EMPLOYEE OF THE YEAR!
Francisco, or “Jimmy” as he is affectionately called by all who know him, displays selfless
dedication in his many duties at Charleston Work Release Center. Serving as the Kitchen
Supervisor, he is also responsible for the overall maintenance of a facility that needs constant attention. He ensures repairs are completed in a timely manner, maintaining the
smooth operation of the facility. A volunteer at heart, he makes himself available to work
any post necessary and has sought certifications which will allow him to work multiple
positions throughout the Center. Jimmy also volunteers his time in the community as a
youth coach. His exceptional performance and professionalism is second to none.
Congratulations to Jimmy and to all other DOC Employee’s of the Year from their respective facilities. I applaud you and appreciate the positive example you set for the Division

On Friday, March 25, 2011, William Spencer “Bill” Haines, Deputy Commissioner of
the WV Division of Corrections, passed away at his home in Elkins, West Virginia.
Bill served the citizens of West Virginia for more than forty years as a police officer,
administrator, supervisor and teacher. He began his career in law enforcement with
the West Virginia State Police in 1968 and by 1998 when he retired he had served
as Detachment Commander, District Commander, Company Commander and Deputy
Superintendent. He then joined the Division of Corrections as Warden of the Huttonsville Correctional Center, where he served until appointed Deputy Commissioner of the
Division in 2006.
He had many accomplishments and had received many awards during his career as an
Administrator, Police Officer, Supervisor and Teacher which included the WV Division
of Corrections Meritorious Service Medal for his devotion over 4 decades to public
service and public safety and the Distinguished Mountaineer Award from Governor
Earl Ray Tomblin. Additional awards received included the Achievement Award from
the Boy Scouts of America in 1976, WV Safety Councils Instructor of the Year, 1989, a State Certified Law Enforcement
Instructor from 1993 until his death. He was the recipient of numerous letters of commendation for his investigative ability
and leadership in large scale investigations, along with his expertise and proficiency in teaching the National Safety Councils Defensive Driving Course.
Bill was a member of the International Association of Chiefs of Police, WV Chiefs of Police Association, WV Troopers Association, FBI National Academy Graduates Association, Fraternal Order of Police, Fairmont State College Alumni Association, Randolph County Family Resource Association, Board of Directors of the Children’s Advocacy Center and a former
member of the Board of Directors of the Mountain State Forest Festival. He was a member of the First United Methodist
Church in Elkins and attended the Rivers of Living Waters Church in Elkins.
“It is always difficult to hear of a loss and William Spencer ‘Bill’ Haines is one of them,” said Governor Earl Ray Tomblin.
“His service to the state is greatly valued and he will be missed.”
Military Affairs and Public Safety Cabinet Secretary Joe Thornton said, “Bill dedicated his time and energy to protecting the
people of West Virginia for more than 40 years; we are forever indebted to his service. He was an inspiring man who will
truly be missed, and at this difficult time I send my deepest sympathies to his wife, children and grandchildren.”
Jim Rubenstein, Commissioner of the WV Division of Corrections, said, “Bill Haines was one of a kind, a true professional
who was admired and loved by many. Bill was a man of the utmost integrity, compassion and determination. His love for his wife, Janice, his children, grandchildren
and entire family was heartwarming to all who knew him. Not only has the WV
Division of Corrections lost a remarkable human being, but the entire state of West
Virginia has lost a dedicated public servant. There was only one Bill Haines and we
will truly miss him.”
A memorial service was held on Saturday, April 2, 2011, at the First United Methodist Church in Elkins, WV. The family asks that memorial contributions be made to
the Rosenbaum Family House at WV University Hospitals in memory of Bill at:

