, we really consider ourselves investors. Residents,
who don't actually consider themselves investors, really should consider themselves
investors because they are not going to live forever and their property will either be
sold or occupied by another family member. Either way, making sure the roads
leading to their residences and amenities are easily accessible,
smooth and attractive is the responsibility of every resident/investor of Stillwater's
and will serve only to enhance the value of their residence for resale or future
occupation of other family members….”

It will explain the program again and contain a Proxy which you may use to vote by mail
if you cannot attend the meeting. The decision will be up to you---SWRA members.

Approval will result in an important upgrade of StillWaters as a whole and your property
individually. Finally it will protect our roads for many years.

FROM THE BOARD:
Assessment Proposed for Paving StillWaters
The Board approved a Special Meeting to be held on October 27th in order to hold a membership vote on an
assessment of $500 for 2007 for paving as recommended by the Board of Directors. More information is in this
newsletter and will also be mailed to every property owner.
Gate News
Gate attendant seminar was held on August 25th. Attendants were given an overview of the new manual
outlining responsibilities, guidelines, etc. Future seminars will be held as needed.
Total traffic count for August was 27,000, September traffic count 27,175
New cameras have been installed at both gates and the recording capability is good.
Gate Transmitters - These are available in the SWRA office. They come with a visor clip for ease of use.
The devices are $50 each. Until October 31st they continue to be discounted to $25 for property owners who
turn in an old windshield device or gate card at the time of purchase. After that date the cost will be $50. These
work great from a distance similar to the old windshield devices. This is a ONE TIME purchase and is
different than the annual access fee. Property owners are responsible for lost gate devices.
The Pineview Pool painting is completed. The remaining block work will be completed before winter. The
pool will be closed for the season on October 1st.
New Park benches and landscaping enhancements at the Moonbrook Park Playground have been completed.
The logo implementation is about 50% complete and the street signs will be replaced in cooler weather.
Proposed Sale of Oakwood Lake – Debbie Nigh distributed information about the cost of common property
and the letter from a prospective buyer for the purchase of Oakwood Lake. Board action was deferred for
further fact finding and studying. Debbie will notify the prospective buyer that a decision will be made later
this year.
Drainage—The SWRA Board of Directors approved the drainage work plan submitted by the Roads
Committee. Work scheduled includes 15 different sites throughout the community and ranges in scope from
cleaning, clearing and repairing existing drains to the more involved major reconstruction of drains that have
deep erosion and pose potential safety hazards. It is anticipated that this work will begin in late October. Total
funds allocated to these projects is $10,575.00. Also, in late October the water line cuts will be patched and
paved.

New Faces in New Spaces:
We are pleased to announce that we have "new faces in new spaces" at SWRA! As a result of some
restructuring of SWRA staff, rewriting of job descriptions and reallocation of daily responsibilities, we have
moved Susan Thames into the Community Administrator position, effective a few weeks ago. Additionally,
Lynne Glarrow will assume the duties as Office Manager at SWRA. This move has made SWRA stronger and
more efficient in many ways. We were so fortunate to have both of these ladies’ expertise available right here
within this community when we most needed a seamless transition! Lynne made it clear that she is a "team
player," and she will continue to be a tremendous asset to our community during an expected growth spurt over
the next several years. Finally, Susan has equally demonstrated her unique abilities to meet the unexpected
challenges that appeared during the past three months. We thank you both, Susan and Lynne, for making our
life easier and our business activities appear to run as smooth as silk!
To 1971 and 1974 Covenant Property Owners: We want each of you to be included and have the right to
participate in the vote on the Paving Project. To do so you must be under the 1987 Covenants. Please come
by the office to complete a subjection form. SWRA will pay the filing fee required by Tallapoosa County.

Many of you have noticed the new SWRA logo appearing in different areas of our community including
the road signs, our newsletter, and our gate attendant and staff apparel. We had requests from residents
to provide personalized apparel individually designed for the StillWaters Community. Lake Martin

samples in the Executive Office for you to come by and see or you can visit their website at

FACELIFT FOR THE EXECUTIVE CENTER
The Administrative Offices at the SWRA Executive Center are undergoing a much needed facelift to
enhance services, increase efficiency and improve confidentiality. If you have not visited the offices
recently, drop by and see how we have improved your facility.
A special thank you to Ralph Hutson, Jason Williams and their crews of Harbor Development, Tommy
Ciciola of Computer Basics, Margaret McCoy of McCoy Upholstery and Michael Carter of Southside
Collision for their donated time and efforts in this project. Residents Janie Merrifield and Thelma Pitts
continue to donate their time to help re-organize the file room. A special “hats-off” to our staff and
Board members for sacrificing their weekend on this project.

