PAGE 2 The challenges to promote reproductive health and stabilized population, and the earnest will to combat disparities in gender, sexuality and responsible parenting, POPCOM-I has tremendously taken its lead in bridging solutions to persistent gaps on the core programs of the PPMP through programmatic and policy interventions. We focus our efforts in the four provinces of the region particularly in areas that seek higher demand for advocacy capacity and access to our various programs. We use evidence-based data and experiences to effectively assess the reproductive health status, needs and challenges of the Ilokanos. Our approaches to these different programs have evolved through the years and now, better outputs have been generated and goals have been achieved. We continuously strengthen our ties with the local government units and partner agencies in bringing a full package of healthier and responsible families that rear productive and quality generations imbued with values and quality life. Our various programs on Adolescent and Health Development support the improvement of the well-being of the youth on all fronts—social, economic, sexuality and reproductive health which they need in making healthy, reproductive decisions that will impact the course of their lives. Youth-led activities such as the U4U have paved a way of accommodating more young people indulging in activities that productively bring out their full potentials. Population and Development Education (POPDEVED) has vastly reached wider division school roll-outs throughout the region equipping teachers with comprehensive sexuality education and appropriate skills/approaches in dealing with topics that concern Human Sexuality and Population and Development. On the other hand, the full implementation of linking demand generation and unmet need to service delivery has saturated more feasible municipalities among the provinces imparting them the significance of Responsible Parenting & Family Planning. Our celebration on Population and Development (POPDEV) Summit has remarkably highlighted some of the best practices of cities and municipalities in the region when it comes to critical linkages of population, health and environment. We have gone this far and we hope to move further… Region I always on the go! ERMA R. Salas Awards 100 Millionth Baby PopDev Summit 12 DATA INFORMATION AND MANAGEMENT INSTITUTIONAL CAPABILITY BUILDING IPCC Training for BPVs PopDevEd Modules Integration Roll-outs PMC KATROPA CBFPMIS CISD NEW INITIATIVES/PROJECTS ADMINISTRATIVE OPERATIONS FINANCIAL MANAGEMENT ORGANIZATIONAL STRUCTURE 22 21 19 16 13 PAGE 4 RESPONSIBLE PARENTHOOD & FAMILY PLANNING Linking demand generation activities to reduce unmet need for Family planning among Pantawid Pamilya beneficiaries was translated into 1) Training of 68 BPVs and Parent Leaders on IPCC and Orientation on Referral System; 2) Conduct of RP-FP Classes in the FDS sessions among 4Ps beneficiaries; 3) Referral of FP acceptors to health facilities; and Advocacy/IEC campaigns and activities in support to RP- FP. The BPVs and Parent Leaders assisted the Municipal Population Officers, Municipal and LGU Links in the simultaneous conduct of FDS classes. A total of 46,024 couples (115%) were reached in FDS classes in 1,754 classes (110%). These classes were conducted in the 70 pilot generation areas in the four provinces. Effective referrals of FP acceptors to the different health service facilities were done alongside classes. Effective referrals, with service slips, accounted 2,224. Pills, Injectable and Ligation were the top three FP methods accepted by our beneficiaries with 57%, 23% and 13% respectively. In support to the RP-FP referrals, an RHU Mapping all over the region was conducted to identify the availability of FP services in the Rural Health Units and Barangay Health Stations for appropriate referral of clients. At least 1 month was given to P/CPOs to comply with the scheduled set for the distribution of the mapping tools to RHUs. A Focus Group Discussion was also conducted in relation to the conduct of RP/FP Classes in FDS sessions among 4Ps beneficiaries; significantly, the respondents believe that if both the husband and wife attend the FDS, decision-making process on FP use will be hastened. FDS on RP/FP, according to them, is a good venue to hear FP information, to have better understanding and agreements on family decisions. Training of Barangay Population Volunteers on IPCC FGD with couples at the province of Ilocos Norte PAGE 5 ADOLESCENT HEALTH & YOUTH DEVELOPMENT Special events and innovative activities highlighting AHYD were highly visible this year. POPDEV