Anthony Correctional Center
Roberta Canaday
Roberta
has
made
exceptional commitments to teamwork, duty and
the mission of
Anthony Correctional Center. Capable of
making a positive impact in a
short period of time, she immersed
herself into her new position in the
Records Department and transformed
it with her outstanding organizational
skills and ability to establish productive working relationships within the
facility, as well as other agencies. She
also accepts a variety of other duties.
Roberta maintains the daily count and
daily activity report, and is a member
of the Awards Committee and ACA
Committee. Her commitment and hard
work is worthy of emulation and does
not go unnoticed.
Beckley Correctional Center
Rebecca Slayton
The “assist is
key to the score”,
and
Rebecca
“Becky” is always willing to
assist wherever
and whenever
needed.
Due
to the expanding facility, she
has had to assume many roles
and duties, and has done so willingly.
Becky is a one person Human Resource Office, as well as an Assistant
with purchasing and training; all while
maintaining her duties as Secretary I.
Her reliability and dedication make
her an extremely valuable asset to the
Beckley Correctional Center.
Central Office
Karen Nichols
Quality and efficiency
are
paramount
at
Central Office,
and Karen Nichols has mastered
the art. She has
produced world
class
reports
this year, which
alone would be
award worthy, but additionally she has
exuded an extremely positive attitude
during the Central Office move to the
new facility in 2010. She immediately set out to foster a team atmosphere
throughout the facility, by reaching out
and creating a friendly and professional network with the neighboring units.
Karen’s dedication and adaptability is
sincerely appreciated.
Denmar Correctional Center
Mark Wiley
“Utility
Corporal”
can
only mean one
thing... a lot of
duties. This is
certainly
the
case with Mark
Wiley. His duties include Post
Office Supervisor,
Visitation OIC, intelligence gathering, and assisting with
shift operation. He also took on the
duties of acting ACA Accreditation
Manager this year, adding to an already full schedule. Through all this,
Mark maintains an excellent attitude
and contributes any way he can to the
facility as a whole. He is also a soccer referee, and is involved in several
other youth related activities, earning
him respect within the facility and the
local community.

Huttonsville Correctional Center
Robert Lewis
Exceptional
is defined as
“well
above
average.” This
describes Robert very well.
He is always
reliable
and
professional
in any situation. Recently,
due to a long term injury suffered by
his supervisor, he was delegated the responsibility of acting OIC of the Transportation Unit and continued to operate
that unit in a very efficient and effective
manner for 14 months. When it was
found that his supervisor would not return due to his injury, Robert became
an invaluable part of the smooth transition of the newly selected supervisor.
Robert is an extremely dependable and
valuable member of the Huttonsville
Correctional Center Team and yes is….
“Exceptional”.
Huntington Work Release Center
Donna Trimboli
Donna excels in
multiple duties
which is an important trait for
an employee at
a Work Release;
where one person
can be responsible for several
departments.
She is committed to a proactive work initiative and an
action-oriented approach to her many
duties. She maintains a professional
involvement in overseeing Community
and Victims Service projects, allowing
her to work seamlessly with other agencies and the general public. Donna is
very reliable and her work performance
reflects an exceptionally high standard.
She is motivated and is a great asset to
the Huntington Work Release Center.
Lakin Correctional Center
Robert Updegrave
When Robert, or
“Bobby” as he
is known, came
to Lakin Correctional Center as a
Substance Abuse
Therapist II, he
was not satisfied
with just “doing
his job.” He began to seek new
and innovative data and programming
in an effort to advance rehabilitative efforts throughout the facility. His initiative and hard work have not gone unnoticed, even nationally; he was selected
to be a guest speaker to over 40,000
participants at the 2010 International
Convention of Alcoholics Anonymous
in San Antonio, Texas. He exhibits
consistency in his attitude, personality and character through appearance
and deed, providing an outstanding example for others to follow. Time has
shown him to be dependable and his integrity is tremendous. It is a pleasure to
have Bobby as a member of the Lakin
Correctional Center Team!
Martinsburg Correctional Center
Deanna Cole
Payroll Assistants generally
don’t fall under
the heading of
hero. Deanna,
however,
is
closing in on
that title. She
can be counted
on to consistently perform her duties with outstand-
ing skill, judgment and responsibility,
making her a “go to” person in the payroll department. Her productivity is
unmatched and her diligence is proven
through her daily work ethic and professional demeanor, making Deanna an
integral part of the Martinsburg Correctional Center Staff.
Mount Olive Correctional Complex
Doug Pierson
Doug’s
contribution and
dedication to
duty is superlative.
His
willingness to
accept change,
his positive attitude, and his
commitment to
duty has set a
positive example for his fellow employees. Serving
as Facilities Equipment Maintenance
Technician, Doug consistently took the
initiative in recommending changes to
several procedures, which resulted in
a more efficient operation of the facility, and was instrumental in maintaining the facility ACA accreditation. He
excels in making decisions and acting
at the lowest appropriate level to solve
problems, while keeping his seniors
well informed. When given assignments, he can be counted on to be factual and informative. His work ethic
can be described as follows: Doug
suffered a heart attack on Monday, November 22, 2010 and returned to work
on Wednesday, December 01, 2010; a
true testament to his dedication. He is
an extremely dependable and valuable
member of the MOCC team.

