DISTINGUISHED SERVICE AWARD CRITERIA
1. The recipient is to have given outstanding service to the canine world over a period of
time.
2. The recipient is to have been a working member of one or more clubs, having assisted
with club canteens, fund-raising, working bees, training days, stewarding, managed or
worked in Show Offices, produced club magazines, produced or donated equipment for
the membership use.
3. Nominations are to be accompanied by a written statement, duly signed by the proposers
who must be financial members of the TCA Inc. The nominee’s contributions to the
canine world must be listed.
4. The TCA Inc invites nominations from all disciplines. Nominations will be received up to
31 October each year.
5. Up to four awards, at the discretion of Council, will be presented each year. There is no
obligation to make any awards each year. Recipients will be advised in writing prior to the
presentation. This advice is to be marked ‘CONFIDENTIAL’.
6. Presentations will be made at the TCA Inc Christmas Show.
7. The TCA Inc Council decision is final. No correspondence will be entered into under any
circumstances.
8. No serving Councillor will be eligible for this award.

NOTICE OF ELECTION FOR TCA INC COUNCILLORS
An election shall be held to elect four Councillors to take office for the period February, 2016 to
February, 2019.
A member nominating for election as a Councillor is required to meet the eligibility criteria as
defined hereunder. Written evidence must be attached to the nomination form giving full details of
having met the following requirements:
(a)is an ordinary financial member of the TCA Inc. and at least 18 years of age.
(b)in the opinion of the Council, has been a financial member of the TCA Inc. or an ANKC
affiliated body, for a continuous period of no less than five years.
(c)in the opinion of the Council, has served as a member of the Council of the TCA Inc. or of an
ANKC affiliated body, defined in Clause 7 of the Association’s Constitution, or has held an
executive position on a body affiliated with the TCA Inc. or with a body affiliated with a
member body of the ANKC for a period or periods in total of not less than two years or in the
opinion of Council, has held an executive position on the committee of a body, incorporated
under the Incorporations Act for a period or periods in total of not less than two years in
addition to having held an executive position on a body affiliated with the TCA Inc or with a
body affiliated with a member body of the ANKC for a period in total of not less than one year.
(d)executive positions are those of president, vice president, treasurer and secretary “financial
member”, in relation to this notice, means a member of at least 18 years of age, who has paid
the fee prescribed for ordinary membership of the TCA Inc., for the period for which such fee
has been prescribed and such member shall be a resident of the state of Tasmania. An eligible
financial member of the TCA Inc. may cast a vote for up to but not more than four candidates.
The four candidates who receive the highest number of votes shall be elected to the vacant
positions for a three year term February 2016 to February 2019.
In the event of a tied vote for the last position, the names of those candidates who received the
identical number of votes in the tie shall be subject to a simple draw and the winner of the draw
shall be duly declared as a Councillor.
Nominations for elections shall be accepted only on the approved nomination form available on
the Association’s website or from the TCA Inc. office and with all the particulars required thereon
properly completed.
Nominations shall be received in the Council office not later than the closing time of 12.00
noon on Friday, 30th October, 2015.
The list of nominees shall be published in the December/January issue of the “TCA Inc. Gazette”,
together with the rules, regulations and procedure for voting.
Nominees are invited to submit a photo and a short resume of their involvement in canine activities
which will be published free of charge. The resume must accompany the nomination form, a
photograph is optional.
A nominee may appoint a person who is a current financial member, as defined in Clause 1 of the
Rules for Election, to act as their scrutineer at the counting of votes.
Counting of votes cast in such election shall take place at the Kennel Area Office, Hobart
Showground, Glenorchy, on Monday, 4th January, 2016 commencing at 1.00 pm.

