" W e hope to have our own station by 1981 or 1982 that will serve communities along Lake Michigan and inland between Holland and Ludington," he said. The nearest educational radio stations are currently in Grand Rapids and Interlochen, the state's ^ h e r large musical arts camp. The announcement, made to a meeting of the Montague-Whitehall Rotary Club, is not surprising when one considers the phenominal growth the camp has made in its 15 year existence just east of White Lake in Blue Lake Township. "Blue Lake Fine Arts Camp begins the new decade by observing its 15th season and launching a 10-year program aimed at making it the larges facility of its kind in the U.S. by the end of the d e c a d e , " Stansell said. Established in 1966 when 105 students attended a single two-week session, Blue Lake expects slightly more than 800 children and youth—a total of about 3,400—to attend four two-week sessions this summer. By 1990, Blue Lake will be able to serve 1,600 students during each of its two-week sessions that are held during June, July and August or a total of 6,400 throughout the summer. In addition, upwards of 2,000 talented high school and college musicians attend band and choir camps that are held during late summer and early fall after the regular season ends. Stansell said Blue Lake is undertaking a 10-year program to improve and expand its facilities for both campers and faculty members "because we believe the upsurge in interest by young people in the arts will continue in the years a h e a d . " Blue Lake also plans to attract more students from other states, particularly the mid-west where no other similar program exists. " W e ' v e already taken steps to improve faculty housing with the start of a new faculty village," Stansell said. " W e now have 10 units and a large swimming pool for faculty members and their families and we plan to White add a minimum of five new housing units every year throughout the 1980's." In addition to its summer camp, Blue Lake also has a year-round Community School of the Arts in Whitehall and an international exchange program. Nearly ,2,500 young musicians from Michigan and other midwestern states have visited Europe during the last 10 years and 3,500 European and Japanese musicians and dancers have visited Michigan as part ot the international exchange program. The Community School of the Arts, now in its third year, serves about 500 students from the Whitehall-Montague area and plans to open a second facility in Muskegon later this year to serve students from the southern part of Muskegon County Lake marina: Municipal marina progress on schedule WEST MICHIGAN-Two West Michigan communities on Lake Michigan-White Lake and Ludington-are both involved in community efforts to construct municipal marinas. Ludington, which is further along on its progress schedule, last week confirmed appointments to its new marina authority. TTie authority will govern the marina and allow for the hiring of a marina manager and assistants as needed. White Lake's municipal marina, which was given a go ahead for funds by Gov. Milliken over the Christmas and New Year's holidays, is currently preparing to take bids sometime this spring. Whitehall city officials received a letter from Keith Wilson, of the Waterways Division, informing them of the procedures involved. Bids will be handled by the city, but approved by the state. City Manager Bill Beauvais told the city council last week. Officials also (Jiscussed inviting Wilson or other DNR officials to the White Lake area for a briefing session. ***•*• City officials have adopted a resolution setting Feb._ 19 for a public meeting on the proposed zoning ordinance and map involved in a statewide drive to adopt a Michigan Coastal Zone Management Program. This is unrelated to the marina, but would also have an impact on this area. "Since we are in a coastal zone, we could qualify for an 80 percent grant for developing a waterfront master plan and grants for such low cost projects as boardwalks, nature trails, over look, e t c , " said Beauvais. Planning commission officials have recommended further investigation into this program. Two area villages hold elections; Rothbury and Lakewood Club GTE customers get new hng distance instructions WEST MUJUlGAN—Beeinnine Saturdav, Feb. 2, General Telephone customers can use " 1 + " (one plus) and " 0 + " (zero plus), two new long-distance dialing conveniences, according to Norm Krievins, Muskegon division manager for General Telephone. The " 1 + " service lets customers dial " 1 " instead of " 1 2 0 " when direct dialing station-to-station, long-distance calls, Krievins said. 3 With " 0 + " , customers can direct dial collect, credit card, person-to-person and bill-to-third-number calls by dialing: 0 + (area code if outside area 616) + the telephone number of the person being called. Dialing instructions are included in a new Muskegon County telpehone directory that will be distributed to customers soon, Krievins said. These dialing conveniences are a result of a new $7.2 million electronic switch and a $1 million automatic operator services system in Muskegon that will process long-distance calls for western Michigan faster and more precisely. WEST MICUIGAN-Last day for registration to vote in the March 10 village elections will be Saturday, March 