I am so thankful for the
WV Division of Corrections Team. We are a team.
It takes a combined team
approach to perform our
jobs each day and do so in
a manner that reflects positively on our division. Just like with any team we all have
our differences, and there are times when we might not agree on the way things should
be done--but know that it’s okay to disagree. We all have setbacks, personally and
professionally. But we get back on course....Just know that every job matters...every
job plays a part in our mission. I appreciate all you did yesterday, do today and will
do tomorrow to help keep the Division of Corrections in West Virginia one of the best
“teams” in the country.
Negativity surrounds us. But so does positivity. Being in the corrections field, we
are surrounded by negative behaviors/actions/individuals and we may find ourselves
struggling to keep those negatives from entering our thoughts and actions. I challenge
each of you to seek out the positives in your lives and I would bet there are many. Just
imagine losing some of the things that you take for granted, such as your home, your
ability to see or hear, your ability to walk, or anything that currently gives you comfort.
Then imagine getting each of these things back, one by one, and consider how grateful you would be for each and every
one. In addition, start finding joy in the small things instead of holding out for big achievements. For inspiration, take a
look at all the positive events that individuals at our facilities have been doing over the last few months to raise awareness
for crime victims. (Lakin Correctional Center’s vigil pictured above) I would also like to applaud St. Marys Correctional
Center’s Counselor II, Lois Cokeley who recently published her first book titled: “Solutions: It’s All On You” about how
she changed her life by positive thinking!

On October 26, 2012, a Crime Victim’s
Awareness Vigil was held at Lakin Correctional Center (LCC) by the Crime
Victim’s Committee. During the event,
balloons were dispersed to thirty-one
volunteer inmates who wrote the first
names of their victims on their balloon.
The balloons were later released after a
short speech given by Associate Warden
of Programs Craig Roberts and a song
and prayer.
On October 13, 2012, the 2nd Annual
Ride and Raffle was held with all contributions going to support KVC Behavioral HealthCare West Virginia Foster
Care Program, which is headquartered
in Charleston, WV. Lakin Correctional
Center’s Victim’s Services Committee,
through inmate fundraisers, were able
to donate $500.00 to this organization
which helps thousands of children in
West Virginia find a place to live, learn
and feel safe through KVC’s Services.
On October 12, 2012, the Crime Victim’s
Committee held a Krispy Kreme Fundraiser for inmates at Lakin Correctional
Center. Two hundred and nine dozen
donuts were distributed among the general inmate population. The fundraiser
brought in over $804.00 in profits for the
Committee.

Domestic Violence Awareness Activities
October was Domestic Violence Awareness Month and DOC facilities throughout the state participated in different events to help
staff, inmates and the community become more aware of domestic
violence around us and what we can do to help.
Pruntytown Corectional Center (PCC) participated in serveral
domestic violence awareness events during the month of October
which included: Placing purple bows on the entrance doors to
Admin. I and Admin. II; Adding purple table cloths in the dining hall; Preparing Visitation funpacks for children during their
visits with family; Having a pizza fundraiser for inmate with all
the proceeds going to the Rape and Domestic Violence Information Center; Wearing purple on Fridays during the month. Participating in an awareness walk through downtown Grafton
(above) and held a “Remembrance at the Lake” celebration on Wednesday October 31, 2012, at Tygart Lake.
PCC staff also collected used door locks and keys during the month of October for victims of domestic violence. This is a
great program in that it helps many victims. Here is how it works: Someone donates used door locks and keys. A victim
needs to change their door locks – they pick up locks at the Rape and Domestic Violence Information Center (RDVIC);
old locks are replaced with the ‘newer’ ones and old lockss are donated back to the RDVIC. No one knows who gets what
locks, so it is just as if new locks were purchased.
Staff from Beckley Correctiona Center (BCC) including, Ella Meador, Substance Abuse Therapist I, Richard Hodges, Case Manager, Kathleen Angell, CCI,
and Gary Hopkins, CCI, took purple bows made by the inmates at BCC and
distributed them for people to wear; they also took donations, tied large purple
bows in various locations in uptown Beckley, and attended a candlelight vigil for
Domestic Violence Awareness.
Mount Olive Correctional Complex partnered with Mission WV and Long John
Silver’s and raised $1,000.00 for the Foster Children Adoption Party. In addition,
toys, clothing, books and Disney movies were donated to 2nd Seating in Charleston. The proceeds will benefit domestic violence victims throughout the YWCA BCC Case Mgr., Richard Hodges tying a purple
ribbon to a tree in uptown Beckley, WV.
Resolve Program.

