Fire Control Concept and Design of Active Wet System

Fire Control concept and design of active wet system are paramount for Fire Protection services in every building. The
IEM Penang Branch had organized a seminar in regard to this topic on 4th and 5th January 2012 at IEM Penang secretariat
with an experienced speaker, Ir. Gary Lim Eng Hwa.
The seminar was held over 2 days where the first day was on Fire risk fundamentals and concepts whilst the second day
was more for design aspects of fire pump and sprinkler. Fire fundamentals that were elaborated included the Fire Triangle,
life cycle of a fire, various heat sources, explosion hazard classes and prevention. Technical design and calculation for
Powder Fire Extinguisher for various classes of fire, Hydrant system, wet riser and hose reel pump sizing were all
explained by Ir. Gary.
Participants had their chances trying out design and calculation for a fire protection system with real case study in light of
British Standard (BS) and National Fire Protection Association (NFPA). On top of that, technical design guidelines to get
discount from Fire insurers were shown from the perspective of fire insurers which guide a designer to get a discount from
the fire insurer.
All in all, the seminar gave participants from all backgrounds a better grasp on Fire Protection Design and it benefited the
participants who took part proactively in the discussion during this seminar. It was undoubtedly an enriching session with
Ir. Gary Lee.
Technical Visit to 2nd Penang Bridge

The 3rd technical visit to the 2nd Penang Bridge was jointly organized by the IEM Penang Branch and Jambatan
Kedua Sdn. Bhd. (JKSB) on 8th February 2012 to facilitate IEM members in visiting one of the prominent ongoing construction projects in Malaysia. It was successfully held with a total number of 35 participants.
The activity began with a briefing session by Ir. Azman Abd. Rashid, the Construction Project Manager of
Jambatan Kedua Sdn. Bhd at CHEC’s site office; which covered an overview on various administrative and,
organizational structures, design concepts and on-site construction issues relating to the planning and
implementation of the Penang 2nd Bridge. A site visit followed, with participants being ferried to the
construction site (using boats) to witness the installation works for steel fender, piers, segmental box girders
(SGB) and High Damping Rubber Bearing (HDRB). The site is located approximately 7 km from the Batu
Maung interchange.
The technical visit ended at 12.30 p.m. with a group photograph of the participants and JKSB’s staff.
Some of the technical visit highlights were as follows:The Bridge is set to be the longest in South East Asia with the total length over water of 16.9 km.
It will be the longest bridge in the world that incorporates the High Damping Rubber Bearing (HDRB) which
provides an effective seismic isolation system. HDRB was designed by Malaysian Rubber Board (MRB) and
manufactured locally.
This is the first bridge in Malaysia utilizing seismic expansion joint system which allows for movement from
earthquake activity with fixed and movable options.

The above talk was held on 18th Feb 2012 at George Town World Heritage Office with Puan Lim Chooi Ping
and Puan Lim Gaik Siang as speakers. A total of 24 IEM Penang Branch members attended, led by IEM Penang
Branch Chairman, Ir. Ng Sin Chie.
Ms. Lim Chooi Peng who is currently the Acting General Manager of George Town World Heritage Inc.
(GTWHI) briefed on the functions and responsibilities which includes:

Managing and enforcing World Heritage Site in accordance with conditions agreed on with
UNESCO
Encourage research and conduct skills training with the objective to educate and maintain heritage
Issues with the National Heritage Department pertaining to the management of World Heritage Site
To ensure participation of the local community in the heritage tourism sector
To monitor, prepare and submit operational and activity reports to the Federal and State authorities
To regulate work with the National Heritage Department pertaining to the management of World
Heritage Site
To establish networking with other World Heritage Sites in the world
Generally GWHTI is responsible for the management, monitoring and enforcement of works related to heritage
in cooperation with the Federal and State Governments and non-governmental organisations. It also ensures that
the management and implementation of the World Heritage Sites adhere to the Heritage Conservation
Management Plan.
After the talk, a visit to Teow Chew Association building was made and briefed by Puan Lim Gaik Siang who
described comprehensively on the history and restoration of the said association. Later, all the participants were
taken on a grand tour of the building led by Puan Lim Gaik Siang who is also the Honorary Treasurer of Penang
Heritage Trust (PHT).

PROJECT MANAGEMENT FOUNDATION & PRACTICES
“The Essential Skills to Ensure Project Success!”

