Hello Everyone,
From the Executive Director
I hope that you all are having a wonderful summer and our scholars are enjoying their well deserved
break from hitting the books! We are having another great year at DSF. We recently endowed the RADM
Thomas A. Meinicke and the Crew, Family & Friends of USS FLASHER (SS 249/SSN 613) scholarships,
bringing our endowed scholarship total to 43!! DSF currently funds 117 renewable scholarships at $3,400
each and our goal is to provide 140 renewable scholarships at $5,000 each by 2018. I am confident that with
the continued outstanding support from our corporate and individual supporters, we will meet our goal.
I would like to remind everyone that DSF now offers scholarships for students who attend two year
community colleges. We at DSF know that with the rising costs of college education, many students have
decided to attend community college for their first two years of undergraduate education to cut down on tuition costs. I strongly encourage all eligible students who fall into this category to apply during the next scholarship application period beginning in December.
In closing, I would like to thank each and every member of the Submarine Officer and Chief Petty
Officer Spouse Associations throughout the submarine community. Not only do you provide a strong support
base for our families left ashore while our submariners are deployed, but also through your exemplary fundraising efforts, selfless dedication to the submarine community and unwavering support of the Dolphin Scholarship Foundation, you play a major role in ensuring a bright future for the children of the submarine force by
assisting them in receiving a quality education. Your actions breathe new life into that old adage “We take
care of our own”. I salute each and every one of you and thank you for all that you do!!

Golf Tournaments
3rd Annual Groton Golf Tournament
On June 18th, DSF held its 3rd Annual
Groton Golf Tournament at the beautiful Pequot Golf Club. With perfect 70 degree weather, the tournament was a great success. We
couldn't have asked for a more beautiful day to
have a golf outing.
As the active duty command with the largest
number of players, PCU COLORADO will be
honored with a named scholarship for the 20162017 academic year. Congratulations!

The Haines Society
John Haines, Jr. was the first Dolphin Scholar, selected in 1961 when the Dolphin Scholarship Foundation was established.
The $350 dollar investment was an excellent one for both the Foundation and
John Haines. He was the First Honor Graduate (Valedictorian) in the Class of
1963 at The Citadel in Charleston, SC. He graduated from the University of
Virginia Law School in 1966 and passed the Virginia bar exam later that year.
He entered the U.S. Army as a First Lieutenant in January 1967, and after
training at infantry and intelligence schools, was assigned to Panama. After
promotion to Captain, he served as Adjutant of the 470th Military Intelligence
Group, USARSO and was honorably discharged in January 1969. He remained in Panama where his civil service career spanned 31 years.
Mr. Haines served a long and very distinguished career with both the Panama
Canal Company and then the Panama Canal Commission from February 1969
through December 1999. He began his career as a General Attorney, was promoted to Deputy General
Counsel in 1976, and in 1983, was appointed General Counsel. Mr. Haines was instrumental in drafting
U.S. statutes implementing the Panama Canal Treaty of 1977; subsequently, he assisted Panama in developing its own legislation to govern that country's operation of the waterway which began on December 31,
1999.
Haines, a self-taught painter, married the former Esther Maria Ortega in February 1969, and they have five
grown children, as well as, nine grandchildren.
Created in 2008, The Haines Society was named to honor John Lyman Haines, Jr. Every Dolphin Scholar
- past or present - is invited to join The Haines Society, and is eligible for membership by donating to the
Foundation. $25 for current scholars and $50 for former scholars.

Dolphin Scholarship Foundation is excited to announce the endowment of the RADM Thomas A. Meinicke
Scholarship to be awar ded to outstanding Dolphin scholar s beginning in J uly of 2015 and the Crew, Family &
Friends of the USS Flasher Scholarship.
RADM Thomas A. Meinicke Scholarship
RADM Thomas A. Meinicke, USN (Ret.) hailed fr om Rapid City, South Dakota
1938-2012
and embarked upon a full career in the submarine service after graduating from the
United States Naval Academy in 1960. During a career filled with an insatiable appetite for learning, he earned a Master of Science Degree in Operations Research from
the Naval Post Graduate School in Monterey, California and graduated from the John
F. Kennedy School of Government, focusing in National and International Security.
His naval service was marked by calm, quiet leadership. Tom commanded the USS
Flying Fish (SSN-673), the Nuclear Power Training Unit, Idaho Falls, Submarine
Squadron Eight, and Commander, Submarine Groups Six and Ten at the Flag Rank. In
addition to his afloat tours aboard the USS Sea Dragon (SSN-584), USS Sam Rayburn
(SSBN-635), USS Mariano G. Vallejo (SSBN-685), and USS Nathan Hale (SSBN623) (Gold Crew), he served as both the Force Nuclear Power Officer and Chief of
Staff, Commander Submarine Forces U.S. Atlantic Fleet. Tom was the Director, Attack Submarine Division and SSN program Coordinator (OP
-22) and the Director, Strategic and Theater Nuclear Warfare
Division (OP-65). His personal decorations include the Legion of Merit with four gold stars,
the Meritorious Service Medal, with two gold stars, and the Navy Commendation Medal with
three gold stars. After his 32 years of Naval Service, Tom embarked on a successful second
career in the civilian sector.
The Dolphin Scholarship Foundation has fully endowed this scholarship with the help of
USS Flying Fish (SSN 673) Tom’s wife, Mrs. Alice Z. Meinicke and donations throughout the Submarine community.
We hope this scholarship will honor RADM Meinicke’s dedication to the U.S. Navy and his
country, as well as, help fund the education of new scholars.
Crew, Family & Friends of USS Flasher (SS 249/SSN 613) Scholarship
Launched at the Victory Yard of the Electric Boat Company,
New London, Connecticut, USS FLASHER (SSN 249) was
commissioned on September 25, 1943 with Commander
Reuben Whitaker as Commanding Officer. During four war
patrols under Commander Whitaker and two war patrols under Commander George Grider, FLASHER was to become
one of the most famous submarines in the Pacific theater and
the only U.S. submarine officially credited with sinking over 100,000 tons of enemy shipping. The conning tower of
Flasher now stands at the entrance to Nautilus Park, Groton, Connecticut as a memorial to submariners who lost their
lives in World War II.
In the nation’s only simultaneous twin launching, USS FLASHER (SSN 613) and
USS TECUMSEH (SSBN 628) slid down the ways of General Dynamics Corporation’s Electric Boat Division, Groton, Connecticut on June 22, 1963. FLASHER
was commissioned on July 22, 1966 and entered continuous service as a part of the
Submarine Force, U.S. Pacific Fleet until decommissioned on May 28, 1992. During her service with the U.S. Pacific Fleet, FLASHER made seventeen deployments
to the Western Pacific and was awarded a Presidential Unit Commendation, a Navy
Unit Commendation and four Meritorious Unit Commendations.