Festival of Talents (POPQUIZ, Jingle Writing Contest, Poster Making , Essay Writing) which is an annual activity implemented in coordination with DepEd to showcase knowledge and skills of division school representatives in the region; Crossroad Film shows and FGDs; YAFS Dissemination; U4U Teen Trail and POPDEVED Roll Out Trainings and C4C “Barkada Fest” were among the highlights. “Crossroads” ( a movie about the risky behaviors of the youth) film showing and Focus Group Discussion (FGD) activities left a good impression on adolescent issues to high school students during the World Population Day. The Regional YAFS Coordinators, City and Provincial Population Officers, youth representatives and selected partner agencies and the media from various denominations have converged in a YAFS dissemination forum to convey messages that are pro-youth, informative and relevant. RPO I, in partnership with the Center for Health Solutions, Inc. (CHSI), came up with a U4U Teen Trail activity which will be useful in Planning and Program direction of various institutions in providing information and other program endeavors that will influence the choices and decisions that the young will do as regards to their sexual behaviors and other concerns. POPDEV Education Roll Out Trainings centered on explaining the concepts taught in the high school modules on population and development, human sexuality and responsible parenthood. Delegates from various DepEd division levels of Region 1 competed for the Regional Festival of Talents in Pangasinan Secondary teachers during their training on POPDEVED Modules Integration PAGE 6 YAFS4 Regional Dissemination Forum The University of the Philippines Population Institute (UPPI) and the Demographic Research and Development Foundation (DRDF) represented by Dr. Josefina N. Natividad and Ms. Christian Joy P. Cruz revealed the results of the key findings from the 2013 Young Adult Fertility and Sexuality (YAFS) study on the risky behavior of young people in the Region 1 or the Ilocos Region. YAFS is the only survey of young people both in the national and regional that aims to provide updated information on a broad range of adolescent sexuality and reproductive health issues including all other related factors affecting their lives, attitudes, personal characteristics and values. PAGE 7 POPULATION AND DEVELOPMENT As a follow through to the survey monitoring on the availability and utilization of POPDEV Core Indicators in all the provinces and cities, RPO I conducted POPDEV Mentoring & Coaching to select LGUs. Three LGUs were assisted through one-on-one mentoring, however, an actual workshop was facilitated for Paoay, Ilocos Norte, with its forefront planners and CDP/AIP writers, to find out the extent of POPDEV integration in their various planning documents. With the assistance of Dir. Lolito Tacardon, the National Program Manager for POPDEV, the 20 participants and the Regional POPDEV Mentors, went into reviewing the basic concepts on POPDEV and the gains/benefits of POPDEV integration into the different planning documents. Through small group workshops, the Ecological Profile of Paoay was carefully reviewed by simply checking its comprehensiveness, reliability and relevance. The same way, the (Structural Analysis) SA was reviewed to get to the bottom of the past and present condition of the area; and lastly, the group reviewed the LGU’s programs and policies and unanimously agreed to identify a more responsive programs and policies of the municipality. In summary, the LGU has yet to consolidate and update information data base; harmonize CDP, AIP with all their existing planning documents; need to prioritize programs and policies; and to have a monitoring and evaluation scheme. On the other hand, Population and Development (POPDEV) Week, an annual activity of POPCOM is celebrated every November 23-29 as declared under PD No. 79, Proclamation No. 6 to plan, organize and coordinate activities that intensify campaigns focusing on population with national development efforts. The Regional Population Office –1 continually enjoins all its partner agencies in the promotion and observance of the celebration. Dir. Tacardon as the guest speaker during the POPDEV mentoring & coaching at Paoay, Ilocos Norte POPDEV Summit highlighting Region 1’s best practices PAGE 8 POPDEV SUMMIT The Regional POPDEV Summit was a celebration of our partnership with government agencies, provincial, city and municipal population offices, academe, NGOs and stakeholders and especially the LGUs who are at the forefront in the implementation of the PPMP program. It provided a venue to commend their achievements