SAN FRANCISCO POST
SOCIETY OF AMERICAN MILITARY ENGINEERS
PRESIDENT’S MESSAGE
Why Should I Be Active in SAME?
Greetings, fellow SAME San Francisco Post members.
Do you know that the San Francisco Post began in
1920 and was one of the first posts in the Country?
Mr. Petroccitto has over 28 years
of experience in multi-discipline
engineering and project
management. He has served
as Project Director, Project
Manager and Project Engineer
for the planning, design, and
environmental review and
permitting of infrastructure,
facilities, waterfront,
urban redevelopment and
transportation projects. He
has participated in the design
and management of over
$100,000,000 of infrastructure
for urban re-development
in large cities in California,
most notably the Mission
Bay Redevelopment in San
Francisco. He has extensive
experience working for federal
agencies including USACE San
Francisco, NAVFAC Pacific,
NAVFAC Southwest, Vandenberg
AFB, National Park Service, and
U.S. Fish and Wildlife Service.
His design and management
skills have enabled him to
deliver projects, producing high
quality designs and working
cooperatively with multiple
stakeholders including private
developers, public review
agencies and departments,
regulatory agencies and
construction contractors.
Here is a look at the San
Francisco Post Charter.

Do you know that you are a member of a Distinguished Post?
The highlight of the 2014 JETC for me was stepping to
the stage and receiving our five streamers, and the
Distinguished Post Star.

I was supposed to write about the JETC in this article, but
I feel compelled to reach out to you for your support and
increased activity in SAME. There are other articles in this
newsletter that talk about the JETC, so that is covered well.

SAN FRANCISCO POST
SOCIETY OF AMERICAN MILITARY ENGINEERS
Being active in SAME is like the “chicken and the egg”.
Which came first? You might wonder, “Why should I be
active in SAME, what’s in it for me?” However, until you
become active, you won’t know. SAME is a non-profit
organization that does a lot of good for promising young
engineers, and our men and women in uniform. We raise
money via our events, most importantly our golf tournament
and our Holiday Gala, that we
donate to scholarships for high
school students going to higher
education institutions to study
architecture, engineering, and the
environmental sciences, and for
other non-profit organizations
such as Wounded Warriors and
Swords to Plowshares who
support our veterans who have
sacrificed for our country.
Belonging to, and most importantly, being active in
SAME is a way for you to give back. It is that giving that
gives you feelings of pride, satisfaction, and fulfillment.
If you never served in the armed forces, it is also an
opportunity to serve as a “citizen soldier”. That is
very meaningful for me and I am proud of my service.
John F. Kennedy once said in his inaugural speech on January
20, 1961, “Ask not what your country can do for you, ask
what you can do for your country.” It’s the same with SAME.
It’s the giving that brings the rewards, the good feelings,
knowing that you have helped others along the way.
So, I implore you to become
active in the San Francisco
Post. We have too few, doing
too much, and we need your
assistance.
We will soon
need a new President, and
new officers, and there are
many committees on which
to serve.
We have an upcoming golf tournament on October 17
at the San Geronimo Golf Course in Marin County, a
beautiful golf course. We need your participation and
sponsorships to make this a successful event. We will also
need assistance in preparing for and executing the event.

Our Holiday Gala is
on December 12 and
promises to be another
amazing night as it was
last year with our guest
speaker, Dr. Condoleezza
Rice.
We anticipate
having another very
special guest speaker
at this year’s event. We
could use
your help
too, in planning and
executing this event.
When you become active in SAME, there are other benefits
as well. You get to go to great educational and fun events,
such as our Holiday Gala and the JETC as well as regional
symposiums such as the NW/SW Regional Symposium
in Portland in early November of this year. This event
is being sponsored by the Portland, Sacramento,
and San Francisco posts, and includes a tour of the
Bonneville Dam, if you register for the event by August 1.
We need your help, and
believe me, as one who has
lived it, you will have a great
experience and get a lot of
joy and satisfaction out of
your participation.
Please contact me if you are
interested in participating,

doing such a great job over the past year or so. We also
need a new Holiday Gala Committee Chairperson. Thank
you, Susan Bedford, for the past several years of fantastic