Northern Correctional Center
Richard McKeen
Professional, cooperative, reliable; just a few
of the qualities
exhibited
by
Richard
McKeen. Add these
to observant, and
you have an employee that not
only excels as a
team member, but also averts possible
tragic situations. This was realized on
August 23, 2010, when he alertly observed an inmate’s erratic behavior in
the day room, questioned and isolated
the inmate, and initiated a search of the
area. He discovered a nine-inch weapon hidden in a community board game.
Richard is a positive and consistent
employee, who displays a commitment
too often unseen in today’s workplace;
in him we have a truly valuable asset to
the WV Division of Corrections.
Ohio County Correctional Center
Joshua Bailey
Joshua
has
quickly become
one of the facility’s key components.
He
has performed
his duties in
an
outstanding manner as
the Institutional
Parole Officer,
Inmate Movement Coordinator, Recreation Director,
Aladrue Facilitator and ACA committee member. He volunteers regularly to
fill security positions, in addition to his
own duties. He sets an excellent example of professional demeanor for oth-
ers to follow. Joshua is a great addition
to the OCCC team and the Division of
Corrections.
Pruntytown Correctional
Stephanie Bartholemy
Center
Maintaining a
firm, fair and
consistent demeanor in ideal
conditions is
difficult. Factoring in the
care of a critically ill spouse
and the illness
of a co-worker,
requiring her to assume the role of Assistant Shift Commander, Stephanie
certainly had her hands full. Her outstanding perseverance and organization
skills were proven during this difficult
time. She rearranged her scheduled
holidays and annual leave to meet the
needs of the institution as well as the
needs of her family and co-workers.
Her reliability, initiative, dedication,
and strength, have made Stephanie a
proven leader and much appreciated by
her facility.
St. Mary’s Correctional Center
Sherry Burton
Dependability
and dedication
are hard to find
traits in any
workplace, and
Sherry has an
abundance of
both. Add to
that, skill and
a positive attitude, and you
have an employee worthy of accolades. She takes
pride in her work and has made a difference in the smooth operation of the
Security Division. Sherry is motivated
and is a great asset to the St Mary’s
Correctional Center family.

alone could qualify her, but Rebecca has been

here for 21 years.
She always keeps
security as the

one
goal; her experience makes her
a valuable asset
throughout the Southern Region where
she serves as a Parole Officer II. Her
outstanding communication skills have
been proven most effective in resolving
many issues within the inmate population. Her performance is outstanding
in her regular duties and she is always
willing to take on additional duties
when needed. Rebecca’s reliability,
initiative, dedication, and positive attitude, sets the example for all to emulate.

WV Correctional Industries
Valerie Roberts
Valerie has excelled greatly
in the Industries Department.
She
worked tirelessly
and
diligently to
build the Lakin
Correctional
Center Shop,
from startup to a
profit-producing unit, in a short span of
time, manning the shop alone for nearly three months. Her attention to detail
and organizational skills have contributed greatly; work flow at the Garment
and Upholstery Shop is streamlined
and efficient. Valerie demonstrates tremendous pride in the quality and accuracy of her work. Industries values her
dedication and commitment.
Stacy Duncan, Business Manager at
Lakin Correctional Center was chosen as the Financal Employee of the
Year for the WV Division of Corrections. Mrs. Duncan has ensured that
the general expenditures for the Lakin
Correctional Center has not exceeded
the budget allocated from Central Office, which makes 7 consecutive years
of “operating in the black”. She has
displayed an innate ability to lead her
team, as she leads by example which
is mirrored by all members who work
for her, who display the highest standards of work ethics, attendance, as
well as stellar customer service to any

Over the past 10 years the Division of Corrections has contracted out the teaching of
the Community Building Training to Mr.
Marty La Barbara. This training is one week
long, and gives an inside look to the Residential Substance Abuse Treatment (RSAT)
life and how it’s operated on a daily basis.
This year, a different approach was taken;
we decided to utilize our own staff, since
they have attended numerous trainings,
and live this life daily at work. Also, the
2011 Community Building Class has been
the largest group that has gone through this
training in the last 10 years, so to conduct
this training ourselves was a big decision.
We are happy to report that with the support
of our Executive
Teams, Staff,
and patience of
attendees we
had a very successful training.
Also, we are
pleased to report along with
Community
Building, our
Skills Building
and Professional Development
Trainings were also an amazing success. In
the past we have also contracted these out to
Mr. La Barbara. This year we decided that
our own staff would be the best facilitators,
to get different views and see what works in
each community. We had staff from each
unit teach at least one session and had open
discussions afterwards.

