ACC NEWS Project Follow-up: When homeowner's don't call the Business Office to let the Architectural Control
Committee know that work has been completed the ACC follows up via email if one is listed on the
Application for Architectural Change. We have found that several emails we've sent requesting status
of project(s) have gone into spam folders which results in additional emails being sent waiting for a
response. If you provide an email address on your application please add the [email protected]
address to your address book.
Submitting Samples: Please take into consideration when submitting samples with your ACC
application that the office must keep all samples in the homeowner file for permanent retention. There is
a limited amount of space. The ACC receives paint samples on everything from large pieces of heavy
cardboard, plywood boards and pieces of trim board. We understand that blueprints or siding samples
cannot be submitted in an 8½ by 11 inch size, but for all other samples please try to submit in a format
that can be easily filed with with the application in your homeowner file.
Samples submitted with applications that homeowner’s want returned need to be picked up by the
homeowner within 30 days of application approval. The Business Office will not be responsible for
samples left over 30 days from the application approval date.

Regular Board Meeting November 10, 2015 – Unofficial Minutes
CALL TO ORDER: President, Chris Raab, called the meeting to order at 6:28 p.m. Board Members present were
Mary Anne Buczyna, Bev Ruud, Cole Wist, and Warren Zeller; as well as Business Manager, Katie Kidwell; Pool
Manager, Jaylene Jones; Landscape Manager, Nancy Bauer; Tennis Manager, Jill Ellsworth; and Swim Team Parent
Representative Michael Garnsey.
MINUTES: The minutes of the October 13th and October 21st meetings were approved as read.
SWIM TEAM: Michael reported that multiple applicants had applied for the Head Coach position for 2016. The
parent reps had successfully filled most of the volunteer positions for 2016 already and had ordered new backstroke
flags. The swim meet schedule has been adjusted to accommodate July 4th reducing the number of meets from 5 to 4.
The parent reps hope to make up the lost meet by hosting a meet with Willow Creek on Memorial Day weekend when
Swim Team typically holds an interclub meet.
MANAGER REPORTS
1.
POOL: Manager Jaylene Jones reported that the West pool deck had been successfully “lifted” to better
meet the edge of the coping stones. At both the West and North pools there remains a small portion of concrete that could not be lifted. Jaylene provided the board with the cost to have those portions of concrete
demolished and re-poured. The Board and Jaylene also discussed pool opening and closing dates. Now that
Cherry Creek has changed the school start date to mid-week the second week of August she suggested
changing the closing date at the North and West pools to the Sunday following the first day of school. Historically the North and West pools have closed the Sunday prior to school starting. The Board agreed and
noted that the North and West pools would close on Sunday, August 14, 2016. All three pools would open
Memorial Day weekend. The North pool will remain available for lap swimming through Labor Day weekend and the South Pool will continue to open Memorial Day weekend and close to the residents at the end of
Labor Day weekend. Front Range Recreation also agreed to clean the North Pool bathrooms weekly prior to
the opening of the pool for the tennis league matches that begin May 1st.

LANDSCAPE: Manager Nancy Bauer reported that the timber retaining wall behind the bike rack at the
West Pool had been replaced with concrete blocks. All the new trees were wrapped to protect them from sun
scald and the perimeter fence painting had been completed. Christmas decorations for the entrance islands
would go up shortly.

TENNIS: Manager Jill Ellsworth reported that windscreens had been rolled up on the south side of all
courts to allow for better snow melt on the surfaces. The divider nets have been bundled and locked. Both
the North and South court surfaces have some divots, the cause of which appears to be from rocks thrown
on the surface or perhaps skateboards. Jill is checking with Renner Sport Surfaces to see if they are still
under warranty. Jill is also investigating the cost of a backboard to be installed at the West Courts and is
working with Board Liaison Cole Wist to find a teaching professional to provide tennis instruction and
coaching for the summer of 2016. The Women’s USTA 3.5 league competed in the National Championships held in Arizona and won the sportsmanship award. The Board applauded their success and agreed the
banner presented to the team could hang on the west side of the North Tennis Courts.

BUSINESS: Katie advised the Board that the gym at Homestead Elementary was unavailable for use on
the second Monday of March, which is when the Association Bylaws require the annual meeting be
held. The HOA attorney had advised Katie that nothing in the Association’s Articles or Bylaws prohibits a
Board amendment to the annual meeting date in the Bylaws. Under Colorado Statute 7-130-201, subsection (1), the Board is authorized to amend the Bylaws to hold the annual meeting on a different night in
2016, which the attorney recommended as the proper course of action. The elementary school gym was
available for rent on Tuesday March 8th and Tuesday March 15th. Warren moved and Mary Anne seconded
a motion to move the 2016 Homestead in the Willows HOA annual meeting to Tuesday, March 8, 2016 per
the authority granted in Colorado Statute 7-130-201. The motion passed unanimously. Katie updated the
Board about the status of the pool fence painting and the final reimbursement from the insurance company
for hail damage.
HOMEOWNER COMMENTS: Account 513 appealed to the Board for an extension of time to complete covenant
violation repairs. Due to nature of the needed repairs and weather concerns, the Board agreed to grant an extension
to May 15, 2016 with retroactive fines should the work fail to be completed by that date.
ACC REPORT: There was no ACC report.
FINANCIAL REPORT: Mary Anne presented the financial report to the Board. In October expenses totaled
$92,202. Trash and Utility expenses were $53,603, Administrative expenses were $5,339, Pool expenses were
$4,928 and Land Maintenance totaled $28,332. Expenses were under budget in October and 90% of the reserve expenses had been met. Mary Anne estimated there was still approximately $21,000 in reserve fund expenses that had
not yet been billed to the Association.