Who could ask for a better place to live than StillWaters, and “what a deal” financially speaking!
We are now at a crossroads in the history of this great community. Soon we will vote which will determine as to
whether we move Forward or Backward. Yes and Forward is My Vote!
For a person or family who is considering a community in which to live, the first impression comes from the
condition of the roads and streets. While excellent progress has been made of late, we still look ragged around the
“edges”.
There is so much to be gained by our YES vote on October 27th in support of paving the 12.71 miles of “ragged
edges”. Not only will our property values by enhanced but, the number of people buying and building here will
accelerate to new high levels. This creates a win-win situation for all involved. Additionally, more owners create
more income for our community to fund services and maintenance.
As concerned citizens of StillWaters, let’s all come together as a huge family in support of each other. We would
hope that all of us, regardless of the covenants we are under, will step up to the plate in Funding this one time
Paving Assessment to accomplish this critically important “face lift” to StillWaters.

NOTICE OF SPECIAL MEETING OF MEMBERS OF THE
STILLWATERS RESIDENTIAL ASSOCIATION
This is a Notice of a Special Meeting of Members of the StillWaters Residential Association
under the 1987 Covenants to be held October 27th 2007 at the Executive Center, SWRA office,
Dadeville, Alabama. The meeting will begin promptly at 10 am.
Members are being asked to consider and vote on a Board of Directors’ recommended 2007
Assessment of $500. The proceeds of this Assessment would be dedicated to paving all of the
remaining unpaved roads in StillWaters, some 12.71 miles of roads, including all neighborhood
roads, under a plan developed by the Roads Committee and approved and recommended by the
Board of Directors. The paving would be done in at least two phases during 2008 and 2009,
possibly three depending on how quickly the assessment funds are received.
To facilitate payment, the $500 Assessment would be payable in three installments. The
first installment of $100 would be due January 31, 2008 with annual maintenance fee; the second
installment of $200 would be due April 30th 2008; the third and final installment of $200 would be
due November 30th 2008. A special payment plan will be available for those property owners who
would experience a financial hardship. Of course one may make a single payment of $500 in
January 2008 and significantly reduce the bookkeeping.
Under the 1987 Covenants approval of this Assessment will require the vote of a majority of
the Members voting in person or by Proxy at this Special Meeting. You may vote in person at the
Meeting or by Proxy if you choose not to attend.
If you choose to vote by Proxy you must complete the Proxy and return it to the Secretary
of the StillWaters Residential Association. If mailed it must be sent to the Secretary of the
StillWaters Residential Association, 1816B StillWaters Drive, Dadeville, Alabama, 36853 and
postmarked not later than October 20th 2007. Otherwise it may be placed in the proxy box in the
SWRA office or returned at the meeting not later than October 27, 2007 at the end of the meeting.
Your Board of Directors endorses and highly recommends approval of this paving plan and
urges your vote to approve the Assessment. The results will be announced at the meeting or as
quickly thereafter as possible.

STILLWATERS PAVING PROGRAM
In order for our property values to increase, we must continue to maintain and do more things for the
StillWaters property owners. The past Boards, all volunteers, have done a terrific job in getting us to this
point.
The big question is do we want StillWaters to look like this?

The Road committee’s estimate to pave the rest of StillWaters is $905,000, which would include having to stretch paving phases into 2010. Approximately $144,000 of that would be Moonbrook Drive,
which would be last to be paved as the funds come in.
A list of the 12.71 miles of roads to be paved is enclosed (those roads not listed have been paved in the
last few years and do not presently need repaving). The proposed assessment, impact fees and regular
budget allotments will cover the cost of the paving. The paving would be in two to three years; depending on how quickly the money comes in. The roads without homes to be paved represent a small
percent of the program, only some $51,480. This would be their best chance to be paved.
We want everyone to participate. A special mailing is being sent to all owners under the 1971 and
1974 covenants to urge their full participation in the 2007 assessment.
WHY IS IT CRUCIAL TO DO IT NOW ?
Paving of main roads now should make them last at least 10 years and secondary roads at
least 15 years.
Many of the roads are cracked and water is deteriorating them so paving is needed to preserve them. Patching is more costly than paving, which is all that would be able to be done
under the normal budget.
Paving now will not only protect but also increase all owners’ property values, with or without
homes.
Cost of paving roads will continue to increase due to the fact that asphalt is tied to oil prices.

