For Georgia Allen Continues
Was She Murdered? Is Her Killer Dead?

I
t has been almost 37 years since 24year-old Georgia Margurite (Smith)
Allen disappeared from her Lake Jackson
apartment.
Although deputies of the Brazoria
County Sheriff's Office hold little hope
she is still alive, they continue their
efforts to find answers to what happened
to her in the early morning hours of
August 6, 1972.
"We want to find her and return her to
her family so she can have a Christian
burial," says Nick Villalona, a criminal
investigator assigned to the case.
A tiny woman – five feet, two inches tall, weighing just 88 to 90 pounds
– Georgia had bleached blond hair and hazel eyes.
On Saturday night, the night before she went missing, she worked as a barmaid at the Holiday Inn in Lake Jackson, Texas and was last seen in the hotel
parking lot in the pre-dawn hours of Sunday morning.
Investigators – and there have been several of them through the years,
including H.L. Cotton, LoRene Blackburn, and Matt Wingo, among others
– filed extensive reports about what happened just before Georgia disappeared.
Those reports indicate that Georgia; her estranged husband, David Allen;
and her friend, Charles Corsentina, had been in the parking lot outside the inn
for about two hours.
Both of the men told officers that David told Georgia to make up her mind
whether she was leaving with him or with Charles, at which time she replied,
“neither one,” that she would walk home.

W
e are accustomed to hearing complaints about the violence seen on
television and in the movies. We pay our admission price or pay for
cable television and sit down to be entertained. We see stories about murders, drug dealers, robberies and abuse. At the end of the show, we leave,
either satisfied that we got our moneys worth or disappointed that we didn’t.
But, what if you couldn’t leave, or turn away from the screen, or cry?
What if that scene of violence, destruction and despair lasted longer than the
vision of a director? What if it were a scene you participated in, day in and
day out, as the weeks turned into months and the months turned into years?
The work of law enforcement professionals hold elements in common
with those of scripted stories. Reality however, is the huge difference. In
their jobs, the bullets are real, the blood and dead bodies are real, and so are
the stress and the long hours. There is no large paycheck, no Emmy or
Oscar awaiting them. There is no red carpet to walk or TV interviews or
autographs. It is a dangerous job and at times, a thankless one.
Suicide rates among law enforcement professionals are staggering. Those
numbers are not much talked about and are less often thought and read
about until one of them is in crisis, or takes his or her, own life.
All types of people take their own lives but the thought of someone with
such a selfless calling making that decision, is shocking and disturbing.