Violence Candlelight Vigil held on October 17, 2012, at the county commission’s meeting room. This annual event is sponsored by the Randolph
County Prosecuting Attorney’s office and Women’s Aid in Crisis. The event
is held to honor and remember both victims and survivors of domestic violence as well as to educate the community about domestic violence.
Gina, single mother of three, has been a survivor of domestic violence for
6 ½ years. In that time, she has completed her bachelor’s degree in Behavioral Science with minor in Criminal Justice from Glenville State College.
During her speech, she spoke of the physical and mental abuse that she endured for 6 years and the steps she took to become resilient. This makes the fourth year she has been the guest speaker for
the event. Gina plans to continue this tradition in hopes that her story may help encourage victims to become survivors as
well as to give the community some insight to the effects of domestic violence on individuals.

Highway named in honor of 1st Sgt. Robert Barton II
NEW HAVEN, WV - Mason County's
reverence for veterans is demonstrated in more than words but deeds to
honor the fallen.
Friday, Aug. 3, 2012, at the Veterans
Memorial at the New Haven Fire Station, the late 1st. Sgt. Robert Nicholas
Barton II was remembered when a
portion of W.Va. 62 between Mason
and New Haven was named in his
honor.
Though Barton wasn't a native of
Mason County, he was the son of
Rebecca Ann Paugh Coleman from
New Haven and Robert Nicholas
Barton, who grew up in Mason. 1st.
Sgt. Barton of the U.S. Army was
killed in action on June 7, 2010, in the
Konar (Kunar) province of Afghanistan, the result of an IED explosion
that claimed his life along with four
other members of his company. His
body was located 200 miles down the
Konar River on June 23, 2010. He
was buried in Hopkinsville, Ky. with
full military honors. He was posthumously awarded the Bronze Star
Medal and the Purple Heart Medal.
The past January, State Sen. Karen
Facemyer asked 1st. Sgt. Barton be
considered for the dedication of roadway in his honor via legislation which
was passed in March. Facemyer,
who is wrapping up her last term this
year, said she was aware of Barton's
sacrifice for his country through being
classmates with his mother Rebecca
at Wahama High School. Facemyer
said Barton's loss was "devastating"
to his family and one she could relate
to having lost her own father, who
served in the U.S. Army, when she
was just four years old.

and others are working hard to pull
off Friday's dedication event and
have secured a special speaker for it
- Hershel "Woody" Williams, Medal
of Honor recipient. Williams is well
known in West Virginia and is the
state's last living Medal of Honor
recipient. He received the Medal of
Honor for his heroic actions "above
and beyond the call of duty" on Iwo
Jima in 1945.
Born on Nov. 28, 1974 at Fort Knox,
Ky., Barton was 35 when he was
killed in 2010. He was survived by
his wife, Rebecca Barton, and stepson, Jason Wells; his mother, Rebecca
Coleman; his father, Robert Nicholas
Barton; his sister, Stephanie Barton; brothers, Nathaniel Coleman,
Nicholas Barton and Robbie Roush;
maternal grandparents, Rodra Patricia
Paugh and Joseph Franklin Paugh;
paternal grandparents, Doris Roberts
and Robert W. Barton; niece, Ranan
Joy Barton; and nephews, Kyle Lee
Boles and Phillip Carlos Hall.
As for 1st. Sgt. Barton, he also
received several other commendations and awards while serving his
country, including two Bronze Stars,
one Meritorious Service Medal, three
Army Commendation Medals, three
Army Achievement Medals, the
Meritorious Unit Commendation,
two Army Superior Unit Awards, five
Army Good Conduct Medals, two
National Defense Service Medals, the
Iraq Campaign Medal, the Afghanistan Campaign Medal, the Global
War on Terrorism Medal, two Armed
Forces Service Medals, three Noncommissioned Officer Professional
Development Ribbons, one Army
Service Ribbon, three Overseas Campaign Ribbons, one NATO Medal, the
Drill Sergeant Identification Badge,
the Ranger Tab, the Combat Infantryman Badge, the Expert Infantryman
Barton was a career soldier who completed six overseas tours of duty in
Bosnia (twice), Kuwait, Iraq (twice)
and Afghanistan and achieved the
rank of First Sergeant of A Company,
2nd Battalion, 327th Infantry Regiment, 101st Airborne Division.
The section of roadway from the
New Haven corporation limits to the
Bridge of Honor in Mason will be
known as the "1st. Sgt. Robert Nicholas Barton II Memorial Highway."