done for the population program and to share and learn from each other’s experiences. Five (5) entries were presented both in poster and oral presentation. Rose Fortaleza of POPCOM CAR. PAGE 9 Policy Formulation & Plan Development Planning Workshops, Consultation Dialogues & Evaluation Workshop Various plans prepared and submitted to Central Office, DBM and other Regional Bodies include: Work & Financial Plan for 2014 and 2015; List of Projects for 2014 and 2015; Agency Performance Measures 20132015, Budget Execution Documents for 2014 and 2015 among others. Plans were also submitted to Regional Bodies like: RYAC, RCWC, RIAC-FF, RAC, RDCNEDA among others. The Regional Population Office convened the P/CPOs for Planning,Consultation Dialogue and Evaluation Workshops for the implementation of RP-FP (classes, referrals, on-line & demand generation activities); operationalization of the M & E System, AHYD, POPDEV and other PPMP concerns. Strategic KP Planning Workshop The NCR and North Luzon Joint Cluster Strategic Kalusugang Pangkalahatan (KP) Planning Workshop was conducted during the 3rd quarter basically to: a) meet the regional program managers to discuss agreements and plans developed, b) integrate the 15-month plan which includes critical strategies and interventions into the current Regional Work Plans including outsourcing and PPP; c) submit the revised regional Plans to ASEC Bayugo for review and approval. Project Summaries/Proposals, Training Designs were also Coordinative Meetings and Bodies developed and approved by Central Office, Partner Focal persons both from the technical and admin unit assigned to the different coordinative bodies provided inputs and updates in every Agencies and LGU partners. meeting and planning workshops attended. The PPMP program was deliberately integrated into all the plans and reports required by the Regional Bodies. Strategic Planning for Dagupan City Upon request of the LGU, the Regional Population Office provided technical assistance to the City of Dagupan in view of the City’s Budget and Plan preparation. A revisit on the existing PPMP Plan was carefully done and framed a more comprehensive and updated plan that covers all program component including POPDEV. Significant policies that were formulated in support to the population program were: the Joint Order No. 1 Series of 2014 or the Guidelines in the Creation of Pantawid Pamilya Barangay Advisory Committee (BAC) included the Barangay Population Volunteers or BSPOs as members to compose the BAC and defined its roles and functions; and the Executive Orders on the ReOrganization of PMC Teams in San Fernando City, Dagupan City, and San Carlos City. Other Policies were Memorandum of Agreements forged with PAs and Academe in the implementation of AHYD Program. Monitoring and Evaluation The Monitoring Unit and the area coordinators regularly monitored the implementation of projects and activities in all program components. RP-FP classes, reports, reimbursement of classes and referrals, accomplishments at the provincial and city population offices were followed up through field visits, phone calls, and on-line submissions. PAGE 10 Rafael M. Salas Awards The search for the Rafael M. Salas Awards is designed to perpetuate the legacy of Rafael M. Salas – the first Executive Director of the United Nations Population Fund (UNFPA). The Salas Awards honors and gives due recognition to local government units (LGUs), local chief executives (LCEs), and institutions or individuals for their outstanding contributions in the field of population and development. Staff from POPCOM Central Office conducted an onsite visit at Pugo, La Union for the validation of The award also aims to heighten support and participation among government, non-government officials, individuals, or institutions in the implementation of the population management program. For this year, the Award, which has two levels – Regional Level and National Level, will be conferred to a LGU - 4th to 6th class municipalities - that has been involved in the field of population and development for at least three years prior to the nomination. The Regional Level Awardee will automatically be the region’s nominee to the National Level. The Municipality of Pugo, representing a 5th class municipality in La Union was selected as the national entry to the National Search for Rafael Salas. Program Advocacy and Communication Every 11th of July is the celebration of the World Population Day . As for 2014 theme, “ Investing in Young People”, POPCOM Regional Office I has conducted simultaneous activities in the region and enjoined its partner agencies and LGUs to