9. In our circulation area the village of Rothbury and Lakewood Club will vote for election to village councils. There are no porposals on the ballots in either village in relatively routine elections. Incumbent President Andrew Near is seeking re-election unopposed, as are Incumbent Clerk Geraldine Tutak, Treasurer Betty Maki and Assessor Pat Kooi. Currently serving on the board and seeking re-election are Bill Little and Walt Kurdziel. Incumbent Trustee Craig Larsen is not running this year for the four year post. Seeking his job will be Gary VanderHuevel. Harry (Duke) Brown, Ed Tutak and Mark Morningstar are in the midst of a four year term and will not be up for re-election until 1982. Registrations will be taken at the village hall from noon until 5 p.m. Feb. 9 and from 4 to 8 p.m. March 11, Mrs. Tutak said. Lakewood Club Village Council incum- bents President Carl Genson of 17 E. White Lake, Treasurer Florence Nicolay of 6300 Beverly Way and Clerk June Byron of 511 Forest Park are running unopposed for re-election for two-year terms, Byron said. Only two candidates are running for three four-year council trustee positions. They are Patricia Johnson of 96 W. Ashland and Edward Rochowiak of 6220 N. Central. Former trustee Margaret Johnson withdrew from office because of health problems, Byron said. Council salaries are: president, $11.50 per meeting; treasurer, $900 per year; clerk, $1,900 per year; and trustee, $9 per meeting. Peter Jay Warnock, who finally climbs out of bed at 7:30, is a Peace Corps volunteer in Sierra Leone. ^ Warnock the son of Mr. and Mrs. Ray E. Warnock, 1724 Southgate Dr., Whitehall, arrived in the west African nation last August to teach science in a secondary school in Port Loko. A 1979 biology graduate of Hope College in Holland, Warnock is working to bring a higher level of education to the students to better enable them to assist in the development of their country. " P a r t of my job includes setting up laboratories from scratch—a difficult job in view of the scarcity of ^materials." ' Warnock teaches everyday from 7:30 to 2, and sometimes has classes in the evening -mainly to help students having scholastic problems. " T h e r e ' s not a whole lot to do h e r e , " said Warnock. "I've got the lead in the 'letters home department' -- " I ' v e sent more than 150 in the past three m o n t h s . " Warnock shares a newly painted five room house with another Peace Corps V o l u n t e e r . " W e ' r e lucky," said Warnock, " w e have electricity and semi-running water - that means I generally end up taking my morning shower with a bucket." Sierra Leone, or "lion mountain" named by a 15th century Portuguese explorer for the thunder that rolled over the coastal hills during the rainy season, has had Peace Corps volunteers since 1961. The volunteers work on such programs as education, agriculture and rural development. LANSING-For the first time in recent legislative history, a minority party state senator will serve as the co-chairman of a major subcommittee in the Michigan senate. Senator Phil Arthurhultz, a Republican from Whitehall, was appointed co-chairman of the Senate Judiciary Committee's Subcommittee on Civil Rights and Affirmative Action bv the Committee's Chairman, Senator Basil Brown (D-Detroit). During 1978 a Peace Corps Volunteer Activity Survey conducted by ACTION (the federal agency for volunteer service) indicated that nearly one million people had been directly affected by Peace Corps volunteers. Over half of these recipients were students, while nearly 40 percent were direct recipients such as farmers or health patients. MONTAGUE-The Montague Board of Education has okayed salary increases for the district's administrators. Supt. Richard Wragg will make $31,150; Sievert Block, high school principal will make $26,000; Jesse Hepworth, elementary principal will go up to $24,500, while Larry Lindquist, Nellie B. Chisholm principal will make $23,400. Business Manager Tom Hanson has accepted a similar position with the South Haven Public Schools. Residents are urged to get out and vote in what may be one of the most important school elections in a decade. Deciding how to vote on any school millage issue is never an easy task. You must first familiarize yourself on what the issues are--and there are never any easy choices. Most of us have champagne tastes and beer budgets. We want quality education, but we want it for as cheap a price as possible, a difficult goal. Never in covering 17 years of school elections have we seen school officials work as hard as Whitehall officials have to reach the public with information about an upcoming millage election. Hours have been spent with citizen groups and individuals. Whitehall officials feel this is the most important millage election in years. " T h e Whitehall District School will be confronting the most critical time it has ever had to face since the Depression of the thirties," says Supt. Bill Page. "Inflation is crippling the schools at an ever-increasing rate, and as the school system has conscientiously maintained a balanced budget, it has been necessary to restrict services to students. The future holds no hope for maintaining the present program unless substantially more funding is made available to the school s y s t e m . " You know what? We believe him. It's not