One such program KISRA has brought
to the DOC is The Fatherhood Program. It helps unemployed and underemployed fathers achieve economic
self sufficiency by providing them
with occupational and life skills training and supportive services so they
can eventually support and reconnect
with their children.
Governor Tomblin proclaimed
September 29, 2012 as a Statewide Day to Serve; a day dedicated to volunteerism and community serve projects throughout

Charleston Work Release Center
(CWRC) was fortunate with the help
of KISRA to have Chef Jeff Henderson from the Chef Jeff Project as
their guest. Chef Henderson is an
award winning chef, New York Times
bestselling author, and motivational
speaker and Food Network television
personality. He along with KISRA
staff came by CWRC center to speak
with the inmate population. Chef Henderson told his story of his misfortune
of being in the system and offered
encouragement to the inmates by telling them that they too can rise up and
be successful in today’s society. During his talk, he gave the inmates some
simple ways to enhance their approach
to a potential employer. But his best

Charleston Work Release Updates
The inmates of Charleston Work Release
Center (CWRC) have had a busy spring/
summer this year diligently working above
and beyond to get The Donel C. Kinnard Memorial State Veterans Cemetery
inmates were well received by the students and Professor Dr. Pernell McCoy.
CWRC inmates have become a regular on
their curriculum to help students understand what it’s like to work with offenders
who are substance abusers.
Inmates from CWRC participated in the
Kanawha Players Theater Workshop,
where they not only helped with the building upkeep but some also participated
in the Kanawha Players musical this fall
“The Evil Dead –The Musical”. They also
participated in the annual haunted house
which was going on during the Halloween
season, as well as in a cake decoration contest. Two inmates placed first in the contest
and all the finished cakes were donated to
Sojourners the local area women’s shelter.

day back in May. Larissa Wines who is
the manager of the cemetery and a retired
veteran herself, had nothing but praise for
the enthusiasm, valued work ethic and
energy that the inmates so graciously gave
to seeing that the cemetery was looking its
best on opening day.
Inmates at CWRC were invited to sit in
on a panel discussion with the Kanawha
Valley Community Technical College’s
Substance Abuse Counseling Class. The
CWRC inmates also participated at the annual Frankie Veltri Holiday Dinner during
the Thanksgiving holiday and look forward
to helping during the upcoming annual
Christmas dinner also. Every year there is a
great turnout of CWRC inmates willing to
give back to the less fortunate.

Director positions.
Denver Rosier was appointed to lead the
Corrections Investigative Division effective October 16, 2012. Denver has over
25 years of service with the WV State
Police conducting investigations and was
involved in
various types
of criminal
violations
of the WV
Criminal Code.
He has also
worked as an
Investigator for
the Randolph County Prosecutor’s Office
where he was instrumental in preparing
cases for prosecution and presented case
evidence to members of the State and
Federal Grand Jury. He has been employed with the WVDOC since February
15, 2003.
Rita Albury was appointed the new Director of Classification for the WVDOC,
effective November 16, 2012. Rita has
over 26 years
of service to
the division
including at
Huttonsville
Correctional
Center, Training Academy
as a Clerk. She
transferred to
Mt. Olive Correctional Complex upon its opening, and worked as a
Clerk and an Administrative Services
Assistant in different areas of the facility.
Rita’s vast experience within this agency

On December 7, 2012, Lakin Correctional Center held its 10th Commencement Ceremony through the
Department of Education. Guest

County Educator and current Mason
County Commissioner. Twenty-four
inmates received their GED, five
received their Business Education Degree, sixteen received their Transitions
Certificate and nine received their
Culinary Arts Certificate, for a total
of fifty-four graduates. The Commencement Ceremony was attended
by approximately seventy-five family
members, one family traveling from
Norfolk, Virginia.
On September 21, 2012, Lakin Correctional Center held its 6th Annual
Golf Tournament at Riverside Golf

Lakin Correctional Center Updates
Kairos Weekend #19 was held at
Lakin Correctional Center (LCC), the
weekend of November 1-4, 2012, with
42 inmates participating. Despite the
effects of Hurricane Sandy LCC had
24 Kairos Volunteers who made this
spiritual weekend retreat possible.
The Kairos Weekend continues to be a
valuable ministry with a lot of positive
interest among the inmates. There’s
always over 100 women who want
to participate. It is always a challenge to decide who gets to go. It is
interesting to note that Kairos chose
an inmate still here from Kairos #1
(held in 2003) to share the Closing
Inmate Talk. This inmate had just
recently made a commitment of her
life to Jesus at a Kairos event. Then
after the Kairos Weekend, she saw the
parole board and (after all these years)
was granted parole! It is interesting
to note that the word “Kairos” is a
Greek word from the Bible and means:
“God’s Time”. We can look back
after this series of events and recognize it was God’s perfect time for this
inmate! We also trust it was God’s
perfect timing for the 42 inmates who
participated.

