CSC Scheme
CSC Schemes implemented by Diety, GoI through a 3 tier structure i.e SDA,SCA & VLEs
in rural areas
All the States follow DeitY guidelines, prepare DPR &RFP and submit for DietY approval
1,00,000 No.of CSCs to be set up across India of which 2,770 no.of CSCs to be set up in AP
An amount of Rs. 3,304 per month to be given as revenue support by DeitY to CSC
as per CSC guidelines
The GoAP to conduct bidding for identifying SCAs for each zone(2 to 3 districts)
DeGS under the chairmanship of District Collector can identify new VLEs (G2C)
i.e MeeSeva Centers at suitable locations
SCAs have the freedom to appoint VLEs for exclusive ( B2C) services on their own
CSCs must enroll in CSC Portal and get OMT ID

Selection of SCA/CSPs
Bidding for selection of SCAs were conducted on …..and …….
APOnline ,CMS & Sreeven were selected as Service Center Agencies for rural areas.
Agreements were signed with SCAs namely CMS Computers Ltd for Zone I,III,V,
Sreeven Infocom Ltd for Zone II and AP Online for Zone IV, VI to set up CSCs.
GoI provided Revenue Support / Viability Gap Funding of Max. of Rs. 3304 per
month per CSC, but SCAs CMS and Sreeven quoted for ‘Zero’ and AP Online has
quoted for Rs. 2441.
Agreements valid till 30.06.2017
In Urban areas, CSPs were selected through bidding process to run the
erstwhile eSeva centers converted into MeeSeva centers
DMC,HCL were selected as Contract Service Provider for Urban areas
New MeeSeva centers in Urban areas can be set up with the approval of DeGS
Exclusive B2C centers can be set up by CSPs on there own

Under e-Panchayat Project, 33 Zilla Parishads, 351 Panchayat Samitis and 27900
Gram Panchayat have Computer H/w to enable improved service delivery
These front end service delivery centres have been named as Sangrams
The Sangram Kendras have been designated as CSCs with Mahaonline as
a SCA to offer Panchayat and other CSC services
Sangram Kendras are also offer B2C services Like CSCs
Due to greater reach of the e-Sangram Kendras, the operators are being
appointed as Banking Correspondents (BCs) to facilitate financial
inclusion in the state
About 2000 of the Sangram Kendras are being established as permanent
UID enrolment stations

eGram Centers are managed by eGram Vishwagram Society
eGram Vishwagram Society is an SPV for eGovernance activities for Panchayati
Raj Institutions. It is registered under Mumbai Public Trust Act 1950 and Society
Registration Act 1860.
In Panchayat Area Wide Area Network (PAWAN) all eGram gets connected with
Districts and State Capital
Each eGram is having Very Small Aperture Terminal (VSAT), Voice Over
Internetwork Protocol (VoIP) Phone, Web camera and UPS.