promote suggested activities such as hanging of streamers/banners in building facades, “selfie” —utilizing the facebook and twitter, and conducting school orientations in observance of the event. PAGE 11 July 27, 2014 at 12:06 am marked the nationwide celebration of birth of the 100 millionth baby, based on the 2010 population projections by Philippine Statistics Authority. At the regional level, series of activities are conducted in welcoming the baby/ babies bearing both the region’s acceptance of the challenge in our continuous count for prosperity and development; and in emphasizing the significance of the Philippine Population Management Program (PPMP) in our pursuit of local and national development. Ilocos Training and Regional Medical Center (ITRMC) is the biggest government hospital in La Union, also assisting the highest number of birth deliveries a day. This is also where RPO 1 conducted the activities to drumbeat this notable celebration. Early morning of July 27, 2014, RPO 1, ITRMC, and various media outlets awaited the birth of the 100 millionth Pinoy baby in ITRMC. Simultaneously, the same activity was performed in the four provinces of the region. A starter Baby's Name: Jacob Rico Bien Francisco Birth date: July 27, 2014 @ 12:19 AM kit was to each nominee per province and the city. A press conference with the selected PAs, LGUs and the media was conducted prior to the birth of the 100 millionth baby. The convergence of partner agencies and media interventions have brought about pledges and commitments in support to ensuring the wellbeing and progress of the baby throughout his/her life stages. Promotional IEC materials were developed & distributed. The Official Website of RPO I with its Transparency Seal provides population information and updates readily available to the public. The Regional Population Information Center maintains 3 RPIC satellites, established in 2 National High Schools in Pangasinan namely: Mangaldan National High School, Dagupan City National High School and Don Mariano Marcos MemorialState University in Agoo, La Union. The Information Unit maintains 5 Database which includes Regional Demographic and Socio-Economic Situationer, RP-FP Online System, LGU Profiles and Directories, E-RPMES and M&E System. With the Enhanced Online RP-FP Monitoring System the official website of RPO was updated to its new format. At the end of 2014, there were 40,000 couples recorded online. IEC materials given to Mangaldan National High School with the school principal and PopEd coordinator PAGE 13 PMC Trainings and Accreditation PMC Training and Accreditation was conducted in San Fernando City, Dagupan City, and San Carlos City in view of the expiry of accreditation of the old PMC team. Said training also opened new membership of other agencies, NGOs and Faith-Based organizations. RP-FP Classes and FDs Sessions FDS on Responsible Parenting and Family Planning were coordinated to the Provincial, City and Municipal Links for the conduct of RP-FP Classes. The trained BPVs and some parent leaders assisted the Municipal Population Officers, Municipal and LGU Links in the simultaneous conduct of FDS classes from May to October of 2014, most classes however, were simultaneously done in August and September following a Directive in 2013 from DSWD Regional Office to conduct the RP-FP Module for the whole month of August in time for the Family Planning Month. The ML, MPO and BPV/Parent Leader, including invited resource speakers if there were, conducted FDS classes in the CCT areas based on set schedule of the ML. In a letter signed by DSWD Regional Director, relative to the conduct of FDS on RP-FP, BSPOs/BPVs were advised to closely coordinate with the MLs on the schedule of FDS in their respective areas. As per agreement, they may conduct as much classes as they can; however, maximum classes reimbursed per LGU/Municipality were 23 classes only, with an attendance of 25 couples per class. All classes were completed at the end of October. In total, Region I accomplished 1,754 classes and reached 46,024 couples, all Pantawid Pamilya beneficiaries; 110% and 115% respectively above our targets. Likewise, referrals of FP acceptors to the different health service facilities were done alongside classes. Effective referrals, with signed service slips, accounted 2,224 (74%) as of November 30, 2014. POPDEVED Modules Integration Roll- out Trainings The implementation of the First and Second Phases of the Population and Development Education (POPDEVED), a joint project by the Commission and Population, Department of Education and Philippine Center for Population and Development, started in the last