JETC 2014 RECAP as reported by Susan Bedford (MacDonald-Bedford LLC)
Attending from the SF Post were our Post President, Tony Petroccitto, GHD; our
Young Member Representative, LCDR Todd M. Wimmer, USCG; and from a Sustaining
Member Company, MacDonald-Bedford LLC (M-B), Zack and Susan Bedford.
OVERVIEW
JETC 2014, held at the Orange County Convention Center in Orlando, Florida, was
an outstanding event. The nearly 1600 government and industry attendees were
treated to noteworthy general session presentations, enlightening educational
sessions, and countless networking opportunities. In addition, there were more
than 200 exhibitors who showcased their services and products in the Exhibit
Hall. From the SF Post, exhibitors included member firms: Accutest Laboratories
Inc., AECOM, Alta Vista Solutions, AMEC, Cardno TEC, CDM Smith, CH2M HILL,
ECC, HDR, Kiewit, MacDonald-Bedford LLC, MWH, Siemens, Tetra Tech Inc., Tremco
Sealant & Waterproofing, URS Corporation, and Weston Solutions.
MONDAY
The week began with the Volunteer Orientation Meeting,
conducted by the Ann McLeod and Kathy Off of the
SAME HQ meeting staff and Ron Hilton, Event Chairman,
of the Jacksonville Post. I, along with other members
of our M-B Jacksonville office, (M-B is a Sustaining
Member of the Jacksonville Post) were volunteers for
JETC. The volunteers were treated to lunch, a tour of
the Convention Center, a description of the registration
process, locations of bus transportation and local
parking, and other do’s and don’ts. The Jacksonville
Post also presented all of the Volunteers with very nice
SAME shirts as thanks for their efforts! Afterwards,
many of us adjourned to the Exhibit Hall where we
joined the buzz of Booth installation.

TUESDAY
On Tuesday, the day started early with commencement of the Continuing Education
Program (CEP) classes which took place in the Rosen Centre, the designated
conference hotel located across the street from the Convention Center. Luckily, my
volunteer assignment was to assist with the CEP classes! I spent a very busy day

with Belle Febbraro of SAME HQ. In addition to registering people for the classes,
assisting with room setup, providing class materials, and helping coordinate
refreshments, I, along with Belle, spent much of our time directing attendees (maybe
100 of them) to JETC registration that was located not at our CEP registration
desk in the hotel but in the Convention Center...a bit of
a hike away! Zack Bedford, of M-B, taught a day-long
class in Project Risk Management which garnered a
bonus for the high marks received from the students.
Other classes included Total Building Commissioning
and SMPS-The Basics of Business Development.

It was a perfect Florida weather that evening for the
Ice Breaker that was held at Universal Studios. Buses
transported the attendees to the park and Universal
staffers directed the SAME guests on the walk (more
like another hike actually!) to the festive SAME party
area. The venue provided lots of food stations, bars,
and entertainment areas; but, mostly, people just
wanted to talk, visit, catch up, and relax!
WEDNESDAY
Coffee and breakfast was in order as the attendees
arrived for the Opening Session. After the presentation
of the colors, the program began with SAME President Rear Adm. Gary Engle, P.E.,
F.SAME, USN (Ret.) giving an overview of the accomplishments of the previous
year. This was followed by a video tribute to Executive Director Dr. Robert Wolff,
P.E., F.SAME, who had announced his plans to retire.
A Department of Defense Executive Panel
made up of the Engineering Service Chiefs,
Lt. Gen. Thomas Bostick, P.E., USA, Rear Adm.
Kate Gregory, P.E., CEC, USN, and Brig. Gen.
Timothy Green, P.E., USAF, then presented a
detailed briefing about the state of present
budgets and the government business
opportunities that do abound for the A/E/C
community.
The Exhibit Hall opened afterward and the
venue was very well-attended throughout
the entirety of JETC! This part of JETC
is a favorite for all as we get to see old
friends, make new contacts, form potential

