The Hamilton Film Liaison Office (HFLO) is committed to assisting you in all aspects of your film project. We can help
from the initial looking stage until your final wrap. This level of service will be at no cost to you or your production.
Exciting things have been happening in our community. Filming in the City of Hamilton continues to reach record levels
each year. Production companies and film crews had 1,000 prep, shoot and wrap days in Hamilton in 2003 and glowingly
refer to Hamilton as “Ontario’s Back Lot.”
The City of Hamilton is a diverse film destination consisting of six unique communities: Ancaster, Dundas, Flamborough,
Glanbrook, Hamilton and Stoney Creek. We will continue to be a location with hundreds of unique filming locations that
attract dozens of film, television and commercial productions each year. Administratively, we will be a leader in offering
“one-stop shopping” with a single level of government. Support for your industry continues to grow locally with government
officials and area residents all welcoming you into the community. Hamilton strives to keep their reputation as a film friendly
destination.
The goal of the HFLO is to offer unparalleled service to the industry. We are confident that this current edition of Hamilton’s
Film Production Resource Guide has reached new heights. This comprehensive one-stop shopping guide will help you locate
services in one convenient location and will be updated on a monthly basis to keep information current.

definitive. The information herein has been obtained from a variety of sources, and while every effort has been made to
ensure the information is correct, the City of Hamilton cannot accept any responsibilities for inaccuracies, errors or
omissions. No endorsement or quality judgment is implied. Due to limitations, the City of Hamilton reserves the right to

Policy For Filming On Streets And Property
Under The Jurisdiction Of The City Of Hamilton
Policy Statement:
The Corporation of the City of Hamilton recognizes the importance and significance of the film and television production
industry to our community. We further recognize the direct and indirect economic benefits associated with this growth sector.
The Hamilton Film Liaison Office was established to provide local support and guidance to the film and television
community. This service includes the development of local initiatives and resources, which have become required standards
of the industry. Since 1999, the Hamilton Film Liaison Office has been a member of the Association of Film Commissioners
International.
All film and television production activity in the City of Hamilton must be reported to and co-ordinated through the Hamilton
Film Liaison Office, Economic Development Department. This includes all requests for permitting and their re-direction to
the proper departments.
Purpose of Policy:
This policy has been developed to provide specific guidelines for the assessment and co-ordination of commercial filming
projects.
Filming Guidelines
1.
Applicability:
The following guidelines apply to all location filming which takes place in the City of Hamilton, except for current
affairs and newscasts.

Permit Issuance:
Permits for location filming will be co-ordinated through the Hamilton Film Liaison Office (HFLO) for issuance by the
appropriate City department.
5.
Timelines:
The HFLO will be notified of all location filming not less than ten (10) business days in advance of filming activity.
Filming that includes (but is not limited to) full road closures and special effects require at least thirty (30) business days
to receive Council approval.
6.
Notification:
♦ Community: The production company MUST notify affected residents, occupants and businesses in advance of
filming. Information such as duration, location of filming, planned special effects, road and lane closures, sidewalk
usage and street parking restrictions must be communicated in writing to all areas affected by filming activity. A
copy of all notification letters must be on file with the HFLO for reference and distribution to Council.
♦ Councillors: Council will be notified by the HFLO a minimum of five (5) business days prior to all film activity.
In cases of late notification Council will be advised immediately. The notification will include the name of the
Production Company, title, type, topic content, producer, director, production manager, location manager and
principal cast. General information such as address/location of filming, shoot dates and all other relevant information
will be outlined on the “Film Activity Notification” form.
7.
Consideration to Local Residents/Occupants/Businesses:
The local community should be free of any negative environmental conditions resulting from filming. This includes
(but not limited to) spillover lighting, exhaust fumes or noise that may affect their ability to enjoy their property or
conduct their business.
♦ Noise: The production company must comply with legislation governing noise
♦ Lighting: Lighting for filming should be orientated away from neighbouring residences
♦ Generators: All generators used on streets or in public areas will be equipped with silencing attachments unless
otherwise approved
♦ Night Filming: Filming will not proceed between 11 p.m. and 7 a.m. without proper notification to residents
Exceptions to the above conditions require the approval of the majority of affected residents and the local governing
departments and/or Council.
8.
Disruption to Residents/Occupants/Businesses:
It is the Production Company’s responsibility to ensure that there is a minimum disruption to residents, occupants,
businesses and City services where filming occurs. This includes access to their respective properties and ensuring
pedestrian and vehicular access to adjoining properties. The production company is under no obligation to provide
compensation for disruption unless it voluntarily agrees to do so or otherwise has legal obligation to do so. Every effort
should be made to ensure that people displaying disabled parking permits and other legitimate credentials are
accommodated in recognition of personal safety.
9.
Traffic and Traffic Stoppages:
♦ Interference with pedestrian or vehicular traffic must be accompanied with proper permitting and approvals. Every
opportunity must be allowed to ensure access, either vehicular or pedestrian, to persons with disabilities

