The second World Conference on Drowning Prevention was held in
Danang, Vietnam a week ago. The Governor General and the Chief Justice
of Australia were among the dignitaries, and there were 400 delegates from
50 countries including representatives from WHO, UNICEF, Safe Kids, etc.
Consultant surgeon Dr. Wijaya Godakumbura, who is well known for his burn prevention
activities, made a presentation entitled ‘Drowning in a developing country in Asia: Its nature and
the support that such countries need’. He concluded his talk with the following words:
“Those of us in Sri Lanka who are trying to prevent drowning would be grateful for any
assistance that could be given to us.”
Drowning is a major global health hazard; it is referred to as the ‘silent killer’ because quite often
the death occurs swiftly and silently. Over 90% of the deaths occur in developing countries where
natural bodies of water like wells, rivers, lakes and the sea account for the majority of the deaths,
whereas in developed countries it is children drowning in swimming pools.
What is tragic in these catastrophes is the fact that children and young adults are often the
victims. Another feature is that, as in road accidents, alcohol plays a significant role in drowning
among the youths in streams, lakes and the sea. Some die while trying to save a friend from
drowning.
People jump into the water on impulse without any knowledge of rescue techniques and one
death then becomes two or three!
In Sri Lanka, children drowning in unprotected wells and pits is not uncommon. According to
media reports, four children had fallen into unprotected wells in February 2010 and three of them
had died. Over 35,000 people died in the tsunami of 2004 and 30 in the floods of last January and
February.
It is now universally accepted that ‘swimming training’ prevents many of the drowning deaths.
Similarly, if people have a basic knowledge on resuscitation techniques – this could be done
through TV programmes – it could be very handy because the ‘kiss of life’ administered by
bystanders prior to the arrival of trained staff has saved many lives.
The above is done on a large scale even in some countries in our region like Bangladesh and
Vietnam. Swimming training is being done in Sri Lanka, but this activity needs to be promoted
along with demonstration of the ‘kiss of life’ on TV if we are too reduce the number drowning in
Sri Lanka appreciably, which now stands at around 1,100 per year or three every day.

Thirteen-year old Nguyen Van Qui is a member of a club in Cai Lay District, Tien Giang
Province, supported by Save the Children, and is learning what to do before, during and after
a flood or a storm. He and his fellow trainees are then encouraged to pass their knowledge
and skills on to schoolmates and family members.

“We try to emphasize that children can do a lot of work and have the right to do some
leading. At the beginning they said: ‘They’re children. How do they know?’” Gia said, but
people have since come around.
The province was badly flooded in 2000, and 45 people died, nearly all of them children.
“There was water everywhere. We didn’t have the [swimming] programme, and mostly
children drowned,” said Dang Van Hung, the provincial official responsible for primary
schools. “It would have changed a lot.”
According to a joint World Health Organization/UN Children’s Fund report entitled World
Report on Child Injury Prevention, most drowning deaths in low- and middle-income
countries happen during daily activities – playing, washing, collecting water, or even crossing
water to reach school.

flood meetings, people were busy. Now children study the safety recommendations and talk
with their parents,” said Ly Thi Truc Phuong, who teaches children’s flood safety at a primary
school. The project is supported by the Bangkok-based Asia Disaster Preparedness Center
(ADPC).
Students are taught boat safety, and how to move their families to mezzanine level, or to
securely tie their wood or thatch homes to the ground. They are advised to boil or strain
drinking water, keep food dry, and avoid throwing rubbish into the water.
“We know we have to prepare food, medicine, take care of the house and prepare the boat,”
said 12-year-old Dang Vi Khanh, who is part of the ADPC programme.
The APDC and Save the Children programmes are still in their pilot phases, but wider
implementation in schools is the goal. “This is the pilot phase. If it works well, the education
department will implement it,” Hung said.
UNICEF is planning in the few months to meet local leaders from 15 provinces with the
highest rates of child drowning to discuss solutions to this issue.

Thirteen-year old Nguyen Van Qui is a member of a club in Cai Lay District, Tien
Giang Province, supported by Save the Children, and is learning what to do before,
during and after a flood or a storm. He and his fellow trainees are then encouraged to
pass their knowledge and skills on to schoolmates and family members.
Nguyen Van Gia, head of disaster management at Save the Children, told IRIN from
Hanoi the club was breaking new ground.

“We try to emphasize that children can do a lot of work and have the right to do
some leading. At the beginning they said: ‘They’re children. How do they know?’” Gia
said, but people have since come around.
The province was badly flooded in 2000, and 45 people died, nearly all of them
children.
“There was water everywhere. We didn’t have the [swimming] programme, and
mostly children drowned,” said Dang Van Hung, the provincial official responsible
for primary schools. “It would have changed a lot.”

World Report on Child Injury Prevention, most drowning deaths in low- and middleincome countries happen during daily activities - playing, washing, collecting water,
or even crossing water to reach school.

