The Chamber of Commerce is led by its members.
They elect a Board of Directors who determine
policies and set goals. The Board consists of
15 members with an Executive Board of 4. The
Executive Committee is elected within the Board
of Directors. A President presides over all board
meetings. The management and day-to-day
operations of the Chamber are handled by a hired
professional, the Executive Director and staff.
WHO CAN JOIN
Any citizen who is interested in helping develop
the area is eligible to be a member of the Chamber
of Commerce. A membership investment in your

THE LEGEND OF ADA
As is often the case with historical “facts,”
there are several versions of how the
saying “Eighter From Decatur, County Seat
of Wise” came about. The two things that
are certain is that it started out as “Ada
From Decatur,” and that the story revolved
around shooting dice. The most credible
version of the story comes from Dr. Ira E.
Nash, who grew up in Decatur in the late
1800’s.
As Dr. Nash later recalled, Will Cooper
was a laborer and holder of odd jobs
around town, who often worked in a barn
that adjoined Dr. Nash’s boyhood home.
Will was described as a good worker
with a love for both rolling dice and a
local servant girl named Ada. As his lucky
point, Will would say “Ada From Decatur,
County Seat of Wise” when rolling the
dice, and this saying became popular in
the local area. The spread (and alteration)
of Will Cooper’s lucky point began when a
group of Home Guards and Army Regulars
traveled by train to Virginia about 1900 to
participate in a reenactment of the battle
of Manassas.
As luck would have it, Will Cooper had
been hired as the cook for the Decatur
participants, and during the long train
ride, the troops entertained themselves
with a number of pastimes, including
playing dice. This spread the phrase to a
wider range of Texas Troops, and when
they reached the huge tent city set up at
Manassas to house reenactors from across
the nation, the phrase spread, and went
from being a general call for good luck to
a plea for a Hard Eight. After the “Battle”
the troops returned to their home states,
and the phrase “Eighter From Decatur,
County Seat of Wise,” became known to
entire generations of Americans who had
no idea what an “Eighter” was, or where
exactly to find Decatur or Wise County.
HISTORIC DECATUR
One of the first settlers of Wise County, Colonel Absalom Bishop, arrived in 1854. He soon
became a leader in the organization of the new county, the election of officials and the
selection of the site of the County Seat.
Bishop’s group pushed for the top of a bald hill near the center of the county which
overlooked the West Cross Timbers and the broad valley of the West Fork of the Trinity River.
The hilltop was large enough to accommodate a town square as well as being the highest
point in the county. Mr. and Mrs. James Proctor had already deeded 60 acres to the county
for the town site. After a bitterly contested counting of the votes to select the site, Bishop’s
hilltop won out.
Bishop immediately raised the Stars and Stripes and revealed his plan for a central commons
area surrounded by a square with the business houses facing in, and main streets radiating
from the four corners. He was elected Wise County’s first representative to the state
legislature in 1858. Because of his leadership on behalf of Decatur and Wise County, Colonel
Absalom Bishop has been called“Father of Decatur.”
A public sale of lots was held in 1857 and four lots per block were sold for $100 each. The first
structure was a 16-foot-square log cabin owned by Joe Henry Martin. Two wooden business
houses were soon built. The first to be completed was Electious Halsell’s Tavern. Howell and
Allen built a two-story, wooden structure on the south end of the west side. The ground
floor was their general store and the Masonic Lodge used the upper story. This store held the
town’s first post office. Decatur’s first physician, Dr. Thomas Stewart, opened an apothecary
shop in this building.
Between 1858 and 1861, the Overland Southern Pacific mail and stagecoach route, known
as the Butterfield Stage Line, passed through Decatur on its way from St. Louis to California.
When on schedule, the stage arrived at midnight where it deposited mail and occasional
passengers at Bishop’s store. The first courthouse, built in 1857, was a log cabin located on
the northeast corner of the square. In 1861, the county built a two-story, wooden courthouse
situated in the center of the square. Lawyers rented office space there. The first photograph
gallery and the first newspaper were located in that building. The building burned in 1881.
In 1882, a third courthouse was built off the northwest corner of the square. This building
burned in 1895.
Wise County has had four courthouses. The fourth and present structure, completed in
1896, cost $110,000 to construct. It was designed by J. Riley Gordon of San Antonio. Said to
be architecturally perfect, the building is constructed of pink granite from Burnet County,
Texas. Each piece was precut, numbered and shipped close to 200 miles by train to Decatur.
The stones were then raised into place using a windlass pulled by donkeys. Amazingly the
structure was completed in less than one year.
The courthouse is listed on the National Register of Historic Places and is a recorded Texas
Historical Landmark with the appropriate medallion and plaque proudly displayed. Open
weekdays, Monday through Friday, tours may be arranged through the County Judge’s office
at 940-627-5743. The Wise County Courthouse is located at 101 North Trinity, Decatur, Texas.
FINANCIAL STANDINGS/
PLANS FOR GROWTH
EDUCATION
DECATUR INDEPENDENT SCHOOL DISTRICT
OVERVIEW
Decatur Independent School District has experienced tremendous success
both in academics and in extracurricular activities. Our high level of student
success is attributed to the support of the parents, dedicated staff, and the Board
of Trustees. The cooperative efforts made between the home and school will
continue to play a leading role in the success of Decatur ISD. We successfully
passed a bond referendum in May of 2015. Our current transportation, security,
technology, and facilities will soon be reflecting many upgrades these funds will
help enhance for our school district.
STATE RATINGS
Districts and campus in Texas are rated based on four areas of achievement:
Student Achievement, Student Progress, Closing Performance Gaps, and
Postsecondary Readiness. Schools and campuses must meet the target scores
in all four areas to meet the state standard. In 2014, Decatur ISD, Decatur
HS, McCarroll Middle School, Rann Elementary, Carson Elementary, and
Young Elementary were rated “Met Standard”by the Texas Education Agency.
McCarroll 6th Grade Campus had“Improvement Required”in Index 2.
McCarroll Middle School received distinctions in“Academic Achievement in
Social Studies”and “Top 25% Student Progress.” Decatur High School received
a distinction in“Academic Achievement in Social Studies.”
EXTRACURRICULAR SUCCESS
There are many extracurricular activities and accomplishments in which Decatur
High School students have been successful. The DHS staff’s commitment to
excellence and work ethic continues to make Decatur High School an excellent
place to receive a well-rounded education.