SAN FRANCISCO POST
SOCIETY OF AMERICAN MILITARY ENGINEERS
USS AMERICA to Commission this October in San
Francisco
By PCU America Public Affairs
The Secretary of the Navy recently confirmed
that Pre-Commissioning Unit (PCU) America
will commission on Oct. 11, 2014 in San
Francisco.
America’s keel was laid July 17, 2009 and
the ship was christened on Oct. 20, 2012.
The shipbuilder, Ingalls Shipbuilding, a
division of Huntington Ingalls Industries,
delivered America to the U.S. Navy during
a ship custody transfer ceremony, April
10. Currently the ship is in Pascagoula, MS
and will transit around South America to its
homeport of San Diego this July. The ship
is 844 feet in length, with a 106-foot beam,
and has a displacement of approximately
45,000 long tons. America’s crew consists of
1,100 Sailors and has the ability to embark
over 1,500 Marines assigned to a Marine
Expeditionary Unit (MEU).
From the Civil War Era through the first Gulf War, three warships have sailed with
the name America. The first America was originally built in 1851 as a schoonerrigged yacht, and eventually served during the Civil War Era as a blockade runner
and dispatch boat for the South Atlantic Blockading Squadron. The second America
served as a transport ship during World War I, transporting nearly 90,000 American
troops to and from Europe. The third ship to bear the name was a Kitty-Hawk class
aircraft carrier that supported operations from the Vietnam War through Operation
Desert Storm. America (LHA 6) is the fourth U.S. Navy ship to bear this name.
America is the first ship of its class, replacing the Tarawa-class of amphibious
assault ships.
As the next generation “big-deck” amphibious ship, America
is optimized for aviation, capable of supporting current and future
aircraft such as the tilt-rotor MV-22 Osprey and F-35B Joint Strike Fighter.

SAN FRANCISCO POST
SOCIETY OF AMERICAN MILITARY ENGINEERS
The commissioning of America in San Francisco this coming October represents
the U.S. Navy’s longstanding and historical relationship in the Bay Area. The
crew of America could not be more proud to commission the first America-class
amphibious assault ship in a city so rich in naval history.

Towill, Inc.’s First Annual “Bring a Kid to
Work Day”
As a professional geomatics firm, Towill, Inc. shares SAME’s mission of
outreach to educate and mentor future engineers, to ensure that America will
continue to have the engineering expertise we need to create and maintain
our nation’s infrastructure. Our staff includes professional land surveyors,
mapping scientists, photogrammetrists, geodesists, CADD technicians, GIS
analysts, and other support personnel, all of whom are involved in engineering
in varying capacities.
As part of our science, technology, engineering
and mathematics (STEM) initiatives, Towill held
our first “Bring a Kid to Work Day” at our Concord
surveying and mapping headquarters on June
20. The day began with the 19 participating
children, ranging in age from 5 to 14, gathering
in the building’s large conference room for
breakfast, a movie, and a warm welcome and
introduction from our President, Ken Meme
(shown left).
The kids then broke into groups, with tours
of Towill’s office space and a 3D mapping
demo.
They viewed aerial photography
through special glasses (stereo scopes, shown
right) that allowed the kids to get a feel for
viewing 3D imagery. They also had a chance
to sit with a stereo compiler at their soft-copy
photogrammetric work station to see the
imagery as it is used in map production.
Afterward, the kids worked individually with their parent or sponsor before
returning to the conference room for lunch. Among other things, they
observed deliverables being produced, and client interactions. They were
able to see what kinds of tasks a typical day held for the types of work their
parent/sponsor performs, and to become familiar with all different methods
of measurement and depictions of those measurements.
Next up was face painting and arts and crafts, where they participated in
surveying- and mapping-focused activities, including mapping bingo, which
was a huge hit.
13
SAN FRANCISCO POST
SOCIETY OF AMERICAN MILITARY ENGINEERS
After lunch the kids went outside to a nearby grassy area
for a land surveying demo, in which they gained handson experience with surveying total stations that measure
angles and distances (shown left). They used this equipment
to measure the height of the building and a flagpole. Then
they measured their own height and shadow length, in
order to manually calculate those same heights—this
taught them the principles of the Pythagorean Theorem.
This was followed by a return to the conference room where
they were taken step-by-step through a photogrammetric
and/or LiDAR mapping project—from project planning to
execution.
The last technical activity of the day was a GIS
workshop with the kids locating their favorite places
using Google Earth and Esri GIS technology (shown
right). The workshop concluded with an examination
of 3D geospatial data characterizing airfield
obstructions which were collected as part of a recent
Towill project.
We topped the full day off with popcorn and snacks
and more face painting and kid-friendly arts/crafts,
including creating their own origami-style paper helicopters and a brief chat
about how helicopters and airplanes are equipped with cameras and remote
sensing devices to collect data for mapping purposes.
The kids were sent home with goody bags filled with items including booklets
about surveying, mapping, and GIS, and insights into the surveying and mapping
fields which may inspire them to pursue careers in the industry.
Sheila Higgins is a Marketing and Business Development Manager
at Towill, Inc., a professional geomatics firm providing surveying,
mapping, and geospatial solutions. She has over 20 years of
experience in marketing, business development, and proposal
creation and management, with the last 15 years spent in the
A&E industry. This experience includes marketing of professional
services as well as products.
Ms. Higgins serves on the Board of Directors for the San Francisco
Post of SAME as the Post Secretary, as well as having held several
positions on the Board of Directors for the Northern California
Professional Environmental Marketing Association (currently Vice
President).

