Legislative committee opposes paid family leave bills
n addition to monitoring two bills
affecting employers, the legislative
committee has been planning the
annual Tri-Chamber Pancakes &
Politics breakfast, scheduled for Friday,
March 9. The State of the District
Address by Congressman LoBiondo will
be given the following Friday, March 16.

24-Hour Paid Family Leave - S-1443
(Ciesla)
Legislation that would require employers to provide 24 hours of paid family
leave for employees with “special needs
children” to attend school conferences,
meetings and events was released by the
Senate Labor Committee on Nov. 13. The
bill would require employers with 50 or
more employees to provide the leave in
addition to any other paid leave (sick-
time, vacation) employees already
receive.
The definition of a “special needs”
child is so broad that virtually any child
could qualify. Parents would be able to
establish the special needs status themselves, without the confirmation of any
licensed professional, and could cite such
common problems as bad grades or tardiness to show a child has special needs.
The committee believes the state
should not micromanage workplaces.
Most employers have policies that accommodate employees’ family responsibilities. Legislators should not try to impose
a one-size-fits-all government mandate on
employers.
Paid Family Leave - S-2249 (Sweeney)
State Senator Stephen Sweeney introduced legislation that would impose a 12-
week paid family leave mandate on businesses with as few as two employees. The
bill would fund the leave out of the existing Temporary Disability Insurance (TDI)
program to pay employees to take up to
12 weeks off to be with a family member.
The measure has been referred to the
Senate Labor Committee that Sweeney
chairs.
The committee’s position is that enactment of this bill would be devastating to
businesses, small and large. Even under
the existing unpaid leave laws, businesses
with fewer than 50 employees are exempt
because policymakers recognized that an
employer cannot operate if key people are
out for 12 weeks. Under this bill, tens of
thousands of small businesses would suddenly have to pay overtime and hire
expensive temporary employees and possibly pay higher insurance payroll taxes.

Business Spotlight of the Month
Dr. Stefanie Knapp
joins Eye Associates
Hearing specialist at Sound Advice treats the ‘whole person’
f the approximately 30 million people in the country
who suffer from some form
of hearing loss, many have
not sought help, says Karen Bauman,
certified audiologist and owner of
Sound Advice, an audiology and hearing aid center at 1180 Karin St. in
Vineland. It’s her mission to change
that statistic, to “improve people’s
lives” with the most up-to-date technology available.
“The hearing aids on the market
today are light years ahead of what they
were even five or six years ago,” she
says, demonstrating one model that is
so tiny and unobtrusive that when
slipped into the ear becomes totally
invisible.
In addition to its invisibility, the
modern hearing aid is so comfortable
and lightweight the wearer “feels nothing,” she says. But more importantly,
the new models are digital and programmable, meaning they can be reprogrammed and adjusted to the individual’s needs.
Karen stresses she is more than a
dispenser of hearing aids. She describes
herself as a practitioner who sees “the
whole person, not just the ears.” Her
method consists not only of prescribing
the appropriate treatment but also
“counseling, psychology, hand-holding”––whatever it takes for the patient
to adjust to a new world of trouble-free
hearing.
Her studies at West Virginia
University, where she majored in
speech and hearing to earn a B.S.
degree, and at Temple University,
where she obtained her M.A. in audiology, prepared her for her profession. In
addition, practicums at Children’s
Hospital in Philadelphia and the Betty
Bacharach Rehabilitation Center in
Pomona helped develop her hands-on
approach and her “whole patient” philosophy. She is licensed by the state of
New Jersey as an audiologist and hearing aid dispenser.
Karen has 20 years’ experience in
the field, including eight years in the
private sector, working with
ear/nose/throat physicians and 12 years
as a private practitioner. “Sound
Advice,” which so far has treated about
1,000 patients, dispenses not only hearing aids but also devices such as custom ear protectors for swimming and
sound protection; and “assistive listen-

graduate of Vanderbilt University
School of Medicine in Nashville, Tenn.
She interned at the University of
Medicine & Dentistry of New Jersey
and then served her ophthalmology residency at the University of Texas
Southwestern Medical Center.
Dr. Knapp will be performing
cataract surgery and LASIK as well as
seeing Glaucoma and primary care
patients.
“Dr. Knapp’s surgical ability is what
impressed me,” said Dr. Tyson. “But
what makes her the best is that she has
an excellent personality and bedside
manner, which our patients are accustomed to...she is an excellent addition to
our staff at Eye Associates.”

telephone and TV use.
Karen is married to Michael
Bauman, a chemist at Landis Sewerage
Authority, and both spend much time
helping their 12-year-old son Alec pursue his hobby of quarter midget car racing. Many weekends will find the family traveling to racing spots throughout
the country, including one notable trip
to Hagerstown, Md., where Alec won a
national championship race.
Karen is a Vineland native who now
resides in Pittsgrove Township. Of her
career, she says, “It’s challenging but
rewarding,” adding, simply, “I like what
I do.”

What’s new in business?
essie’s Bridal Shop at 539 Landis
Ave., Vineland, is observing two
milestones: its 10th anniversary and
the opening of a new endeavor, Jessie’s
Bridal Academy of Fashion.
The 10th anniversary will be
observed on Jan. 20 with an open
house, and the school is already in operation. Owner Jessie Buckmon says the
goal of the Academy is “to teach students to be self-employed as professional designers and/or professional dressmakers.”
The school, she adds, was in the
planning stages for 18 months. Part of
the process resulted in two books by
Buckmon and her staff on teaching
fashion design and dressmaking.
Buckmon and her daughter Joann,
co-directors of the school, are graduates
of Fashion Design and Professional
Dressmaking schools in the Philippines.
The Vineland shop has been remodeled for hands-on training, says
Buckmon, with eight commercial high
speed sewing machines and individual
cubicles added for students’ projects.
A custom-designed dress can be produced in two days, says Buckmon, and
even overnight if the customer requests
it.