Project Management Foundation & Practices “The Essential Skills to Ensure Project Success!” was conducted
on 27th & 28th of February 2012. There were 17 participants in this 2-days seminar. The seminar was coorganized by IEM Penang Branch and PMO Asia Sdn Bhd, a local project management training, coaching and
consulting company.
The structure of this 2-days course was based on the Project Management Institute (PMI®), Project
Management Body of Knowledge (PMBOK®) Guide, which is a benchmark methodology for the industry.
The seminar was successful in terms of providing knowledge on Project Management especially in general
engineering practice. The primary goal of this seminar was to provide a standard framework to apply a
systematic approach on managing projects of any size and nature from initiation to close out.
As engineering projects are becoming more and more complicated, good project management knowledge
becames a key factor for delivering a positive outcome. Time and cost are always a problem to any project and
it was elaborated clearly by Mr. William the approaches on balancing them to achieve the project’s goal. Key
learning points like Project Requirement Document (PRD), Work Breakdown Structure (WBS), Critical Path,
Milestone tracking, S-curve, and Change Management process were presented.
The overall feedback for this course was great. Most participants mentioned that the knowledge and skills
acquired will help them in the current and upcoming projects. Some participants mentioned that they can utilize
and customize these project management tools in their organizations.

I.E.M Conditions of Contract for Civil Engineering Works

A Seminar named “ I.E.M. Conditions of Contract for Civil Engineering Works” was held on 10th March 2012,
with the aim to introduce to the Engineers on the Second Edition of I.E.M. Conditions of Contracts for Civil
Engineering Works 2011 (hereinafter I.E.M. CE 2011). The speaker for the aforesaid seminar was Ir. Oon Chee
Kheng, who had been commissioned by I.E.M. to produce the said edition of Conditions of Contract for Civil
Engineering Works. Ir. Oon is a registered construction industry mediator with the Construction Industry
Development Board (CIDB) and is a panel arbitrator with Kuala Lumpur Regional Centre for Arbitration. He
was called to the Bar (High Court in Malaya) in 1995 and is now practicing mainly in the area of construction
arbitration and litigation.
According to Ir. Oon, the new edition for the I.E.M. Forms of Contract shall consists of 6 forms of Contract,
namely
a) I.E.M. Conditions of Contract for Civil Engineering Works;
b) I.E.M. Conditions of Contract for Mechanical and Electrical Engineering Works;
c) I.E.M. Conditions of Contract for Nominated Subcontracts;
d) I.E.M. Conditions of Contract for Design and Construct,
e) I.E.M. Conditions of Contract for Minor Works and
f) I.E.M. Conditions of Contract for Domestic Subcontracts.
The others forms shall be published subsequently in 2012. The most interesting part is that the form is drafted in
so-called “Plain English”: it is easy for engineers to understand as they are not familiar with legal language.
The IEM. CE 2011 was drafted based on philosophy or policies as below:
a). The Engineer shall be responsible for design (except certain designs undertaken by Contractor, as stated in
the “Articles of Agreement”);
b). The Contractor shall undertake and be responsible for Construction. Therefore, the Contractor shall be
responsible for the design of temporary works as well.
c). The Engineer shall act as impartial Certifier or as “Professional Median Man” or “Mediator”
d). The Employer to pay in accordance with provision of the Contract.
e). The mixture of re-measure items and lump sum items (It was based on lump sum items in the IEM CE
1/89) - In Provision of Clause 55.0
The new features of IEM. CE 2011 shall include the following but not limited to:
a. Four modules which are optional for both parties to be agreed to be bound in the Contract
which are:
i).Option Module A: Contract Sum Different;
ii).Option Module B: Price Fluctuation (For cement, reinforcement bars, bitumen and diesel
ONLY)

iii).Option C: Termination without Default, subject to good faith only and
iv).Option D: Mediation.
b.
This form has spelled out the general obligations of Employer (Provision of Clause 7.0) and
Contractor (Provision of Clause 8.0) which were not clearly stated and indicated in previous version.
c.
This new form also specifically expresses the responsibility and liability of the Contractor in terms of
design, should there be any part of works that are designed by the said Contractor, in accordance with provision
of Condition of Contract (Provision of Clause 6.0). By all means, it is subject to the Engineer’s approval.
d.
Meanwhile, there are some Provision of Clauses expressing general requirements of project
management, e.g., Clause 14.0 Contractor’s Submission, Clause 15.0 Site Administration, Clause 27.0
Environmental Management and Quality Assurance, Clause 29.0 Interference with Traffic, 30.0 Transport, 32.0
Facilities for Other Contractors, Clause 36.0 Materials and Workmanship, Clause 39.0 Constructional, Plant and
Equipment, Temporary Works and Materials and Clause 45.0 Rate of Construction.
e.
Besides the aforesaid new clauses as express in item (b), (c) and (d), there is a new provision which
allows the Engineer to instruct the suspension of work, under Clause 42.0. If there is no provision in the
Contract, the Engineer shall have no authority to instruct the suspension of work. The details which expressed
the power of the Engineer and procedures to exercise this clause have been spelled out in the said clause.
f.
Meantime, the procedures to administrate the time, cost variations, and claims of the Contractor have
been stipulated in Clause 44.0 Extended Date for Completion, Clause 51.0 Variations, and Clause 52.0
Valuation of Variations, Clause 53.0 Procedure for Claims and Clause 55.0 Lump Sum Works and Remeasured
Works. The Engineer shall have guidelines/procedures which are clearly described in the aforesaid provisions to
exercise his power as authorized in the Contract, to evaluate the extended date for completion, cost variations
and claims from the Contractor, in order to minimize the disputes in construction.
In summary, the I.E.M. Condition of Contract for Civil Engineering Works 2011 (IEM. CE 2011) has allocated
the risks and benefits more appropriate and fairly to both parties who are bound in the Construction Contract
when compared to the previous version (IEM. CE 1/89). In short, the current form has introduced new features,
which were expressed in the aforesaid paragraph, on the obligations of Employer and Contractor, general
requirements of project management, power of the Engineer and procedure to be followed by the Engineer, in
administration of the time, cost variations and claims for the Construction Works. The said new features are
introduced to minimize the contract disputes in construction.