On October 24, 2012, the Correctional Peace Office Foundation (CPOF),
through their Catastrophic Assistance
Program, awarded COII Dena Fry
(LCC) with a donation on behalf of
their organization. COII Fry’s husband Randy is battling cancer and the
donation was to assist with some of
their financial medical burdens.
On October 17, 2012, LCC held an
Open House for the Community and
its Leaders. Invitations were sent
out in September to one hundred and
eleven Community Leaders including Psi-Med, Wexford, Regional Jail
Authority Facilities, Local Schools,
A Benediction was performed by
Chaplain Mark Morrow and forty-five
invitees who attended the Open House
were served by the Culinary Arts
Students who prepared and served appetizers of shrimp, cheese and crackers, fruit platter and chocolate covered
strawberries. The main menu consisted of Baked Chicken, Mashed Potatoes, Green Beans and Rolls followed
by Grape Dessert and Ice Cream Cake
for dessert.
During lunch Warden Lori Nohe
gave a brief speech of Lakin Correctional Center’s ten year history and the
educational and vocational programs
available to the inmates housed at the
facility. A tour of the facility was also

Robert Armentrout (pictured above

Lance Yardley) began his career with
WVDOC at Huttonsville Correctional Center on January 03, 1989, and
retired November 01, 2012. During
his career he held positions as Correctional Officer I, Building Maintenance
Supervisor I, Building Maintenance
Supervisor II, and Building/Grounds
Manager. As an employee of Huttonsville Correctional Center, Bobby
always had a positive attitude and
always carried himself in a professional manner. As the Building/Grounds
Manager, Bobby’s knowledge
concerning the physical plant was
paramount and he needs to be commended on keeping a 1939 facility up
and operational. The Administration
and Staff at HCC would like to thank
Bobby for his hard work and dedication to the WVDOC and Huttonsville
Correctional Center. His knowledge
and expertise will be missed.

and Jeff have faithfully served the
Division of Corrections for a combined 103 years of experience! They
all began their careers with the West
Virginia Division of Corrections at the
West Virginia Penitentiary. We wish
Rick, Donnie, and Jeff all the best during their retirement.
Sgt. Larry Blake and Electrician Verlin Adams retired from Mt. Olive Correctional Complex on October 31, 2012. Sgt. Blake had 16 years of service and
Verlin Adams retired with 18 years of service. Best wishes for a Happy Retirement to you both!

The 4th Annual WV Warrior Race was held on September 22, 2012, at
the former DOC Academy in Ripley, WV. All of the proceeds of the
race go to the Wounded Warrior Project. According to many runners
from the club “River City Runners,” it is the best 10K and 5K race in
WV. The race this year conflicted with a lot of races throughout WV,
so the participation was down according to WV DOC Training Director Randy Perdue. However, due to the generous donations from
PsiMed, Wexford, DOC Employees, and many others, the race has
earned over $10,000.00 for the Project since its inception four years
ago.

IACTP Conference in Charleston, WV
On October 22-24, 2012, WV
DOC hosted the International Association of Correctional Training
Personnel (IACTP) Conference
at the Downtown Charleston
Ramada Inn. WVDOC Director
of Training, Randy Perdue is now
the President of the Association.
Randy stated that his focus for his
term as president is to nationally
market the Correctional Trainer
Certification. The certification is
governed by a Commission that is
partnered between IACTP and the
American Jail Association.
There were twenty different states
represented at this year’s conference. A lot of quality training and
networking was conducted, and
the Board of Directors for the Association were well pleased with
the West Virginia DOC support.
The WVDOC Facility Character
Profile Team received the 2012
Innovative Approaches Award of
Excellence during the conference.

Everyone should have a winter survival kit in
their vehicle and a home emergency kit for their
house. In an emergency, it could save your life
and the lives of your loved ones.
Vehicle Emergency Kit:
It should include:
flashlight with extra batteries
shovel
water
non-perishable snacks
extra hats, socks, boots and gloves
first aid kit with pocket knife
blankets/sleeping bags
road salt, sand or cat litter for traction
jumper cables
emergency flares and reflectors
tire chains
Home Emergency Kit:
The kit should include:

26 Years of Dedicated Service
WVDOC from 1986-2012
Phil was Unit Manager at Beckley Correctional Center.
He was a dedicated employee who gave to this division unselfishly, with pride and determination to make a
difference in the lives of both co-workers, and residents
of Beckley Correctional Center. Phil passed away on
September 27, 2012, after a battle with cancer. Phil
was an individual whose love for his job was only surpassed by the love of his
family. He will be sadly missed by all who had the privilege of knowing and
working with him.