too hard to believe either. Ask anyone in business for themselves right now. Inflation is gobbling up whatever small profits businessmen have been able to make over the year, and the future doesn't look any better with a 13 percent inflation rate nationally. You say inflation is hurting you too? That's when you look for the best bargains, right? Right now we are convinced that you can't find a better bargain for your dollar spent than what is being offered by Whitehall schools. We are convinced they have cut costs, operated efficiently and tried to act responsibly in managing the schools. Do they ever make any mistakes in judgment or management? Sure, just like any local business. That's why they need your help in solving the difficult problem of financing local schools. A Please don't sit at home next week during the election. Find out the issues, study them carefully and then vote. Any shortcomings in the Whitehall program will be YOUR responsibUity in the future, based on how you vote. We urge a yes vote on all five proposals. Thank you for your cooperation.) ^ - Letters# Dear Editor: Your article, "Indian fishing 'rights'—are they f a i r ? " provoked this response. Before proceeding to above question another question must first be answered. Is life fair? Someone has already provided the answer to this question. They said, " N o ! " The logic behind the response was no doubt due to a review of the diversity of individual potential and developed ability. The observed diversity may be due somewhat to hereditary factors (potential) but is probably due more to environmental factors such opportunity. It is obvious that the children of the affluent normally have much more going for them than do the children of the economically disadvantaged. Even attitudes are developed from ones associates and economic position. For example I have never had the money to purchase even a low priced new auto and wonder how a man has the ability to provide the inputs required to erect a skyscraper or to successfully bridge the Straits of Mackinaw. What little I have been able to acquire has stunted my vision and I cannot see how a contractor could build one of the above structors. I have a degree in Civil Engineering, but cannot get even a job dunking bolts for minimum wage at a local factory. Now if my dad had been a contractor, 1 would have had a job related to Civil Engineering from day one. So then life is not fair! So then having disposed of the preliminary question, we are ready to tackle the main one which we find has already been answered. If life is unfair whether the Indians have any fishing 'rights' or not is not answered by whether they are fair or unfair. The article would have been better headed, "Indian fishing rights—are we going to keep our word?" (We're thinking of letting them fall to the ground.) The issue then is, " a r e we going to honor the commitments (treaties) we have made regardless of the cost or are we going to vacate them at the earliest opportunity? If past performance provides any clue it is that we will welch at the first inconvenience especially if we have might on our side. For many years the white man was known by the Indian as, " T h e man who talked with a forked tongue." In other words the white man was known for not keeping his word. When he spoke he didn't mean what he said and didn't say what he meant. In recent years esteemed members of the legal profession have done much to keep the above image alive. They say that the U.S. Constitution doesn't mean what it says and only the elite can say what it means. As concerning the fishing 'rights' (don't miss the meaning of the apostrophe - the rights depend upon observance for their existence) are they fair? The one party wants the fish for pleasure, the other partv wants the fish for survival. In either case the fish is victim. Is that fair? Will the white man keep his image or will the Indian get his fish? I'm betting on the white man. We used force and deceit to deprive the Indian of his rightful inheritance. Are we going to stop now? It seems like such a little thing to lie. cheat, steal and even murder to get what we want and those sportsmen want those fish! Sincerely, Joseph R. Mead R. #3, Polk Rd. Hart, Mich. 49420 Dear Darwin: Thank you for your support of the White Lake Marina as expressed by your signature on the petition distributed by the White Lake Area Chamber of Commerce. Having received the petitions in the midst of the battle to secure funds for the marina and with the legislative recess, I've only now had the opportunity to officially inform you of the successful passage of the funding for the White Lake Marina. Governor Milliken signed the Grants and Transfers Bill, which contained the $800,000 for the marina, into law on December 28, 1979. As you may already know, funding for the marina project was originally deleted from the Capitol Outlay Appropriations Bill. In an attempt to reverse this setback, I met with every member of the Senate Appropriations Committee to convince them to include funding for the White Lake Marina in the Grants and Transfers Bill. Being successful in persuading the members of the Appropriations Committee to include the money for the marina project in that bill, the fight was then taken to the Senate floor. There, too, my colleagues voted in favor of