From the Covenants & Maintenance Manager
The swimming pool season officially ended on October 1st when the pool was closed. The pool will reopen on
May 1, 2008
.
The Moonbrook Park has new benches for parents to sit on while keeping an eye on their children playing on the
playground equipment. Check them out. We have also enhanced the area with stepping stones and containment
for the gravel in the play area.
The moratorium on enforcing the trailer parking rules is over effective October 1st. Please find a place to park
your trailers and boats out of sight in a designated area, i.e. your garage, carport, the SWRA boat storage lot or off
site.
On September 14th disaster hit at the exit to County Road 34. At around 6:30 in the morning the exit slide gate
was hit by a vehicle exiting StillWaters. The gate was heavily damaged and was removed and returned to the factory to be rebuilt. The person who hit the gate is responsible for all costs to replace the gate. Once again I plead
with you to go slow when going through the exit and entry gates and pay attention, don’t be talking to someone or
to someone on your cell phone. You might also smile when you pass through the gates because you are being
recorded by two high resolution cameras. The high expense of replacing the gate is not worth the seconds you
gain by speeding through or by just trying to beat the closing gate. The posted legal speed limit in the area of the
gates is 5MPH. This is also another case for speed bumps at all gates which you can expect to see if this abuse
continues.
The Architectural Review Committee is made up of 5 residents who have a desire to help keep StillWaters as
beautiful as it was intended to be. The ARC meets every Thursday at 8:30 AM to consider new building applications and other requests by residents and contractors and to review current projects already underway. There are
no particular qualifications other than a desire to serve the residents in StillWaters in a way that will assure that
the architectural guidelines in the covenants and the building application are followed. Frank Greer announced
his retirement from the ARC after a number of years of service. The ARC is happy to announce that Sylvia
Thatcher, a long time resident has been selected to fill Frank’s vacated position. Sylvia brings a lot of energy,
enthusiasm and ability to the ARC.
We have had several reports of gunshots being fired in StillWaters. Some were heard in the Harbor Point Condominium area. It is very dangerous to discharge a firearm in such a congested area. Please save your ammo for the
hunting season and then only in an area where it is safe to shoot.
Several residents have asked who is responsible for all of the damage done to our roads when the water authority
has to remove an area of the pavement to make a new connection or to repair a leak. When Walnut Hill Water
Authority damages the pavement when they make a repair to their water mains, they are responsible to properly
backfill the excavation and to place 6 inches of crusher-run aggregate to bring the excavated area back to the roadway elevation. They will continue to keep the excavation area up to grade with crusher-run until SWRA patches
the area with asphalt the following spring. The same is true when the pavement is damaged when a resident’s
new supply line is installed. Except in this case, the resident is billed for the asphalt patch. If you notice an area
of concern please contact me.

Neighborhood Council
September report
The Neighborhood Council met at a called meeting in order to hear a report, Road Paving Project, presented
to us by Board member, Cal Johnson.
Cal’s report.
1. Several dates were presented from which StillWaters property owners can attend meetings where the
project proposal will be discussed in detail.
2. Cal provided a financial review of SWRA operations since the auction and pointed out some of the financial difficulties encountered along the way.
3. The SWRA Board has been dealing with financial deficits for the past couple of years, but additional
income has resulted from certain actions such as transfer fees, impact fees, newsletter ads, building permit
fees, info box fees, gate access fees, and boat storage fees.
4. Annual expenses for calendar year 2007 are $662,000 with annual income from covenant charges totaling $569,000 which results in a $93,000 shortfall. The shortfall is expected to be covered by additional income. The SWRA Board expects to have a balanced budget at the end of 2007.
5. The Legal Expense Reserve Fund has a current balance of about $135,000.00.
6. Cal presented a Power Point presentation on the proposed assessment to complete the Road Paving Project in the StillWaters community.
7. Cost estimates for completing the paving is approximately $900,000. The annual budget generally allocates about $150,000 for road projects, therefore a special assessment.
8. The total assessment earmarked for the road paving project would be $500, and would be paid in installments with the final installment due by November 2008.
Approval for the project requires the majority vote of 1987 covenant holders in person or by proxy at the
special meeting on October 27th.

STILLWATERS VOLUNTEER FIRE & RESCUE
StillWaters Fire and Rescue recently received notice of re-certification from the State of Alabama
Health Department for another year (2008) of ambulance transport service. An application has to
be submitted each year. Our ambulance service continues to function due to the dedication of our
volunteers and paid paramedics. We are now offering paramedic coverage almost every hour of the
week due to the recent introduction of a “stand-by” paramedic program.
We welcome four new volunteer drivers to the department: Casey Farrington, Bob Hanby, Jason
Rawls and Sallie Mason. There is always room for additional volunteers, particularly those who
might train as an EMT-Basic. With Toni Koeppen graduating to the ranks of Paramedic, the
department now has only two active EMT’s – Lavaughn Johnson and Cindy Morgan. We are sorry
to lose the services of Ted Caudil as EMT. Ted has offered many many valuable hours of service to
the department and community, and we wish him nothing but the best.
The department will soon be receiving a variety of pediatric medical supplies and equipment
through a grant from the State Health Department.

