2010 Year End Report Carthage Police Department Carthage Police Department Mission Statement The mission of the Carthage Police Department is to work for and with our citizens in order to ensure safety and to improve the quality of life in our community through education, professionalism, and diligent crime prevention. Keys To Professionalism We will treat with respect every person that we contact. We will apply the Law Enforcement Code of Ethics to all that we do. We will respond to calls promptly, empathize with crime victims, and investigate all leads within our resources. Mayor Harris and Council, As I write this end of the year letter, I am very optimistic about the future of the Carthage Police Department. We have a fine department, full of men and women who desire to provide only the best levels of service and professionalism to the citizens of Carthage. Unquestionably, we have the finest department in the area; thank you for the opportunity to serve as Chief. I would like to highlight some of the interesting items that you will find contained within the 2010 end of the year report. As a department, we have continued our commitment to take care of our employees by providing training and education in the areas of stress management, healthy relationships and suicide prevention for all police employees. You will find that our already low crime rate is down significantly this year in almost all areas due to dedicated commitment by our officers and active involvement of citizens. While traffic accidents were at an all time low in 2009, they still fell in 2010 due to the diligence used by officers in traffic enforcement. 2010 was another year of a successful Marian Days Celebration and Maple Leaf Event, a great Kids Christmas Party and a successful Citizen’s Police Academy. I hope the information that is contained within this report confirms that you have reason to be proud of your Police Department. I look forward to leading this department and working with the Carthage community for many years to come. Sincerely, Chief Greg Dagnan Chief Dagnan, It is once again my privilege and my pleasure to present to you the Carthage Police Department Year End Report for 2010. As always, this is a group effort and I would like to thank the following individuals for their assistance; Captain Kaiser, Lt. Hawkins, Sgt. Dickey, Sgt. Martin, Detective Steffen, ACO Antwiler, PCO Miller, Secretary Christenson, and you. Improvements were made in the jail with a mug camera integrated into our reporting software. A DVD providing field sobriety tests in Spanish along with a visual demonstration should save us time and money. Protective cases for patrol car equipment were placed in each patrol unit and the addition of the Command Bus has made Special Events such as Marian Days and Maple Leaf flow as smooth as ever. Digiticket arrived in August and has proven to make stops and the tracking of tickets and warnings much easier, as well as cutting down on the amount of time an officer spends on the stop, as well as on the report writing process. Near the end of the year, the formation of a Color / Honor Guard was started and continues to progress. Sgt. Dickey, DARE Officer Provins and myself celebrated our thirtieth anniversary with the Carthage Police Department. And I think I can speak for all of us in saying “Thank You” to the Citizens of the Community, the Elected Officials we have worked with and our Peers for their patience and assistance. This past year was very busy with over 247,000 Miles driven, 6000+ arrests made, 10,264 buildings checked with 159 open doors found, and 846 vehicles unlocked, as well as all of the “Other” Police work that was undertaken. The charts below show the total number of buildings checked in 2010 (10,264) separated by the yearly quarter. The second graph shows how many open doors (159 total ) were located during those checks. The fleet is managed by Sgt. David G. Martin and maintained by outsourcing repairs to businesses within Carthage. The vehicles assigned to the Police Department accumulated 247,399 miles in 2010. 38,531 of those miles were accumulated by the 2 taxi vans. The decrease in mileage compared to 2009 can be directly attributed to Officers spending more time being diligent in their traffic enforcement and crime prevention to ensure the safety of citizens. In February, 2010, we received a mobile command center as a gift from Jasper County Emergency Services. The mobile command center came to us fully functional with all the necessary radios and computers for immediate use. With the assistance of Carthage Fire Department personnel, the command center was cleaned, mechanically checked and new graphics installed. The mobile command center can be placed into service in a matter of minutes in the event of a disaster or major crime incident. The mobile command center is housed inside the Carthage Fire Department when not actively being used. The mobile command center was used in 2010 during the Salazar child homicide investigation, Marian Days and on a number of community service programs. SAFETY continues to be the highest priority in vehicle operation and keeping them maintained. Value, dependability, ergonomics and availability are factors that are always considered in maintaining and purchasing vehicles or their respective emergency equipment. ...professionalism Employee Training Thirty-seven employees logged approximately 1,313 hours of training in 2010. Training areas varied greatly throughout the year. A few of the training topics included: Firearms, Active Shooter, DWI, Community Policing, Leadership, School Resource Officer, and Legal updates. Range Training Special Topics In keeping with our mission of taking care of employees, each employee