She asked David for his key to her
apartment then she set out walking.
David said when he went there later that
day, she was gone. No one has admitted
seeing her after she left the parking lot.
The apartment manager told officers
she thought Georgia and her two children – who were with David's grandparents that night – were living there alone.
She had seen David three days earlier
when he brought in Georgia's check for
the rent – and then later picked it up
when it bounced.
Georgia had filed for divorce on June
5, 1972, but David said they got back
together for about two weeks and everything was going well, but when he went
to pick her up at work that night she and
Corsentina were together in the parking
lot.
About 9:40 that morning, he said, he
went to Georgia's apartment but she
didn’t answer the door. The manager let
him in and he found his keys.
Georgia had at about $200 in cash and
several passes for Metro Airlines, which
she used to fly from Lake Jackson to
Houston and back.
Asked if he would take a polygraph
examination, David flatly refused.
In the days that followed there was
no activity in Georgia's bank account
and no indication that – if she had taken
the shuttle flight to Houston – she had
bought an airline ticket there.
Georgia's father, who filed the missing person report on August 18th, told
deputies he had recently learned that
David threatened Georgia with a pistol
and had fired one shot to prove it was
loaded.
The missing person investigation was
closed on August 11, 1972, when investigators learned that Georgia had apparently left the Lake Jackson airport on
Metro Airlines, using a free Holiday Inn
pass, but she didn’t tell anyone, and a
month later when her photo was shown
to passengers aboard that August flight,
none of them could identify her. A short
time later, officers "definitely established" that the person named "Allen"
on the passenger list for the Metro flight
from Lake Jackson was not Georgia, but
was a 14-year-old girl who was put on
the flight by her grandmother.
Georgia's mother and stepfather, Lila
and Marshall Hopkins of Huffman,
Texas drove to Brazoria County to see
what they could find out About the
same time Sheriff’s I.D. Officer T.O.
Bock was checking Georgia's apartment
and despite a painstaking search, he
found nothing that indicated foul play.
Questions posed to people in neighboring apartments revealed little of value.
On September 27th, David's sister,
a close friend of Georgia, told officers
that David would "rather lie than tell the
truth." She also reported that Georgia
had told her David had threatened her
with a gun, and that she would not go
back to him because she was afraid
he would kill her. Then, the day after
that, Georgia went back to him, David's
sister said, adding that he had been in
trouble several times, but his folks had
"bought him out."
Another friend verified that Georgia
also told her David threatened her with
a gun and almost choked her to death.
This woman described Georgia as "a
good mother" and said she "would not
have left her kids."
His sister told them on one occasion
when he was discussing Georgia's disappearance with other family members,
he said that if he had wanted to kill her,
he would have taken her out in the Gulf
and thrown her overboard. As investigators continued to question David and
check into his activities, they learned he
had purchased a boat in June of 1972,
two months before she disappeared.
In another interview with authorities,
David told them he was not worried
about Georgia, saying she was upset
because she was two months pregnant
and didn't know if he or Corsentina
was the baby's father. Asked again if he
would take a polygraph, David refused,
saying the request was insulting.
An interview with Corsentina followed. He told them he started going
with Georgia in May of 1972. She was
then planning to file for divorce from
David, who had gone to East Texas
following the gun threats. According
to Corsentina’s statement, David came
back to Brazoria County about July 28
and Georgia called to say she was going
back to David. He saw her that night
at the Holiday Inn, and took her home
from work, he said.
"She told me … she loved me and
wanted to stay with me," Charles said,
adding that she told him "many times
about David beating her" and threatening to kill her if she ever went with anyone else. Charles said he was with her
on the nights of July 28-31. She was off
work for the first three days in August,
and she and David moved things into
her apartment and took their kids to
Astroworld.
Charles was with her again on the
night of August 4th and took her home
about 3:30 in the morning. At the club
on the night of August 5th she told
him David had been waiting up for her
that morning and had followed them to
Charles' beach house. She said David
threatened to kill her if she left him.
Charles also told investigators that
when David came to pick Georgia up
after work on August 6th she didn't
want to leave with him. "She wanted
me to stay and go outside with her," he
said. She told him "she didn't want to be
alone with David and didn't want him
coming to her apartment." According
to Charles' statement, Georgia "begged
David to let her go" but David "was
calm, and just kept saying, 'I told you
what I'd do,' or 'remember what I told
you.'" At that point Charles said,
Georgia told them she wanted to be by
herself and asked David for his key.
When he gave it to her she set out walking to her apartment.
Charles said he went to work the
next morning and when he got off at
five o’clock he went to the Holiday
Inn. Finding that Georgia wasn't there,
he went to her apartment and knocked
on the door, but no one answered. He
said the door was closed but wasn't
"caught," so he went inside, and found
David asleep on the mattress with no
linens. David told him he didn't know
where Georgia was, and said he had
come in at 9:30 that morning and was
let in by the landlady.
Charles saw the clothes Georgia had
worn the night before piled on the floor
as though she had just undressed and
left them where they fell. He said he
couldn't tell if any of her things were
missing.
"It just looked like she had left with
only her purse," he said.
He told deputies that Georgia was
"very afraid" of David and seemed to
want to be away from him, but when he
came back she said she would have to
stay with David, that "he just wouldn't
let her go."
Despite David's claims that Georgia
was considering an abortion, he said
Georgia had talked to him "as if she
really wanted this baby and she knew
that it was mine. We were planning to
get married, and we wanted the baby.
I don't believe Georgia ever considered
an abortion."
Charles said he was convinced that
"if Georgia was alive she would contact
me. She knows how to get me night or
day and I just know that she would let
me know something if she could."
Almost 37 years later, Georgia is still
missing. David Allen died of a heart
condition in 1996. Many of the wit-
nesses in the case are in ill health or
dead.
No one is expecting that Georgia
Allen will suddenly appear, alive and
well, but BCSO officers are unwilling
to forget that she is still missing.

