once
uncommon and is now
routine for many
test-equipment
customers? The
purchase of preowned test equipment, often referred to as refurbished or
used equipment.
The old test and measurement industry has changed dramatically in the past
few years. Equipment manufacturers are
challenged to find more effective and
efficient ways to reach and serve their
customers. Users and buyers of the equipment are finding new ways to source and
purchase test equipment they need.
Distributors, resellers, brokers and other
interested parties are reassessing the value
they bring to the table and the cost associated with doing business in this arena.
In this state of flux, with new equipment sales still plummeting, new markets
such as pre-owned equipment are changing how test equipment is acquired.
Customers, often driven to minimize

changes to their
market, scrutinize
every purchase
decision. The days
of buying new test
equipment for
every new project are long gone.
The pre-owned test equipment market
has yet to develop fully; it counts for less
than 10 percent of the overall test and measurement market, compared to nearly double
that for most other capital equipment marketplaces. As more customers become comfortable, the demands for this market will
increase, with huge potential for all interested parties. However, this demand will be
problematic if the quality of the pre-owned
test equipment and the ability of the suppliers to deliver the value-added service do not
live up to customers’ expectations.
Pre-owned test equipment has been
widely defined, ranging from demonstration
units, and customers’ returns and loaners
to discontinued models. Regardless of the
history of the equipment, the common

DC UPS vs. AC UPS Considerations

o provide the extremely reliable
service that today’s wireless and
telecom applications demand,
good systems are designed with a high
degree of fault tolerance, especially in the
critical area of power. This is typically
achieved via redundancy in the form of
backup power, involving a battery tied to
what is generally known as an UPS (uninterruptible power system).
Some market sectors, particularly the
computer industry, have focused on the AC
UPS as the “holy grail” of backup power.
Perhaps this is because the computer typi-

cally is configured to operate on AC, so
sophisticated UPS systems have been engineered to generate the AC when utility
power fails. However, many applications
are unnecessarily complicated by the AC
UPS when simpler, smaller, less-costly and
more reliable solutions can be engineered.
Consider the typical
AC UPS architecture:
1) Utility power is converted by a power
supply from AC to DC in order to
charge a backup battery.
2) The battery power is then reconverted

biquitous network access without wires. This is
the powerful drawing card for the deployment of
wireless networking technology. But, for many,
this powerful advantage is seen as double edged, providing increased flexibility and ease of use on one hand,
tempered by heightened security risks on the other.
The inability to physically secure a wireless network
is considered to be its Achilles heel. But this conclusion
is flawed because it places the burden for security at the
physical layer instead of at the network layer where it
makes much more sense. To dispel the wireless security
myth, this article explains how to protect your data
with a secure wireless implementation.

Finding a Solution
The fact is that today most local area networks function without data security at the physical or logical link
layers, as do the majority of dial-up and broadband
Internet connections. They are generally protected
from intruders only through some form of user authentication or Internet firewall. When data security is
required, it is usually implemented at layer 3 or above.
For example, transactions on the Web are secured with
HTTPS (SSL). Remote access to corporate networks is
secured with virtual private networking (VPN).
One of the main reasons for this is that implementing
security at the physical layer is not always practical because a
logical connection between two devices may be carried
across more than one physical link. Providing end-to-end
security between the two endpoints of a connection is more
desirable because it functions independently of the underlying data transport. This type of security is best implemented
at layer 3, the IP layer, since an IP datagram is the smallest
addressable unit of data that is carried on an IP network.
If we view wireless technology in this context, the
approach shifts from encrypting the radio transmissions
(as is done by most wireless access points using WEP, TLS,
TTLS, LEAP, PEAP or WPA) to creating secure end-to-end

Understanding Wireless
Security Challenges
In addition to the great benefits wireless networks
provide, enterprises that deploy this technology must
understand and deal with the security issues related to
radio transmission. Radio waves cannot be controlled;
they travel freely through most physical barriers, easily
spreading confidential data beyond the walls of an
office or home. With the transmission power of today’s
devices, ranges of 300 feet or more are common. If
not handled properly, this potentially creates a major
security hole in a network.
However, this lack of security is not just limited to
wireless technologies. Data transmission technologies
that rely on cables are not any more secure. They only
happen to be easier to protect with physical barriers.
Should the physical barriers be broken, then the actual
security of the network can easily be compromised. For
example, Ethernet LANs or dial-up Internet connections are both vulnerable to simple cable tapping.
Since wireless technology has no inherent physical
protection, we’re forced to take a more critical look at
current network security practices and acknowledge
their weaknesses. Once this is done, we can create

