Pryor Jr., Chairman of the Board The mission of the Virginia Tech Foundation is to advance the academic, outreach, and research programs of Virginia Tech by providing financial support from nongovernmental sources and by undertaking strategic initiatives as requested by the university. During a year of challenging financial markets and economic conditions, the foundation’s investment performance has been nationally recognized as among the best despite international stock and debt market turmoil. Private contributions to the foundation in support of the university’s programs were $65.1 million. The Campaign for Virginia Tech: Invent the Future crossed the $810 million mark as of the end of the fiscal year. The endowment provided $29.1 million to students, faculty, and university programs. Advancement of major university initiatives, both on and off campus, continued with initiating construction of a major research facility near to federal research centers in Arlington, authorization by the General Assembly for transfer of property by the university to the foundation for the second phase of the Virginia Tech Corporate Research Center, groundbreaking for the new basketball practice facility adjacent to Cassell Coliseum, and completion of the Integrated Life Sciences Building in the Virginia Tech Corporate Research Center. As a corporate citizen, the Virginia Tech Foundation engages in community development and enhances economic capacity in the region. Its responsible practices led to the designation of its Arlington research facility as a Leadership in Energy and Environmental Design-silver building, the use of geothermal heating in two new buildings at the Corporate Research Center, support of new business creation and entrepreneurship in the region, and a private sector partnership to provide additional accredited day care in the university community. At the center of the foundation’s work is the financial support of Virginia Tech’s three core missions: teaching, research, and outreach. It is the financial support and engagement of our donors that make possible the Virginia Tech Foundation’s significant contribution to advancing the university. Together, we touch the lives of thousands of students, support cuttingedge research, and improve the quality of life within our region and around the world. Thank you for joining with us in this exciting endeavor. 6 | VIRGINIA TECH FOUNDATION ANNUAL REPORT FROM THE COO: Raymond D. Smoot Jr., Chief Operating Officer and Secretary-Treasurer The Virginia Tech Foundation maintained strong financial support of the university during a year characterized by worldwide economic adversity and declining governmental support for higher education. Concurrently, new real estate developments were initiated in Blacksburg and Arlington to support university strategic initiatives. Financial support of university programs totaled $94.6 million as compared to $95.3 million in the previous year. Total revenues and net investment activity for the year totaled $54.9 million, a decrease of 62 percent compared to the previous year. Total net assets decreased from $722 million to $645.7 million. These significant decreases in revenues and net assets resulted primarily from investment market losses and a decline in contributions, both of which were impacted by general economic conditions experienced during the year. Total assets increased to $942.1 million from $926.0 million for the previous year. The value of the Virginia Tech endowment was $451.7 million at the end of the fiscal year. The consolidated endowment return for the year was -16.0 percent, which ranked in the upper decile of college and university endowments in a study by Cambridge Associates. Real estate development to support strategic initiatives of the university continued with several projects. Construction began on a university research center in Arlington, proximate to federal research agencies that support significant components of the university’s research agenda. Armada Hoffler and Bruce Smith Enterprise completed development of the first phase of Smith’s Landing, which will generate income to the foundation through a landlease and carried interest. Two buildings neared completion in the Virginia Tech Corporate Research Center, which will provide facilities for university research centers, while construction began on two additional buildings for private company tenants. A $7 million interior upgrade at Hotel Roanoke was completed. Construction started on a clubhouse for the Pete Dye River Course, home of the university’s intercollegiate golf team. The foundation continues to engage in the regional community in ways that contribute to the advancement of the university. Financial support was committed for preliminary work on behalf of the proposed Virginia Tech Carilion School of Medicine and Research Institute. Investment was made through the NewVa Investment Fund in six early-stage regional companies. Planning was completed for Phase II of the Virginia Tech Corporate Research Center, which will provide space for additional companies and research centers, and the Virginia General Assembly authorized