About our story in our May edition regarding the Galveston emergency dispatchers who did not get paid on parity
with other emergency personnel readers

Good luck to all the dispatchers. I
worked for a busy fire/ems 9-1-1 center and I understand the emergency rule.
But you have to be fair and pay for them
to be there. I went thru Hurricane Alicia
in 83 and cannot imagine being told I
couldn't check on my home or family!
I think these people, who are the first
line of the emergency response system
should be compensated & then some.
People tend to forget that the dispatcher
is the one that gets the initial call, makes
the first contact in an emergent/nonemergent situation & are the one's that
will be able to recall in detail everything that has happened. I am married
, to a Police Officer & am retired EMS.
I have walked in the trenches but until I
worked 8 years as a 9-1-1 dispatcher, at
a secondary PSAP, I never realized what
an important role those men and women
have! My prayers are with all of you and
don't give up. Without you the people on
the street would be lost, driving around
looking for calls like they did in the old
days. Dispatchers don't get the credit
they deserve and I am glad to see them
standing up for themselves!

Kudos to Breck for the story and complete support to the emergency dispatchers! It's about time someone stood
up to the "top heavy" management in
this city. This is a very small city and
yet has a bureaucracy with a top heavy
management staff getting compensation
and extra benefits that's rarely found in
cities twice it's size. It's about time the
"little guy" stood up against these high
paid people who are willing to throw
the "grunts" under the bus while they sit
in their "cushy" chairs and pontificate
about the city budget and work force
reductions of the serfs below them. I
guess the rub is that if they had paid the
emergency dispatchers what they were
owed, the five city managers and their
staffs, along with the council members,
may have had to give up a little of their
paycheck to cover it.

Thunderclaps from me, You are eloquent, right-on the issue. May we all remember, too, the investment made into
training, and continuing to train, highly
skilled people of whom there are but
a limited number. Persons with skills
provided by one agency, often transfer
those skills to another agency, whereby
the first invested agency no longer enjoys their investment. Wondering what
dispatchers could possibly want that pay
for, I immediately consider that utilities
(several included in my thoughts), did
not restrain from threats in order to get
monthly payments for services they did
not render during disaster conditions;
these monthly utility bills marched on.
Are these same giving City workers under pressure for payments outside their
mean; and do they require wages in order to rise above debt. Why do dispatchers, who work and attend work, not have
the luxury of paying upkeep on their
home turn-key.

Canine Cop Charity Golf Tournament

Montgomery County has seen huge economic and population growth over the past
several years. Unfortunately, more money
and more people also mean more illegal
drugs.
Canine cops, such as K-9 Bianca and
her partner Deputy Tommy Thompson
with the Montgomery County Sheriff's Office, are an invaluable tool in the war on
drugs. Since joining the MCSO Special Investigations Unit in 2005, Bianca has been
instrumental in taking $5 million in illegal
drugs of the county's streets.
The Woodlands Dog Park Club and the
Montgomery County Sheriff's Office Citizens Academy Alumni Association are trying raising funds to purchase and certify
another drug dog for Montgomery County.
Another drug dog would enable the MCSO
to expand their enforcement efforts and provide educational outreach school children.
The WDPC and MCSOCAAA are asking private citizens and local business to
help take illegal drugs off of the streets,
educate children about the dangers they
pose, and reduce crime and other societal
problems.
Businesses can be a Gold Event Sponsor for $1,000 or a Silver Event Sponsor
for $500. A few holes are still available for
sponsorship at a cost $100. Donations of
prizes for a silent auction are also needed.
The event is open to everyone for a donation of $100, which includes not only
golf but camaraderie, amazing food and
beverages, fabulous prizes and the satisfaction of helping provide law enforcement with another tool to be used against
those who bring illegal drugs into Montgomery County. The MCSO's current K-9,
Bianca and her handler, Deputy Tommy
Thompson are also expected to attend, and
she loves to meet new people.

