The roads leading to barangays Inoman and Sugcong has never been this good. Based
on the Comprehensive Land Use Plan of Pozorrubio, almost 60% of Pozorrubio’s rural
roads (2010 figures) were unpaved - mostly made of macadam/gravel roads.
Continuous effort of the local government reduced this figure to 59 % in 2012 with the
remaining 67.891 kilometers of still unpaved roads targeted to be completed on a longterm basis. Translating this (pavement & widening) requirements, based on current
minimum standard of 6 meter carriageway by 0.15m thickness of concrete roadways,
the LGU needs to source-out an amount equivalent to Php 850 Million more of future
funding cost to complete the remaining unpaved roads.

Roads are vital conduits to progress not only in the Urban and Central Business District of
the municipality but also in the rural areas where most of the (farm) produce emanates
enroute to the market.
Thus, the local administration puts “a priory” to upgrade existing gravel/unpaved roads
to spur economic development of the rural area/s. This form of intervention is
contributive to reducing poverty, enhance accessibility of farm products to the market,
address some concerns of gender development such as accessibility to social facilities
and services: e.g. schools, health facilities, and enhance mobility and response in times
of disaster and/or calamities.
The projects implemented by the LGU funded by the Presidential Challenge Fund in
barangays Inoman and Sugcong contributed much to the fulfillment of these
aforementioned targets and objectives of the LGU. Although limited in its scope, with a
total project costamounting to Php 1 Million, the completed projects served and
benefitted the LGU’s constituentsacross all strata of the society (poor, farmers,
schoolchildren, women, etc.) and likewise improved the transportation infrastructure
sector of the LGU.
The real challenge is for the LGU to continuously improve its vital infrastructure
facilities/structures despite of its limited fund. On a positive note, external funding
source such as the Presidential Challenge Fund or any other sources for that matter is a
welcome relief of resolving and implementing the varied sectoral development
concerns outlined in the LGU’s Comprehensive Development and Land Use Plans.