transfer of 97 acres form the university to the foundation for this purpose. Foundation land was leased to a local accredited child care provider to construct and operate a day care center to serve the university and community. Foundation employees received the United Way’s Special Achievement Award and volunteered their time and talent to other community service organizations. The impact of private support is felt daily in the lives of Virginia Tech students and faculty. Financial aid of $19.6 million was provided, which enabled capable, deserving students to begin or continue their education. More than $41.3 million supported academic programs, faculty, and university facilities. The significance of private support is felt across the university and by those it serves throughout the state, nation, and world. VIRGINIA TECH FOUNDATION ANNUAL REPORT | 7 VIRGINIA TECH FOUNDATION INC. www.vtf.vt.edu The mission of the Virginia Tech Foundation is to support the programs of Virginia Tech. The foundation does this by generating funding from private sources and aggressively managing its assets to supplement state appropriations, tuition, and other sources of funds. The foundation provides financial assistance to students, additional operating support to colleges and departments, assists in the funding of major building projects, provides seed capital for new university initiatives, and initiates major projects as requested by the university. The foundation manages Virginia Tech’s endowment, through which donors to the university make a significant difference to the faculty and students. This year, Virginia Tech donors created 123 endowments, including ones for undergraduate scholarships, graduate student fellowships, faculty support, athletic scholarships, the Center for the Arts, and other initiatives. The foundation is also a responsible corporate citizen. As such, the foundation deploys capital in ways that serve the interests not only of the university, but also of its region. It provides funding for faculty research and salaries through the endowment and owns property throughout the commonwealth that enables the university to expand its graduate offerings, develop collaborations with a variety of organizations, and support a number of research projects. THE NATIONAL CAPITAL REGION (NCR) www.ncr.vt.edu Because the foundation owns property in the National Capital Region, Virginia Tech is able to offer a wide range of graduate programs, workshops, and customized educational programs to a highly diverse audience. The university also boasts a number of nationally recognized research centers located in the area, such as the Virginia Center for Coal and Energy Research; the Advanced Research Institute; the Center for Technology, Security, and Policy; the Metropolitan Institute; the Virginia Bioinformatics Institute; and the Marion duPont Scott Equine Medical Center. Virginia Tech’s presence in the NCR has also enabled the university to establish collaborations and partnerships with local and federal agencies, nonprofit research organizations, businesses, and other institutions of higher education. Virginia Tech is continually expanding its presence in the National Capital Region. Current locations include Alexandria, Arlington, Falls Church, Leesburg, Manassas, and Middleburg. Since June 2008, when the plan for a new, state-of-the-art facility in the Ballston area of Arlington, Va., was announced, construction has progressed with the goal of opening in early 2011. This highly visible facility in the region’s technology corridor will advance the university’s mission to expand its research portfolio in a region offering greater opportunities for partnerships in both the corporate and government realms as well as other public and private-sector organizations. The seven-floor, 144,000-square-foot building, designed by Cooper Carry to meet the Silver U.S. Green Building Council’s LEED Building Rating Systems, will be located on the 800-900 block of North Glebe Road. The interior will include computational laboratories, offices, and conference space to accommodate executive programs, training programs, and workshops. A number of already established Virginia Tech research centers, located throughout the Northern Virginia area, will move to the Ballston facility. The facility will have secure high performance information technology systems that address national security issues. That portion of the building not occupied by Virginia Tech will be available for commercial lease. Joining Virginia Tech President Charles W. Steger recently on a visit to the site of the research center in Ballston are (left to right) Seong K Mun, professor of Physics and research fellow at the Virginia Tech Institute for Advanced Study; Steger; Jim Bohland, vice president and executive director, Virginia Tech National Capital Region Operations; John Dooley, vice president for Outreach and International Affairs; Ted Settle, director, Office of Economic Development; and Bob Walters, vice president for research. Currently, more than 140 research and development businesses and research centers are located at the park. The total