truly cannot live without. Their guns
are meant as tools to protect our society and keep us safe, not to end the
lives of those very same professionals
who take on that extraordinary task.
The Silence
Members of law enforcement are
trained to take charge and stay in control, not only of the situations they
encounter but of themselves. They are
taught to internalize their emotions,
when viewing the broken body of a
child or dealing with the most dangerous and unreasonable among us. While
this may be a technique essential to
resolving a conflict or conducting an
investigation, it can hamper them from
seeking support, as doing so may be
viewed as weakness and inability to
handle the stresses of the job. For some
the fear of destroying their career is a
major concern.
Elizabeth Dansie, a California psychologist who works with police agencies in the aftermath of suicides
observed; “These folks are taught to
suppress their emotions and soldier
forward. It is difficult for them to
admit they need help.”
James Reese, a former FBI agent who
in the 1980’s started the bureau’s
stress-management training observed
that police acquire ‘image armor.’ He
stated; “It’s their need to always be in
control, always fine, always right. We
never hear cops say, ‘I’m afraid. I
made a mistake.’”
Since 1993, 20 FBI agents have killed
themselves.
Less than two percent of law
enforcement agencies in the United
States have a program established to
aid and assist these professionals in
suicide awareness and prevention.
The Numbers
Accurate statistics can be hard to
come by on this issue, as some deaths
are reported as accidental. As suicide
carries a stigma for those left behind,
an ‘accidental’ finding makes it easier
for loved ones to cope, feel less shame
and additionally allows families to
receive the benefits due them from the
death.
However, there is the line of thought
that while such a finding may somewhat lessen the ensuing pain for family, friends and colleagues, it also helps
to mask the problem and hamper
awareness.
Four hundred and fifty law enforcement suicides per year have been verified by the National Police Suicide
Foundation for the years 2003-2006.
Some studies have found that law
enforcement professionals have a suicide risk two to three times higher than
that of the general population.
It has also been reported that retired
law enforcement professionals carry
the highest risk of suicide; ten times
greater than that of the general populous.
Law enforcement suicides are twice
the number of those killed by a criminal.
The average age officers who have
taken their own lives is thirty-three as
reported in some studies. Some are
decorated officers with an exemplary
discipline record.
In 2008 twenty percent of suicides
held the rank of Sergeant or above, as
reported by Badge Of Life a nonprofit
organization established in late 2007 to
assist law enforcement professionals
and organizations in preventing law
enforcement suicides.
Most suicides by law enforcement
professionals are committed with a
gun, as one is more than likely, readily
available.
It is also reported that 80% of law
enforcement suicides are a complete
surprise to those who knew and loved
them.
Factors
Law enforcement professionals bear
the same stress from family and illness
that we all do. They do however carry
the additional stressors of the streets
and all that goes along with that. We
forget sometimes and hold these men
and women to a standard of near perfection and lose sight of the fact that
they are very much human.
Most likely the nature of the work
itself is a large contributing factor. The
stress and trauma experienced in witnessing and dealing with the darker
side of human nature can be debilitating. Witnessing a partner killed or
child abuse, car wrecks, murder and
thousands of similar incidents take
their toll. These professionals deal with
people and events at times on a daily
basis that most of us would rather not
have to.
The exposure and re-exposure, over
time to such incidents, can produce
what is termed, “cumulative stress.”
Stress and trauma can also be produced
as the result of a single catastrophic
event. Sometimes, one incident is the
impetus to end a cops life, as it is the
proverbial straw that broke the camel’s
back.
“…what he saw over 15 years, several
in a gang unit, began to wear him
down. He couldn’t let go of one incident- finding a two year old girl in a
car, shot in the head after a gang shootout,” said the wife of an officer who
took his own life.
Law Enforcement professionals mirror the rest of us in society who try
managing stress by using and sometimes over using alcohol. Alcohol acts
initially as a stimulant but does remain
classified as a depressant. It has been
reported that alcoholism among these
professionals is twice the national average.
Due to shift work, holiday hours and
overtime, marriages, families and relationships of these professionals can
suffer also leading to more stress. The
divorce rate among law enforcement
professionals is estimated to be sixty to
seventy percent, which is higher than
the populous at large.
It has also been reported that the politics within the department itself can be
a factor. A law enforcement professional who is demoted or fired suffers additional stress.
Social pressures additionally cause
stress for law enforcement personnel.
Whether at family gatherings or being
stopped by neighbors and asked about
specific cases, laws or advice is another factor. Law enforcement professionals need their time to relax and decompress from the pressures of the job.
Although most people mean well, do
they really want to relive and answer
questions about their own jobs once
they are away from them?
Scrutiny by the press and lack of
public support doesn’t do much for
morale and contributes to the stress
also. Everyone likes being appreciated
and no one likes to feel they are under
a microscope.
Hope, Help & Healing
In 2006, the California Highway
Patrol lost eight officers in eight
months to suicide. That startling turn
of events lead that department to start a
program of suicide prevention and
awareness. Why should any law
enforcement agency wait for such a
tragedy?
Prevention and awareness are key to
reversing this tide. Additionally, as
advocated by the organization Badge
Of Life; annual check ups with a therapist or social worker of ones’ choice is
highly recommended with the following stipulations:
- All check ups are voluntary
- All check ups are confidential
- No tracking by the agency
Law enforcement personnel and
agencies need to get past the point of
becoming apprehensive in dealing with
terms such as ‘mental health’ or ‘emotional help.’ Those terms need to be