Living Waters Church is having a Covered Dish Supper
October 8th at 6:30 P.M.
Thanks again for all of you who attended any of our services this summer - your presence means a lot.
We will be closed for services until our Sunrise Service on Easter Morning (06:30 a.m. Sunday, March
23, 2008 for those of you who like to plan ahead). Our 2008 summer season will begin Sunday May
26th.
We will have our annual meeting on Oct 8th at 6:30 p.m. in the basement of the SWRA Executive
Center. It will begin with a covered dish supper followed by a very brief business meeting, which is
required in our by-laws. Please bring a dish of your choice and join us for the fun, fellowship, and good
food.
Several people have given us ideas and suggestions to help make our services the best they can be. If
you have any comments, please come and pass them along - I promise we will listen. We are looking
forward to our 2008 schedule and hopefully a "full lake level" all summer long. Our Children's Church
continues to be very popular with those who have small children.

From the Red Tees
September 4th we played "Beat the Pro" and we were happy to have Nancy Gavin as the Pro. She played from
the "White Tees" and was able to beat 4 out of 12 lady golfers. She also treated us to her home baked brownies
and fudge -- hopefully we'll be able to have her play with us again. Winners in the 9-hole group were 1st Sharon
Van Parys and 2nd Carole Nichols.
September 11th we played "Low Net" and winners in the 1st flight were 1st Sharon Spencer and tied for 2nd
Mary Oakes and Carolyn Strother, and in the 2nd flight 1st Sandy Mathis, 2nd Lila Jo Edwards and 3rd Sherry
Weaver.
September 19th & 20th we held our Club Championship Tournament and the SWLGA 2007 Champion is SUE
FRIEND with a 2-day low gross of 163. Also winning in the 1st flight were 2nd low gross Sharon Spencer and
1st low net Ezell White. in the 2nd flight winners were 1st low gross Geneva Price and 1st low net Liz
Fiely. Closest to the pin winners were #3 Caroline Wodarsky, #8 Mary Oakes, #14 Carolyn Strother and #16 Geneva Price.
September 25th we played Team Play, 2 Best Balls and winners were 1st Sue Friend, Ezell White and Sandy
Mathis, and 2nd Mary Oakes, Carolyn Strother and Geneva Price. Winners in the 9-hole group were 1st Sharon
Van Parys and 2nd Carole Nichols -- Carole Nichols had a chip-in winning the chip-in pot.

We want each of you to be included and have the right to participate in the vote in this important issue. To do
so one must be under the 1987 Covenants.
For those under the 1971 Covenants who are only required to pay $100 per year in maintenance fees, by
subjecting your property to the 1987 Covenants there will be no increase in maintenance fees until the
property is transferred. 1974 and Water’s Edge Covenant owners already pay the same annual maintenance
fee as the 1987 Covenant owners. The only change for both would be in assessments as explained below.
The Board is asking you to subject your property to the 1987 Covenants. Although we know many of you
already voluntarily pay assessments we feel it of crucial importance that everyone is under the 1987
Covenants and be allowed to vote. You are advised that in doing so you will be subject to the assessment
provisions of the 1987 Covenants. This means the Board of Directors may vote for up to $100 per year
assessment without a vote of the owners. Any more than that requires a majority vote in person or by proxy
at a Special meeting.
You may obtain a Subjection Form at the SWRA office. 1816B StillWaters Drive, Dadeville, Alabama,
36853. SWRA will pay the filing fee required by Tallapoosa County. Do so before the October 27th meeting
and vote.

HOME HEALTH
Purpose:
To provide residential medical care designed to manage patient’s care at home
and to decrease hospitalization and avoid patient placement outside of the home.
The scope of services includes:
• Skilled Nursing to teach patient’s family how to manage medical conditions while
offering ongoing assessment of patient’s condition
• “On Call” nursing 24 hours a day
• Physical Therapy to maintain/improve patient’s mobility
• Occupational Therapy
• Speech Therapy
• Home Health Aid to assist with personal hygiene care and activities of Daily Living
• Payer sources: Medicare, Medicaid, Private Insurance, Self-Pay
Qualifier:
A skilled service must be ordered by the patient’s Physician.
Patient must be homebound.
Referrals:
A referral can be received by anyone. The patient’s Physician must sign the plan of care, certifying
that the patient is homebound. If you are leaving the hospital, ask your discharge planner or nurse
about what Home Health Services are available. They should provide a list of Home Care Agencies
serving your community.