TCA PRESIDENT’S REPORT
Well daylight saving is back again which means we’re getting into the serious show season with the Royals
and other Agricultural Shows as well as numerous discipline events. I hope everyone has a great time and
while winning is great, we should remember that enjoying yourself is also important. This can only happen
if everyone retains a civil attitude to fellow competitors.
Recently at one of our committee meetings we were trying to define sportsmanship and I was amazed at
the number of definitions that were suggested. They all however had a common thread – respect for your
fellow competitors. If everyone has this attitude, then dog activities should be enjoyable for all.
We have recently completed our Conformation practical exams and unfortunately the pass rate was not
as high as it has been in previous years. Congratulations to those who passed, but perhaps more
importantly encouragement to the others to treat this setback as part of the learning process and get back
on the bike and succeed next year.
Just a note to remind everyone, that it is an offence under the Animal Welfare Act to apply electric current
to an animal. This means electric collars are illegal.
From time to time, Council receives requests from members to overrule disciplinary decisions. In the good
old days, Council itself made those decisions and was not surprisingly, often heavily lobbied. It was often
said it’s not what you know but whom you know. To overcome this perception, Council established two
entirely independent groups – The Disputes and Disciplinary Panel and the Appeals Panel. Council then
delegated its disciplinary powers to those groups. This means that Council’s power to interfere in those
decisions has been removed to ensure natural justice. To ensure impartiality, Council has recently adopted
guidelines for holding hearings and at its last meeting adopted penalty guidelines. Both of these
documents are available on the website.

Members are reminded that the TCA Inc office closes for the 2015 Royal Hobart Show
from 19 until 23 October 2015.

Mr S Budd has been upgraded to a Ring Steward – phone 0408 602 817.
Ms J Moore has advised that she wishes to have her name removed from the Stewards List.
Members are reminded of the lecture at the New Norfolk Football Club Rooms with Mr S
Bessho (Japan) following the Combined Breeds Dog Club fixture 25 October 2015. Bar
facilities will be available and the club will provide light refreshments for a gold coin donation.
Mr Bessho is an authority on German Shepherd Dogs, Akitas, Japanese Spitz and Pomeranians
being his main breed since 1975. He has also had involvement with Poodles (Toy) and
(Standard) and Papillions. Contact Sue Shrigley on 0414 277 493 for further information.

Obedience and Rally O Triallers are reminded of the meeting 7 November 2015 at the MILE
Centre, 68 High Street, Oatlands to discuss the new ANKC Ltd rules that become effective 1
January 2016. 9.00am start.
The Royal Launceston Kennel Section Committee is pleased to inform all exhibitors that this
year’s Kennel Section will have all canine events on the fantastic Aurora Stadium surface.
Entrance and parking will be off Forster Street as usual. Gazebos will be allowed on the surface
of Aurora Stadium. No gazebos will be allowed to be put up before Thursday. Exhibitors must
comply with instructions as to where gazebos can be put up on the day, so as not to damage
the watering system.
Members are advised that the newly adopted 'Procedure for Lodging Complaints' is available on the
Association's website www.tasdogs.com.
Clubs are advised that the entry fee for 'paper entries' is not to be more than $2 above the entry fee
for 'electronic entries'.