Huttonsville Correctional Center Updates
HCC Passes ACC Audit
An ACA Audit was conducted from
March 22-24, 2011, at Huttonsville
Correctional Center (HCC). I am proud
to announce that HCC has PASSED the
audit with a 100% on Mandatory and
99.77% on Non-Mandatory Standards.
This would not have been possible
without the hard work and dedication
of the staff at HCC. It was amazing to
watch everyone pull together and work
as a team. With ACA Accreditation, we
realize that we must maintain our current standards in order to be prepared
for the 3-year re-accreditation audit.
HCC will be recommended for ACA
Accreditation at the ACA Accreditation
Hearing held at Gaylord Palms Resort
and Convention Center, Kissimmee,
FL on August 5-10, 2011.

HCC Inmates Support
Southern Relief Effort
Warden Hoke, Deputy Warden Rosencrance and Unit Manager Fordyce met
with the American Red Cross Regional
Director Robin Moore on June 9, 2011,
to deliver a donation from the inmates
of Unit F Huttonsville Correctional
Center. Staff and inmate population
worked together in a fundraiser to accumulate the $427.00 donation. The
funds will be used to support the Southern Relief Effort benefiting the flood and
tornado victims in the southern United
States. Warden Hoke along with the
inmates from Unit F have committed to
another fundraiser to support this relief
effort.

that took time away from their work to
assist us in preparing for this audit and
during the audit.
To the staff at Central Office and other
facilities that received a last minute
phone call from us, during our audit,

HCC Shows Support for
Deployed Military Staff
Eight large boxes filled with an assortment of items were shipped in May to
all parts of the world, as the employees
at Huttonsville Correctional Center said
“Thank you” to HCC staff serving in
the military. Employees donated several hundred dollars worth of items to
fill the boxes along with another $25.00
dollars in items donated by the HCC
Employee Association. The Employee
Association paid to ship the boxes to
the facilities deployed staff. “This is
just one way we can show appreciation
to our staff for serving our country.”

were received and greatly appreciated.

Community Events
15th Annual Mock Prison Riot
Congratulations to the West Virginia
Regional Jail CERT (Corrections Emergency Response Team) who achieved
1st place in the Mock Prison Riot held
May 1-4, 2011, at the former state penitentiary in Moundsville, WV.
Above is a picture of a helicopitor landing

This was the first year that West Virginia’s Regional Jail team competed
and, in order to claim the title, beat 13
other groups in events such as compound search and clear, restore order,
low light recovery and team pistol
shooting.
This was the 15th annual mock prison
riot, a 4-day event where law enforcement and correctional officers from
across the globe gather to hone their
skills through tactical training, demonstrations, workshops, competitions
and an array of other related activities.
In 2011, there were several workshops
held that have not been offered at the
Mock Prison Riot before, including:
close quarter battle tactics; recognizing inmate manipulation; intruder
response; high risk transport hand
cuffing and restraints, and instructor
developement.
A big part of every
Mock Prison Riot are
the technologies that
exhibitors
provide
for deployment, demonstration and evaluation. More than 80
exhibitors showcased
technologies sometimes giving participants a “hands-on”
experience during the
tactical team scenerios.
The Mock Prison Riot is funded by the National Institute of
Justice and is an initiative of
the WV High Technology Consortium Foundation, a Fairmont, WV,
based 501(c)(3) non-profit corporation. There is no charge to attend and
participate in any aspect of the Mock
Prison Riot.

St. Mary’s Run
for Special Olympics
St. Mary’s Correctional Center employees once again laced up their running
shoes for the West Virginia Special
Olympics Law Enforcement Torch Run
on May 31, 2011. Escorted through
the streets of Parkersburg by DOC
and Parkersburg Police Department
escorts, runners braved the 94 degree
temperature for nearly 10 miles. All
runners this year were SMCC employees, including Cpl. Dustin Wilson, who
ran the entire course.

West Virginia Corrections Workers Foundation Golf Tournament
On Wednesday, May 4, 2011, the First
Annual West Virginia Corrections
Workers Foundation Golf Tournament
was held at the Moundsville Country
Club. Sixty-four golfers participated,
including several Division of Corrections (DOC), Regional Jail Authority
(RJA) and Division of Juvenile Services (DJS) Employees. Each golfer
received an event golf shirt and a golf
towel donated by WVCI. Correctional
Peace Officers Foundation (CPOF)
supplied tote bags and snack items for
the bags were donated by Keefe and
AVI Food Service.