employment level of the park now exceeds 2,200. The park consists of 26 buildings containing more than 890,000 square feet. The CRC is currently master planned for a total build-out of 1 million square feet on the current 120-acre park. The success of the tenants in the park has been due in part to advantages offered by the CRC, including a comprehensive business assistance program, a low-cost telecommunications infrastructure, a financial assistance package, training opportunities, and personnel assistance. The quality of life in the park is enriched by numerous recreational opportunities, such as volleyball and basketball leagues, hiking trails, bike events, an on-site 5,000-square-foot fitness center, and an amphitheater. One mission of the CRC is to advance Virginia Tech’s teaching and research missions. Various student groups work with companies at the park as part of their studies. CRC tenant companies sponsor research at the university each year. Faculty members consult with tenant companies as a means of remaining on the cutting edge of new technology. This new knowledge is then put to work in the classroom, where many students benefit. The CRC has commenced design on Phase II of its campus. Phase II will nearly double the current acreage of the park and provide a growth path for the CRC for many years to come. The transfer of the land from Virginia Tech to the foundation is in process and has been approved by the General Assembly and the governor. The master plan anticipates an additional 18 buildings in Phase II. Building Highlights for FY 2009 >> A 77,000-square-foot building called the Integrated Life Sciences Building (Research Building 24) was completed in July. This building is the result of a collaborative effort among the colleges of Agriculture and Life Sciences, Science, Natural Resources, and Veterinary Medicine. This building will provide high-quality research space supporting the university’s quest to become a top-30 research institution. >> A 45,000-square-foot building called Research Building 25 is complete. This building houses a large biomechanics research lab that is a collaboration between the Edward Via Virginia College of Osteopathic Medicine and Virginia Tech. Approximately half of the building will be constructed to support classified government research. >> A nother 45,000-square-foot building called Research Building 26 has been completed. This building will house private company research projects. “The first building in the CRC was built for VTLS Inc. and completed in 1987, making us the anchor tenant in the park. Over the last 20 years, we have seen the CRC expand and mature into one of the finest business and research facilities in the country. Thanks to the excellent services provided by the CRC, VTLS can focus on its core business, which has now expanded to 42 countries. Visitors from around the world who come to assess the VTLS worldwide headquarters are impressed by the beauty of the surroundings and the quality of the work environment.” Vinod Chachra, president and chief executive officer, VTLS Inc. “We started off with two employees in 1990 and we’ve grown to 94. We manufacture products and ship them all over the world. It was having the Corporate Research Center right here next to the university, and the university’s support, that allowed us to be able to form the company and grow it. A continuous supply of educated people is extremely important to any high-tech company, and we are able to hire Ph.D.’s, master’s or bachelor’s degree holders coming out of Virginia Tech.” Tracy Wilkins, co-founder and president of Techlab Inc. VIRGINIA TECH FOUNDATION ANNUAL REPORT | 11 ACADEMIC SUPPORT The foundation provides significant finincial support to academic programs at Virginia Tech. In part, that is because nearly 50 percent of the endowment is dedicated to scholarship support. In addition, many endowment accounts are created by donors to support specific academic programs, from departments to research centers. But the foundation also has a direct relationship with the students in SEED and BASIS who manage some of the foundation’s portfolio. The foundation also owns the Center for European Studies and Architecture (CESA) in Riva San Vitale, Switzerland, which offers Virginia Tech students the opportunity to study abroad. CENTER FOR EUROPEAN STUDIES AND ARCHITECTURE www.oired.vt.edu/cesa/index The Center for European Studies and Architecture now hosts more than 200 students a year for intensive learning programs. Along with their work on site, students frequently use our location in Riva San Vitale, Switzerland, as a base for educational travel in one of the most dynamic and inspiring regions of the world. Fiscal year 2009 saw further progress in plans for a dramatic $5.5 million upgrade to CESA facilities. University programs that ran courses at CESA included the Graduate School and the colleges of Architecture and Urban Studies, Business, Engineering, and Liberal Arts and Human Sciences. During CESA’s fall semester five of 16 students from the College of Architecture and Urban Studies produced work that received “high commendation” in the 2008 Shinkenchiku