Don’t gamble with safety. 29 HEIGHT SAFETY LEGAL REQUIREMENTS AND EMPLOYER RESPONSIBILITY Eliminate The Health and Safety in Employment Act 1992 requires that if there is a potential for a fall from any height, reasonable and practical steps must be taken to prevent harm from resulting. A mistaken belief exists that no controls are needed where risk of fall is less than 3 metres. 50% of reported falls in the workplace in New Zealand are from less than 3 metres. HEIGHT SAFETY AS/NZS Standards AS/NZS 1891.4:2009 - INDUSTRIAL FALL-ARREST SYSTEMS AND DEVICES SELECTION, USE AND MAINTENANCE The Standard specifies requirements and sets out recommendations for the selection, safe use and maintenance of industrial fall-arrest systems and devices based on the use of safety harnesses, horizontal life lines and rails, fall-arrest devices, and associated lanyards, connectors, anchorages and fittings. HIERARCHY OF CONTROLS The best method of hazard control is to eliminate the potential for a fall. • SAFER DESIGN - Location of plant equipment, use of walkways & handrails, use of parapets, etc. develop a system and work plan for managing hazards. We recommend you refer to the hierarchy of controls outlined in HSE Act (1992) and AS/NZS 1891.4:2009. • ALTERNATIVE CONSTRUCTION METHODS - Fabricating structures on the ground and lifting into position. • USE OF TOOLS & EQUIPMENT - Use of long-handled tools eliminating the need to work from a ladder Hazards need to be identified, assessed, evaluated, then eliminated or controlled. AS/NZS ISO 31000:2009 gives guidance on risk management. Regardless of whether a restraint, positioning or arrest system is employed, the basic A,B,C,D components of a height safety system remain consistent and need to be included. Training Requirements If you are required to perform any tasks at height, you must be competently trained as per AS/NZS 1891.4. Inspection and maintenance requirements • S ix monthly service and/or periodical inspection is due All fall protection equipment must be inspected prior to and after each use by the user and periodically by a competent height safety equipment inspector as defined by Australian & New Zealand Standard AS/NZS 1891.4. • It has been involved in a fall • Labels have been removed, are missing or illegible • Excessive abrasive wear (furry or frayed surfaces) has occurred Height safety equipment requires regular inspections & servicing • B roken fibres, tears, cuts, snags and splinters are present • Weld burns are present • Deterioration or stretching has occurred • Loss of resilience, discolouration or visible damage is experienced HEIGHT SAFETY • Parts and mechanisms are not moving freely or are corroded • There is reduction in cross-section of rope area or webbing • There is excessive contamination not removed by approved cleaning methods • It is more than 10 years old for AS/NZS certified products Australian and New Zealand Standards also require that all fall arrest devices such as SRLs be subjected to a full inspection and service by factory accredited service centres every 12 months in the absence of any instructions/recommendations from the manufacturer. They must also be re-certified by the manufacturer or their accredited service agent after they have been used to arrest a fall. SUB PELVIC STRAP The positioning of the sub-pelvic strap is critical. Adjust the shoulder straps to ensure the sub-pelvic strap is positioned directly below the buttocks. 4. CHEST STRAPS Position chest strap across the middle of the chest, approximately 3 finger widths above the base of the sternum. Shoulder straps should be vertical, not pulled into centre of body. 3. LEG STRAPS Adjust the leg straps so that a flat hand (not a fist) can be placed between the leg and the leg strap 5. FINAL ADJUSTMENTS The harness should be comfortable without undue pressure on the shoulders, thighs or pelvis. You should still have your full range of motion with the harness fitted. This may cause the user to collide horizontally with a fixed object and knock off the line any other users. Fall Distance While connected to a temporary horizontal lifeline it is important to consider the potential fall distance. This can be significantly greater than on a fixed anchorage due to the potential deflection in the lifeline. The system must be set up in such a way so the worker will avoid striking a lower level surface or obstacle.
