Background
Stakeholder Consultation
Brazeau County adopted the Brazeau County Municipal
Development Plan (MDP) in 2011. It is a provincially required
statutory document that sets out guidelines for the orderly
development and compatibility for the many uses of land in the
County. The Land Use Bylaw (LUB) is a tool for implementing
the vision established in the MDP and the County is undergoing
the review process to ensure the vision can become a reality.
The County has retained a planning consulting firm,
planningAlliance from Edmonton, as a lead consultant for the
preparation of both these documents. The project is anticipated
to be completed by May 2015.
Steering Committee
Stakeholder consultation is a key component of this planning
process and a comprehensive stakeholder consultation
program is designed to seek detailed input from all stakeholders
including citizens, business community, civic agencies and
government agencies. Methods such as survey questionnaires,
interviews, focus group sessions and public open houses will
be utilized to engage stakeholders. The detailed consultation
and communication methods are described in the Consultation
Plan. Draft copies of this Consultation Plan are provided in this
Open House session.
In order to provide ongoing direction to the consulting team,
a Steering Committee comprising of key representatives from
the Planning Department, Council and citizens has been
established. The role of the Steering Committee is to provide
critical input related to the overall project direction and review
ongoing draft documents prepared by the consulting team
before they are presented to the public and Council for final
approvals.

Citizen Information Brochure/
Questionnaire
A project information brochure/questionnaire
will be developed to seek citizen input. This
brochure will include information about project
scope, focus and a questionnaire to seek citizen
input related to current development trends,
issues, opportunities, barriers and policy gaps
in the existing Land Use Bylaw. The brochure/
questionnaire will be available on the County’s
Project Website and made available at key
civic institutions.
Multi-Stakeholder Consultation
Workshop
One multi-stakeholder consultation session
will be organized in Phase One of this project.
All relevant stakeholder groups will be invited
for this session.
The workshop will include: project update;
explanation of existing policy framework;
summary of precedent analysis and preliminary
stakeholder input. The participants will be
required to work in groups and brainstorm
key issues for potential solutions for the LUB
update.

Institutions and Local Events
Focus Group Sessions
In addition to the multi-stakeholder workshop,
four additional focus group interview sessions
will be organized for the following key
stakeholder groups.
Focus Group #3 - Civil Society (April) include key community associations, service
providers, and local organizations that represent
communities within Brazeau County.
Focus Group #1 - Civic Managers (March) include five to eight key County staff responsible
for the implementation of zoning including
current planning staff and development officers.

Public Open Houses
Three Public Open House sessions will be
organized to allow citizens and residents to
provide input. Each Open House will be a dropin session held in the evening. pA staff will
provide a series of display panels to explain
project background and key directions. In
addition, pA staff will be available to answer
questions.
In order to allow opportunities for continued
citizen input, presentation panels prepared
for Public Open Houses will be available for
extended display on the County’s website and
at key civic and cultural institutions such as the
County Office, public libraries or other venues
identified in consultation with the Project Team.

(April) - include major landowners and
developers from the local development and
building industry.

We strongly believe that this project requires

What is a Municipal Development Plan?
What is a Land Use Bylaw?
A Municipal Development Plan is a statutory document that provides a long term vision for the
County and addresses issues such as land use, future growth nodes, economic development,
social development, transportation and servicing.
A Land Use Bylaw is an implementation tool that defines land use districts and development standards
applicable to all lands within the County and helps to implement the vision established in the Municipal
Development Plan.
The policies established in the Municipal Development Plan are ‘descriptive’ in nature and
guide the development and investment in the community by addressing issues such as:
A Land Use Bylaw provides ‘prescriptive’ regulations that are legally enforceable. The Land Use
Bylaw regulates orderly growth and protects the community from conflicting land uses and unsafe
developments. It divides the municipality into appropriate land use districts according to land use type
and intensity. The Land Use Bylaw controls the use of land in a community, outlining such aspects
as:
•Clarity on where new housing, commercial, recreational and industrial
development is preferred;
•What kind of services as well as social and physical infrastructure are
needed to achieve the long term vision; and
•Processes for development approvals.
•Location of varying types of land uses;
•Location and size of development parcels and structures;
•General development regulations for a variety of
developments; and
•Specific use related regulations for special use classes.