Residential Design Competition. In all, only 42 of 593 entries (from 22 countries) received that level of commendation in the competition. Other highlights of the year included a visit by the Swiss ambassador to the United States, Urs Ziswiler; a two day conference organized by the Virginia Tech Institute for Society, Culture, and Environment; and a visit by participants in the university’s Women in Leadership and Philanthropy program. “Graduate students are faced with so many different stresses as they go through their graduate careers taking classes and doing their research. It takes a lot of hours to get your work done, and having one less thing to worry about in the form of cost-of-living and other expenses is definitely a great relief.” – David W. and Lillian Francis Memorial Scholarship Recipient Jenni Popp, who earned her Ph.D. in 2009 from Virginia Tech-Wake Forest School of Biomedical Engineering and Sciences. Each program combines a highly competitive selection process with tailored course work to form 20 to 25 person teams. The programs provide a unique opportunity for hard-working, dedicated students to gain practical experience in investment analysis and portfolio management. BASIS (Bond And Securities Investing by Students) is Pamplin’s student managed bond investment fund. The students manage $4.2 million of fixed income securities. BASIS began in October 2006 following a senior research proposal. Since inception, BASIS ranks in the 28th percentile of funds held against the industry benchmark in the Cambridge Associates universe. Investment performance for the program’s 2008-2009 fiscal year saw an absolute return of 2.68%, representing a .08% outperformance compared to the Merrill Lynch Government/Credit A Rated and Above index. In a year of financial crisis, BASIS focused heavily on credit risk and interest rate risk management through student-built tools and models. Additionally, BASIS is implementing an educational program to pass on knowledge and experience to new members. As one of only seven student managed bond funds nationally, members have seen a great reception in the job market. Placements include Goldman Sachs, Morgan Stanley, Bank of America, JPMorgan, Bank of Tokyo, and Agincort Capital. The faculty advisors for BASIS are finance professors George Morgan and Derek Klock. SEED (Student-Managed Endowment for Educational Development) was founded in 1991 through the Pamplin College of Business and manages a $4 million large-cap domestic equity portfolio benchmarked to the S&P 500 Index. Over the years, SEED has performed well relative to its benchmark. Investment performance during the program’s fiscal year, which ended on March 31, outperformed the S&P 500 Index by 3.2 percent in a volatile market. This performance ranked in the top 31st percentile of the large-cap domestic equity managers, as determined by Cambridge Associates, which means that the SEED students outperformed 69 percent of professional investment managers. SEED students and alumni have used their experience to obtain many highly sought-after summer internships and investment management jobs on at such firms as Goldman Sachs, Lehman Brothers, Merrill Lynch, Citi, Capital One, and Wachovia. Faculty advisors overseeing SEED are finance professors Arthur J. Keown and Randall S. Billingsley. Because the Virginia Tech Foundation is the client for both BASIS and SEED, they encourage their student participants to build a deeper relationship with the university. The students to both learn from and contribute to the university. “SEED is such a fantastic opportunity for Virginia Tech students, and we are so grateful to the foundation. Because of SEED, we are able to go into our job interviews and have real world management and finance experience. I would not have gotten the position that I’m in today if it had not been for SEED.” Christina Todd (finance ’09), a former co-CEO of SEED, who now is an associate in the Leadership Development Training Program at BB&T Corporation. But the foundation also affects the region and the world. The foundation is involved in a number of projects designed to encourage economic development and to build bridges between the university and a larger community. KENYAN MEDICAL CLINIC Virginia Tech Foundation, corporate sponsors, and the College of Engineering partnership An engineering student design team at Virginia Tech is creating a photovoltaic system to provide a medical clinic in Kenya with a desperately needed source of power. Generous donations from three companies, IBM, Renesola, and Grundfos Pumps, working together with the Virginia Tech Foundation, have provided the students on the Renewable Energy Senior Design Team with about 50 percent of the materials necessary to create the system. The Getongoroma Medical Clinic, built and operated by Foundation Ministries of Kenya, currently provides much needed medical treatment and education for thousands in the surrounding area. Most Kenyans walk to this clinic, located west of Nairobi near the border of Tanzania. The addition of electric power will significantly expand the capability of the clinic to serve the local