CHANGE IS AROUND US!
At the June SAME Lunch program, the SF Post gave a warm farewell to LTC Baker
as he moves on to his new Command. Tony Petroccitto was not able to attend,
so Sheila Higgins, SAME SF Post Secretary, read the following message. Susan
Bedford also gave LTC Baker a SAME coin.
LTC John K. Baker
P.E.
Goodbye!
As President of the San Francisco Post, I have
enjoyed John’s participation in the Post, his
commitment, his intelligence, and his humor.
John was always engaged in the Post activities
despite a very busy schedule as the Commander
of the Corps of Engineers San Francisco District.
I was very impressed with John’s grasp of
the
responsibilities
of
the
San
Francisco
District,
the
geographic
coverage,
the
projects,
and
the
important
issues.
He must be a quick study as he moved to the
San Francisco Bay Area for the assignment and
probably had very little knowledge
of
the
San Francisco District when he first
arrived.
I enjoy John’s humor and direct manner and clearly
he has a good perspective on life, and is a good
family man.
Most of all, I want to express my
gratitude to John for engaging himself and others
from the San Francisco District in the Post activities.
For the Post to be a thriving organization, we need a
good blend of public and private participation, and
because of John, we had that while he was here. I hope
that his successor understands the importance of SAME
and will be as engaged as John was. I am sure that
John will convey that message to LTC John Morrow.
I wish John the best of luck in the future and there is no
doubt that he will be successful in his new assignment.
Thanks, John!

Welcome!
Meet the new Executive Director
Many in the San Francisco Post are very familiar with the
new Executive Director of SAME, BG (Ret.) Joe Schroedel.
Serving as the Commander of the South Pacific Division
(SPD) of USACE, from 2003 to 2006, Joe is infamous for
attending the Holiday Galas in full Kris Kringle regalia.
During his tenure as the SPD Commander, BG Schroedel
served SAME as our Regional Vice President. Known
as Mr. “Deeds Not Words”, BG Schroedel nonetheless
was known for being very approachable and willing to have words with all
who worked with him from the ground up. He valued everyone’s opinion.
He and his wife Kathy continue to be staunch fans of the Oakland Raiders (Kathy)
and the SF 49ers (Joe). Kathy, in particular, was very active with the “Blue Star
Mothers” an organization of mothers with children serving the nation overseas
as part of the armed forces. Joe, an avid fitness buff, explored many miles of
road and trail in the Bay Area on his bicycle developing a deep appreciation for
the beauty of this special region.
We look forward to having Joe at the helm and please plan to attend the Holiday
Gala in December to meet your new Executive Director
J. Zachary Bedford, MadDonald-Bedford LLC.

