»ZASTAVA SPECIJALNI AUTOMOBILI« doo SOMBOR
I ENTERPRISE GENERAL DATA
The company is the only producer of special purpose multifunctional vehicles in Serbia primarily
intended for the transport of all sorts of cargo up to 800 kg and with cargo space volume up to 4,5 m³,
and special purpose vehicles produced on the basis of passenger automobiles.The company started
producing in 1969 as a part of the » Zastava Kragujevac« system. »Zastava specijalni automobili«
owns every production capacity needed for car production as well as the expert workforce and the
International Certificate of Quality Management System ISO 9001 : 2008.
The total area comprised by the factory is 94.138 m² of which 23.980m2 is under roof. There is a
railway track used for delivering primary products and manufacturing components as well sending
finished goods to buyers. The factory possesses energy capacities of every sort needed. The existing
annual production capacity is 10.000 vehicles in two shifts. The annual capacity can be expanded to
30.000 and more vehicles by investing in new technology and enlargement of the varnishing plant.
The largest production volume was in 1989 - 9000 vehicles. In total, 120.000 vehicles have been
produced so far.
The factory is located in Sombor, in Serbian northern province Vojvodina which is a member of
European regions. The distance between Sombor and Belgrade is 186 km. The capital of Hungary,
Budapest is 200km away, and the river Danube only 15km. Sombor is well connected to European
road and railway network.
II OWNERSHIP STRUCTURE
The Sombor factory is in the process of privatization, restructuring and search for a strategic partner,
with regard to the existing programme's shutting down in 2011.
The majority shareholder and owner is »Zastava vozila« Group a.d. Kragujevac Group – in the
restructuring process, owning 89,52%, and other shareholders are the state (The Republic of
Serbia)- The Development Fund, owning 9,71% and factory dealers, owning 0,77%. The process of
privatization and strategic partner search manages teh Ministry of Economy and Regional
Development – The Privatization Agency of the Republic of Serbia.
The Republic of Serbia, Provincial Government of Vojvodina and local government of Sombor are
providing significant perks for potential strategic partners , for investing, purchasing of the company,
greenfield investments and employment.
III ORGANIZTION AND EMPLOYEES.
Zastava specijalni automobili has an efficient organization, with the following sectors/units:

General Manager is responsible for monitoring of each sector manager.
The Production Unit is a core of the company. It consists of :

There are 175 employees.
We had the highest production level of 9000 vehicles in 1989 and we had that time 850 employees.
The workers are qualified for production of vehicles, processing of vehicles for special purposes,
production of parts and products made for metal and polyester for widespread use.
The Tehnical High School in Sombor has a long tradition in educating metal processing staff and
operators on CNC machines.
1500 qualified workers (metalprocessing and toolmaker staff) are unemployed and registered at the
Branch office of the National Employment Service in Sombor.
IV MANUFACTURING PROGRAMME
1. Vehicles
1.1. 1969 – 1989
In this period, 57.000 Vehicles were designed in Suzzara, Italy, according to the Contract signed with
Fiat.
FIAT delevered all parts made of thin metal plate-pressed part in lots for 100 vehicles, while the rest
of the parts (engine, gear-shift etc.) were produced locally. Delivery vehicles for passengers and
cargo transport were produced, as well as special – purpose vehicles.

In the beggining, petrol engines of 848 cm3 (25.74 kW) locally produced were buit in the vehicles, and
od 900 cm3 in later years. When the production of basic models in Italy stopped, it also stopped in
Yugoslavia (Serbia)
1.2. 1989 – 2010
In cooperation with the Zastava factory in Kragujevac – factory in Sombor designed and produced
new models od vehicles for cargo and special purposes, based on passengers vehicles YUGO
KORAL; YUGO SKALA and YUGO FLORIDA
1.2.1. SPECIAL VEHICLES BASED ON YUGO KORAL / SKALA MODELS
The complete production of vehicles has been realized in Sombor, but majority parts (body, gear-shift
...) have been delivered from Kragujevac in lots, and other parts have been delivered by local subcontractors.
The models prduced are:








YUGO KORAL SUP – for polices forces;
YUGO KORAL HLI – Medical vehicle;
YUGO KORAL PTT – for post offices
YUGO KORAL SPI – for drivers aid on the road;
YUGO KORAL AS – for driver training
YUGO KORAL ED – for power distribution organisations
YUGO SKALA SUP – for polices forces;
YUGO SKALA HLI – Medical vehicle
1.2.2. BASIC CARS OF SKALA PICK-UP and FLORIDA PICK UP
The Development Department of the factory independently designed cargo vehicles SKALA
PICK-UP and FLORIDA PICK – UP (futher developed into special purposes vehicles( on the basis of
the existing passengers model SKALA / FLORIDA.
The vehicles are primarily intended for the transport of all sorts of cargo up to 690 kg and with
sargo space volume up to 4,5 m³. These vehicles belong to the group of lightweight commercial cars.
Functionally speaking, they are similar to PEUGEOT PARTNER; RENAULT KANGOO; W-CADDY;
FIAT DOUBLO; CITROEN BERLINGO; OPEL COMBO, FORD CONNEKT.
Cabin and loading space are separated with the front wall, which is in the lower part made out of
metal and in the top part out of glass. Cabin space includes driver's and co-driver's space. Loading
space includes crate, on which polyester superstructure is positioned and a back door.
The representative models are: SKALA 1,1 POLI, FLIORIDA 1,3 PICK-UP, FLORIDA 1,3 POLI
TRAFFIC i FLORIDA 1,3 POLI MAX TRAFFIC.
On the basis of Zastava's passenger cars Skala and Florida specialized types of vehicles are being
produced: FLORIDA 1,3 BAKERY for transport of bread and pastry; FLORIDA 1,3 AMBULANCE
for health institutions; FLORIDA 1,3 COOLER for perishable food and FLORIDA 1,3 FUNERAL for
public utilities. The production process is flexible and is not only limited to these types of special
purpose vehicles. The installation of equipment necessary for power gas engines is also available
(TNG).
This production programme will be cancelled in 2010 due to the cancelling of the SKALA and
FLORIDA basic units.
2. MANUFACTURING COMPONENTS
The technology of producing polyester components, vehicle components and other metal
products is also being applied.
Parts made of polyester are: cargo cabin with a door and bumpers. Parts made of metal are: seat
frames, reservoirs and other parts.
3. GENERAL PURPOSE PRODUCTS
The production capacities are flexible and it is possible to organize production of other products:

Transporters for damaged vehicles transport
Mobile kiosk
Electric water – heater – 50l, 60l, 80l






Electric boilers for central and storey heating (12kW, 18kW, 24kW, 180kW)
Expansion containers for heating systems
Metal furniture (chairs, tables, cupboards)
Computers table
Wheel – barrows
Billboards.
Also there is a possible of manufacturing polyester products such as boats, camping trailers
and other.
V POSSIBLE MODELS OF COOPERATION WITH FOREIGN PARTNERS
1. Development of a mixed enterprise between a foreign partner (majority owner) and the
Republic of Serbia with the implementation of contemporary technology for production of
multifunctional vehicles and special purpose vehicles as well as spare parts, on the basis of
the passenger cars of famous brand names, according to the Serbia – Fiat system.
2. Joint investment in production of component parts and other products Zajedničko ulaganje u
proizvodnju delova za vozila i ostalih proizvoda (billboards, metal goods, caravans, bus
trailers, trailers for vehicle transport, tractor trailers, polyester boats, hose trailers etc.).
3. Greenfield investment
 Production of multifunctional vehicles and special purpose vehicles as well as spare parts,
on the basis of the passenger cars of famous brand names.
 Buses and mini-buses production.
 Tractors and tractor trailers production.
4. A joint venture company for processing of passenger and multipurpose cars of world famous
brands.

PLANT WITH PRESSES
It houses two hydraulic presses of 1000 t with table dimensions of 3500 x 2800 x 1500
mm and triple impact. Large elements are produced here (sides, roof, flooring parts etc.).
there presses were bought 15 years ago and since then the production of specialized vehicles
in Sombor has been fully established.
POLYESTER ELEMENTS MANUFACTURING PLANT
It is a new hind of production in the factory. Produced elements:
- super structural parts for Pick-up trucks
- mud flaps
- windscreens - bumpers
- fenders
- inlays
- protective masks
WORKSHOP BUILDING
This building houses machines for special tools manufacturing and maintenance. The
majority of new tools is connected to pressing - derived units of small dimensions. A wide
range of auxiliary tools, sub - assembly forming tools and framework forming tools is also
produced here.

ENERGY CAPACITIES
There is an auxiliary transformer on the factory premises. Its power is 4 x 630 KVA
and represents no obstacle to enlargement of the production capacities. Factory is connected
to the water piping system of the city and has its own water for industrial needs. Its water tower is of the capacity of 200 m3. Water supply doesn’t represent bottleneck for higher level
of production.
An air - compressing station consists of 4 compressors of 3.620 m3/h capacity.
Heating plant consists of 4 boilers with the capacity of steam production: 26 t/h.