Decatur ISD has worked to elevate both
the quality of education provided to the
students of the community and to improve
the financial standing of the district. Student
performance has increased steadily with a
continuing focus on excellence. The district
financial picture reflects a similar optimism.
The district fund balance has grown steadily
according to the state financial accountability
systems review. The District’s last ten TEA
Financial Accountability returns have resulted
in a rating of“Superior Achievement”,
the highest available rating. The District’s
maintains a reasonable fund balance in both
the maintenance & operations fund and the
debt service fund in the event of unforeseen
emergencies. District staff has worked to
prepare the district to successfully meet the
potential future challenges. An external auditor
audits the Decatur ISD finances annually.
For the recent audit ending August 31, 2014
the District maintained a general fund fundbalance of $11,453,035 (approximately 40% of
general fund expenditures) and a debt service
fund-balance of $2,478,582 (approximately
44% of debt service). All recent audits have
been unqualified with no material findings.
The district and community have experienced
both growing student population and tax base
over the past ten years while the tax rate has
decreased from approximately $1.72 to $1.29
for the 2014-2015 school year.
DECATUR ISD
EDUCATION FOUNDATION
The Foundation was established in 2003 as a
nonprofit 501c3 corporation to provide funds
beyond the normal operating budget for
educational programs and activities for students
and staff. Since its inception, the Foundation
has awarded more than $341,000 in innovative
teaching grants to the teachers and students
of Decatur ISD. Funds are used to facilitate
student achievement and skill development,
recognize and encourage staff excellence
and expand community involvement from
individuals, business and civic organizations.
WEATHERFORD COLLEGE
DECATUR ISD
Weatherford College has been an active member of the Wise County
community for several decades and has had a permanent presence in the
county since 2000. The Weatherford College Education Center at Decatur
opened in the former Decatur Wal-Mart facility in 2000 and was housed
there until 2009 at which point they were temporarily housed in a facility
owned by the Decatur Independent School District. In order to ensure
a permanent facility for the college in the county, Wise County voters
approved a Branch Campus Maintenance Tax in 2008.
Funds from the Branch Campus Maintenance Tax were used to construct a
21st century learning environment between Decatur and Bridgeport at the
corner of US 380 and FM 1655. Tax funds also provide yearly operational
resources for the campus. The facilities, designed to accommodate
approximately 1,500 students, opened with much excitement in the fall of
2012. The campus provides general education coursework in addition to
programs in Registered Nursing, Cosmetology, and workforce/continuing
education. Weatherford College also delivers dual credit courses to local
high school students on each high school campus in the county. The college
is a proud business and economic development partner as they provide
customized training opportunities for local industry employees.