funds for the White Lake Marina. After Senate passage we were able to work closely with members of the House of Representatives to insure that t h e ' H o u s e Senate Conference Committee included funding for the marina project in their revised version of the bill. Having cleared that hurdle, I met with the Governor who gave n A his commitment that he would not veto t h e White Lake Marina. During the recess the Governor followed through on his comitment by phoning me to say that he would sign the measure to make the niarina project a reality. During the next six months, the Department of Natural Resources will be; finalising plans and specifications, letting bids and awarding contracts, and supervising preparations by individual contractors. Mr. Keith Wilson, chief of the Waterways Division of the DNR informs me that the White Marina should be a fully operational f a c i l i t ^ between May and November of 1981. I know that you share my great anticipation. not only in the construction of the marina, but in the positive economic impact this project will have on the entire area. But more importantly, this marina will stand in evidence of the tremendous pride we take in our community. Again, I appreciate your support of the marina. Our area owes you a debt o ^ gratitude for your willingness to get i n v o l v e d for the benefit of our community. The rates to be charged for sewage disposal service shall be as follows: Sewer Use Charges Sewer Use Charges shall be based upon the water bill charged to each premises. For residential premises, the sewer use charges shall be $45.00 per quarter for the first 10,000 gallons of water used, plus 150% of the water rates in excess of 10,000 gallons per quarter. For commercial and industrial premises the sewer use charges shall be $54.00 per quarter for the first 10,000 gallons of water used, plus 400% of the water rates in excess of 10,000 gallons per quarter. For school premises, the sewer use charges shall be $700.00 per quarter per school. and sewer charges for the quarter, except that the bill for the third month of the quarter shall also include any water and sewer charges in excess of the minimum charge for the quarter. Bills shall be payable without penalty through the' last Friday of the month. Payments received after the last Friday of the month shall bear a penalty of 10% of the amount of the bill. The Superintendent shall have charge of the reading of all meters. He shall keep a record of all meter readings and shall keep accounts of the charges for water and sewer service furnished to all premises and shall render bills for the same. All water and sewer service charges shall be collected by the City Clerk, who shall credit the same to the proper account. 2.98. Collection. The Department is hereby authorized to enforce the payment of charges for water service to any premises by discontinuing the water service to such premises and the payment of charges for sewage disposal service to any premises may be enforced by discontinuing either the water service or the sewage disposal service to such premises, or both, and an action of assumpsit may-be instituted by the City against the customer. The charges for water service and sewage disposal service, which, under the provisions of Act 94, Public Acts of 19 33 of the State of Michigan, as amended, are made a lien on the premises to " h ^ h furnished, are hereby recognized to constitute such Ij-en; and the City Treasurer shall, annually, on April 1, certify all unpaid charges for such services furnished to any premises, which, on the 31st day of March preceding, have remained unpaid for a period of six (6) months, to the City Assessor who shall place the same on the next tax roll of the City. Such charges so assessed shall be collected in the same manner as general City taxes. In c a s e s where the City is properly notified in accordance with said Act 94 of 1933, that a tenant is responsible for water or sewage disposal service charges, no such service shall be commenced or continued to such premises until there has been deposited with the Department, a sum sufficient to cover six times the average monthly bill for such premises as estimated by the Superintendent, such deposit to be in no case less than $108.00. Where the water service to any premises is turned off at the request of the customer there shall be a water turn-off charge of $10.00. Where the water service is thereafter turned on at the request of the customer there shall be a water turn-on charge of $10.00. Where the water service to any premises is turned off to enforce the payment of water service charges or sewage disposal service charges, the water service shall not be recommenced until all delinquent charges have been paid and a deposit as in the case of tenants is made, and there shall be a water turn-on charge of 525.00. In any other case where, in the discretion of the Superintendent, the collection of charges for water or sewage disposal service may be difficult or uncertain, the Superintendent may require a similar deposit. Such deposit may be applied against any delinquent water or sewage disposal service charges and the application thereof shall no affect the right of the Department to turn off the water service and/or sewer service, to any premises for any d e l l " q u e n ^ y satisfied.