“Newspapers didn’t work, and the local
government didn’t talk with schools. When they held flood meetings, people were
busy. Now children study the safety recommendations and talk with their parents,”
said Ly Thi Truc Phuong, who teaches children’s flood safety at a primary school. The
project is supported by the Bangkok-based Asia Disaster Preparedness Center
(ADPC).
Students are taught boat safety, and how to move their families to mezzanine level,
or to securely tie their wood or thatch homes to the ground. They are advised to boil
or strain drinking water, keep food dry, and avoid throwing rubbish into the water.

The Royal Life-Saving Society of Australia is creating
swimming ponds in Bangladesh and portable pools Vietnam to
promote water safety skills.
It is just one of the groups leading the way at the World
Conference on Drowning Prevention, currently underway in
Vietnam, to tackle Asia's biggest child killer.
The president of the International Lifesaving Federation, Pete
Peterson, says 80 per cent of the world's children are in Asia
and the number of deaths due to drowning in each year is
shocking.
"In Asia alone, there is more than 300,000 people who drown
and the majority of them would be children," he told Radio
Australia's Connect Asia program.
Dr Nguyen Trong An, deputy director of childcare and
protection, Ministry of Social Affairs, says the Vietnamese
Government is working hard to establish swimming programs
and drowning prevention initiatitives.

killer of children post-infancy in many nations,” said Dr Steve Beerman, President of the International Life Saving
Federation (ILS).
Dr Michael Linnan, Technical Director for TASC: “Drowning kills more children than tuberculosis, more than HIV,
more than malaria, and more than tetanus, whooping cough and polio combined,” he said at the conference today.

Drowning deaths climb dramatically from less that 20 per 100,000 for infants to over 100 deaths per 100,000 for
children aged 1-2 across Asia and remains significantly high for children into their teenage years.
The study shows a lack of adult supervision is the main contributing factor for children aged 1-4. CIPRB, TASC and
Royal Life Saving Society – Australia, developed a community creche programme (Anchal) to provide children with
a safe environment during the busiest times for parents.
Research shows that the Anchal programme had a fourfold reduction in child drowning rates compared to children
who did not attend Anchal.
For children aged 5-12 years, the SwimSafe programme teaches swimming and water skills and has a five-fold
reduction in child drowning rates compared to children who did not attend SwimSafe.

The World Conference on Drowning Prevention (WCDP 2011) finishes on Friday
at Furama Resort in Danang City.
Over 400 leading experts in drowning research, drowning prevention and life-saving
have shared their knowledge and experience with Vietnamese authorities.
“To some low and average income countries, drowning will be a very big obstacle.
Our target is to reduce the number of child drownings in these countries,” said PhD.
Steve Beerman, chairman of the International Life Saving Federation, at the event.
“The main reason of children’s deaths is that they are not equipped with the
necessary knowledge on drowning prevention,” Beerman added.
Drowning is one of the four main causes of children’s deaths in many countries,
especially in Asia. Around 300,000 children drown every year.
WCDP 2011 was organized by the Royal Life Saving Society-Australia (RLSSA), the
Alliance of Safe Children (TASC), the Ministry of Labor, War Invalids and Social
Affairs and the Foreign Affairs Department of Danang City. Australian GovernorGeneral Quentin Bryce and her husband also participated.

According to Dr. Steve Beerman, ILS President, drowning will be an obstacle for some low and middle income
countries in achieving the fourth goal of the UN Millennium Development Goals, which requested a reduction in
child mortality rates due to drowning by 2015.

Experts examine Asia's child drowning epidemic
DA NANG — More than 400 experts from 50 countries met at a conference in Da Nang yesterday to
discuss measures to tackle "an epidemic" of child drownings in Asia.
The delegates represented non-government organisations from the development sector, lifesaving
organisations and government departments.
Research shows about 300,000 children drown in Asia every year, one child every 45 seconds during
daylight hours.
It also shows that drowning is the leading cause of death for children aged 1-4 in many Asian countries
and a significant cause of death for those aged 5-17.
Most drownings happen in rural areas due to the predominance of naturally occurring water bodies,
agricultural related activities and people's everyday interactions with water.
More than 96 per cent of drowning deaths occur in low- and middle-income countries and the drowning
rate in Asia is about 20 times higher than that in developed nations.

A press release yesterday said drowning ratios had reduced significantly in high-income countries over the

But drowning still remained a major cause of deaths of children aged 1-4 in Australia, the US and the
European Union, it said.
Viet Nam's Deputy Minister of Labour, Invalids and Social Affairs Doan Mau Diep said the nation was still
suffering immeasurable losses from drowning and the ministry would continue to make drowning
prevention a priority.