WISE COUNTY COURTHOUSE
Wise County has had four Courthouses, two of which burned. The present Courthouse, located in
the middle of the square was constructed at a cost of $110,000, which was thought by many to be
excessive, and the officials were not re-elected. The stone was pre-cut and each piece numbered
then shipped from Burnet County, Texas. The stones were raised by a windlass pulled by donkeys
walking in a circle drawing the rope tight. The building completed in 1896, is of pink granite
with an interior of Vermont marble, and has been pronounced architecturally perfect. Bids for the
courthouse clock were opened May 14, 1896 and was purchased from E. Howard & Company.
All indebtedness was paid off in 1945. The building was modernized in the 1960s and is listed
on the National Register of Historic Places and is a recorded Texas Historical Landmark with the
appropriate medallion and plaque proudly displayed. The courthouse is open Monday through
Friday and guided tours can be arranged by contacting the County Judge at (940) 627-5743.
THE PETRIFIED WOOD GAS STATION
The Petrified Wood Gas Station stands like a relic from a bygone era on the
east side of Decatur. E.F. Boydston built a gas station in 1927 and eight years
later decided to cover its exterior with chunks of petrified wood and didn’t
stop once he started. He even covered the walls of his next-door cafe and
motor court with petrified wood as well. The cafe closed in 1964, the cabins
around 1970 and the gas station in 1989. They all passed into the hands of
one of E.F.’s grandchildren who didn’t have the heart to tear it down and
spent a decade restoring the entire complex to its 1945 glory. Stop by and
snap a picture in front of the historical marker in front of the building with
more information on these intriguing buildings.
LBJ GRASSLANDS NATIONAL FOREST
SERVICE – NATIONAL FORESTS AND
GRASSLANDS IN TEXAS
Lyndon B. Johnson (LBJ) National Grassland is located at 1400
North U.S. 81/287 outside of Decatur. This land was set aside
in the late 1940s to remove sub-marginal agricultural lands
from cultivation and to demonstrate wise use land practices
on lands not suitable for cultivation. An aggressive prescribed
burning program has been taking place the last few years to
reduce dangerous fuel loads on the Grasslands to protect our
neighbors and to recreate the open nature of the Post Oak
Savanna that original pioneers encountered in North Texas.
The Grasslands is primarily used for recreational activities
such as hiking, camping, horseback riding, fishing, hunting
and bird watching, however, it is also used as grazing land
for cattle and other livestock. Camping and other activities
are free of charge. Both pull-through and hike-in campsites
are available. A few areas require a small fee for use, but are
clearly marked. For more information call

THE WAGGONER MANSION
WISE COUNTY VETERAN MEMORIAL PARK
Beginning clockwise from the entrance, the Path of Sacrifice and Valor
leads visitors through 18 brass placards that commemorate American
sacrifices in battle from the Revolutionary War to the present. Inlaid
in the walkway are spaces for 7,000 pavers to personalize those who
have honorably served our country and will continue to serve in the
future. 1,500 are honored in this way today. Our park was recognized
by one visitor as the best tribute to our armed forces west of Arlington
National Cemetery. An eternal flame is centered in the park to signify
that sacrifice is the price we must pay for eternal vigilance and the
defense of our freedoms. The park was planned, designed, managed
and completed solely by veterans of Wise County and the generous
contributions of its patriotic citizens. No governmental funds were
sought or utilized in this project. The park is owned by the City of
Decatur and is located at 406 N. Trinity in Decatur. It is open to the
public 24 hours each day, seven days a week. For more information visit

WISE COUNTY HERITAGE MUSEUM
The Wise County Heritage Museum in Decatur is located in the home
of the former Northwest Baptist College, a four-year institution. The
first classes were held in the new administration building in September
1893 and the school went bankrupt in 1896.
The following year, the Baptist Convention bought the property and
turned it into Decatur Baptist College. The home of the world’s oldest
junior college, the school was a preparatory school for Baylor University
until it moved to Dallas in 1965 and became Dallas Baptist College.
After the college moved, a Decatur businessman, Coke L. Gage, bought
the property and then donated the building and approximately one
acre of land to the Wise County Historical Society, Inc. for a museum.
It now houses one of the best family research facilities in the area, an
auditorium, and a museum.
Today the museum highlights Wise County’s past. The museum is the
headquarters for the Wise County Historical Commission and the
Wise County Historical Society, Inc. Together they educate citizens
about the past. The museum is operating by donations, admissions,
sales from the gift shop and various fund-raising events throughout
the year. Members