Members and spouses of the Architectural Practice Committee, along with 2013-2014
SAME President Gary Engle and his wife, gathered for a very special social outing, hosted
by Charles Enos. The group was treated to a tour of several new attractions which recently
opened at Walt Disney World’s Magic Kingdom, guided by Steve Grant, WDW Architect,
and Diego Parras, WDW Office of Public Affairs. Their enthusiastic presentation included
detailed descriptions of the challenges facing WDW design and construction teams
as they completed work on new attractions within the WDW operating environment.
Attention to design details with extreme operational demands (around-the-clock
operation, high density public safety, and contextual design) can present special
challenges to the WDW Imagineering team. The planning, programming, and
construction they do sets the Disney experience apart from similar theme park
experiences and the enthusiasm modeled by our hosts was infectious, to say the
least! Afterward, the APC retired to a local Japanese steakhouse for a delightful rest
at the end of a long, but gratifying day.

SOCIETY OF AMERICAN MILITARY ENGINEERS
US Air Force Academy Camp - Engineers
lead the way!
One of the great programs that the Society of American
Military Engineers offers for future engineers is a unique
series of engineering camps designed for high school
students who excel in math, science and technical
courses and are interested in pursuing engineering
in college. These one–week camps are high energy,
hands–on events for students from across the country
and around the world. The
camps are led by a professional

staff of engineers from both
private industry and the military
services. These exciting week–long camps take place during
the summer months centered on a military base in the colorful
Colorado Rockies, or the historic Mississippi Valley.
This year, the San Francisco Post provided the opportunity for
LCDR Todd Wimmer, USCG, and LT Rachel Franklin, USCG, to be
mentors at the 2014 US Air Force Academy (USAFA) Camp. This
camp was packed full with over 96 high school students from
Garden of the Gods National
around the country and world and over 32 mentors from all of the
Landmark
different branches of the military and from the private industry.
During the week-long camp, the
campers were kept busy with a full range of activities
concentrated on engineering and construction. To
name a few: the campers designed and weight tested
a full-size concrete beam, constructed a 10’x10’ shed,
designed a water balloon launcher, built a balsa wood
beam, and designed and built a sprinkler system. The
campers also took field trips to the “Garden of the
Gods” U.S National Natural Landmark and local active
construction site.
Campers working hard as a team
As one of the benefits of the camp hosted at USAFA, the
campers received an inside view of the Academy and its facilities. During two tours, led by
Cadets, the campers saw the amazing resources of the Academy as they visited the athletic
and dining facilities, dorms, chapel, and engineering laboratories.
The camp wasn’t all about engineering and the campers
enjoyed socializing during a Hawaiian BBQ, Ice Cream
Social, volleyball tournament and talent show.
Throughout the week-long camp, campers used
teamwork and problem solving skills to learn firsthand
about engineering and construction.
The camp
provided a valuable experience for both the students
and mentors and encompassed the motto: “Engineers
lead the way!”

