I have come to the end of my term
as your Mayor, and I just wanted to say
it has been an honor and a privilege
to serve you, and to represent our city. If you attended some
of the monthly “Coffee with the Mayor” get-togethers,
I hope you enjoyed the opportunity to discuss issues
of concern to you. I will continue to serve as your City
Councilman and always be available to hear your concerns.
We have seven more Veterans honored in this issue
on pages 10 to 12. I want to thank everyone who
submitted pictures and stories to make the Veteran
tribute possible.
Roads Workshop/Committee: On January 9 a
special City Council meeting was held and focused mainly
on roads. Representatives from the Bucknam Group and
NBS gave presentations on how the Pavement Management
Plan (PMP) was prepared and what would be required to
bring our roads back to a recommended maintenance level.
Although the report was still in draft form, it gave us an idea
of what the costs would be over a 5-year period. We also
heard about how assessment amounts would be determined if
we decide on a new assessment district. Residents were able
to ask questions and make comments - this information will
be vital to the Council as we consider how to move forward.
The meeting can be viewed on the City website and on
Channel 3. At the Council Meeting on January 14, the
Council decided to form a Roads Committee. This
committee will be made up of 10 residents and all meetings
will be open to the public. If you are interested in being on
the committee, call City Hall at (562) 694-6302 ASAP and
get information on how to apply.
I hope 2016 started off well for you and that it will
be a truly great year.

President’s Pen
We hope you enjoyed your holiday
season – at least as much as those
who attended LHHIA’s Community
Christmas Gathering at the Park. We had
a wonderful group of children and adults who were able
to take some fun photos with Santa and Mrs. Claus, do
some sing-a-longs with Ernie Hernandez, make holiday
crafts, enjoy a continental breakfast and simply enjoy an
opportunity to celebrate Christmas in the Heights with
other residents. Please see page 9 for pictures.
Rain Barrels: On January 9, residents that signed up for
the subsidized rain barrels picked up 167 barrels at The Park.
If you are interested in ordering barrels, please call City Hall
and let them know.
Mark your calendar for the annual Easter Egg Hunt at
The Park on Saturday, March 19, 2016 from 10:00 a.m. to
12:00 p.m. Face painting, petting zoo, pony rides, an Easter
egg hunt and an opportunity to take a picture with the Easter
Bunny. Bring your children, grandchildren, friends and a
camera. The event is free but we ask that you bring
one bag of individually wrapped candy per child.

Ms. Askew joined the City of
La Habra Heights as the new
Public Works Manager on
December 21, 2015. She has
a Bachelor of Science degree
in Civil Engineering from
Michigan Technological
University. She began her
engineering career with the
Los Angeles County Department
of Public Works and then spent several years with private
engineering companies providing design services in
commercial development and aviation projects. She
has worked on such projects as the Los Angeles County
Jail, Anderson Graduate School of Management and
WorldPort at Denver International Airport. Ms. Askew
has spent the last thirteen years in municipal government
overseeing all aspects of Public Works. She enjoys horseback riding on the weekends and competes in the hunter/
jumper and equitation division at local horseshows. She is
looking forward to working with the City Council and

Compadres Awards Banquet in May.

2016 Hillcrest Festival of Fine Arts

The Hillcrest Festival of Fine Arts celebrates its 56th
anniversary with 200 artists exhibiting watercolors, oil and
acrylics, handmade jewelry, ceramics and pottery, stained/
fused glass, sculptures, woodworking and hand-crafted gifts.

to create their own artwork will be held on Saturday and

There was a great turnout of Heights
residents at the Community Christmas
Gathering. Children and adults alike
were excited to see Santa and Mrs.
Claus arrive on the fire truck, make

Kathi Cotariu Taverney
Kathi Cotariu Taverney grew up in a military family. Her dad was a “China Marine”
in the ‘30s and eventually became a Navy pilot. Her mother ran off and joined the
Navy at the age of 19, towards the end of WWII. Kathi thought the Navy would be
her choice but was swayed by the Marine recruiters who showed up at Santa Clara
University. She was sworn in to the Reserves and went to Woman Officer Candidate
School. When she graduated from Santa Clara, she was commissioned and sworn in
by her father. Before reporting for active duty, Kathi met (and later married) Capt.
Tom “Tav” Taverney at the Officer’s Club at the Naval Air Station at Moffett Field.
Kathi started her Marine career as the Assistant Post Exchange Officer at the Marine
Corps Development and Education Command, Quantico, VA. The couple requested
to be stationed together but were unsuccessful. At the time, military women were
not permitted to remain on active duty when they became mothers so before
the birth of their first son, Kathi resigned her commission and moved back to
California. Kathy became a high school teacher in the Norwalk-La Mirada
Unified School District where she taught Spanish at Norwalk High for nearly
20 years. She and her students sent several hundred Care Packages to deployed
military personnel. Currently, Kathi volunteers at the USO at Ontario Airport,
manning a hospitality lounge for traveling service members. She quilts and is
currently working on her Doctoral Dissertation. The Taverneys moved to the
Heights in 2002.
Thomas D. “Tav” Taverney
Tom “Tav” Taverney with his

