Volume 8 Issue 1 SPRING 2015 Commissioner’s Comments Every year, corrections professionals throughout the country observe National Correctional Officers and Employees Week to honor the dedicated and hard working staff working for them. I would like to recognize each of you for the outstanding job you do on a daily basis. The field of corrections is a very difficult and demanding profession, however I truly believe the West Virginai Division of Corrections has the best and hardest working employees in the United States! This years celebration was witnessed in WVDOC facilities throughout the state by holding special events and receptions honoring staff for the work they do. (See pages 14 through 16) Every facility also selects an individual (Employee of the Year) that during the past year has went above and beyond in their job performance. The WV Division of Corrections 2014 Employee of the Year Ceremony was held on Friday May 15, 2015, at the DMAPS Professional Development Center in Glenville, WV, honoring those individuals. Please see page 2 for a list of award recipients from this past year. It is out of those selections that a division-wide Employee of the Year is selected. The person receiving that honor for the year 2014, was Ms. Debra Fincham, Corrections Program Specialist, from Huttonsville Correctional Center! Debra Fincham, Corrections Program Specialist from Huttsonsville Correctional Center, WV DOC Employee of the Year! As ACA Coordinator, Debra was instrumental in ensuring Huttonsville achieved accreditation and reaccreditation. She also assisted other facilities with mock audits aiding in their successful accreditation process. When HCC struggled to get the Cultural Change Team up and running, Debra stepped in as Team Leader and has proven successful in leading the team to achieve the centers objectives. She is a true professional and can always be counted on to complete whatever task is assigned. I commend Debra Fincham, along with the other facility/department award recipients and wish them contiuned success in Corrections. The employees of this agency strive daily to ensure our mission is adhered to and that all staff, offenders and the public are kept safe. I appreciate every employee of this agency! Mike began his career as a Correctional Officer at the WV Penitentiary in 1984, where he subsequently served as a Sergeant, Protective Custody Unit Commander, Training Sergeant and a member of the Corrections Emergency Response Team. In 1992, he transferred to the Corrections Academy as a Lieutenant. In January 1995, Mr. Coleman was promoted to Executive Assistant to the Warden and transferred to the Mount Olive Correctional Complex, where he subsequently served as Associate Warden-Operations, Associate Warden-Security, Deputy Warden and 14 months as Acting Warden. In April 2005 the Commissioner appointed him Director of Security and in 2013, Assistant Commissioner. Mike’s extensive background and expertise within the WVDOC will prove to be invaluable in this new position. Loita Butcher has been appointed to the position of Assistant Commissioner, effective May 16, 2015. Loita began her career with the WVDOC at the Central Office in March 1994, as the Secretary of the Legal Division. In July 1995, she accepted the position of Legislative Analyst in the WV Legislature and then returned to the DOC in April 1996 as the Executive Assistant to the Commissioner. Most recently she served as the Chief of Staff for the WVDOC. Prior to her career with Corrections, Loita served as the Legal Assistant in the Clay County Prosecuting Attorney’s Office. Loita has over 30 years of experience in law enforcement and corrections fields, which provided her with the knowledge and background to be a valuable asset in the position of Assistant Commissioner. Pruntytown Correctional Center welcomes new Associate Warden of Programs, J.D.Alkire. J.D. began his career with the WVDOC at the Davis Center in 1986, where he was hired as a Correctional Officer. In 1998, he went on to Pruntytown Correctional Center as a Corrections Counselor I, where he progressed to Case Manager and most recently Unit Manager. Huttonsville Correctional Center (HCC) is pleased to announce John T. Murphy was selected Deputy Warden effective April 1, 2015. John began at HCC in 1976 where he was hired as a Correctional Officer I. During his 39 years of service, he has held the rank of Sergeant, Lieutenant, Captain, and most recently, Associate Warden of Security. career in 1998 as a Correctional Counselor I and was promoted to Corrections Case Manager in 2001. In 2007, she became Unit Manager at HCC where she was given the task of opening the Intake Unit at Huttonsville. The WV Corrections Academy announced Chris Webb will be the new Programs Training Chief. Chris has over 30 years of experience in law enforcement and corrections. Chris was a police officer in Huntington, Beckley, Bluefield, in West Virginia and in North Carolina. While in North Carolina, he was also a detective with the