CODE OF BEHAVIOUR AND ETHICS
PART 1 – BEHAVIOUR
1.
A member of the Tasmanian Canine Association (TCA Inc.) at all times –
a. shall conduct themselves politely and with integrity at any TCA Inc. approved event; and
b. shall conduct themselves in a sportsmanlike manner at such events and in any related
activities or communications; and
c. shall respect the reputations of other members, all judges aond officials, at TCA Inc.
approved events and in dealings in wider forums, including chat lists, on the internet and
in other communications; and
d. shall not engage in any behaviour that is contrary to the standards accepted by the
community
e. shall display good sportsmanship and conduct at all times so as to reflect credit upon
themselves, the Australian National Kennel Club (ANKC Ltd) and the TCA Inc.
PART 2 – COMPLIANCE WITH CODE OF ETHICS
2(1). Each person, upon signing an application for membership or renewal of membership of the
TCA Inc., and being duly elected to general membership of the TCA Inc., in addition to
agreeing to be bound by the Constitution, and Regulations of the TCA Inc., shall also agree
to be bound by the TCA Inc.’s Code of Behaviour and Ethics.
2(2). Any failure to comply with this Code of Behaviour and Ethics will lead to disciplinary action
which may result in loss or suspension of membership or other penalty.
PART 3 – CODE OF ETHICS BREEDING AND UNDERTAKING
3.
A member shall not knowingly or recklessly misrepresent the ANKC Ltd or the TCA Inc.,
trading as Dogs Tasmania.
4.
A member shall constantly strive to improve their knowledge of their chosen breed or
breeds, and their knowledge of the requirements for the care, welfare and betterment of
dogs.
5(1). A member shall ensure that all dogs under their control are properly controlled, housed,
fed, watered, exercised at all times and receive veterinary care as required in accordance
with any Government Regulations.
5(2). All dogs shall be able to stand up to full height and be able to turn around with ease in any
crate in which it is confined.
5(3). A Member shall ensure that dogs under their control are not left in any situation that may
cause injury or death to the dog.
6.
A member who leaves his or her dog in the care of another person remains ultimately
responsible for that dog.
7.
A member shall take all appropriate lawful measures to assist a dog in distress.
8.
A member shall positively enhance the reputation of dog breeders and owners by ensuring
that dogs owned by the member are not a danger or nuisance to the community.
9.
A member shall not participate in, nor support, any activity that involves cruelty or damage
to animals, other than a legal hunting activity.
10.
A member shall not dispose of any dog owned or bred by the member to a pound or animal
refuge.
11.
A member shall breed primarily for the purpose of improving the quality, health, welfare,
soundness or working ability of the breed in accordance with the breed standard, and not
specifically for the pet or commercial market.
12.
A member shall not mate a bitch before it is 12 months of age unless the bitch is of a breed
that has Litter Registration Limitations regarding age as set out in Part 6 of the ANKC
Regulations.
13.
Except in extenuating circumstances, a member shall not cause or allow a bitch to whelp
more than twice in 18 months without the prior approval of the TCA Inc.
14. Except in extenuating circumstances, a member shall not cause or allow a bitch to whelp
more than 6 times without –

(a) prior veterinary certification of fitness for further breeding; and
(b) prior approval of TCA Inc.
15.
A member shall not, without the prior approval of TCA Inc., permit any of that member’s
pure bred dogs to be mated to –
(a) a dog of a different breed; or
(b) a cross bred dog; or
(c) an unregistered dog of the same breed; or
(d) a dog that is not on the Main Register.
16.
A member shall take all reasonable action to reduce the incidence of hereditary diseases in
accordance with the ANKC Ltd Code of Practice for Hereditary Diseases.
17.
A member shall not sell or otherwise transfer from his or her care any puppy under eight
[8] weeks of age.
18.
A member shall not export a puppy under eleven [11] weeks of age, or any greater age as
may be specified under the livestock import requirements of the country to which the
puppy is being exported.
19(1). A member shall not knowingly sell a dog to any person residing in an overseas country
known to be involved in the use of dogs for the meat trade without first satisfying the TCA
Inc. that the purchaser is a member of an ANKC Ltd recognised canine controlling body in
the overseas country.
19(2). The member and purchaser shall further acknowledge in writing to the TCA Inc. that the
intention of the sale is for the improvement of the quality of that breed in the overseas
country, and not for any other purpose.
20.
A member shall ensure that any person acquiring a dog from that member understands the
requirements for the care, welfare and responsible ownership of the dog, and that the
person acquiring the dog has the time and facilities (e.g. adequate fences, sufficient room
and proper shelter) to fulfil their responsibilities.
21.
A breeder shall maintain reasonable contact with the purchasers of dogs from that breeder
and to offer continued advice and reasonable assistance.
22(1). A member shall register all puppies bred (excluding those breeds listed in ANKC Ltd
Regulation Part 6, Section 6.2 whose specific colours precludes them from being registered
on any Register) by that member that are living at the date of registration. 22(2) Such
registration shall include all puppies from the litter on the one litter registration application
form and shall be applied for within eighteen [18] months of the date of whelping.
23. A member shall provide to all recipients of dogs sold or otherwise disposed of by that
member, written details of (a) the breed characteristics; and
(b) vaccination record or requirements; and
(c) responsible dog ownership information; and
(d) all documentation required by Dogs Tasmania.
24. A member shall not incorrectly describe nor knowingly misrepresent the characteristics of
a breed.
25(1). A member shall ensure that all dogs sold or disposed or by that member are in the best
possible state of health.
25(2). Where a dog with a health issue or disability is disposed of the member shall obtain from
the recipient written and signed acknowledgement of the condition of the dog.
26. A member shall not –
(a) sell or dispose of a dog to a commercial pet wholesaler or retail pet shop unless they are
accredited by the Pet Industry Association of Australia Limited (PIAA); or
(b) allow a dog owned by that member to be given as a prize or donation or to be auctioned.
27.
A member shall not conduct nor permit mother / son, father / daughter or brother / sister
matings.
NOTE: The TCA Inc will not register the progeny of father/daughter, mother/son, brother/sister
matings on the Main Register except where ANKC Ltd Regulations Part 6 Register and
Registrations Section 8, Breeding applies.
28. A member who provides or makes available a dog for use in a film, advertisement,
promotion, or any media or public display shall ensure that (a) the dog is portrayed in a manner consistent with its breed characteristics and temperament
as described in the Standard for that breed; and
(b) the dog is presented in a manner that is unlikely to create a negative impression of dogs
generally or that breed in particular and that if there is any likelihood of a negative
impression, this is at the same time corrected through the development of a story line that
presents the dog or breed in a balanced manner.
29.
A member shall not indulge in false or misleading advertising relating to the conformation,
characteristics or performance of that member’s dog.
30. A member shall not misrepresent nor malign the conformation, characteristics or
performance of another member’s dog.