residents. Electric power will provide clean well water, refrigerated vaccines, testing mechanisms for HIV and other diseases, an x-ray facility, and other related needs for medical purposes. “Currently the clinic cannot offer emergency treatment at night or keep vaccines for more than a few hours. Additionally, the clinic cannot provide any major medical services, such as testing or treatment for AIDS, malaria, and dengue fever, which are three very large problems in this area,” explained Mark Showalter, a Virginia Tech graduate of mechanical engineering (ME) who currently works part time in the industrial and systems engineering department. As the assistant adviser to the team project, he added, “The nearest electrical grid is a 45-minute drive from the clinic.” The design team selected solar power because the remote location does have an abundance of sunlight. “This renewable energy was deemed necessary as imported fuels would have to be carried over 50 kilometers of rough terrain,” Showalter said. Showalter credited IBM with donating silicon wafers, the material used in making solar panels. Renesola, a Chinese company, donated solar wafers and paid another company to make the panels. Grundfos Pumps, a Danish manufacturer of pumps, donated the groundwater pump to work in conjunction with the solar panels. Although this design is tailored specifically to the needs of the clinic in Kenya, future needs could be served by this prototype. NEWVA FUND www.newvafund.com The NewVa Fund is a private equity/venture capital fund founded in 2004 by the Virginia Tech Foundation, Carilion Clinic, and Third Security LLC. It was created to make investments in companies that are considering initiating operations in, currently operating in, or willing to relocate all or a significant portion of their business to, the NewVa region of southwestern Virginia. Within its geographic focus, the fund seeks to invest in unique business opportunities presented by entrepreneurs who have a clear plan for their company to achieve a leading position in its target market. The fund does not limit its investments to any specific industry or development stage, but seeks investment opportunities in companies with a clear focus and significant competitive advantage. The NewVa region of southwestern Virginia encompasses the Roanoke Valley, the New River Valley, and the Alleghany Highlands. Investments have been made in five regional companies. 14 | VIRGINIA TECH FOUNDATION ANNUAL REPORT OUTREACH AND COMMUNITY ENGAGEMENT SUPPORT continued HOTEL ROANOKE www.hotelroanoke.com Despite the challenging economic times and the difficulties in the hospitality business, the Hotel Roanoke’s financial performance continues to defy expectations. Total operating revenues for the hotel in fiscal year 2009 were $19.27 million, down a bit compared to $19.71 million in 2008. However, the hotel’s occupancy for fiscal year 2009 was up to 73.2 percent compared to 72.8 percent in 2008. seating, window treatments, lighting accents, and floor materials. Other important capital investments were made, including kitchen equipment replacements, cooling tower repairs, and replacement of a laundry washing machine. The Hotel Roanoke is well-established as a valuable asset for Virginia Tech’s outreach mission and enhances the university’s public image among the thousands who visit the hotel and conference center each year. Virginia Tech’s colleges, alumni groups, and continuing education programs consistently use the hotel and conference center for events. These events bring together members of the university community and alumni, as well as those who may have never before experienced the value of the university’s educational and outreach resources. In Additionally, the hotel’s average daily rate was $134.58 in fiscal year 2009 as fiscal year 2009, the hotel’s group business included 38,725 total room nights, or compared to $132.29 in 2008. PETE DYE RIVER COURSE OF VIRGINIA TECH www.rivercoursegolf.vt.edu Few newly constructed golf courses achieve the recognition and acclaim that have come to The River Course. The course received a 4 ½ star rating by Golf Digest, which puts it in a class that includes courses at The Homestead, The Greenbrier, Kingsmill, and Pinehurst. Many of the course’s employees are students who are planning careers in agronomy or related fields. The United States Golf Association’s (USGA) Turf Advisory Service was consulted to provide advice and suggestions on all phases of golf course maintenance. Their visits and examinations provided significant assistance and were especially helpful in identifying potentially damaging drainage and irrigation issues. Several initiatives were undertaken to help control maintenance expenses. A fairway verticutting unit was purchased to reduce thatch, which makes the turf less disease prone. The driving range was sprigged with Bermuda grass, which requires less maintenance and regenerates more quickly. Furthermore, in order to improve service to tournaments and other large groups, the driving range tee boxes were enlarged and extended. The course hosted more than 70 golfing events during the year. These