OLD BUSINESS:
Mary Anne presented a final budget and reserve fund expenses for 2016 to the Board based on
decisions from the October 21st budget meeting. The Board agreed to add the cost to demolish and pour new concrete
per the bid provided by FRR at the North and West pools to the reserve fund expenses. Mary Anne moved that the
Board approve the proposed 2016 budget of anticipated income of $866,351, expenses expected at $728,602, reserve
funding anticipated at $137,749 and reserve fund expenses of $84,685. No increase to the 2015 dues of $905 per
single family home. Bev seconded the motion which passed unanimously. Mary Anne suggested the Board meet
with Nancy Bauer and Water Ketch to finalize the Irrigation Contract for 2016 – 2019.
NEW BUSINESS: Cole moved the Board ratify its decision to be the charter organization for the Boy Scout Troop
373 Venturing Crew. Warren seconded the motion which passed unanimously. The Board discussed fencing and the
lack of current “as builts” to mark various sections of the fence. The Board agreed to walk separate sections to note
what fence was where throughout the property.
ADJOURNMENT AND CALENDARING: The meeting adjourned at 9:03 p.m. The next regular Board Meeting
will be on Tuesday, January 12th at 6:30 p.m. at the Business Office.

ARCHITECTURAL CONTROL NOTICE ROOFING WARNING! The Board of Directors and ACC warn homeowners to make sure the asphalt roof being installed on your home is
the one approved by the ACC and named in your contract. You need to check the contract to ensure the correct
product was ordered and check again when the product is delivered. Most roofers are reputable, however the
names of the products are very similar and mistakes can happen. Your asphalt roof must be a triple laminate and
only the products named in the guidelines are acceptable.
If you are replacing your roof due to the recent hailstorm, you must submit an ap‐
plication to the ACC even if you are using an approved product. Homeowners are required to submit an “Application for Architectural Change” form to the HOA if you are planning
to make updates, replacements or other improvements to the exterior of your home or
property; even if you are replacing or updating with similar products or the same paint colors.
Anything visible on the outside of your house or within the yard must be submitted for approval to the Architectural
Control Committee (ACC) as our covenants require.
Applications must be accompanied by complete plans, sketches, samples, color chips and/or other pertinent
information so that the ACC has as complete an idea of your project as possible. When requesting fence changes,
sheds, accessory buildings, or play structures, also submit a drawing of your yard showing the location of the fence
or item and indicate the material, height and style of the proposed fencing, shed or structure.

VOTERS ELECT THREE TO SERVE ON
CHERRY CREEK SCHOOLS BOARD OF EDUCATION
On Nov. 3, voters returned one incumbent for a second
four-year term and elected two new directors to the
Cherry Creek Schools Board of Education.
Incumbent Dave Willman will continue to represent
District C in the Smoky Hill High School feeder area.
Eric Parish will take over the seat in District A in the
west area of the district, currently held by former board
President Jim O'Brien who is term limited. Both ran
unopposed.
Janice McDonald will represent District B in Overland
High School feeder area currently represented by Claudine McDonald, who also is term-limited.
"We are fortunate to have such caring and committed
community volunteers who willing to dedicate their
time to support the Cherry Creek School District in its
mission "to inspire every child to think, to learn, to
achieve and to care," Cherry Creek School District
Superintendent Harry Bull said. "Just as we always

WHAT YOU NEED TO KNOW ABOUT CMAS
AND THE NEW PARCC TESTS
The Colorado Department of Education has just released
the statewide results for the 2015 CMAS/PARCC English language arts and math tests. District results will be
available on December 11, 2015. You will be receiving
the results for your child early in January.
As we saw with the statewide results for CMAS Social
Studies and Science, we anticipate that the percentage of
students who meet expectations on these new tests will
likely be lower than the percentage of students who
scored Proficient and Advanced on TCAP than in previous years.
As you review your child's scores, we would like you to
keep a few things in mind.
First, the scores do not necessarily mean that your child
is learning less, or that your child's school is doing a
poor job of educating students. Because this year's
scores and last year's scores reflect performance on two
different types of tests, direct comparisons are not valid.
It would be like comparing, as the saying goes, apples
and oranges.
The new test is aligned with the Colorado Academic
Standards, a more rigorous set of standards than the old
Colorado Model Content Standards measured by TCAP.
The new standards were developed by 57 Colorado educators along with content specialists and assessment
experts to ensure that all students are on the right track
of college and career readiness.

For those reasons, districts will not be able to provide
growth data for the CMAS tests until after the 2016 tests
are scored.
Secondly, the tests were given on computers for the first
time instead of the old paper and pencil versions. The
online tests were designed to measure a more complex
set of skills including critical thinking, persuasive writing, and problem solving using tools not available with
paper tests.
Finally, instead of Not Proficient, Partially Proficient,
Proficient and Advanced, the scores will reflect a new
rubric of Did Not Meet Expectations, Partially Met Expectations, Approaching Expectations, Met Expectations
and Exceeded Expectations.

"The drop in scores is typical as seen in other states
where the PARCC tests have been given," Cherry Creek
School District Assistant Superintendent of Performance
Improvement Dr. Judy Skupa said. "We now have a
baseline that will provide us with valuable information
going forward and we expect to see more students meeting the challenges in the coming years."
This year's scores will be used to identify those areas
where your child is doing well and what we need to do to
ensure that he or she continues to be challenged and stay
on a path to success. We also will be able to determine
those areas where your child may need extra support to
improve.
And, while the tests are very useful for parents and educators to help ensure that all students have the opportunity and resources needed to prepare them for postsecondary success, the scores will not affect students'
grades or be part of transcripts they submit for college
admission.