Viet Nam hosts largest world conference on drowning prevention

Ha Noi, 11 May 2011 – The Government of Viet Nam is hosting an important conference on
drowning prevention this week. With the participation of 450 delegates from 52 countries, this is
the largest gathering to date of this conference, which is convened every two years. This is also
the first time that the conference is being held in a middle-income country, where the burden of
drowning is greatest.
Globally, WHO estimates that 388,000 people fatally drown each year and this is considered to
be an underestimation.
In Viet Nam, the Ministry of Health reported that 6,153 people drowned in 2008, making it the
second leading cause of injury and death after road traffic injuries. Of these deaths, 57 percent
were children and adolescents aged 0-19 years.
"Behind these numbers there are many faces and each one tells a tragic story," said Ms
Lotta Sylwander, UNICEF Representative in Viet Nam, in her opening address at the
conference. To highlight the importance of drowning and its prevention in Viet Nam, WHO and UNICEF
have facilitated the development of a programme in the conference agenda where local issues
and key findings from Viet Nam can be presented to international colleagues.
"Viet Nam has had a long focus and already achieved much in drowning prevention," said Dr
Graham Harrison, WHO Representative in Viet Nam. "But there is still more that can be done,
particularly in adapting and implementing the further good practice examples from other
countries, many of which will be presented at this conference."
"Strong inter-sectoral coordination and clear guidance at national and local levels on preventing
child drowning are of great importance to create a safe environment for our children to live and
develop," said Mr Doan Mau Diep, Vice Minister of MOLISA.

nước hàng năm. Và 96% nạn đuối nước xảy ra tại hầu hết các khu vực giếng

nước, kênh thủy lợi, ao mương… ở các nước thu nhập thấp và trung bình.
Trước những nguy cơ này, Việt Nam đã thành lập liên đoàn phòng chống đuối
nước và đã chỉ ra 15 tỉnh, thành có tỷ lệ nạn đuối nước cao. Trong đó, khu vực
miền Trung Việt Nam (trong đó có Đà Nẵng), có khoảng 10 trẻ em chết đuối mỗi
ngày.
Theo tiến sỹ Steve Beerman, Chủ tịch Hội cứu trợ quốc tế (ILS), mục tiêu của
Hội là giảm thiểu nạn đuối nước trẻ em ở những nước có thu nhập thấp.
Hội nghị sẽ diễn ra từ ngày 10/5 và kết thúc vào ngày 13/5, tại Khách sạn
Furama Đà Nẵng.

DA NANG, TUESDAY: Over 400 experts from 50 countries have joined together to tackle
the epidemic of child drowning in Asia where it is believed that approximately 300,000
children drown every year.
Research shows drowning as the
leading cause of death for children
aged 1-4 in many Asian countries and
a significant cause of death for
children aged 5-17.
The 400 plus delegates have come to
present and share valuable research at
the World Conference on Drowning
Prevention which was officially opened
in Da Nang, Vietnam today.
The conference is committed to building
a global platform to reduce drowning
with a specific focus on low and middle
income countries where drowning
occurs mostly through everyday activities and not through recreation as is common in high
income countries.
The delegates represent NGOs from the development sector, life saving organisations,
and government departments.
International Life Saving Federation (ILS) President, Dr Steve Beerman, opened the conference
saying: "Without the support and engagement of our collaborative partners in government,
health, child survival and social affairs, the new drowning prevention initiatives would not
be possible in Vietnam or other nations."
The conference has attracted the support of international dignitaries including Her
Excellency, Ms Quentin Bryce AC, Governor-General of the Commonwealth of Australia and
Mr Doan Mau Diep, Deputy Minister for the Government of Vietnam's Ministry of Labour,
Invalids and Social Affairs (MoLISA), both of whom spoke at the opening ceremony.
Other dignitaries included the Hon Chief Justice Terrence Higgins AO, President of the Royal
Life Saving Society ?Australia, presenters of the conference; Dr Phung Tan Viet, ViceChairman of the Da Nang People's Committee; Ms Lotta Sylwander, the United Nations
Vietnam representative; and Douglas 'Pete' Peterson, President of The Alliance of Safe
Children (TASC).
MoLISA's Dr Nguyen Trong An presented at the first plenary session of the conference
discussing the cross-sectoral approach and the role of MoLISA in drowning prevention in
Vietnam.
Dr Nguyen stated that drowning is responsible for approximately 50 per cent of injury
related mortality for children and adolescents aged 0-19 in Vietnam and said that since 2009,
MoLISA has taken a lead role in drowning interventions and will continue to make drowning
a priority of child injury prevention over the coming years.
The conference has been organised by ILS members Royal Life Saving Society - Australia
and The Alliance for Safe Children (TASC).
The World Conference on Drowning Prevention will run from 10 May 2011.

Beerman, Chủ tịch ISLF, nói rằng văn hóa an
toàn vừa trỗi dậy đang góp phần ngăn ngừa nạn
chết đuối ở Việt Nam, nơi có tỉ lệ trẻ em tử vong
vì đuối nước cao nhất thế giới.
Ông Beerman cho biết tỉ lệ trẻ em tử vong vì đuối
nước ở Việt Nam cao gấp đôi hoặc gấp ba tỉ lệ
bình quân của thế giới.