University Science Malaysia Engineering Undergraduate Career Talk

The above career talk was organised by the USM-IEM Student Chapter, which was held on 16th March 2012,
3pm at University Science Malaysia Nibong Tebal Engineering Campus. A total of 40 first and second year
engineering students attended the talk. Ir. Dr. Mui Kai Yin delivered the talk in three parts, i.e. a) Introduction
to BEM, IEM and IEM Penang Branch, b) Engineering Careers in Malaysia, and c) Route to be a Registered
Engineer. Towards the end, there was a question and answer session and students were actively asking
questions, which were answered by both Ir. Dr. Mui and Ir. Paul. Ir. Dr. Mui and Ir. Paul also shared their
personal experiences as engineers in their respective industry and background. This talk ended at around 5pm.
Most students felt motivated after the career talk!

The Mascrete LH & Mascrete Pro in collaboration with The Institution of Engineers, Malaysia (Penang Branch)
carried out a technical seminar titled “High Performance Concrete for Durability Compliance: Do we have the

Solutions? & Ecolabel – A Marketing Instrument To Communicate Improved Environmental Performance” on
27th March 2012 at Hotel Equatorial Penang. Three well-experienced speakers, Dr. Kribanandan Gurusamy, Dr.
Chen Sau Soon and Ms. Wong Ai Ming conducted the seminar.
The seminar touched on the subject of high performance concrete as applied to real life projects in Malaysia and
elsewhere overseas where the speaker has had the personnel experience with. The notion that high strength is
necessarily high performance have been debunked. The question “Do we have the solution?” was discussed and
how this was archived via performance testing for different macro and micro environments. A rationale to
specifying concrete to achieve high performance was discussed also.
Regarding the Ecolabel, the seminar touched on the 3Ws and 1H on Ecolabel. ‘What is Ecolabel?’, “Why
Ecolabel?”, “Which Ecolabel?’ and ‘ How to Ecolabel?’ . Besides that, the seminar has touched on the Green
Building Products (for example cement) certification and Green Building Assessment tools too.

Department of Standards Malaysia (STANDARDS MALAYSIA) and Civil and Structural Engineering
Technical Division, The Institution of Engineers, Malaysia (IEM) jointly organized a One-Day Seminar on
‘Adopting Eurocode for Structural Steel Design (EC3) In Malaysia’ on 29th March 2012 at Evergreen Laurel
Hotel, Penang with the aim to create awareness to the MS EN 1993-1-1 among fellow engineers in the Northern
Region, Malaysia. The event was of great success, being well participated by a total of 37 passionate fellow
engineers.
The seminar made a start with an opening speech by representative of Department of Standards Malaysia;
followed by a welcoming speech from the event moderator, Ir. Lim Kok Khong (Immediate Past Chairman,
IEM Penang). Technical Session 1 and 2 commenced with Ir. David Ng Shiu Yuen and Ir. MC Hee acquainting
fellow participants on the overview of EC3/Malaysia Annex, EC0 and EC1. Session 3 and 4 ensued after a short

tea break, with Dr. Ahmad Baharuddin Abd. Rahman and Ir. Tu Yong Eng giving previews on sections
behavior/connections and members behavior considered in EC3/Malaysia Annex. Lunch break at Café Laurel
followed.
Technical sessions resumed after the lunch break with Prof. Dr. Shahrin Mohammad sharing the know-how on
Frame Behavior and Structural Analysis as outlined in EC3. Reliability on EN1993-1-1 was then presented by
Ir. Mun Kwai Peng, followed by Q & A session. The event organizers, at the closing, expressed their sincere
gratitude to all participants for making this informative seminar a great success.