Winning First Place was the team sponsored by Wexford Health (J.D. SallazLCC, Joe Wood-LCC, Terry George
–LCC and Jay Harris). Second Place

Pearbone). Third Place was the team

Lock-Up” to support the Muscular Dystrophy Association. Thanks to many local businesses in the Martinsburg area and

Victims Services Updates
Operation Reach Out
HCC Recognizes Crime Victims
Operation Reach Out was established
in 2001 by the US Attorney’s Office for
the Southern District of West Virginia,
in conjunction with the WV Victim Assistance Committee and various other
federal, state and local government and
non-profit organizations, including the
WV Division of Corrections. The goal
of this event is to bring awareness to
the public about victims and prevention of crimes.
The inmates on Unit F at Huttonsville
Correctional Center began their recognition of National Crime Victim’s
Rights Week early on with fund raisers
Operation Reach Out was held on
April 15, 2011, at the WV State Capitol Complex in Charleston, WV. This
free, one day event features many funfilled, family events and displays including: child identification kits, police
cars, emergency response vehicles, car
seat safety, fire truck and safety house,
face painting, refreshments, games and
prizes. Most importantly, victim service and crime prevention information
is distributed by numerous agencies
and organizations to provide valuable
resources, tools and safety tips to the
community.

to benefit the Women’s Aid In Crisis
(WAIC) Center based in Elkins, West
Virginia. During the opening ceremony for the week’s activities, Unit Manager Albert Fordyce presented $877 to
a representative from the WAIC Center.
Kari Rice from the WV Department of
Education was the guest speaker for the
ceremony. Other activities to increase
awareness of crime victim’s rights
were:
* Posters drawn and displayed on
housing units and commons areas,
* Flower beds in front of the facility,
* A stamp on mail from the business office promoting awareness,
* A bulletin board on the
medical unit, * Special flag
raising,
* “Empty chair” display, *
Brochures were given with
each commissary order and
available for staff,
* A display was placed in
the crossover area,
* A sturdy vinyl banner was
also purchased this year and
placed over the front door.
Victims attending parole
hearings were pleased to see recognition of their struggles.
MOCC Victims Services
Accomplishments
In March 2011, MOCC partnered with
Family Counseling Connection/ Rape,
Education, Advocacy, Counseling and
Healing (FCC/REACH) of the Kanawha Valley and Krispy Kreme Donuts raising $2,600.00 for Operations
Reach Out. In April 2011, MOCC staff
attended Operation Reach out and was
responsible for escorting the children to
and from their assigned workshops. In
addition, MOCC K-9 provided demonstrations throughout the event. In May
2011, another load of inmate donated
appliances (TV’s, stereos, Playstations
and games) were delivered to the WV
Domestic Violence Coalition for shelter dissemination.
Also in May, a KFC fundraiser (MOCC
partnered with FCC/Reach) raised
more than $900.00 for Valley Community Children’s Playground. In addition, $200.00 was raised to assist the
FBI Children’s Forensic Center, which
will be opening in December of this
year. The monies will be held in an account and additional fundraisers will
take place during the remainder of the
year to purchase wood. MOCC Arts
and Crafts inmates are donating their
talents to make furniture (utilizing the
purchased wood) for the forensic clinic. This Children’s Forensic Clinic will
be the first in FBI history.

SMCC Donut Fundraiser
A Krispy Kreme Donut Fundraiser to
benefit the Boys & Girls Club of Pleasants County was held at St. Mary’s
Correctional Center (SMCC) earlier
this year, with delivery of the sweet
treats on February 25, 2011. Nearly
500 dozen donuts were purchased by
staff members, as well as inmates, raising $1,135 for the organization to help
accomplish its mission. A donation of
this amount is very significant to the
Club and will help allow them to better serve the youth of the local community.

SMCC Recycling Operations
On May 12, 2011, Senator Donna Boley, District 3, Pleasants County, attended an Open House at the Pleasants
County Waste Authority (PCSWA)
Recycling Center located directly outside the St. Marys Correctional Center
(SMCC). This Open House was also
attended by three Pleasants County
Commissioners, WVU Extension,
Development Authority, Chamber of
Commerce, Solid Waste Management
Board (SWMB), Wetzel and Monongalia Counties Solid Waste Authority
members, and Recycling staff members from SMCC.
In 1998, recycling operations began
at the Recycling Center and in January 2011, SMCC began their recycling operations. SMCC recyclables
include cardboard, #1 and #2 plastics,
steel cans, paper and aluminum cans.
All recyclables after collected are then
picked up by the PCSWA Recycling
Center and processed. SMCC collects
approximately 3-4 tons of recyclables
monthly saving approximately $16,000
alone yearly on regular trash dumpster
fees. This also cuts down on these recyclable materials going into the local
landfill.