OBEDIENCE NEWS
The new rules for Obedience and Rally Obedience which come into effect on 1st January
2016 are now up on the ANKC website. The National Committee worked really hard to
do this as early as possible so that judges and competitors had as much time as possible
to look them over.
There will be a meeting at Oatlands MILE Centre, 68 High Street, on Saturday 7th
November starting at 9am to discuss the new rules. The meeting is open to any interested
persons. All judges are reminded that they need to attend. Please bring a copy of the new
rules. BYO lunch.
I would like to extend a big thank you to Jan Collett for her invaluable assistance with the
Rally O signs.
The Hobart Canine Obedience Club held a morning tea on Sunday 16th August to
officially open their new club rooms. It was a great morning with many handlers and dogs
on display for the official guests to get an idea of the depth of club activities. The
committee put on an excellent table of food and the opportunity to catch up with friends
they may not have seen for a while.

Proposal
ANKC Ltd adopts the Country of Origin FCI Breed Standard for the BERNESE MOUNTAIN DOG
replacing the Kennel Club (UK) Breed Standard.
Rationale
ANKC Ltd policy is to always select the Breed Standard from the Country of Origin for all new breeds
introduced into Australia. When the standard for the Bernese Mountain Dog was selected ANKC Ltd
was not adopting FCI standards and the Kennel Club (UK) was adopted.
ANKC Ltd has received a submission requesting that ANKC Ltd adopt the Country of Origin FCI Breed
Standard. To assist ANKC Ltd to reach a decision we are seeking the opinion of all owners of a
registered BERNESE MOUNTAIN DOG for at least twelve [12] months.

DPIWE Proposed Animal Welfare Standards for Dogs
D Sales advised the meeting that correspondence had been forwarded to the Minister for Primary
Industries and Water, Mr J Rockliff MP, regarding the Animal Welfare Standards for Dogs and that Mr R
Andrewartha from the Department of Primary Industries and Water had advised him that the Standards
were low on the list of priorities, that there were no changes to the Standards that the Association had
agreed to that he was aware of and that this would be put in writing as soon as possible.
FINANCE:
A Financial Report indicating a loss of $4168.84 for the period ending 31 May 2015 compared to a profit
of $7806.40 for the same period in 2014, a Year to Date profit of $44393.66 compared to $54586.26 at
31 May 2014 and a Bank Register for May 2015 detailing deposits totalling $24742.90 and withdrawals
of $29201.40.
CORRESPONDENCE:

Notification that the ANKC Ltd Annual General and Board Meetings were scheduled for 17 and 18
October 2015 in Melbourne and a request for agenda items to be forwarded to the ANKC Ltd prior to 7
August 2015.
RESOLVED: ‘The following items be submitted for inclusion onto the agenda for the Board Meeting:
• That the ANKC Ltd Regulations Part 5 – Show, Section 7.7 be reviewed with consideration to allow
points to be gained for Neuter in Group.
• That Limited Registered dogs be shown with LR after their registration number on the Registration
Database that members can view.
• That the requirement that Trainee Judges attend a Group or Breed Specialty Show as set out in the
ANKC Ltd Regulations Part, Section 6.1.3 be reviewed with consideration being given to Trainee
Judges who are unable to meet this requirement due to the timing of the shows.
• That the ANKC Ltd appoint a Working Party to develop a new discipline ‘Canine Relay Racing’ which
would be similar to Flyball.’
D Sales suggested that a motion should be put forward to the ANKC Ltd Annual General Meeting to levy
each litter registration $10.00 with the funds being put into a ‘fighting fund’ to be used to back campaigns
against PETA etc.

Dogs that pull carts – Drafting
Looking back into history and we can find dog working with man helping him do jobs in his
daily life. There are many ancient breeds that have a carting background but most of these
breeds were multitasking. The Rottweiler was the butchers dog, a herding drover’s dog that
protected his stock at nights. He would pull a loaded cart to market and had the butcher’s
purse around his neck for safe keeping. The Bernese Mountain Dog was a dairy cattle dog,
pushing cattle up to the Alpine pastures during the day and then pulling the cart loaded with
milk to the dairy. Traditional Bernese hauled dairy products from farm to dairy or market often
accompanied by children. But not all were farmer’s dogs. The Newfoundland was a fisherman
dog but as it was cheaper to keep a carting dog then a horse in Newfoundland. So the
Newfoundland dog began being hitched to his cart at the wharf and he would take the day's
catch to market. He was also known to deliver milk and mail to add just a few bows to his
tail.

This sense of nostalgia has kept the interest in carting alive today. Dogs that pulled a cart have
to be physically strong and sound, well trained, adaptable and of good disposition. They must
work well with their handler in the variety of terrains and situations that they might encounter.
Carting is a way to involve ourselves in the heritage of our breeds.

Today carting is used in club parades, fun events and in other parts of the world in
competitions. It is to this end that a national committee has been formed and are working
towards a program to bring this canine sport to our shores!

taken in each ring at convenient times
In World War I dogs were used to pull small field guns or cannons. Russian Black Terriers have
their history as a military guard dog but still it pulled a cart.
The next article will include information on the way the competition will be structured.

All exhibitions conducted by the Tasmanian Canine Association Inc. and its affiliates are conducted under
the rules and regulations of the Association, a copy of which may be inspected at the office of the
secretary of the exhibition on the day of such exhibition.
The following rules/regulations apply to all exhibitions:
Financial Members:
A person 18 years of age and over and who is a resident of Tasmania may not exhibit, handle,
officiate in the judging ring or register an animal unless he/she is a current financial member of the
TCA Inc. A person seven years and under the age of eighteen years who handles a dog in the
judging ring is required to be a junior member of the TCA Inc. or a member of an affiliated club.
At least one parent or guardian is required to be a financial member of the TCA Inc.
All dogs shall be entered for exhibition on the official cheque-book entry form and must have all
details required for publication legibly completed thereon and in ink.
Entry fees must accompany the entry form and should be paid by cheque or money order (refer
Australia Post regulation).
A stamped, self-addressed envelope must be included for the return of number discs for
championship shows, obedience and retrieving trials.
Substitute Judges:
The affiliate conducting an exhibition reserves the right to substitute judges if the committee deems
it necessary. Entry fees are not refundable - refer TCA Inc Regulation 227.
It is the exhibitor’s responsibility to have his/her exhibit/s available for judging in all classes or
events for which it is correctly entered and for the classes for which it subsequently becomes
eligible - TCA Inc Regulation 33.