Cần nhất là phải xây thêm cầu nối qua những con sông nhỏ đến các trường
học. Các quan lớn thay vì bỏ tiền xây nhà mua biệt thự hoặc sân goft thi bớt
chút tiền xây sửa cầu để các em không phải lội nước đi học hoặc ngồi trên
những chiếc ghe nhỏ xíu rất nguy hiển trong vùng sông nước. Cung cấp

Trẻ em đi học nhiều nơi phải lội suối, vượt sông do không có cầu. Nhà
trường thì nhồi nhét nặng nề những kiến thức đâu đâu, không hề có dạy bơi

Dự phiên khai mạc có Toàn quyền Ôxtrâylia Quentin Bryce và Phu quân;
lãnh đạo Bộ Lao động - Thương binh và Xã hội; lãnh đạo thành phố Đà
Nẵng và 400 đại biểu đến từ hơn 50 quốc gia.
Phát biểu tại phiên khai mạc, Toàn quyền Ôxtrâylia Quentin Bryce khẳng
định, không có thách thức con người nào to lớn hơn là cần phải phòng ngừa
những cái chết vô nghĩa ở trẻ em, đặc biệt là bắt nguồn từ đuối nước. Thời
gian qua, Việt Nam đã có những hành động hiệu quả trong việc đối phó với
tình trạng này. Toàn quyền Ôxtrâylia hoan nghênh các tổ chức đã tổ chức
hội nghị này, đây sẽ là nơi tụ họp các chuyên gia hàng đầu thế giới về
phòng ngừa đuối nước và sẽ có những tham khảo, những biện pháp mới về
việc phòng ngừa, cứu hộ và giảm thiểu các rủi ro về đuối nước.
Hội nghị Thế giới về phòng chống đuối nước 2011 được tổ chức nhằm kêu
gọi toàn cầu chung tay ngăn chặn nạn đuối nước đáng báo động tại châu Á.

Tại Hội nghị, các kết quả thống kê do Ban tổ chức công bố cho thấy, nạn đuối nước là 1 trong 4 ng
nhân gây tử vong hàng đầu cho trẻ em nhiều quốc gia, nhất là tại các nước thu nhập thấp và trung bì
Châu Á (ước tính mỗi năm có khoảng 300.000 trẻ bị tử vong do nạn đuối nước).
Nguyên nhân chính của đuối nước, theo Tiến sỹ Steve Beerman – Chủ tịch Hội cứu trợ quốc tế (ILS) l
trẻ em chưa được trang bị về những kỹ năng cơ bản của việc phòng tránh đuối nước.
Qua trao đổi, thảo luận, nhiều đại biểu thống nhất với quan điểm: Việc giúp đỡ cho các gia đình tran
kiến thức, phương tiện để giám sát an toàn cho trẻ em, tạo những khu vực an toàn cho cộng đồng nơ
những bà mẹ có thể để con vui chơi trong lúc bận rộn là những cách đơn giản, chi phí thấp mà hiệu
cao nhằm giảm thiểu nạn đuối nước ở trẻ.
Theo chương trình, Hội nghị sẽ kết thúc vào ngày 13/5./.

50 countries commit to child drowning

DA NANG, Vietnam - Over 400 experts from 50 countries have joined together to tackle the epidemic of child
drowning in Asia where it is believed that approximately 300,000 children drown every year.
Research shows drowning as the leading cause of death for children aged 1-4 in many Asian countries and a
significant cause of death for children aged 5-17.
The 400 plus delegates have come to present and share valuable research at the World Conference on Drowning
Prevention which was officially opened in Da Nang, Vietnam today.
The conference is committed to building a global platform to reduce drowning with a specific focus on low and
middle income countries where drowning occurs mostly through everyday activities and not through recreation as
is common in high income countries.
The delegates represent NGOs from the development sector, life saving organisations, and government
departments.
International Life Saving Federation (ILS) President, Dr Steve Beerman, opened the conference saying: "Without
the support and engagement of our collaborative partners in government, health, child survival and social affairs,
the new drowning prevention initiatives would not be possible in Vietnam or other nations."

The conference has attracted the support of international dignitaries including Her Excellency, Ms Quentin Bryce
AC, Governor-General of the Commonwealth of Australia and Mr Doan Mau Diep, Deputy Minister for the
Government of Vietnam's Ministry of Labour, Invalids and Social Affairs (MoLISA), both of whom spoke at the
opening ceremony.

Dr Nguyen stated that drowning is responsible for approximately 50 per cent of injury related mortality for
children and adolescents aged 0-19 in Vietnam and said that since 2009, MoLISA has taken a lead role in
drowning interventions and will continue to make drowning a priority of child injury prevention over the coming
years.
The conference has been organised by ILS members Royal Life Saving Society - Australia and The Alliance for
Safe Children (TASC).

Hơn 6.000 trẻ em Việt Nam tử vong do đuối nước mỗi
năm
(Dân trí) - Đó là số liệu do ông Nguyễn Hải Hữu, Cục trưởng Cục bảo
vệ chăm sóc trẻ em, Bộ Lao động- Thương binh và xã hội thông tin tại
Hội nghị Thế giới về phòng chống đuối nước vừa khai mạc tại Đà Nẵng
vào chiều 10/5.
Hội nghị do Tổ chức Cứu trợ Hoàng gia Úc (ILS), Liên minh Vì an
toàn trẻ em (TASC) tổ chức với sự tham gia của hơn 400 đại biểu đến
từ 50 nước trên thế giới. Đặc biệt, có sự tham dự của bà Quentin
Bryee- Toàn quyền Úc trong khuôn khổ chuyến thăm Việt Nam theo
lời mới của Chủ tịch nước Nguyễn Minh Triết và phu nhân.