quarter of 2013. Five (5) Batches of Roll out Trainings involving Araling Panlipunan and Values Secondary Teachers from the different Divisions in the Region. They were equipped on POPDEVED and achieved the following objectives: explain the concepts taught in the high school modules on population and development and human sexuality and responsible parenthood; demonstrate the use of the modules as integrated in their regular subjects; and transmit the values taught in the modules. PAGE 14 Community-Based Family Planning Management Information System (CBFPMIS) CBFPMIS is a type of database efficiently and effectively used by PPO Pangasinan. This has been replicated and adopted by PPO La Union after going through a training on how to operationalize the system which was facilitated by RPO I and PPO Pangasinan. This system is highly useful in the identification of the MWRAs; updated profiling for CMFPMIS and is suggested to be monitored and updated every 3 months. A one day orientation on Men’s Responsibility in Gender and Development or MR GAD was conducted to reach out and enhance the perspectives and roles of male especially in their families and even in their community participation. Representatives from Pangasinan and San Fernando City were oriented on relevant topics on Gender & Development particularly their roles in reproductive health. KA—lalakihang T—apat sa R—esponsibilidad at O—bligasyon sa PA—milya Selected Provincial/City Population Officers/staff (17 males and 3 females) went into a Training of Trainors on KATROPA. This activity aimed to reach out and train males in terms of shared responsibilities at home and in the society; how they can be empowered whether they are working or not, and how they can be a responsible father to their families and in their respective communities. Basic Demography Training for Provincial Population Office of La Union All the Municipal Population Officers of PPO La Union were trained on Basic Demography to update their knowledge in basic demography. They were taught on how to compute, interpret and analyze population measures. As a result, their appreciation on the use of demographic data in relation to program planning and development highly increased. PAGE 15 CISD/Critical Incident Stress Debriefing Training All the RPO Staff went into a training on how to treat stress properly and how to provide Stress Debriefing and Counseling to any kind of traumatic and threatening events. The training was given by DSWD Field Office I. Challenge accepted! RPO1 undertaking the CISD Stress Debriefing with the ‘actors’ from DSWD Basic Demography Training for RPO I Staff The Basic Demography Training for RPO I Staff was held last October 2-3, 2014 at the POPCOM Conference Hall. The training was held to impart to the participants the knowledge in basic demography; and to develop skills in computing and analyzing population measures. The staff also presented their outputs on the demographic profiles of the 4 provinces in Region I. PAGE 16 RPO I, in partnership with the Center for Health Solutions, Inc. (CHSI), came up with a U4U Teen Trail activity which was seen necessary in planning and program direction of various institutions in providing information and other program endeavors that will influence the choices and decisions that the young will do as regards to their sexual behaviors and other concerns. CHSI Communications Adviser, Nilo Yacat, facilitated the Peer Facilitators’ Training on August 19, 2014 at Sea and Sky Hotel, San Fernando City, La Union with RPO Technical Staff. Peer Facilitators trained for the U4U Teen Trail were 20 selected students from La Union National High School, one of the most populated schools in San Fernando City. On the second day, #bakasBukas – more known as the “teen trail activity”, is an exhibit which outlines a series of activities simultaneously conducted with a minimum of 150 students/ participants divided into the parts of the teen trail. The Peer Facilitators took charge of the flow of the #bakasBukas, acting as the hosts/ handlers. PAGE 17 C4C: “#Barkadafest: awit ng barkada” This was a youth-oriented songwriting competition to youth aged 12-16 with the theme, “Pagsikapan ang Magandang kinabukasan. Stop Teen Pregnancy ”. Eight groups/entries from different provinces and cities competed during the live performance night. “Overcomers” from San Fernando City won the 1st place. PAGE 18 The C4C or the Communications for Communicators selected 2 new scholars from RPO I to join for this year’s 2nd batch. The IO II and IO I of POPCOM I were privileged to be members of the said program funded by John Hopkins University, CHANGE, DOH, among