Should utility power fail, the battery
continues to supply the inverter so that
the AC-reliant equipment continues
with uninterrupted operation. This is
well-enough in theory, but what often
goes unseen is that
3) the powered equipment’s internal
power supply again converts the
AC back to DC (which was already
produced in step 1).
Consequently, when using an AC UPS,
there are actually three power conversions taking place. This results in many
more components than may be necessary,
and has several drawbacks:
1) higher equipment costs,
2) more site space required to house the
equipment,
3) decreased efficiency (higher battery
cost) due to multiple power conversions, and
4) decreased reliability, as the chance of
failure increases exponentially with
the number of separate components.

The superiority of this design is striking in its simplicity and inherent reliability. The rectifier converts AC to DC and
supplies the load as it simultaneously
charges the backup battery. One voltage
conversion takes place. Should utility
power fail, the load continues to run uninterrupted on the backup battery. But also,
as a bonus, it runs many times longer than
an AC UPS with an equivalent battery
string because no battery energy is wasted
in the terribly inefficient DC-AC-DC conversions. While wireless communication
equipment is typically DC powered (obviously supporting the DC UPS approach),
computer and telecom equipment are
often now designed to be powered either
by AC power or directly by DC input from
an external rectifier or battery system. So
again, in these cases, the DC UPS is clearly
the better approach.
DC backup systems used to be typified
by large battery banks at phone company
central offices. Now, however, these
systems have been scaled down, due to
the lower power requirements of the
typical wireless network. Integrated
power systems consisting of rectifiers and
built-in backup batteries can be installed
in as little as 2 RU (3-1/2 inches) of rack
space. This results in a system which is
highly cost effective, while maintaining

Implementing VPN Security
Applying VPN technology to secure a
wireless network requires a different
approach than when it is used on wired
networks. This is due to two factors:
• The inherent repeater function of
wireless access points automatically
forwards traffic between wireless
LAN stations that communicate
together and that appear on the same
wireless network.
• The range of wireless network will
likely extend beyond the physical
boundaries of an office or home,
giving outsiders the
means to
compromise
the network.

Hints for Making Better Spectrum Analyzer Measurements
he spectrum analyzer, like the
oscilloscope, is a basic tool used for
observing signals. Where the oscilloscope provides a window into the time
domain, the spectrum analyzer provides a
window into the frequency domain, as
depicted in Figure 1.
The simplified block diagram of a heterodyne (swept-tuned) spectrum analyzer is
shown in Figure 2. The input signal first
travels through the attenuator and the lowpass input filter. The attenuator limits the
amplitude of the signal, while the filter
eliminates undesirable frequencies. This
input signal is then mixed with a signal
from the local oscillator, in this case generated by a voltage-controlled oscillator
(VCO). A repeating ramp generator, whose
voltage also drives the horizontal axis of the
display, controls the frequency of the VCO.
As the frequency of the VCO changes, the
mixed input signal sweeps through the resolution bandwidth filter (IF filter), which is
fixed in frequency. An envelope detector
then measures the power level of the signal
passing through the IF filter, producing a
DC voltage that drives the vertical portion
of the display. As the VCO sweeps through