Cũng tại Hội nghị, Tiến sĩ Steve Beerman, Chủ tịch Hội Cứu trợ quốc
tế đưa ra kết quả nghiên cứu ước tính mỗi năm có 300.000 trẻ em ở
Châu Á tử vong do đuối nước; trong đó, 96% các trường hợp xảy ra ở
các nước có thu nhập thấp và trung bình. Ông nhận định: “Ở các nước
có thu nhập thấp và trung bình, nạn đuối nước là cản trở lớn để đạt
được một trong những mục tiêu phát triển thiên niên kỷ của Liên Hiệp
Quốc đến năm 2015 là giảm tỷ lệ trẻ em tử vong do đuối nước”.

trung bình
Và mục tiêu đặt ra tại Hội nghị, theo ông Pete Peterson, Chủ tịch Liên
minh Vì an toàn trẻ em, là qua các kết quả nghiên cứu và kinh nghiệm
được trình bày tại Hội nghị, mục tiêu giảm thiểu tỷ lệ tử vong do đuối
nước, đặc biệt tại các nước đang phát triển, không chỉ là những nghiên
cứu giải pháp về mặt lý thuyết, mà mang đến những hiệu quả khả
quan trong thực tế.
Riêng tại Việt Nam, hơn 6.000 trẻ em tử vong do đuối nước hàng
năm, chiếm gần 1/2 trẻ em tử vong do tai nạn thương tích trên cả
nước. Ông Nguyễn Hải Hữu, Cục trưởng Cục bảo vệ trẻ em, Bộ LĐTB-XH cho đây là một thống kê đầy cảnh báo.
Chia sẻ tại Hội nghị, ông Phùng Tấn Viết, Phó Chủ tịch UBND TP. Đà
Nẵng cho biết: “Với địa hình ven biển, Đà Nẵng đã sớm lưu tâm nguy
cơ tử vong do đuối nước, đặc biệt ở trẻ em, và quan tâm đầu tư các
Dự án nhằm mục tiêu giảm thiểu nguy cơ này. Trong đó, có Dự án
Bơi an toàn đã thu hút 5.000 trẻ em trên địa bàn TP. tham gia các lớp
học bơi an toàn, sơ cấp cứu trong tình huống xảy ra trường hợp đuối
nước. Kết quả khả quan được ghi nhận qua số trẻ em tử vong do đuối
nước đã giảm hẳn trong các năm qua”.
Hội nghị tiếp tục diễn ra tại Đà Nẵng đến hết ngày 13/5.

Hội nghị do Liên minh Vì an toàn trẻ em (TASC), Hội cứu trợ Hoàng gia Úc, Hội cứu trợ quốc tế
(ILS) cùng các đơn vị liên quan phối hợp tổ chức tại Đà Nẵng ngày 10/5.
Hội nghị thu hút hơn 400 lãnh đạo chuyên trách về các lĩnh cực nghiên cứu đuối nước, phòng
chống cứu nạn, cứu người, thiên tai, phát triển thể dục thể thao… đến từ 50 quốc gia trên thế giới
và vinh dự đón bà Quentin Bryce – Toàn quyền Australia.

Theo nghiên cứu cho thấy, đuối nước là 1 trong 4 nguyên nhân gây tử vong hàng đầu cho trẻ em
tại nhiều quốc gia châu Á. Ước tính mỗi năm tại khu vực này có khoảng 300.000 trẻ thương vong.
96% tai nạn xảy ra ở các nước có thu nhập thấp và trung bình, nơi tình trạng an toàn cho trẻ em
không được quan tâm đúng mức.
Tại các nước có thu nhập cao như châu Âu, Mỹ, Úc, đuối nước vẫn còn là nguyên nhân hàng đầu
gây tử vong ở trẻ từ 1 – 4 tuổi.

Nằm trong vùng nhiệt đới gió mùa, gần trung tâm bão của Tây Thái Bình Dương và do vị trí địa lý,
khí hậu Việt Nam dễ dẫn đến các biến thể khí tượng thuỷ văn. Bên cạnh đó, với địa hình phức
tạp, toàn quốc có 2.860 con sông nhỏ và lớn với lưu lượng tổng cộng khoảng 867 tỷ m3/năm.
Theo ông Nguyễn Hải Hữu – Cục trưởng cục bảo vệ chăm sóc trẻ em Bộ Lao động, Thương binh
và Xã hội, tại Việt Nam, hàng năm có hơn 6.000 trường hợp trẻ em tử vong do đuối nước, trong
đó đa phần là trẻ có độ tuổi dưới 16, chiếm ½ số trẻ tử vong do tai nạn thương tích. Nguyên nhân
gây nên những mất mát thương tâm do các quy định về an toàn chưa chặt chẽ, kinh phí về phòng
chống tai nạn đuối nước rất thấp …