SCHOLARSHIP NEWS
SOCIETY OF AMERICAN MILITARY ENGINEERS
Every year the SAME San Francisco Post awards multiple scholarships
to graduating seniors around the Bay Area, Michelle Wu and Amanda
Barth are just two of this year’s recipients. Other scholarship recipients
include Mike Hua, Forrest Tran, and Muhith Subabrao. Stay tuned for
the next issue to hear what these students are up to.
Michelle Wu
Michelle is from Moraga, California where
she has been attending Miramonte High
School. While maintaining a GPA of 4.4, she
has proven to be an accomplished musician
and a promising scientist.
Michelle has played violin in the Oakland
Youth Orchestra for four years, during which
the orchestra has performed in Davies
Symphony Hall and travelled on tour to Argentina and Uruguay. She has also played
the piano since age five. Michelle passed the Certificate of Merit Advanced Level her
sophomore year and has consistently participated in competitions.
After having completed a summer at the California State Summer School for
Mathematics and Science (COSMOS), Michelle proceeded to spend her subsequent
summers as an intern in a bioengineering lab at the University of California at
Berkeley. While at the bioengineering lab, she researched biomaterials and their
potential in improving the effectiveness of stents used in heart surgeries. She ended
up co-authoring a paper on the subject which led her to be recognized as a Siemens
Competition Semifinalist. She was also awarded second prize at the Contra Costa
County Science and Engineering Fair for that same project. Additionally, she received
a Science Project Award for the Advancements for the Future of Health Care.
In serving her community, Michelle has been a regular volunteer at John Muir
Hospital and has also tutored middle and high school students in math and Spanish.
She is the treasurer of the Orinda Juniorettes of California, a volunteer organization
in her community. Michelle was awarded the President’s Volunteer Service Award
for her work.
At school, Michelle has involved herself in clubs as the president of Miramonte’s
Academic Decathlon team and as the president of the California Scholarship
Federation branch at her school.
Michelle will be studying at the Massachusetts Institute of Technology come fall.
Michelle can be reached at [email protected].
Congratulations!

SOCIETY OF AMERICAN MILITARY ENGINEERS
Amanda Barth
Amanda is from Portola Valley, California and has recently
graduated from Summit Preparatory Charter High School in
Redwood City and will be attending Harvey Mudd College
come September.
While maintaining a GPA in excess of 4.0 (for which she
won a National Merit Scholarship), Amanda has proven to
be exceptionally versatile.
Amanda was founding President of the Science, Technology,
Engineering, Arts and Math Club at her school and has been highly active with summer
science programs. With the California State Summer School for Math and Science
(COSMOS), she gathered data using a telescope from the Lick Observatory to find
age and distance of open star clusters and did work on cosmic ray detection. She also
participated in the Summer Science Program, a program founded in response to Sputnik
and sponsored by MIT, Caltech, New Mexico Tech, and Westmont College where, among
other things, she learned how to perform orbit determination of near-earth asteroids
using her team’s original data.
On the more vigorous side, Amanda was Captain of her school’s varsity women’s soccer
team, and received an All-league Honorable Mention during her most recent season.
Amanda has spent a considerable amount of time with her school’s debate team,
developing her public speaking abilities. For her participation and achievement in debate
tournaments, she won the National Forensics League Degree of Distinction.
Finally, Amanda has been giving back to her community extensively. The past two
summers, she volunteered abroad in Guatemala and Costa Rica with the Young Dreamer
Network. During her sophomore and junior years, she volunteered at the library as a teen
tutor for Project READ, teaching students below grade level the academic skills they need
to catch up and succeed. In January and June of her junior year, she worked with the
Miller Institute for Learning with Technology where she supervised and assisted peers
in learning how to program. She continues with this organization as an intern, spending
eight weeks this summer teaching fourth to eighth graders to program.
Amanda can be reached at [email protected]
Congratulations!

Opportunities
We have had an exciting year so far in 2014 for our monthly SAME Luncheons with
a broad mix of topics. In June we had LTC Dan Guinan (Commander and Base Civil
Engineer, 60th Civil Engineer Squadron) presenting ‘Upcoming Programs at Travis AFB’
on long-term development plans at Travis AFB with a focus on near-term operations in
a fiscally constrained environment.
A ‘Meet the Chiefs’ event occured on July 22 with information on COE’s planned public
works projects for the coming years. This panel included representatives from the
U.S. Army Corps of Engineers districts in San Francisco, Sacramento, Los Angeles, and
Albuquerque.
Upcoming Luncheon Events in 2014 will feature speakers from the California Department
of Conservation, the Bay Area Center for Regional Disaster Resilience, Department of
Veteran Affairs, US EPA, Lawrence Livermore and Lawrence Berkeley Labs.
We would like to encourage our members to actively attend these luncheons as it
presents many networking opportunities and a look-ahead on programs from multiple
agencies. Look forward to seeing all of you at our monthly meetings!