Thomas D. “Tav” Taverney was born in New York to an immigrant family.
Sadly, his father died when Tav was 9 years old. His mother had to work
several jobs to keep the family together, and he and his brother delivered
newspapers to help out. They realized early that the only way out of poverty
was to get a good education. Tav attended Newark College of Engineering
for a year before accepting an appointment to the United States Air Force
Academy in Colorado Springs. He graduated from the Academy in 1968
with a degree in Aeronautical and Astronautical Engineering. During Tav’s
Air Force career, he worked in the field of rocket and satellite design, control
and communication. He left active duty after 10 years and continued in
the defense aerospace industry concurrently with his Air Force Reserve
commitments. In 2002, he was called back to active duty in the Air Force.
He served several tours of duty in support of the War on Terror, and also
served in Qatar, Bahrain, and Iraq. His final assignment was that of Vice
Commander of Air Force Space Command in Colorado Springs. Tav
retired from the Air Force in 2006 with the rank of Major General. He
continues to work as Senior Vice President of Leidos, and is responsible
for building intelligence, reconnaissance, and surveillance satellites. He
has several “pieces of hardware” in orbit right now. In his spare time,
he plays golf at Los Coyotes Country Club and spends quality time with
his grandsons.

Dr. Robert C. Sharp
Dr. Robert C. Sharp graduated from Temple University Medical School in
Philadelphia in 1962. He attended Boot Camp at Camp Pendleton in 1963 and
was commissioned as a Navy Officer attached to the Marines. He served as a
doctor for eight years from 1962-1970. He was stationed in Okinawa before being
sent to Vietnam where he spent one tour in 1965 as a Field Medical Surgeon. He
had earned the rank of Lieutenant Commander when he resigned his commission
in 1970. He completed his residency in the Navy and went on to become the Head
of Pediatrics at Long Beach Naval Hospital. He established a pediatric practice in
La Habra and Brea where he has practiced for 45 years. Dr. Sharp moved to the
Heights in 1970 and raised five beautiful daughters here.
Michael L. Higgins
Michael L. Higgins served in the U.S. Navy from 1968 to 1972 during the
Vietnam War. He completed Boot Camp in San Diego, California and was
stationed in Pensacola Naval Air Station in Florida and at the Combat Camera
Group at Coronado Naval Base. He served as a Combat Cameraman. Michael had
earned the rank of Petty Officer 2nd Class at the time of his honorable discharge.
Mr. Higgins was the editor of Heights Life from 2009 to 2013 and is the current
Mayor on the City Council. Michael and Pam moved to the Heights in 1989 and
raised their two daughters here.

John A. Smith
John A. Smith joined the U.S. Army at age 17 straight out of high school. He
served from 1964 to 1967 and was stationed in Germany (3rd Armored Division)
and then in Di An, Vietnam (1st Engineer Battalion of the 1st Infantry Division
– the Big Red One) where he was assigned to constructing airstrips. John was a
recipient of the Purple Heart when wounded in action during enemy fire in a battle
near Tay Ninh City in War Zone C and received the Vietnam Campaign medal when
he was honorably discharged with the rank of E-5.
John is a highway road building contractor and has also built 11 homes in La Habra
Heights. He served for 16 years on our Roads Committee from 1985 to 2001. He
and his son own an asphalt plant in Downey and John plays tournament poker for
fun. Marguerite and John Smith have lived in La Habra Heights since 1980.

Glenn J. Sheppard
Glenn Sheppard was inducted into the U.S. Army in Los Angeles and
served from 1969 to 1971. He completed basic and advanced training at
Ft. Ord, CA (now CSU Monterey). He was assigned to the Americal
Division’s 198th Brigade, 5th Battalion/46th Infantry Regiment. He
patrolled the mountains and jungle west of Chu Lai, South Vietnam (aka
I Corps). He was awarded a CIB and Bronze Star. When honorably
discharged at Ft. Lewis, WA, he had earned the rank of Sergeant. Glenn
and Floretta Sheppard have lived in the Heights for 24 years.
Robert T. Lee
Robert Lee graduated from California State University, Long Beach with a
degree in Mechanical Engineering before enlisting in the U.S. Army in 1971.
After completing Basic Training at Ford Ord in Monterey Bay, the Army put
to use his engineering background at the Yuma Proving Ground where he used
NDT (non-destructive testing) on different types of artillery and ammunition.
When honorably discharged in 1973, he had earned the rank of Specialist 4.
Bob works at Schaffer Grinding in Montebello, a family-owned business
specializing in surface, rotary and belt grinding of all types of metals for all
types of industries. Sharon and Robert Lee have lived in the Heights for 34
years and raised their two children here.
Friendships Through Quilting

Friendship Square Quilt Guild’s Quilt Show features more than
100 beautiful hand-crafted (contemporary, traditional and
antique) quilts made by members of the Guild. A drawing for
a hand-appliqued Opportunity Quilt, “Friendship Tree,” will be
held on Sunday at 3:30 pm. Contact any Guild member to
purchase tickets or purchase tickets at the show. Don’t miss
the vendor mall featuring homemade items, silent auction items
with proceeds going to breast cancer research, and view the
La Habra Chamber of Commerce Community Quilt.
The Friendship Square Quilt Guild members donate hundreds of quilts and give financial support to the Salvation
Army Transitional Living Center, The Women’s and Children’s Crisis Center, Maddi’s Closet, Interfaith Food
Center, St. Matthias Homeless Program, Community Resource Center, Rosie’s Garage, police and sheriff stations
and wounded veterans returning home. For the convenience of visitors, strollers will be permitted on Sunday.