Chính phủ Việt Nam và nhiều tổ chức phi chính phủ đã đưa ra các Dự án, chương trình nhằm nỗ
lực từng bước hạn chế tai nạn thương tích và tử vong vì đuối nước. Việt Nam cũng đã chủ động
thành lập liên đoàn phòng chống đuối nước Việt Nam.
Theo ông Phùng Tấn Viết – Phó Chủ tịch UBND thành phố Đà Nẵng, vấn đề an toàn đuối nước
cho trẻ em là một vấn đề quan trọng luôn được thành phố quan tâm. Đà Nẵng đã xây dựng dự án
Bơi an toàn cho 5 ngàn học sinh trên địa bàn và đã hạn chế được tình trạng đuối nước ở thành
phố ven biển này.
Theo tiến sĩ Beerman, “đuối nước là một vấn đề mang tính toàn cầu. Với các kết quả thu được
sau hội nghị này, chúng ta sẽ có sự ủng hộ lớn từ quốc tế để phòng chống đuối nước từ sự hợp
tác từ nhiều ban ngành, tổ chức, các nhà nghiên cứu và các nhà hoạch định chính sách nhằm tạo
ra những hành động thiết thực trong cộng đồng. Bằng cách tăng cường năng lực phòng chống
đuối nước từ cộng đồng, hàng trăm nghìn người sẽ được cứu khỏi chết đuối trong thời gian tới.
Hãy chung tay góp sức vì sự an toàn cho trẻ em.”
Hội nghị sẽ kết thúc vào ngày 13/5.

Theo thống kê, 96% nạn đuối nước xảy ra ở các nước thu nhập thấp và
trung bình, chủ yếu là ở châu Á và châu Phi. Riêng tại châu Á, đuối nước
là một trong 4 nguyên nhân chính gây tử vong hàng đầu cho trẻ em với
trung bình 300.000 trẻ chết đuối/năm. Ông Nguyễn Hải Hữu-Cục trưởng
Cục Bảo vệ Chăm sóc Trẻ em (Bộ LĐTB-XH) cho biết: Tại Việt Nam,
hàng năm có hơn 6.000 trường hợp trẻ em tử vong do đuối nước, trong
đó đa phần là trẻ có độ tuổi dưới 16, chiếm 1/2 số trẻ tử vong do tai nạn
thương tích. Nguyên nhân gây nên những mất mát thương tâm do các
quy định về an toàn chưa chặt chẽ, kinh phí về phòng chống tai nạn đuối
nước rất thấp…

The WCDP 2011 is being held to call upon people around
the globe to join hands to prevent the alarming drowning
situation in Asia .
Following the conference in Portugal in 2007, which
touched upon the increasing rate of drowning in children
among low and middle income countries, the International
Life Saving Federation (ILS) organised WCDP 2011 to
implement commitments on drowning prevention.
According to Dr. Steve Beerman, ILS President, drowning will be an obstacle for some low and middle income
countries in achieving the fourth goal of the UN Millennium Development Goals, which requested a reduction in child
mortality rates due to drowning by 2015.
Vietnam has set up a drowning prevention federation and located offices in 15 cities and provinces with a high rate of
drownings.
The Australia Agency for International Development (AUSAID) and Australian embassy in Vietnam encouraged
initiatives to raise awareness and promote cooperation as well as supporting a drowning prevention strategy through
the SwimSafe programme in Da Nang city.
According to studies, drowning is one of the top four reasons for child fatalities in Asia .
It is estimated that 300,000 children die of drowning in the Asia Pacific region every year.
Worldwide, 96 percent of drownings happen in low and middle-income countries, mainly in Asia and Africa .
Drowning is also one of the main reasons for death among children between 1-4 years of age in high income countries
such as Australia and the US , and in Europe .
The conference will last until May 13./.