County Grand Jury in May for the murder of 56year old Patricia Sultan of Crosby. Sultan’s body

law enforcement personnel, without
fear of gossip or innuendo. It’s not just
about suicide it is about prevention,
support and care.
There are law enforcement personnel
who have reached a crisis point, gotten
support and have returned to continue
working in their agencies. Asking for
assistance and support does not end a
career but can enhance one. Building
on one’s own strengths is a tool used in
this support.
Any law enforcement agency or personnel can access Badge Of Life.org
for a list of their vast resources, further
information and assistance in setting
up a program for use in their agency.
There is no charge for their assistance,
resources or materials.
Interviews with law enforcement
agencies in the Galveston/Brazoria
county area revealed some amazing
facts. Officers with more than 30 years
in law enforcement recall no instances
of officer suicide. When questioned as
to how this could be explained, several
key officials interviewed gave similar
answers.
Officers look out and support one
another through times of personal and
professional stress. They know that
their colleagues will support them, listen and are able to relate their own
experiences with difficulties and how
they coped. The ties that bind them to
each other are strong and at times, they
even pray together for strength, guidance and healing.
We should be proud of them not only
for their service to their communities
but additionally for
their service, courage
and care towards each
other.

A fugitive wanted on at least three warrant for sex crimes was arrested in La
Marque.

and State Trooper Todd Phillips arrested
49-year old Kenneth Zavadil in the 400
block of Robbie St.
The Constable’s
Office received
information several days earlier
that Zavadil was
in the La Marque
area. McCammon
learned
through sources
where he was
staying and set
up surveillance.
When Zavadil
Kenneth Zavadil
appeared at the
residence, the officers placed him under
arrest.
Zavadil was wanted in Victoria on 2
counts of Possession of Child Pornography and 1 count of Making Pornography Available to a Minor. He was being
held in the Galveston County Jail pending extradition back to Victoria.
This made the second arrest of a fugitive sex offender by Fisher’s office
within a week. McCammon is a retired
Houston police officer hired last year by
Fisher to track and arrest wanted fugitives.

Deandre Joseph, 30, of Texas City was busted for
Aggravated Robbery and Possession of a Firearm
by a Convicted Felon and Theft of a Firearm. Police
in Texas City say he robbed a pedestrian at gunpoint then ran into a convenience store where he
tried to hide. The robbery victim saw where he went
and told police and he was BUSTED.