♦ Production vehicles must comply with appropriate traffic regulations unless permission has been granted at time of
permitting
♦ Except where a road has been closed for filming, all moving vehicles must adhere to the posted speed limits and to
other lawful conditions unless directed otherwise by a Pay Duty Police Officer
♦ Intermittent traffic stoppages limited to a maximum of 3-5 minutes, unless otherwise stated and shall be under the
supervision of a Pay Duty Police Officer
It is the production company’s responsibility to arrange for Pay Duty Police Officers and to arrange for the local
governing departments to cover, alter, remove and/or re-install traffic or street signs as may be necessary. All costs
associated with these requirements are the expense of the production company or applicant.
10. Parking:
♦ Production vehicles must not block fire hydrants or park in fire routes or within 9 metres of an intersecting street or
impede any emergency response vehicles. They must also adhere to any other requirements specified on the permits
issued by the appropriate local governing department.
♦ In all circumstances production vehicles cannot block bus stops, pedestrian crossovers, signalized intersections,
driveways, accesses/egresses/ingresses, ramps, parking lot entrances and accessible parking for persons with
disabilities. All exceptions must be with the approval of the property owner or be identified at the time of permitting.
11. Special Effects and Filming Activities in Relationship to Police/Fire Ambulance:
Guns, gunfire, explosives, bombs/mock-ups, flash power, detonators, flammable liquids/materials including the filming
of dangerous stunts require notification to the appropriate authorities. Production companies must contact the HamiltonWentworth Regional Police and the local Fire Department to acquire the appropriate approvals. Pay Duty Officers and
Emergency Medical Services Personnel are required for the detonation of pyrotechnic special effects and dangerous
situations. All costs associated with these requirements and related clean-up are at the expense of the Production
Company or applicant.
12. Clean-Up:
Production crews are responsible to clean the location at the end of the day with a minimum amount of noise and
disruption. Upon completion of the shoot the production company must ensure that the area is returned to its original
condition. Materials and debris are not to be washed into the catch basins.
13. Conduct:
It is the responsibility of the Production Company to ensure that their staff operates in a safe and professional manner
in the course of their duties.
14. Indemnification/Save Harmless:
The Applicant shall indemnify and save harmless the City from and against all claims, actions, damages, injuries,
costs, expenses or losses whatsoever, which may arise or be brought against the City as a result of or in connection with
the said use of the locations(s) by the Applicant, its employees, contractors, agents or representatives; and specifically,
the City will not be responsible for any liability arising from these activities with respect to advertising or any copyright
or trademark infringements.

15. Insurance:
The Applicant shall, at its own expense, including the cost of deductibles, provide and maintain:
a) Commercial General Liability Insurance insuring against claims arising out of this agreement, providing coverage in
an amount of not less than Two Million ($2,000,000) Dollars per occurrence, including, but not limited to, broad
form contractual liability, personal injury liability, non-owned automobile liability, cross liability and severability of
interest provisions, and naming the City of Hamilton as additional insured.
b) Automobile Third-Party Liability Insurance in an amount of not less than One Million ($1,000,000) Dollars covering
all owned/leased vehicles used in connection with this agreement.
c) Any other forms of insurance (e.g.: Aircraft Liability, Pyrotechnics Liability, Fire Legal Liability, etc., as may be
applicable) or such greater amounts with respect to the insurance of the types set out above, as the City may
reasonably require from time to time, in the form and amounts and for insurance risks against which a prudent party
would insure.
All insurance must be provided by an Insurer registered to do business in the Province of Ontario. Proof of coverage, in
the form of an original Certificate of Insurance shall be provided to the City prior to commencement of this agreement.
The Applicant and its Insurance representative shall provide the City with immediate notice in writing of discontinuance
of such insurance or any material change thereto.
16. Notification of Accident/Claims:
The Applicant shall promptly report to the City any potentially serious accident or claims for liability or loss with respect
to this agreement.
17. Expenses:
The Production Company is responsible for all out-of-pocket expenses related to the use of City roads, properties, parks
or equipment and shall be given an estimate of these costs prior to permitting and/or filming activity. Once filming
begins, if there are changes to these arrangements the production company is to be notified immediately.
18. Security Deposit:
Where deemed necessary a payment of cash or letter of credit shall be required from the applicant prior to the issuance of
permits. This deposit shall not be returned until all conditions have been fulfilled, including clean-up and all expenses
incurred by the City have been paid.
19. Safety:
♦ All electrical work and electrical equipment must be inspected and or approved by the Electrical Safety Authority’s
Electrical Inspection as per the Ontario Electrical Safety Code. You must contact the Hamilton Inspection Office at
1-800-278-4264 or by faxing an application to (905) 318-4912;
♦ Interior signs in buildings must not be covered, (e.g., fire exit signs) unless expressly agreed upon by the property
manager;
♦ All Production Company’s must adhere to the Ontario Ministry of Labour’s Safety Guidelines for the Film &
Television Industry in Ontario. 4th Edition – January 1999, and
♦ The Ontario Ministry of Transportation’s Manual of Uniform Traffic Control Devices for Temporary Work Sites

20. Restrictions:
There may be sensitive area and/or properties in the City of Hamilton in which filming may be restricted.
The appropriate municipal officials will consider decisions about the nature and extent of filming in or around heritage
properties. Each case will be looked at on a case-by-case basis and is subject to the approvals of such officials and/or
Council.
The City of Hamilton and the Hamilton Film Liaison Office reserves the right to refuse
to allow filming or issuance of a permit to a Production Company or individual that
does not comply and/or satisfy the criteria outlined in these guidelines. This includes
Production Companies or individuals that have failed in the past, to adhere to these
filming guidelines.