included corporate and organizational outings as well as member events for both the ladies’ and men’s associations. The River Course hosted the 2009 Blue Ridge Junior Golf Championship, a two-day event in July. The NCAA selected the course as the host site for the 2011 East Regional Championship, to be held May 19-21, 2011. Marketing efforts continued to promote the course to regional and national golf interests. Regional television advertising during PGA tournaments began this year and the website (www.rivercoursegolf.com) was restructured to provide current information and news at the course. The highly anticipated Harry S. and Patsy B. Williams clubhouse is under construction. When it is complete, it will house a pro shop, the Hackin’ Hokies Grill, locker rooms, and a multipurpose room for meetings, dinners, receptions, and special events. Initial engineering challenges as a result of the site location and basic design, along with lots of rain (great for the fairways), delayed the initial construction process. Completion of this distinctive golfing venue is expected late in 2009 with its formal opening and dedication to occur in the spring of 2010. 16 | VIRGINIA TECH FOUNDATION ANNUAL REPORT OUTREACH AND COMMUNITY ENGAGEMENT SUPPORT continued WVTF PUBLIC RADIO www.wvtf.org When assessed from the perspective of mission and public service, WVTF’s fiscal year 2009 was a great year. For both WVTF and companion service RADIO IQ, new programs, a large audience base, increased listener support, and progress with expansion projects all attested to the value and importance of our radio broadcasting services to the community. However, when evaluated financially, it’s more of a mixed verdict. The revenue bright spot was individual donations from listeners, which set a record despite the troubled economy. But corporate underwriting, licensee support, and the annual Commonwealth of Virginia grant were all cut and led the list of revenue declines for FY 2009. WVTF has also been working on three other important projects to extend coverage and serve more Virginia citizens with public service offerings. First, the station recently acquired a translator signal to serve Richmond, Va. The plan is to offer RADIO IQ programming in the capital city and, pending engineering equipment and site studies, the station anticipates activating RADIO IQ in Richmond by this fall or early winter. Finally, last October WVTF was awarded a station license by the FCC to serve Lexington, Va. This 3,900-watt station, given the call sign WRIQ, will be built later this fiscal year and will offer a full-time schedule of RADIO IQ programming. WRIQ will offer first-ever public radio service to 6,546 residents and additional public radio service to another 85,701 individuals in the greater Lexington area. WVTF’s Charlottesville-based news bureau chief Sandy Hausman was recognized for her outstanding reporting in 2008. She won a prestigious Edward R. Murrow Award in the Mid- Atlantic region for her story entitled “Dining in the Dark.” The feature was about an area restaurant that served patrons both familiar and exotic dishes in a totally dark dining room. WVTF Revenue FY ’09 (estimated) Total: $2,733,803 Both of our broadcast services continue to show strong audience figures as reported by Arbitron Inc. Last year our total listening for both services remained robust following along a slight upward trend line. WVTF has approximately 150,000-160,000 weekly listeners and RADIO IQ now boasts an estimated audience of more than 30,000 weekly listeners, its largest following ever. 27% For the fall 2008 rating period, WVTF entered the list of top 10 public radio stations nationwide in Metro Share and Metro Cume categories. Not only does WVTF rank among the top stations nationally in market share in Charlottesville, but when WVTF listening is combined with RADIO IQ, the station’s broadcast services rank first overall in that market. It is unusual for a public radio station to rank so high in any radio market. This large share of listening is a reflection of how important public radio programming has become for many citizens in our coverage area. 11% 4% 3% 1% 54% Construction on our Charlottesville Satellite Studio Project began in June. The 1,700-square-foot location on Water Street in downtown Charlottesville will enable WVTF’s full-time Charlottesville reporter to produce news, public affairs, and cultural programs from a modern, state-of-the-art facility. Nearly $300,000 has been raised from listeners, private foundations, and government grants to support the construction and sustaining costs of the new studio. REPORT | 23 VIRGINIA TECH FOUNDATION ENDOWMENT HIGHLIGHTS As of June 30, 2009, the preliminary market value of all endowments held by the Virginia Tech Foundation, Inc. totaled $451.74 million. Of that total, $415.17 million is invested in the foundation’s pooled consolidated endowment fund, while $36.57 million is held separately in notes, deeds of trust, gift annuities, contributions receivable, real estate partnerships, and other miscellaneous endowed assets. The June 30 allocation of the foundation’s pooled endowment fund