GENERAL BUSINESS:
Executive Officer's Report
The EO’s Report advised that:
• Processing was at a 7 working day turnaround.
• There were 324 puppies registered in the period 13 May to 1 July 2015 compared to 390 for the
same period last year, 1116 year to date compared to 1361 last year.
• There were 1055 members including Life Members as at 1 July 2015 compared to 1033 at the same
time last year.
• The Club Executive Meeting 13 June 2015 was well attended with all clubs having representation
except the British Bulldog Club of Tasmania, the German Shepherd Dog Club of Tasmania (Inc) and
the Tasmanian Dog Training Club; the latter club did not receive the correspondence sent with the
Gazette nor the e-mail about the change of venue as their Secretary was away and their
representatives walked around Ross trying to find the venue and that the matter would be listed as
an agenda item for the next meeting of Council.
• Elaine Job and Mrs E Connolly have offered to take over the library and that a changeover from the
old to the new committee will be organised in the near future.
E Job advised that Mrs M Jones had also agreed to join the committee.
• Mrs T Virieux has advised that she is resigning from the Public Education Committee and Mrs T
Counsell has advised that she is only on the committee in her capacity of Facebook page Co-ordinator.
This leaves a committee of one – Mrs D Nellis. RAST has asked if there will be a Public Education
Committee display at this year’s Royal Hobart Show.
RESOLVED: ‘Mrs Nellis be approached regarding the display.’
• The Tasmanian Toy Dog Club were able to source a judge from RNAPS for the October 2015 show
so it is going ahead.

BRITISH BULLDOG CLUB OF TASMANIA
We all congratulate Snobull The Fat Lady Sings aka Marie on obtaining her Rally Novice title.
“Marie” is the first Bulldog in Tasmania and the second in Australia to gain a Rally Novice title.
Marie auditioned for the cast of “Legally Blonde” and obtained the part of “Refus” in the show. She
will appear in the production of “Legally Blonde” for the five showings at the Princess Theatre in
Launceston. At the last rehearsal she walked across the stage with the sailor's hat on and it never
fell off and it was not tied on, also she never bats an eyelid when the cast are singing and shouting.

The Tasmanian Dog Training Club Inc was formed in 1958 and was initially known as the
Obedience Dog Club of Launceston. Since then the club has over the years operated from many
different locations, has expanded its activities and now offers training in Obedience, Rally
Obedience, Agility, Jumping, Games and Tracking.
The club currently has over 300 members, including many family memberships, with dogs aged
from 12 weeks up to senior dogs, some aged more than 12 years. The club, with the variety of
training it offers, has proved very popular around Launceston and other northern towns with many
members returning for puppy and beginners training with their second and even third dog. We are
very fortunate to now have a wonderful new purpose built training venue at Churchill Park, due
solely to the dedication and hard work of our executive, committee, instructors and members with
much help also from the Launceston City Council.
We train every Sunday morning, regardless of weather, and we would welcome any Dogs Tasmania
members to visit us and enjoy our wonderful new facilities. Also visit our web site www.tdtc.org.au.
As of 1 March 2012 smoking within 20 metres of judging rings and seating
around them is prohibited.

Vaccinations
K Morgan raised the issue of the cost of puppy vaccinations advising that some vets charge a consolation
fee for each puppy as well as the vaccination fee.
RESOLVED: ‘The matter be referred to the Canine Health and Wellbeing Committee with the suggestion
that a schedule of various veterinary practice fees be compiled and that consideration be given to
organising bulk immunisations for the TCA Inc membership.’
Meeting Cancellations
S Eastley suggested that any decision to cancel/postpone meetings should not be made until the morning
of the meeting.
RESOLVED: ‘Any future changes to meeting dates not be made until between 9.00 and 10.00 AM of the
scheduled date.’
TCA Inc Regulations
G Blyth advised the meeting that he had concerns with some of the interpretations of the Association’s
Regulations Councillors were giving to members when approached by them and suggested that any
member who questioned a regulation with a Councillor should be directed to the TCA Inc office for
clarification.