was given an opportunity to take an individual stress survey and have an individual stress management consultation with a professional. In addition, stress management training sessions were taught and Officers could take advantage of Financial Peace University at no cost to the employee. Marian Visitor Halloween on the Carthage Square ...education COMMUNITY EDUCATION PROGRAMS Carthage Police employees are involved in a number of Community Awareness Programs designed to interact with our citizens and keep Carthage a great place to live. PHONE NOTIFICATION SYSTEM Originally conceived in Carthage and copied by other law enforcement agencies across the nation, The Phone Notification System, (P.N.S) is an extra safeguard for our elderly and special needs residents. CPD Communications Officers make daily calls to those enrolled. If a resident does not respond to our phone call, Patrol Officers are sent to check the well being of that person. This system gives these select residents an extra measure of security and it is open to any citizen living within the city of Carthage. CITIZEN’S POLICE ACADEMY The Citizen’s Police Academy is the most popular program we offer to our citizens. It is a 15 week program offered to people that have a sincere interest in our Law Enforcement Agency. This year marked the 18th academy. The academy is designed to give the public a better understanding of their police agency, as well as an opportunity to experience the day to day life of a police officer. We were the first in the four state area to host such a program and now many area departments are hosting their own version of this academy. CHILDREN’S CHRISTMAS PARTY Every December, the Carthage Police Department provides children from less fortunate families something for Christmas by hosting the LaVerne Williams Annual Children’s Christmas Party. This event is funded totally by businesses and private citizens in the community who donate money or gifts. No city funds are used, and police employees and other community leaders volunteer their time every year to help kids. In 2010 645 children were in attendance at the party. Kids all received a $10.00 gift card, a couple of stuffed animals, snacks and a bag of candy. Many kids won a more expensive toy given away in our raffle. Most importantly, the kids enjoyed a concert by Duke Mason and were pleased by a visit from Santa Claus. ...to work for and with our citizens SPECIAL OLYMPICS Special Olympics is Law Enforcement’s “charity of choice”. Across Missouri, State, Federal, and Local Law Enforcement Officers raise money to support athletes in year round training and competition. In May, CPD Officers ran the Special Olympic Torch through our community and it was passed on to other agencies until it reached the final destination of Springfield, Missouri. We sold T-shirts throughout the year and were involved in special activities, such as “The Polar Bear Plunge,” to raise money for the event. In November, the State Indoor Games were held in Carthage and CPD officers awarded medals to athletes at Star Lanes Bowling Alley. Lt. Barksdale serves as the Regional Coordinator for area 3 which includes 18 counties in southwest Missouri. MUDSTOCK During the summer of 2000, the first annual "Mudstock" was held. This annual event is held at Myers Park. “Mudstock” is a community event and is sponsored by The Alliance of Southwest Missouri, Carthage Police Department, Carthage Fire Department, Carthage Parks & Recreation, McCune Brooks EMS, and The Missouri Army National Guard. The event is designed so that kids and families get to interact with police officers in a positive way and have a fun family event that is free. This year was greatly successful as over 600 people came out to play in the mud and get really dirty. Josh Cahoon, Officer Shane O’Sulivan and Officer Chad Harris for service above and beyond their normal duties ...professionalism Carthage Police Department Detective Division Narcotics Investigator A new position within the Detective Division began in May 2010. For the first time, the Carthage Police Department has an investigator whose primary assignment is to investigate Narcotic/Drug crime in the City of Carthage. Det. Elias Salinas filled this position beginning 5/24/2010. Det. Salinas . Det. Salinas searches a residence after obtaining a search warrant. 234 grams of marijuana seized. ...ensure safety and to improve the quality of life Carthage R-9 School Resource Officers By Sgt. Doug Dickey, Supervisor SRO Unit The School Resource Officer program began in 2003, with one officer assigned to the Carthage R-9 School district. While assigned primarily to the high school, this officer handled police duties at all schools, augmenting the work of our full-time DARE officer. In 2006, another SRO was assigned to work primarily at the junior high. In this time, we have seen a substantial reduction in school violence and larceny within the schools, not only through enforcement but through education, counseling, and a positive police presence. Sgt. Doug Dickey, supervisor of the unit, is assigned to the junior high school. DARE Officer Kevin Provins continues to teach the drug awareness classes at the middle school, where he doubles as SRO. Ptl. Augie Sanchez was assigned to the high school until the end of the year, when he was promoted to the investigation division. Officers on the “move” !! Dare Officer Provins on “Guard”... The majority of the fares are senior citizens, however the service is available to everyone. The service operates Monday through Friday from 8:00 AM to 5:30 PM *The Taxi service also operates a Safe and Sober Operation on New Years Eve. This year the service provided transportation for eight individuals on that night.