others. A five day boot camp was conducted not only to introduce and welcome the participants but also to orient them on the portal for the online learning; to provide the schedule and needed requirements within the entire duration of the program; and to establish the projects to be implemented by the respective participants. Individual outputs are required from every participant In celebration of the Filipino Elderly Week, RPO I convened the POPCOM Retirees and Presidents of Senior Citizens of Bacnotan, La Union to provide an orientation and updating on the laws and privileges concerning the Senior Citizens. A DSWD Officer was invited to extensively discuss RA No. 994, an Act Granting Additional Benefits and Privileges to Senior Citizens, RA 7432 and RA 9257, supplemented by other laws on Joint DTI-DA Admin Order No. 10-02 Series of 2010. Outreach project for PWDs and Senior Citizens In reference to the provision of GAA FY 2014, Sec.14 to formulate programs and projects for senior citizens and persons with disability; RPO I in coordination with DSWD of San Fernando City distributed packs of grocery package to seventy (70) senior citizens and PWDs. This was our modest assistance and appreciation for their deep involvement in the population program. PAGE 19 Sports Development Program A Mini-Olympic was launched this year highlighting Fun run/walk, Hataw, ball games, cheering squad and other indoor games. This activity was not just for physical development but more on building and strengthening relationships and solidarity among staff . Health and Wellness Program A medical, dental and hospitalization assistance to the POPCOM employees was given to ensure that all the staff are physically fit and maintain/improve their well-being. This is in response to the directive to maintain a healthy lifestyle which will eventually contribute to the attainment of the agency goals and objectives. ITRMC, a Government hospital was contracted out to provide the service through a Memorandum of Agreement. Strategic Performance Management System The orientation workshop on SPMS was a quick response to formulate POPCOM SPMS Success Indicators. The formulated indicators serve as guide and standards by all the staff to be conscious of what will ensure organizational effectiveness and individual efficiency. “Salamat-Mabuhay”- Thanksgiving Party In view of the transfer of Ms. Aubrey Abuan, Accountant II, to NEDA Regional Office a “SalamatMabuhay” thanksgiving program in honor of her invaluable service in POPCOM was given to her last February of this year. Ms. Aubrey Abuan served POPCOM for 2 years and 3 months and introduced highly commendable reforms and new systems in the office. Strategic Planning cum Fellowship The Strategic Planning and Fellowship was a venue to review performance, as well as planning of targets for 2015. The staff presented their individual and unit accomplishments for the CY 2014 as well as work program for 2015. The Standard Operating Procedure and Guidelines was also one of the main issue deliberated, reviewed and updated during the workshop. Alongside, was a Christmas celebration that gave the staff a temporary relief from pressure of work and a time to thank and honor God and special people. Rivera – 15 years PAGE 20 Knowledge Sharing on Gender and Development and PPMP Best Practices Visiting CALABARZON area with POPCOM Region IV, the RPO I staff learned approaches from the Local Government Unit and other institutions in Tanay, Rizal in relation to their GAD best practices and successful initiatives. The staff gained insights from the experiences and challenges of the LGU in the implementation of GAD including RP-FP program. Similarly, RPO I warmly hosted and accommodated Region 2 and Region 7 in an InterRegional Observation Tour to the local government units like Ilocos Norte, Ilocos Sur, Vigan and La Union. These LGUs featured their GAD best practices and initiatives including the implementation of local population management program. Transfer of IT facilities/Motorcycle As support the LGUs in their implementation of local population management program, IT facilities and One (1) unit of motorcycle were transferred without cost to the selected Provincial/ City Population Offices. Signature Campaign for Lifeline Donors All the RPO staff signed up to the Campaign Lifeline, as a gesture of support to the Guinness World Record for the “Most People To Sign up as Organ Donor For 1 Single Hour, Single Site”. Women’s Month Yearly, RPO I join in the celebration of Women’s Month through various activities. A Fun run/walk for Women and Women’s Forum were highlights of the regional celebration.
