ENERGY IN ITALY: CURRENT STATUS Eng. Federico Tunzio Sofitel So Hotel, Bangkok, 21st -22nd March 2012 The development of technologically advanced communities implies a continuous growth in power demand World power demand evolution by sector (IEA – World Energy Outlook) In European scenario, Italy is a strong and net importer of power from other countries Italian Challenges: 1. Reduce import of power 2. Reduce GHG emissions 3. Respect International agreements 4. Create new employment and promote R&D RES Renewable Energy Sources HYDRAULICS WIND GEOTHERMAL BIOGAS BIOMASS SOLAR Policy background Energy policy pursues the objective of a sustainable, competitive and secure supply of energy. Since 2007, the European Commission has been adopting an energy policy for Europe. This was supported by several documents on different aspects of energy and included an action plan to meet the major energy challenges in Europe. Renewable energies help to thwarth climate change while increasing security of supply. Italy targets imposed by the European Directive 2009/28/CE are: 17% of gross energy consumption must be supplied by RES Reduction of CO2 emission of 14% respect to 2005 values 10% of energy employed in tranport sector must be provided by RES These targets must be reached within 2020 Renewable energies in Italy (GSE data march 2012) Power (MW) 2008 2009 2010 2011 Hydraulic 17.623 17.721 17.876 17.950 Wind 3.538 4.898 5.814 6.860 Solar 432 1.144 3.470 12.750 Geothermal 711 737 772 772 Bioenergies 1.555 2.019 2.352 3.020 Total 23.859 26.519 30.284 41.352 Production 2008 (GWh) 2009 2010 2011 Hydraulic 41.623 49.137 51.117 46.350 Wind 4.861 6.543 9.126 10.140 Solar 193 676 1.906 10.730 Geothermal 5.520 5.342 5.376 5.650 Bioenergies 5.966 7.557 9.440 11.320 Total 58.164 69.255 76.964 84.190 2020 target Evolution of power systems from RES in Italy GSE october 2011 Installed power Power growth At national and regional level is now available a wide range of economic and regulatory incentives to promote use of RES. Main national tools are: 1. Priority access to the grid system is granted to electricity from RES and CHP plants. 2. An obligation for electricity generators to feed a given proportion of RES-E into the power system. 3.Tradable Green Certificates are used to fulfill the RES-E obligations. 4. A feed-in tariff for PV. This is a fixed tariff, guaranteed for 20 years and adjusted annually for inflation. 5. Net metering 6. Obligations for biofuels diffusion Italian government has moreover provided a series of actions to promote energy efficiency and and lower consumptions These actions involves directly Italian citizens: 1. Incentives for energy saving restructurings of buildings 2. Emission of EPC certificates; 3. 55% of tax deduction for home installation of RES systems 4. Incentives on energy saving products like saving bulbs, etc.... Energy Performance Certificate (EPC) EPC includes data on their building energy efficiency, the current values in accordance with the law and the reference values, which allow citizens to evaluate and compare the energy performance. Must be accompanied by suggestions on the most significant and cost-effective to improve the performance of the building. EPC must be attached to documents at the time of sale Low consumption High consumption Energy classes Overview on RES power plants in Italy HYDROELECTRIC SYSTEMS HYDROELECTRIC SYSTEMS GRESSONEY GABIET’S SYSTEM It is a system by reservoir.