consisted of 38.2 percent global equities, 9.5 percent real assets, 24.0 percent marketable alternative assets, 13.4 percent non-marketable alternative assets, 11.7 percent U.S. fixed income, and 3.2 percent cash. The fund achieved an estimated return of -16.0 percent for the year ending June 30 and an estimated annualized return of 3.4 percent over the trailing five-year period. The overriding principle of the foundation’s consolidated endowment program is that funds should be managed so that a gift today will fund a donor’s objective in perpetuity. If a benefactor wants to endow a scholarship, the money is A NOTE ABOUT ENDOWMENT MANAGEMENT DURING THE CURRENT ECONOMIC CRISIS The Office of Investments and Debt Management is responsible for the day-to-day activities and tactical positioning of Virginia Tech’s endowment program. In light of the severe credit crisis and international recession that have negatively affected nearly all financial assets in which the endowment’s funds are invested, a few words are warranted about how the endowment is managed and how it is positioned for success going forward. The endowment’s return through the end of the fiscal year was -16.0 percent, which ranks in the top 11 percent of all colleges and universities whose endowments are managed by Cambridge Associates, the foundation’s consultant. While the magnitude of this negative return is a concern, the endowment outperformed financial markets and many other endowment programs. Research indicates that the majority of endowment programs throughout the country experienced losses of 15 percent to 25 percent during fiscal 2009. As stewards of donors’ gifts, the foundation has a fiduciary responsibility to manage endowment funds in a prudent manner. As such, a number of conscious decisions made prior to the market top in 2008 proved fortunate. First, given the foundation’s conservative investment practices, managed to maintain the real value of the endowment and keep pace with inflation. Each gift entering the consolidated endowment fund purchases units analogous to shares in a mutual fund and a payout-per-unit (or dividend) is paid quarterly. In an effort to maintain the endowment’s purchasing power, the payout rate for program support is adjusted annually to reflect the change in the Consumer Price Index over the preceding calendar year. A 12-quarter average of endowment values is used to smooth out the unit values when determining if program spending falls within the approved range of 4.00-5.50 percent. Without this moving average, funding might dramatically rise in one year, then fall drastically the next, leaving the beneficiaries of the endowments vulnerable to increased volatility in the capital markets. Decisions on how to manage the foundation’s consolidated endowment pool are made by its investment committee, whose main focus is the asset allocation and spending policy of the fund. Endowment consultants are retained to assist the investment committee and VTF staff with asset allocation decisions, the selection and retention of managers, performance monitoring, and related endowment policy issues. To completely diversify its portfolio, management of the fund is allocated among more than 80 management firms, partnerships, and direct equity investments offering a wide variety of asset classes and investment styles. it resisted over the last several years to engage in the strategy of leveraging the endowment in an attempt to inflate returns at a time when nearly all assets were overpriced. While leverage can enhance returns in bull markets, it also magnifies losses in bear markets. Second, the foundation had a relatively small amount of illiquid assets in the endowment portfolio during the market downturn. Unlike some institutions, the foundation was not forced to unwind illiquid investments at the worst possible time. Finally, in an attempt to increase the endowment’s downside protection, all its fixed income allocation was shifted into treasuries and government fixed income securities toward the end of fiscal 2007, months before the economic crisis. Because government debt is widely viewed as a safe harbor in economic storms, investments in that area performed extremely well. The foundation has also increased its endowment staff over the past 18 months in the investment and performance reporting areas, adding a senior investment analyst and a performance analyst and reports manager. Adding their skills allows the foundation to perform in-house research and be more opportunistic. The commitment to increase the internal capabilities of the Office of Investments and Debt Management made a dramatic impact on its ability to make tactical changes to the endowment, which played a large role in its relative outperformance during the fiscal year. For example, the active management of the endowment’s duration and 24 | VIRGINIA TECH FOUNDATION ANNUAL REPORT credit risk within the fixed income allocation achieved a 26.8 percent return for the year and added more than 1,900 basis points of outperformance over the Barclays U.S. Long-Term Treasury Index. This was accomplished by effectively transitioning between