Charlotte/ Mecklenburg Police Department. Upon his return to WV in 1994, he worked 4 more years as a police officer and later became Director for the WV Regional Communtiy Policing Institute in Charleston. In 2001, he began his career with the WVDOC as a parole officer and became the Region 4 Director in 2011. Chris will oversee all programs and parole related training and curriculum. Bryan “Kelly” Lanham was selected to fill the position of Associate Warden of Security for HCC. Mr. Lanham began his career with the WVDOC at Huttonsville in 1999, as a Correctional Officer and held the positions of Corporal, Sergeant, Lieutenant, and Major. He is a 12 year veteran of Special Operations obtaining the ranks of Marksman/ Observer, Master Operator, Team Leader and District CERT Commander, covering Huttonsville, Denmar, Pruntytown and Martinsburg Correctional Centers. Sherri Davis has been selected as new Associate Warden of Operations at HCC. The Division of Corrections spent a total of $8.2 million on the entire project, including renovation and property costs. The renovated facility provides a significant upgrade compared to the currently used work-release center. It will have 96 cameras, eight sleeping areas, an outdoor recreational yard with basketball court, and locked doors, which can be viewed from the building’s cen- tral control room. Although secured doors hardly seems like a luxury, Sgt. Erik Thomas, who provided tours of the facility on Thursday, said that is different from the current work-release building, which he said only has a few locks. The East End facility will also allow the state’s Parole Board to move from its current small facility to one that will have a hearing room equipped with videoconferencing and separate waiting rooms for inmates and crime victims. The Cultural Change Team at the Salem Correctional Center (SCC) is working toward opening up the lines of communication by installing a “Communication Center” in hopes to open all lines of communication within our facility. Becky Coleman. PAROLE SERVICES UPDATE: 2015, 273 Law Enforcement Officers were killed in the line of duty across the country. Lakin Correctional Center honored these fallen heroes by hanging a banner in their memory. Page 5 On May 20, 2015, Huttonsville Correctional Center’s Dorm 9 RSAT Graduate Unit accepted donations in the crossover for the Wounded Warrior Project. The event was organized by Case Manager Robbie Edmond. They were able to raise $500.00 with the proceeds going directly to the Wounded Warrior Project. At the center of the fundraiser RSAT Graduates and RSAT Residents participated in The “Murph” challenge which consisted of a 1 mile run, 100 pull ups, 200 pushups, 300 squats and an additional 1 mile run. Inmate Dwaine Jones was the winner completing in 32 minutes. Anthony Correctional Center Ecoserve conducted their audit of Anthony Correctional Center’s (ACC) Aramark/Kitchen and they passed with 97%! Congratulations to Manager Telford Scott and Aramark Staff at ACC!!! Also at ACC, a dessert bake off was held and staff enjoyed various desserts and then voted on their favorite. There was a tie between Warden Mike Martin and Rita Kincaid, OAII. A second bake off was held between them and Warden Mike Martin was the winner! Congratutlations!!! This program is set up with volunteers who will educate inmate fathers into becoming the dad they need to be once they are released. This will coincide with the “Day with Dad” program that will be held at the facility again this summer. SMCC is the pilot facility for the new OIS--Offender Information System, which will replace IMIS--Inmate Management Information System. This new computer system wil make it possible to share data more effectively between WV DOC, WV Regional Jails and WV Juvenile Services. Congratulations to Northern Correctional Center’s Ashly Campbell who has several photographs from the 2014 Mock Prison Riot in an article in the March issue of Goldenseal Magazine. Goldenseal is a quarterly magazine published by the State of West Virginia, Division of Culture and History. The magazine documents the state’s rich cultural background and recent history by means of oral accounts, research articles, and old and new photographs. Stories and photographs are submitted by freelance contributors. Huntington Work Release On Wednesday, April 22, 2015, a K-9 sweep and shakedown was conducted at Huntington Work Release Center. During the shakedown the following contraband items were found: tobacco products, lighters, two cell phones, and one tattoo gun. All of the HWRC security staff did a great job conducting the search in a timely and professional manner. Thank you to Lakin Correctional Center and your K-9 team. Also a special thanks to Cpl. Denmar has also been working on the following facility improvements: In March, Northern Correctional Center’s Cultural Change Team hung navy blue ribbons on the trees outside of the facility and on the front door in honor and memoriam of Law Enforcement Personnel. These