Hội nghị Thế giới về phòng chống đuối nước 2011 (WCDP2011) đã chính thức khai mạc chiều 10/5 tại Đà Nẵng.
Hội nghị do Hiệp hội Cứu nạn Hoàng gia Australia; tổ chức Liên minh vì an toàn của Trẻ em (TASC, Hoa Kỳ); Bộ Lao động-Thương binh và Xã hội Việt Nam và Sở Ngoại
vụ Đà Nẵng phối hợp tổ chức.
Toàn quyền Australia Quentin Bryee và phu quân; lãnh đạo Bộ Lao động-Thương binh và Xã hội; lãnh đạo thành phố Đà Nẵng và 400 đại biểu đến từ hơn 50 quốc gia đã
tham dự phiên khai mạc.
Phát biểu tại phiên khai mạc, Toàn quyền Australia Quentin Bryee khẳng định không có thách thức con người nào to lớn hơn là cần phải phòng ngừa những cái chết vô
nghĩa ở trẻ em đặc biệt là bắt nguồn từ đuối nước.
Thời gian qua, Việt Nam đã có những hành động hiệu quả trong việc đối phó với tình trạng này.
Toàn quyền Australia hoan nghênh việc tổ chức hội nghị này và cho rằng đây sẽ là nơi tụ họp các chuyên gia hàng đầu thế giới về phòng ngừa đuối nước và sẽ có những
tham khảo, những biện pháp mới về việc phòng ngừa, cứu hộ và giảm thiểu các rủi ro về đuối nước.
Hội nghị Thế giới về phòng chống đuối nước 2011 được tổ chức nhằm kêu gọi toàn cầu chung tay ngăn chặn nạn đuối nước đáng báo động tại châu Á. Tiếp theo Hội
nghị quốc tế về an toàn dưới nước tổ chức ở Bồ Đào Nha năm 2007, nơi mà nạn đuối nước trẻ em ở các nước thu nhập thấp và trung bình gia tăng đã được đề cập, Hội
cứu trợ quốc tế (ILC) đã tiếp tục hội nghị quốc tế lần này để thực hiện lời cam kết quyết tâm phòng chống đuối nước.
Nghiên cứu cho thấy nạn đuối nước là một trong bốn nguyên nhân gây tử vong hàng đầu cho trẻ em tại nhiều quốc gia châu Á và ước tính có 300.000 trẻ em bị chết
đuối ở châu Á hàng năm. 96% nạn đuối nước xảy ra ở các nước thu nhập thấp và trung bình, chủ yếu là ở châu Á và châu Phi.
Không như ở những nước có thu nhập cao, nơi đuối nước xảy ra tại các khu vực có hoạt động giải trí, tại các nước thu nhập thấp và trung bình, nạn đuối nước hầu hết
bắt nguồn từ các hoạt động hằng ngày tại các giếng, các kênh thủy lợi, ao, mương...
Ở nước thu nhập cao, các chiến dịch giáo dục cộng đồng và phối hợp đa ngành mạnh mẽ đã dẫn đến sự phát triển của luật pháp với các quy định bảo vệ cộng đồng
khỏi nguy cơ chết đuối. Kết quả là, tỷ lệ chết do nạn đuối nước, đặc biệt là ở trẻ em, đã được giảm đáng kể trong suốt thế kỷ qua. Tuy nhiên, nạn đuối nước vẫn còn là
một nguyên nhân hàng đầu gây tử vong ở trẻ em từ 1-4 tuổi nhiều nước có thu nhập cao như Australia, Mỹ và khắp châu Âu.
Theo tiến sỹ Steve Beerman, Chủ tịch Hội cứu trợ quốc tế, đối với một số nước có thu nhập thấp và trung bình, nạn đuối nước sẽ là một cản trở lớn để đạt được mục
tiếu thứ tư trong Các mục tiêu phát triển của thiên niên kỷ do Liên hợp quốc đề ra. Việt Nam đã chủ động thành lập liên đoàn phòng chống đuối nước và đã chỉ ra 15
tỉnh, thành có tỷ lệ nạn đuối nước cao.
Hội nghị kết thúc ngày 13/5./.

The 400 plus delegates have come to present and share valuable research at
the World Conference on Drowning Prevention which was officially opened in Da
Nang, Vietnam today.
The conference is committed to building a global platform to reduce
drowning with a specific focus on low and middle income countries where

reducing child drowning in low and middle income countries, the International Drowning Research Centre – Bangladesh
(IDRC-B) will soon attend the World Conference on Drowning Prevention in Danang, Vietnam.

The four-day conference will bring together 400 of the world's leaders in drowning research, prevention, rescue,
lifesaving, disasters, and sport development to focus discussions on the global burden of drowning, with a specific
emphasis on the epidemic of drowning deaths in low and middle income countries.
The IDRC-B will have a strong presence at the conference, with 11 delegates from the centre attending. The conference
commences on Tuesday 10 May and concludes on Friday 14 May.
The conference will provide a unique opportunity for IDRC-B to build on the conference focus of preventing drowning in
developing countries to showcase the ground breaking steps being made at the centre to reduce preventable child
drowning deaths both in Bangladesh and across Asia.
The Bangladesh delegates will deliver 16 presentations which is one of the largest number of presentations from any
country in attendance. Dr Aminur Rahman – Director of IDRC-B – says the scope of presentations being made from
IDRC-B is indicative of the work being done in Bangladesh.
Dr Aminur said "The Centre for Injury Prevention and Research, Bangladesh – who were central in the establishment of
IDRC-B – has been working to reduce preventable injury in Bangladesh for 6 years. In that time, we have developed
many unique interventions and conducted research on their effectiveness in reducing injury, including drowning."
"Since IDRC-B was established in August last year, we have taken many more innovative steps to reduce child drowning
in low and middle income countries.
Over time, all of our research shows us that the programmes we have implemented can in fact reduce drowning, and we
are very excited at the opportunity to share our experiences with representatives from over 50 different countries who will
be in attendance at the conference."
The Centre for Injury Prevention and Research, Bangladesh – who established IDRC-B along with partners Royal Life
Saving Society Australia, The Alliance for Safe Children and AusAID – have pioneered injury research in Bangladesh, and
Executive Director Dr AKM Fazlur Rahman says the conference is a great opportunity to focus global attention on the
issue.
Dr AKM Fazlur Rahman said "Drowning is the leading cause of death in children in Bangladesh. It's a hidden problem,
and it's not a fact that is well known both nationally and internationally. Our research shows that drowning can indeed be
prevented through simple and cost effective interventions. We look forward to sharing our experiences and findings with
the international drowning prevention community."
Figures show that 96% of the world's drowning deaths occur in low-middle income countries, and mostly in natural water
bodies such as ponds, rivers and ditches.
Dr Steve Beerman, the President of the International Life Saving Federation (ILS) which acts as the world authority for
drowning prevention, says drowning disproportionately affects children, low income and less adaptive populations.
Dr Beerman said "Research and surveys continually show us that drowning has reached epidemic proportions in many
Asian countries and is the leading killer of children post-infancy in many nations. We are aware that drowning may be an
impediment for some low and middle income countries to achieve the United Nation's Millennium Development Goal 4—
the reduction of child mortality by 2015. Our aim is to ensure that every effort is being made to reduce child drowning in
these countries."
"Armed with the results of this conference we will have a global platform to reduce drowning with features including multisector collaboration, strong lead organisations, partnerships between researchers and policy makers, increased use of
standards and regulation, and real action at community level.
By empowering communities with evidence based interventions, many hundreds of thousands of lives will be saved from
drowning and other injuries—now and in the future," Dr Beerman added.