The Waggoner Mansion, located at the end of Main Street in the
city of Decatur, was built by Dan Waggoner for a growing family.
Sometimes called“El Castile”, this is a large home, situated on a hill
east of town, sitting on thirteen and one-half acres. The house consists
of two stories, sixteen rooms, with a full basement and eight fireplaces.
It is constructed of old fossiliferous limestone and decorated with
handcrafted wrought iron on the roof and balconies. Half-moonshaped stained glass add an array of color to the tops of the windows
and to the large massive hand-carved entrance door. At the peak of
the house, an ornate cupola gives height to the stately home. The
inviting first floor entrance hall has a winding stairway sweeping up
to the second floor. A hand-carved Texas Star motif decorates the
walnut and oak stairway. Massive doors with solid brass hardware,
are sixteen feet tall, minifying the tall ceilings. Three of the huge doors
enhanced with stained glass project dancing rays of colored light in
the interior. Adding an air of elegance to the front parlor is a beautiful
ornate chandelier. Wrought iron and handmade isinglass fixtures from
Denver compliment the Victorian library, large dining room and two
halls. Also on the first floor are five bedrooms, three marble baths, a
keeping room, butler’s
pantry, and a huge
kitchen with a copper
sink and accessories. The
second floor contains
a large game room,
three bedrooms and
two marble baths. The
house is enclosed by a
wrought iron fence with
an archway bearing the
name“El Castile.”The
mansion is not open to
the public.
DECATUR MUNICIPAL AIRPORT
Decatur Municipal Airport,
founded in 1915, was the first
airport in the state of Texas. It is
owned and operated by the City
of Decatur and is a public use
general aviation airport in Wise
County. The airport, which now
occupies more than 205 acres of
land is situated approximately
one mile north of the city of
Decatur’s historical square. The
airport operates on an asphalt
runway, which measures 4,200
feet in length and 60 feet in
width. Decatur Municipal
Airport is the oldest non-contiguous airport in Texas and some of
their upgrades include a new terminal building, runway extensions
and rehabilitation and the installation of an Automated Weather
Observing System (AWOS). Aviation related activities that take place
on a regular basis include: corporate use, flight training and education,
aircraft maintenance and recreational flying. The airport also provides
several community based services and programs to enhance the health,
safety, welfare and quality of life of the area citizens. Additionally the
airport serves as a gateway for visitors who use the facility to access
local business and golfing opportunities. The airport is open7days a

ANNUAL EVENTS
SWAP MEET
This yearly event is sponsored by the Wise County Antique Auto
Club and hosts more than 3,000 vendors each year. The meet takes
place at the Wise County Sheriff’s Posse Grounds the last week-end
of February come rain or shine. The event not only brings history to
life, the crowds it draws serve as a major boom for the local economy.
There is an estimated 20,000 to 30,000 people walking through the
Swap Meet on Saturday if there is good weather. An economic study
done a few years ago showed that the meet adds $2.7 to $3 million to
the local economy. The meet is one of the most popular in the region
and the first held in the South. It runs 6 a.m. to 6 p.m. Friday through

OLD SETTLER’S REUNION
The Wise County Old Settler’s Reunion is the oldest recurring public
event in the county. The weeklong reunion is held the last full week
in July at Joe Wheeler Park off FM 51 South in Decatur. The reunion
got its start in the late 1860s when Confederate veterans met under
a full moon in covered wagons with their families to visit comrades
before the fall harvest. Today, the reunion grounds are filled with
cabins, where many families spend the entire week. A campers’
meeting and campsite decoration contest on Sunday afternoon
kicks off the activities. A carnival with rides and games is located
on the reunion grounds, and entertainment is provided nightly at
the pavilion. Non-profit organizations sell food and drinks, and the
Decatur Lions Club is in charge of parking. The organization uses
the parking fee to contribute to worthwhile community projects.
Admission to the reunion is free, though there is a charge for carnival
rides.
JW HART PBR CHALLENGE
WC Challenger Charities is a local 501(c)3 nonprofit organization
that hosts the annual JW Hart PBR Challenge. This Professional
Bull Riders (PBR) event is named after legendary bull rider JW Hart,
commonly referred to as the Iron Man by his loyal fans. This three
time Venue of the Year event is held at the Wise County Sheriff’s
Posse arena.
Founded in 2004 by local businessmen Andrew Rottner, Calvin
Jackson, Wendell Berry Jr. and the late Roy Young, the event has
provided $400,000 in donations to local charities including United
Way. All net proceeds are returned to local charities and agencies
and also the Rider Relief Fund which is a nonprofit organization
of the PBR to assist riders and their families if they are injured. The
event draws over 3,500 people every year to see one of the best
bull ridings in the country. Big name bulls and the top riders in

Decatur Main Street’s Chisholm Trail Days, Western
Heritage Event is held in conjunction with the Wise County
Sheriff’s Posse Rodeo in September. The downtown festival
features booths, vendors and pioneer exhibits as well as live
entertainment throughout the day. The Sheriff’s Posse Rodeo
Parade kicks off the fun on Saturday morning, followed by a
kids Stick Horse Rodeo, horse drawn carriage rides, Lone Star
Legacy gunfighters, pony rides and much more!