ribbons are a reminder of law enforcement personnel who have made the ultimate sacrifice and in honor of those men and women who serve their communities. Correctional Counselor I Matt White states that the garden is getting a pretty good start this year. “We have planted corn, potatoes, green peppers, banana peppers, watermelon, cucumbers, yellow squash, green beans, tomatoes, cabbage, onions, zucchini, leaf lettuce, and radishes. The fruit trees in the orchard have a lot of new apples on them this year. A few of the new trees planted in 2013 also have the start of fruit on them as well.” For the month of April, the Cultural Change Team hung light blue ribbons with hands on the trees outside of the facility and on the front door to recognize Child Abuse Prevention Month. Child Abuse Prevention Month is a time to acknowledge the importance of families and communities working together to prevent child abuse and neglect, and to promote the social and emotional well-being of children and families. During the month of April and throughout the year, communities are encouraged to share child abuse and neglect prevention awareness strategies and activities and promote prevention across the country. Staff also wore ribbons in honor of Child Abuse Prevention Month. Correctional Industries at Denmar is helping out the Marlinton Elementary School by making small tote/ book bags. Using the scraps left over from the pants and shirts to make 250 or so for the students to use. Each day the children are sent home with a book and a form that Mom, Dad or someone has to sign stating that the child did read the book. The reading teacher thought these bags would be great for that purpose. The “cut team” cut the bags out of some of the scrap and in their spare time the inmates started putting them together. There were 310 bags to be delivered in June for the 2015-16 school year. This is another way that Corrections gives back to the community. Water Tank Upgrades Fence Improvements New Dumpster Pad For the month of May, the Cultural Change Team hung purple ribbons on the trees outside of the facility and on the front door to recognize Lupus Awareness Month. They will also be donating newspapers to the Marshall County Animal Shelter. The Garden at Denmar Correctional Center for the 2014 growing season produced and donated to the local food bank 2985 lbs and 3000 lbs were used in the facility kitchen. The garden size is Page 7 Facility Updates Continued.... On June 10, 2015, the Annual Open House was held at Lakin Correctional Center. Approximately 506 family and friends visited the facility. The inmates and their families enjoyed various activities ranging from sack races, to inflatable slides and bounce houses, to hula-hoop contests and arts and crafts. Music was provided by a disc jockey. of the usual number of 42 women. The lyrics of an old Christian hymn state: “Little is much when God is in it …”. The lyrics of this hymn rang true for this Kairos Weekend … little was much because God was in it. The weekend experience is different for each inmate, but the participants always testify to the fact that it impacted their life in a special way and that it is an experience that they will never forget. Chaplain Mark Morrow, LCC The visitors and inmates shared a delicious lunch of hamburgers, hotdogs and sauce, macaroni salad, baked beans and cookies prepared by Aramark. Visitors and inmates also enjoyed an assortment of cotton candy, popcorn, snow cones and assorted candy and soda. During this event, the Recreation Department along with selected inmates, held a planned flash mob dance for staff, visitors and other inmates. The inmates and their families had an enjoyable experience during the festivities and had the opportunity to visit with their loved ones. The 24th Kairos Weekend was recently held at Lakin on May 14-17, 2015. The Kairos ministry continues to be a very popular ministry among the inmates at Lakin. We always have over 100 women who want to participate in a Kairos Weekend. Unfortunately, this time the Kairos volunteers were only able to accept 36 women instead Pressley Ridge at White Oaks in Walker, WV, one of the Office of Institutional Education Programs (OIEP) Juvenile Facilities, held their graduation on Friday, May 29, 2015. For the second year in a row they have asked LCC culinary arts students to cater their event. Last year our students did a small cake and different colored cupcakes but as you can see for yourself, this year they out did themselves. They have been working with fondant since December and have made several different cakes including: Breast Cancer, Autism, Organ Donor, and Lakin’s graduation. Their creativity and ingenuity amazes everyone who has the pleasure of seeing their work. Lori Loomis, Lead Teacher LCC Page 8 Deputy Commissioner Retires Deputy Commissioner Jim Ielapi (pictured below with his wife Chrissy) retired effective May 31, 2015, with 34 years dedicated service to the division. Jim began his career serving as the Director