U.S. Treasury securities, treasury inflation-protected securities, collateralized loan obligations backed by bank loans, and short-term Federal Deposit Insurance Commission securities over the past six-to-12 months. One silver lining in the recession is access to top-quality managers who were previously inaccessible. Having a senior investment person on staff to research, source, and network with some of the top managers in the country has helped gain access to many of these firms, which should greatly benefit the endowment for years to come. Moving forward, the Office of Investments and Debt Management will maintain its focus on maximizing returns while keeping a careful eye on risk. One lesson learned during the steep market decline is that many investments that were once thought to be diversifiers of risk provided less protection than historical models suggested. With that in mind, additional research systems have been put in place to help gauge the overall risk of the endowment portfolio and to provide periodic monitoring of the level of liquidity of the endowment fund. FROM THE VICE PRESIDENT: ELIZABETH A. “BETSY” FLANAGAN | VICE PRESIDENT FOR DEVELOPMENT AND UNIVERSITY RELATIONS Private giving to the university in fiscal year 2008-2009 was $79.2 million. Although this represents a 13 percent decrease from last year’s record-breaking results, it is the third-highest giving total ever at Virginia Tech—this, despite the worst economy in recent history. Virginia Tech’s friends and alumni have proven once again that they believe in the students and faculty at Virginia Tech and are willing to support our mission. What’s even more encouraging, our progress toward the ambitious $1 billion goal of The Campaign for Virginia Tech: Invent the Future remains ahead of schedule, with 80 percent of the campaign elapsed. We documented new campaign commitments of $126.45 million this year, bringing campaign totals to $809.94 million, 80.9 percent of the campaign goal. We have raised 76 percent or $573.2 million of our current support goal and 95 percent or $236.8 million of our future support goal. Eleven of our 18 fundraising units are now at least 80 percent of the way toward meeting their campaign goals. Our steady progress in the face of unprecedented economic challenges is no accident. It is a direct result of our continued emphasis on personal contact with our friends and alumni. The number of personal visits to our supporters rose by 16 percent, beating last year’s record. Those efforts are a reflection of how much we value our supporters and how much we benefit from their participation in the life of the university. There are other successes of note. The Annual Fund raised nearly $3.3 million this past fiscal year, the second highest annual giving total in the history of the program. Furthermore, our donors are supporting our core mission by continuing their generous support of scholarships, fellowships, and academic programs. This year, our donors created more than 100 funds supporting students and faculty. Such support enables us to continue our excellence in learning, teaching, and outreach, which means we will be well-positioned to move forward even more quickly when the economy recovers. Several gifts from our corporate and foundation partners deserve special mention: • Fairfield Industries of Sugarland, Texas, donated more than $1 million in equipment to the Geological Sciences Department. • The J.W. and Alice S. Marriott Foundation of Bethesda, Md., continued to support our faculty and students through the Marriott Professorship of Hospitality Finance and Revenue Management and the Marriott Foundation Memorial Scholarship, both endowments within the Pamplin College of Business. • The Mary Morton Parsons Foundation of Richmond, Va., contributed to our past and our future by supporting Solitude. • The Avon Products Foundation Inc. of New York, N.Y., is helping the College of Science Integrated Cellular Responses Laboratory conduct research on breast cancer. Virginia Tech continues to see success, not just in its fundraising endeavors, but also in its academic and research foundation. We are still making an impact on the communities around us and we are still inventing the future. All of that is made possible because of the generosity of our friends and alumni. The Caldwell Society recognizes alumni and friends who have made, either as individuals or couples, lifetime contributions of $50,000 or more to the university. Caldwell Society members whose giving reaches the $100,000 or more level advance into the Ut Prosim Society. In its first year, 58 household memberships were recognized as Caldwell Society charter members. The number of total members continues to grow each year, and during the 2008-2009 fiscal year the society grew by 25 percent from the previous fiscal year, reaching 489 household memberships, with 42 household memberships advancing from the Caldwell Society to the Ut Prosim Society. The following is a list of Caldwell Society members as of June 30, 2009. * 2002 Charter Members | Bold - New Members 2008-2009 | LS - also Legacy Society Members Lawrence J. and Victoria F.