Aundre Bernard Jones, 20, of Galveston was busted
by La Marque Police and jailed under $60,000 bond
for running from the police. Police Chief Richard
Price says Jone ditched his car and ran on foot
across the Gulf Freeway with officer Andrew Best hot
on his heels. Best was best and Jones went to jail.

her two children, Kevin Galley,12, and Ashley Mason,11.
Hankins was an auto mechanic in
Arlington, Texas. He left the naked
bodies of the children and the body of
their mother in the trailer in which they
lived in Mansfield. They were found on
August 29.
There was also evidence that Hankins engaged in sexual activity with
and around the dead bodies. His semen was found on the sheet on Ashley’s bed.
After his arrest on August 30 in the
murders of his wife and stepchildren,
Hankins shocked police by telling
them where to find the decomposing
bodies of his father and sister, killed
10 months earlier.
This killer was convicted on overwhelming evidence. Ashley had defensive wounds “all over her body”
according to prosecutors, and hair
later proven to belong to Hankins was
found in her hand. In a note found near
Ashley’s body, Hankins wrote: “I guess
to sum it all up, I’m guilty of murder,
incest, hatred, fraud, theft, jealousy
and envy.” He also wrote in a diary August 17 that he was contemplating the
murders.
In the notebook, Hankins gave the
full address of where he left the bodies
of his father, Earnie Hankins,55, and
his half-sister Pearl Sevenstar,20, and
wrote that he did not know why he killed
his wife and her two children. “It was
all for the worst excuse. I just didn’t
like myself. After you hear things, you
start to believe them,” he wrote. “People always told me I was nothing and
wouldn’t amount to anything. I guess
they hit the nail on the head with that
one.” The notebook also contained
some thoughts about his childhood, his
use of drugs and alcohol, and graphic
descriptions of several sexual encounters with his stepmothers, girlfriends
and wife.
Bullets from the murders of his
stepchildren matched a gun found in
the apartment of his girlfriend, where
he was arrested. His wife’s car was
parked at the apartment.
In the punishment phase of the trial,
Hankins confessed to killing his halfsister, Pearl Sevenstar, with whom
he fathered a son seven years prior.
He lied to others about his sister’s
whereabouts, saying that he had sent
her to a home for pregnant mentallychallenged women, when in fact he
had stored her dead body in a plastic
container.
He also admitted to killing his father,
Earnie Hankins. He told people his father had moved out of state, when in
fact his father’s mummified remains
were in his trailer surrounded by air
fresheners.
In an interview, Hankins said, “I’m
very sorry. I’m not happy. I’m not
proud,” he told me. “It was my family, too. I can’t replace what I’ve taken.
I can’t justify what I’ve done. I know
this is not right or normal. The shortest word for it is ... I’m trying to think
of something ... ‘evil.’ I still think that’s
putting it lightly.”

2009 Games Information & Changes
DELETED EVENTS: Biathlon and Table Tennis have been deleted from the Games. There have been insufficient
numbers of competitors to hold the events.
EVENT CHANGES: The Texas Toughest Law Enforcement Officer is being pared down to a Pentathion consisting of
a 1.5 mile run, 400 meter bike sprint, pull-ups, body drag and 100 meter sprint. Age divisions for rifle will be 39 and
under, and 40+.
NEW EVENTS: Powerlifting will add a liftoff for men and women who are entered in either the three lift event or the
bench only. It will consist of a set weight with the umber of reps deciding the winner. There will be a 3-Point Shootout
introduced for this year's Games. It will be open to the first 50 competitors. The event will be open to all competitors in
any event. Disc Golf will be offered as an exibition event on request of the Conroe Organizing Committee.
REGISTRATION: Registration will begin at noon, Wed. June 24 at the Lone Star Convention and Expo Center 9055
FM 1484, Conroe. Police Bike will be conducted on Wed. evening. ALL competitors in the Games must check in at the
Convention and Expo Center prior to their event.
SPECIAL AGE ALLOWANCE: Competitors that reach his/her 35th birthday in calendar 2009 can compete in the 35+
Softball and Basketball events.
RESERVE OFFICERS: Reserve Officers with at least one (1) years active service to his/her Law Enforcement agency
are now eligible. Verification from the head of the agency represented must provide written authentication of the active
one (1) year status.
RETIRED MILITARY LAW ENFORCEMENT: Retired military Law Enforcement personnell whose career duty assignment was law enforcement/investigations are eligible.
Firefighters: Firefighters are invited to participate in the 2009 Games (except where excluded).
GUESTS: Each authorized competitor can sponsor a Guest (Must be 18 years of age, with exceptions) to participate
in the 2009 Games (except where excluded). The Guest must compete in the same event as their sponsor. All Guests
must complete an application.