February Gardening
February could surprise us with a bit of winter chill, so
watch weather reports for possible frost. Protect tender
plants and bring in the pets. We had some rain last month,
and hopefully this El Niño won’t cause too much damage,
but be ready: clear your rain gutters and drainage areas.
•

While you’re outside, why not plant some red, pink,
and white flowers for your sweetheart for a lasting
St. Valentine’s Day bouquet! Carnations, cineraria,
cyclamen, gaillardia, Iceland poppies, pansies, primrose
and viola will add a touch of spring and provide a nibble
for beneficial insects and humming birds. And check out
our new “Monarch Park” butterfly garden at City Hall!
Plant one inch or more above the soil line
because the plant/tree will settle.
Use the recommended amendment and
a slow-release fertilizer.
Larger trees will need to be staked. Use two
stakes, with the trunk in the center, and use
the ties around the stakes and not on the
trunk. (NOTE: Using ties on the tree trunk
could cause “girdling” and choke off water
and nutrient flow)
Camellias
Camellias bloom this month! If you want to plant camellias,
visit the garden center while they are blooming so you can
choose the plants that appeal to you. Plan a field trip: delight
in the camellia displays at Descanso Garden in La Cañada,
Huntington Library in San Marino, and Nuccio’s Nursery in
Altadena (bring your check book for Nuccio’s).
Spring Vegetables
Good fortune: we can grow vegetables all year ‘round.
Easy-growing, cool season vegetables to plant are:
broccoli, Brussel sprouts, cauliflower, cabbage, carrots,
endive, leeks, and lettuce (try a few varieties). Lima beans,
mustard greens, peas, potatoes, early tomatoes and Swiss
chard. Sow seeds indoors for: beets, celery, green onions,
shallots, spinach and radish. Evergreen herbs can be
planted any time of the year (lavender, rosemary, sage
and thyme).
Keep camellias flowering with a light application of
camellia/azalea fertilizer. Clean up any leaf litter and old
blooms. Camellias will survive better with NO mulch. They
are susceptible to root rot and bacteria, which can infect the
blooms. Keeping the soil clear will help reduce problems.
You can get a jump-start for spring herbs by sowing seed
indoors: caraway, chervil, chives, cilantro, dill, fennel and
parsley.
Camellia flowers come in shades of pink, red, white
and cream and some are variegated or striped. There are
some that even have a scent! Check out Camellia sasanqua,
Camellia oleifera and Camellia hiemalis hybrids for scented
flowers.
Bare Root Planting
Rain Showers!
Put in bare root plants early this month to help them grow
a good root system: artichoke, asparagus, berry brambles,
rhubarb and strawberries. Remember: dormant fruit trees,
ornamental trees, and roses need to be planted in early
February.
Muddy boots and raincoats may be this month’s garden attire.
A boot scraper and a good doormat will help in reducing those
little (or big) muddy footprints from appearing in the house.
Apply mulch wherever you can, including a deep layer over
those pesky mud holes. Mulching will cut down on the
weeds that will soon be popping up everywhere.
Bare Root Planting Tips:
• Soak the roots in water over night before
planting and remove leaves and cross branches.

Twin Girls Born to Heights Residents
On November 25, 2015, proud parents Primo and
Melba Castro welcomed Julia Kennedy Castro,
6.4 lbs. and 20 inches long, and Lourdes Carter
Castro, 5 lbs. and 17 inches long. The twins join
their sisters, 6-year-old Madison Eva and 3-yearold Sofia Taylor. (All have a U.S. president in their
name!) So far, the twins have exhibited differing
personality traits. Julia is the more active and hungrier of the two. Lourdes is calm and inquisitive and
loves special attention. The parents have been sleep
deprived, but contend that sleep is overrated. The
Castros moved to the Heights six years ago and look
forward to introducing the twins to our rural lifestyle
in the coming years.

not responsible for poor quality reproduction from low-resolution files.
• We can scan good quality camera-ready art. All typography and line art should
be clean and sharp. If the ad includes photographs or pictures of half-toned
images, they should be sharply focused and properly exposed. Heights Life is
not responsible for the quality of photographic reproduction.
• Payment for all ads must be received before the ad deadline date. The deadline
for ads is the 10th of the month prior to the issue date (i.e. payment for July issue
is due June 10th).