O
ne thousand one hundred people die from it each
year in Sri Lanka; that’s three people each day. You
could be forgiven for thinking it was dengue but that’s
yet to claim even a 100 lives so far this year. It’s not a
disease of an epidemic, rather an epidemic of decease that of drowning.
Drowning, as defined by the World Health Organization
(WHO) is ‘the process of experiencing respiratory
impairment from submersion/immersion in a liquid.
Drowning outcomes should thus be classified as
resulting in death, morbidity (non-fatal drowning can cause brain damage
resulting in permanent disabilities) and no morbidity.
Lack of awareness
Furthermore, most people drown within a short distance of safety and this can
be prevented.
Called a silent killer — both for its quick and silent manner of action as well as
lack of awareness of its impact on a global scale — drowning, according to the
WHO is the third leading cause of unintentional injury, worldwide. In fact, it
claims 1.2 million lives each year according to the International Life Saving
Federation, more than 50 per cent of whom are children.
Drowning deaths are more prevalent in low and middle income countries (96%),
due to lack of awareness of the problem itself, and inadequate safety measures.
In Sri Lanka for instance, blessed as it is with natural and man-made interior
water bodies aplenty and surrounded as it is completely by the ocean, learning
to swim is not widespread, and most children who do learn to swim do so on a
competitive sport basis rather than as a survival skill.
More males and especially adolescents and young adults die from drowning than
any other demographic, because of their increased risk taking behaviour, and
also because they are very likely to have consumed alcohol before they plunge in. Swimming while being drunk is on par with driving under the influence of
alcohol and people need to realize the dangers in this regard. Not only does alcohol affect coordination and judgment, but one is also affected when exposed
to the sun and the heat after having consumed alcohol.

Dr. Wijaya Godakumbara, consultant surgeon, member of the National Committee for Prevention of Injuries in Sri Lanka, winner of the
Rolex Award for his efforts in preventing burn injuries via the introduction of safe bottle lamps, was in Vietnam recently for the second
World Conference on Drowning Prevention where he presented a paper on ‘Drowning in a developing country in Asia.’
The lack of adequate death by drowning data — source of water, manner of drowning, involvement of alcohol, etc., — apart from the
mere age and gender is a serious hindrance to addressing the drowning epidemic, according to Dr. Godakumbura.
The lack of swimming training - most of those who drown are youths who get in the water to swim without any training and even
ability to swim - is an area that requires urgent attention.
“There is little swimming training in this country. It is imperative that it be made a compulsory part of the school curriculum. Do all
children who even go to schools with swimming pools know how to swim?” he questions. To this end he has penned a letter of inquiry
to principals of schools as well as the Ministries of Education and Health.
A swimming pool is not essential to teach children to swim as he discovered at the conference. In Vietnam for instance, large portable fiberglass pools are
used to teach students, and in Bangladesh, it is done even in ponds with protective bamboo fencing. Rivers and lakes aren’t the only cause for concern.
Unprotected wells claim many lives, especially of toddlers and little children. A wall or mesh protection and vigilance on the part of caretakers would result in
a drastic drop of such unnecessary deaths.
In a country where floods are not uncommon and fishing is a major industry, the
skill of swimming and the use of lifejackets, respectively, are paramount.
“Don’t jump in (to the water) impulsively to save another” warns the doctor,
estimating that between a third and a quarter of drowning deaths can be
attributed to this. Warning boards in unsafe swimming/bathing spots and rescue
equipment are areas that need looking into. “In Vietnam, they have a basic but
effective device, where a long wooden arm is extended into the water when a
person is in distress in the water.”
When even experienced swimmers can drown, more lifeguards/rescuers are
required.

Why does the good doctor think Lankans are so lackadaisical about this issue?
“Three reasons,” he replies. “Not enough publicity/awareness, people don’t think
- ‘is there anything I can do?’ and they cannot be bothered; they have no
concern for others.”
And what would he like to see done?
- ensure that all wells are protected
- ban alcohol consumption near swimming pools and bathing spots
- make swimming training compulsory in schools
- demonstrate the kiss of life (mouth to mouth resuscitation) on TV

Even if it may not be practical to teach swimming in many schools, students should be at least made aware of the unexpected dangers.