its frequency range, a trace is drawn across
the display. Most current spectrum analyzer
designs now incorporate analog-to-digital
(A/Ds) and processors to drive digital displays. As with any measuring device, proper
technique can make the spectrum analyzer
more effective.
reduces the level of the signal at the input
of the mixer. An amplifier at the mixer’s
output then re-amplifies the attenuated
signal to keep the signal peak at the same
point on the analyzer’s display. The noise
present will also be amplified, raising the
displayed noise level of the analyzer.
The resolution bandwidth filter (RBW)
affects how closely a small signal can be
seen in the presence of a large signal. By
reducing the width of this filter, less noise
energy is allowed to hit the envelope
detector of the analyzer. This has reduced
the displayed noise level of the analyzer.
For maximum sensitivity, both the input
attenuator and the RBW filter should be
minimized. (Figure 4 shows the same signal after both RBW and attenuator have
been minimized.)
Measuring Low-Level Signals
The usefulness of a spectrum analyzer
may be limited if the signal of interest is
obscured by noise generated within the
analyzer. The spectrum analyzer input
attenuator and resolution bandwidth
settings are key factors that determine
how small a signal can be and still be
measured. Figure 3, for example, depicts
a 50 MHz signal that appears to be
shrouded by the analyzer’s noise floor.
The input attenuator, when activated,

traces and the analyzer’s RF attenuator, you
can determine which signals, if any, are
internally generated distortion products.
To identify these products, tune to the
second harmonic of the input signal and
set the input attenuator to 0 dBm. Next,
save the screen data in Trace B; select Trace
A as the active trace and activate Marker ∆.
The spectrum analyzer now shows the
stored data in Trace B and the measured
data in Trace A, while marker ∆ shows the
amplitude and frequency difference
between the two traces. Finally, increase
the RF attenuation by 10 dB and compare
the response in Trace A to Trace B.
If the responses in the two traces differ
as in Figure 6, then the mixer is generating
internal distortion products due to the
high level of the input signal. In this case,

result, implementation of VPN security
will vary based on the needs of each type
of environment.
Enterprise
In business environments, total security
of the wireless network is crucial. This can
be impossible to achieve with wireless
solutions that rely exclusively on an external server for all VPN functionality. A security hole is created because access must be
granted to the wireless network to enable
computer users to reach the VPN server
and login. Traffic flow on the wireless network cannot be completely secured.

points that can filter for VPN traffic
can use existing VPN infrastructure
to provide secure HIPAA access with
no additional cost for a new WLAN
security infrastructure.
To make effective use of VPN technology, the access point must have
its own VPN server, or at the very
least, be VPN aware. A VPN-aware
access point accepts and forwards
only VPN traffic to an external VPN
server, discarding all other traffic. Both
implementations provide complete security
for the network, as the access point will not
allow wireless traffic outside of a VPN unless
that traffic is to establish a VPN.

In public access applications (airports,
hotels, convention centers), the wireless
service does not need to provide more security than that which is offered by traditional
dial-up services. This means that secure
authentication for accounting purposes
(usually via a centralized RADIUS server)
achieved over an upstream VPN connection
needs to be complemented by a wireless
service that provides the ability to transparently support user-provided security on
demand (typically a VPN connection to the
corporate VPN server). To protect individual
stations from one another requires that the
repeater function must be disabled.

Remote Office
Home/SOHO users may only need moderate protection for local traffic on the wireless network. This can usually be satisfied by
implementing WEP encryption. However,
for communication with a remote corporate
network, it is important that the access
point supports VPN security in passthrough mode or by embedding a VPN
client that can be shared between some of
the devices connected to the wireless LAN.
In a remote office, a VPN-capable
access point can provide an individual
tunnel between each wireless user as well
as build its own secure tunnel across the
Internet back to the corporate infrastructure. This reduces the number of tunnels
that the publicly facing VPN server has to
support and also provides different levels
of security for wireless users and the traffic
passing over the Internet.

The benefits of VPN technology can
be further enhanced by combining it with
other security features. For example:
• Token-based authentication: Once a
network is secured with VPN, user
authentication can be strengthened.
Additional verification of user identity can be implemented through
hardware-based password generation
(Entrust, RSA/SecurID, VASCO, etc.).
• VPN profiles: RADIUS or LDAP services can be used to manage individual
user profiles. White/black lists can be
created to control access to specific
network resources or subnets.
Conclusion
The issue is not whether wireless networks are less secure but rather what
methods are best to secure a wireless
network. The adoption of virtual private
networking leads to the application of
a sound strategy based on strong user
authentication and encryption, achieved
at the network (IP) layer without limiting
the benefits of wireless LANs. For more