K9 Nick
2005-2011
K9 Nick passed away on Thursday, April 28, 2011, as the result of Gastric Dilation
and Volvulus.
K9 Nick was a hard working dog for six years at PCC and will be missed. He was laid
to rest on the hill at Admin II at Pruntytown Correctional Center.

LCC Staff Assist Motorist
Mr. Bob Barnizt, owner of Bob's Market in Mason, WV, was involved in a
one car accident in front of the Lakin
Correctional Center at approximately
5:00 pm on April 20, 2011. Lakin
Staff were first on the scene: Sgt Angela Roach, Cpl Denise Richards, IPO
Tammy Eagle, Unit Manager Chris
Thomas and Sgt. Tom Weiner. Wexford Staff also responded to the scene
to check Mr. Barnizt for injuries; staff
including Mike Legg RN, Debbie
Alexander LPN and Evelyn Martin
NP. Mr. Barnizt suffered only minor
injuries and refused treatment by 911
Personnel who also responded to the
scene. The vehicle was a total loss.
Kairos Weekend at Lakin
On May 12-15, 2011, Kairos Weekend
#17 was held at Lakin Correctional
Center (LCC) with the assistance of 30
Kairos Volunteers. Over 100 inmates
requested attendance at this weekend,
but only 39 were accepted to attend this
event. The Kairos Volunteers left their
respective homes and families to travel
to LCC to spend the weekend with the
inmates. During the weekend, the volunteers shared their love of Jesus by
listening and praying
with inmates, working on special projects
and sharing meals
that they prepared together. Over 100 Inmate Kairos Alumni
attended the closing
ceremony on Sunday,
May 15, 2011, to welcome and support the
current participants.
It was an experience
that the inmates will
never forget. The next Kairos Weekend is planned for November 2011.
Lakin Luncheon
In honor of National Correctional Officers Week, the Lakin Employee Association provided a pizza, chips and
soda luncheon for all LCC staff, uniform and non uniform. This event was
held on May 3rd and May 5th in order
to cover all shifts. LCC Employee
Association officers are Cpl. Denise
Richards, president; CCII Tiffany Varian, vice president; COII Janice Durst,
secretary; COII Vanessa Queen, public
relations; with a special thanks to OAII
Dawn Shuler, treasurer, whose hard
work made this event such a success.
Aramark Staff also honored all staff
at LCC during the week by providing
donuts and coffee on the mornings of
May 3rd and 5th which covered all
shifts. We would like to thank Roxanne Bowers, Food Service Director,
and her staff for acknowledging Correctional Staff during National Correctional Officers Week.

bacon cheeseburgers and swiss mushroom burgers on the grill. Also included on the menu were homemade
french fries, coleslaw, and macaroni
and cheese and an Oreo Ice cream
cake that was prepared by the Administrative Staff.

In Memory: Bill Duncil
William Charles (Bill) Duncil of
Parksley, Va., died on Tuesday,
April 26, 2011, at the age of 67.
Born June 29, 1943, in Farmington, he was the son of Charles
Golden Duncil and Evelyn
Dowdy Duncil. He attended elementary and high school in
Farmington, graduating with the
class of 1961.
Following graduation, Bill joined
the U.S. Navy, serving until 1970.
Following military service, he completed college, earning a bachelor’s degree
from Fairmont State College and a master’s degree from West Virginia University.
Bill was employed by the West Virginia Division of Corrections for 26 years,
retiring in 1999 as the Deputy Commissioner for Institutional Operations. Following his retirement, he and his wife moved to the Eastern Shore of Virginia.
In his retirement, Bill was a teacher at the Eastern Shore Community College in
the adult education, GED program, where he was known to many of his students
simply as “Mr. Bill.” He often was heard to say that teaching in the GED program was the most rewarding thing he had done in his entire life.
Bill leaves to cherish his memory a loving and loyal wife, Jessie; a son, Charles
Duncil and wife Colleen of Lemoore, Calif.; a brother, Ronald and wife George
Ann of Carolina; a nephew, Patrick Duncil of Farmington; and many, many loving friends.