of the Instructional Media Center at the WV Industrial Home for Youth. In 1987 he became the Deputy Superintendent for the facility before becoming the Superintendent in 1989. It was 1998 when Jim expanded his career into adult corrections, transferring to the Pruntytown Correctional Center as the Associate Warden of Operations. In 2002, he was appointed Warden of the facility. In April 2011, Jim was appointed Deputy Commissioner of the WV DOC. We will miss Deputy Commissioner Ielapi and wish him only the best in retirement!! A retirement reception was held at the Days Inn in Flatwoods, WV, on Tuesday, May 19, 2015 to celebrate Mr. Ielapi’s years with the Division. Joe Jones retired at the end of May, with over 12 years of service with the Division Corrections, all of which are at Huttonsville Correctional Center. In addition, Joe has over 30 plus years of experience in Law Enforcement. Joe completed his assignments in a timely fashion and was dependable and reliable. He had excellent communication skills had worked numerous hours to help security alleviate the staff shortage at the Huttonsville Correctional Center. Joe has been a valuable employee and will be missed tremendously. We wish Joe the best in his retirement as he sits on the sand of Myrtle Beach! The video will also include inmate interviews and still photographs of the female inmates participating in their yoga session”. A similiar video shoot was held at Mt. Olive Correctional Complex on Monday, June 1, 2015. Yoga Instructors Sue Julian and Barbara Steinke began the program at LCC back in September 2013. Commissioner Rubenstein fully supports the project stating: “The Laotong Yoga Prison Project has been received wonderfully by not only the female inmates at Lakin, but now by male inmates at the state’s maximum security facility, Mount Olive. Sue Julian and Barbara Steinke have brought a blend of the physical and mental benefits of yoga, along with true insight into our Division of Corrections. I see this program growing and continuing to have such a positive impact not only on the facilities served, but assisting individuals to live healthier, more meaningful lives. Various personnel from the WVDOC Fiscal Department were in attendance. Page 13 WV DOC EMPLOYEE APPRECIATION FESTIVITIES In May, WVDOC Facilities celebrated Employee’s Appreciation Week by holding various events honoring the work of correctional staff throughout the state and country. Below, and on page 16, are just a few of the activities held at participating facilities and photo’s of the celebrations. sponsored free cinnamon rolls and coffee. Industries held a drawing for a gift basket. Donuts/coffee were given on behalf of the Facility Character Profile Team. Early Head Start provided pizza in the Visitation area for all staff and Wexford Health Services served free ice cream sundaes. Beckley Correctional Center--held it’s 1st Annual picnic. Families of employees were invited and there were hotdogs, hamburgers and everyone brought a dish of their choice. Activities including basketball and fishing were available and a good time was had by all. Mt. Olive Correctional Complex Pancakes and sausage was prepared for staff to enjoy. Central Office: Staff had breakfast from Bob Evans on May 11, 2015, taco lunch on May 12, 2015, and a cookout was May 20, 2015. Each employee was given a little gift on the day of the cookout. Huntington Work Release Center: A staff luncheon was held for correctional officers as well as non-uniformed staff. Pizza and dessert were provided. Sgt. Beach and Cpl. Maynard entertained those present by singing some classic songs by the Eagles and Patsy Cline. Appreciation gifts were given to employees. Huttonsville Correctional Center: Employees were served fresh fruit and vegetables, pulled pork sandwiches and hot BBQ, along with plain wings, all prepared by Aramark staff. Awards were handed for various years of service. Northern Correctiona Center: A luncheon was held for staff and numerious retirees and local dignitaries attended. Staff were treated to hamburgers, hot dogs, ham, chicken, potato salad, coleslaw, scalloped potatoes, creamed peas and a variety of desserts. Pruntytown Correctional Center: Steak was served to staff for breakfast, lunch and dinner! Various awards were handed out. Salem Correctional Center: Staff members received breakfast including donuts on one day and biscuits/gravy on another day. Staff also received a duffle bag with the WVDOC logo and drawings were held for locally donated prizes. St. Marys Correctional Center: Hotdogs, hamburgers, coleslaw, macaroni salad and texas sheet cake was provided to all staff. Staff were recognized various awards/years of service. Lakin Correctional Center: A “National Correctional and Employees Week” banner was displayed outside the facility. Names were drawn and gifts were given away. Aramark sponsored a pulled pork, onion ring, coleslaw lunch and the Lakin Correctional Center Administration also sponsored an appreciation lunch/ dinner.
