Andrew Hynes, P.E, PTOE City of Naperville Deputy City Engineer Transportation, Engineering & Development Business Group 400 South Eagle Street Naperville, Il 60540 Subject: Phone: 630.355.8118 Fax: 630.355.0441 August 4, 2015 Water Street Parking Deck and Hotel Precast Trucking Route Dear Mr. Hynes, Dukane Precast respectfully requests a variance to the designated trucking route to coming East down Aurora Avenue to North on Main Street and Finally west on Water Street for over-length loads, and a temporary parking restriction from 7:00 AM to 3:30 PM on the east side of Main Street, south of the bridge to Aurora Avenue to help facilitate safe delivery of over-length product to the project site. (See attached Map showing the Precast Over-Length Trucking Route Variance) Below we describe in detail 3 separate empty truck and trailer tests that were performed recently. Please review the enclosed findings from the Water Street Project truck route trial on June 16, 2015, June 30, 2015, and again later on June 30, 2015, as well as our summary and conclusions for your consideration. Description of Trucking Tests: Trucking run video link: http://youtu.be/XF5cwXzQaiQ Tuesday, June 16, 2015 – Test 1 10:00 a.m. 1. Dukane Precast contacted the City of Naperville to schedule a dry run on Tuesday, June 16, 2015. The proposed delivery route from route 59 being, east on 75th St, north on Washington St (north), west on Aurora Ave, north on Main Street, and finally west on Water Street. This dry run was done with an 8’ 6” wide unloaded 48’ft long trailer plus the cab of the truck for a total of 66’ ft. Dukane Precast expressed concerns after completing the designated trucking route test and requested an additional route to accommodate the projects over-length loads. Tuesday, June 30, 2015 – Test 2 9:00 a.m. 2. Dukane Precast contacted the City of Naperville to schedule another dry run on Tuesday, June 30, 2015 (Also shown in video link above). Present for 2nd trial: Andrew Hynes (City of Naperville); Debbie Kreiter, (City of Naperville); Scott Wehrli, (Dukane Precast); James Underwood (Dukane Precast); Brad Bender, (Dukane Precast); Ruth Porter, (Dukane Precast); Randy Selvaggio, (Lend Lease). Once again, the base designated route was used; being Rt. 59 to 75th St (east) to Washington St (north) to Aurora Ave (west) to Main St (north) was taken. This dry run 1805 High Grove Lane, Suite 137, Naperville, IL 60540 ATTACHMENT 2 was done with a fully extended 8’ 6” wide unloaded trailer (65’ long), plus the cab of the truck for a total of 83’ in length. With three attendees directing traffic, we witnessed unsafe conditions when a driver swerved around the slow moving truck in an attempt to get past while the truck was making a right hand turn onto Main Street off of Aurora Avenue and into the truck driver’s blind spot. Tuesday, June 30, 2015 – Test 3 10:00 a.m. 3. After discussing concerns as a group, a second route was tested in an effort to reduce the potential risks as well as improve the driver’s overall vision of the road and traffic. The new route being proposed is, Aurora Ave (east) to Main St. (north). We completed this turn successfully with a fully extended 8’ 6” wide unloaded trailer and cab. The driver had improved overall vision of the road and traffic; however the driver still witnessed and was able to see traffic attempting to go around the truck. Other Background Information: Dukane Precast has done several projects within the past several years in the City of Naperville, including the Moser Plaza Building in 2006, which is on Main Street adjacent to the Water Street project. The Moser Plaza project did not have any over-length loads as opposed to the upcoming Water Street Project that has many, and all of the designated trucking routes established by the City of Naperville were sufficient for safe and effective delivery of products. Dukane understands that trucks will be restricted from using Aurora Avenue between Ogden Avenue and Main Street for the half hour before and after arrival and departure times from 8:00 am- 3:30pm for the; All Saints School located at 1155 Aurora Avenue Naperville and will abide by these regulations. We are concerned that if parking is allowed along the east side of Main Street it will increase the risk of potential accidents, because the over-length loads will need ample turning radius to swing into the job site. Dukane highly recommends a no parking zone be established along the eastside of Main St, from the Bridge south to Aurora Ave. The west side of Main Street can remain unrestricted. Please note that there is already an existing no parking zone established on both sides of Main Street between the alley and Aurora Avenue. Summary and Conclusions: In test #1, on June 16, 2015, the truck and empty trailer being only 66’ in total length, needed to use some of the opposing left turn lane on Aurora Avenue to complete to turn from Washington Street onto Aurora Avenue, and again some of the opposing left turn lane on Main Street to the complete the turn from Aurora Avenue onto Main Street. This was very difficult and certainly needed traffic assistance to get to the site safely and disrupted the flow of traffic on Washington, Aurora and Main Streets. In test #2, on June 30, 2015, the truck and empty trailer being 83’ in total length, we witnessed the same issues as the first test with it being even more difficult to complete these turns with the longer truck and trailer. This again was even more difficult and needed traffic assistance to get to the site safely and disrupted the flow of traffic on Washington, Aurora and Main Streets. 1805 High Grove Lane, Suite 137, Naperville, IL 60540 ATTACHMENT 2 In test #3 on June 30, 2015, the truck and empty trailer being 83’ in total length, we chose to head east on Aurora Avenue, and make the left turn onto Main Street, and finally a left turn onto Water Street. We avoided the disruption of traffic at Washington Street and Aurora Avenue and the driver had improved overall vision of the road and traffic when making the turn onto Main Street, however if there was parked cars on the East side of main street south of the alley to Aurora, it may have proved to be more difficult. In the test however, the disruption to traffic flow was minimized, especially for the over-length loads. With either of these routes, when would conclude that a minimum of three flagmen will be needed at these intersections to safely direct southbound, eastbound, and westbound traffic and get these oversized loads to the site. The Water Street project location is an exception for the delivery of so many over size loads. Dukane Precast is requesting this variance to the delivery route to help reduce the risk to the motorists in Naperville. The new proposed delivery route is Aurora Ave (east) to Main Street (north), and finally onto Water Street (west). This variance to the designated route is necessary for trucks that are delivering over-length products to the Water Street site. Trucks and trailers leaving the site can shorten their trailers to approximately 48’ and use the normal Washington Street truck route to return to the plant. Additionally, we are requesting that parking on east side Main Street south of the bridge to Aurora Avenue be restricted during shipping hours until all panel deliveries are completed. Below is a list containing the total number of pieces for the project with an estimated amount of oversize loads for your review.