into two categories, refurbished
equipment and used equipment.
What’s the difference? The major
difference between refurbished
and used equipment lies in the
maintenance, calibration and
warranty of the equipment.
Traditionally, used equipment is sold as-is. It is of
unknown quality and might or
might not be repaired or calibrated prior to sale. Costs for
used equipment can be significantly lower than new equipment and it is available for
immediate shipment. The warranties of used equipment are
minimal or nonexistent.
Generally, most, if not all, used
equipment is a few generations
behind the current model;
therefore, support and service
can be very limited or nonexistent. The used-equipment market lacks a consistent model for
representing and selling products. Pricing and value-added
services are at the mercy of the
suppliers. The list of used-equipment suppliers is endless, adding
more uncertainty to the already
foggy situation. Resellers and
brokers dominate this market
regardless of the storefront.
Often, behind the scenes, the
equipment travels from these
players in a chain of discounts
and markups until it reaches a
buyer. The buyers and users buy
at their own risk and are responsible for verifying the quality of
the equipment and the reliability of the suppliers on their own.
Refurbished equipment
shares some characteristics with
used equipment—cost savings,
older models and availability.
However, refurbished equipment
is extensively tested, cosmetically improved, and, most

importantly, calibrated prior
to sale. The warranty of the
refurbished equipment is more
extensive and longer than that of
used equipment that comes with
an extended warranty for an
additional cost. The warranty is
an important indication of the
instrument’s quality and the
supplier’s willingness to stand
behind its products and services.
A few selected suppliers have
taken this willingness to the next
level by instituting a quality
process into their operations.
Careful attention is given to
everything from handling of the
refurbished equipment through
distribution. This attention
includes rigorous electrical testing
and full operational checking,
from the original manufacturing
specifications to the minor details
of the exterior appearance.
Due to these efforts, refurbished equipment is gaining
recognition as the higher quality
of the two categories. Equipment
manufacturers led in these
efforts since they have the available resources and it fits well into
their operations. However, in the
last few years, the list of qualified
suppliers has grown in large
numbers and is having an
impact in the pre-owned equipment market. Some traditional
used-equipment channels are
starting to change their ways of
doing business, a positive indication for the pre-owned equipment market and its buyers.
Increased consumer receptivity to pre-owned equipment
provides good reason to believe
that this upswing is here to
stay and will have a huge
impact in the traditional test
and measurement industry.

Anritsu Company continues to
develop innovative hand-held
field test solutions for technicians responsible for the installation and maintenance of wireless
networks. The company’s latest
introduction, Cell MasterTM,
addresses the needs of RF engineers, maintenance personnel,
and cell site technicians responsible for the deployment, maintenance, troubleshooting and
optimization of 2.5G and 3G
base stations and networks.
Combining the functionality of a
cable and antenna analyzer,
spectrum analyzer, power meter
and T1/E1 analyzer in a durable
instrument that is less than five
pounds, Cell Master allows users
to perform a wide array of verification tests and signal analyses
with only a few keystrokes.
Cell Master is designed to conduct diagnostics and verification
of base station RF cable feed-line
and antenna systems; over-the-air
signal identification; interference
analysis; power measurement;
and voice/data traffic error and
fault location of T1 and E1 circuits. Most of these measurements can be conducted in real
time with only the push of a single button. Similarly, Cell Master
provides one-button measurement set-ups and channel selection to simplify operation. It is
designed with a multilingual user
interface so that screen images
and messages can be displayed in
any of six languages—English,
French, Chinese, Japanese,
Spanish or German.
Ease of use carries over to
other functions of Cell Master as
well. Results can be viewed in
simple Pass/Fail format or a
graphical interpretation to eliminate the need for extensive user
training. Twenty-five test set-ups
can be stored into Cell Master
not only to simplify measurements, but also to assure accuracy and repeatability.
Cell Master has vector corrected >42 dB directivity after
calibration, which results in the
industry’s best measurement
accuracy when conducting cable
and antenna return loss measurements. Users can select between
130, 259, or 517 data points to
assure optimal resolution and
fault locations. Cell Master has
<500 millisecond sweeps for easier identification of intermittent,
real-time problems, as well as
±0.5 dB (typical) amplitude accuracy for unmatched accuracy in
channel power and adjacent
channel power measurements.
