After welcoming our guests, President Rod remarked on the regular patterns of our life with rate notices and
the hard rubbish collection heralding the arrival of spring. He reminded members that subscriptions were due.

Guest Speaker:
Our guest speaker Phil Maskrey, who is the 2IC of the WorkSafe Traralgon office, gave us an excellent
presentation on the structure and modus operandi of WorkSafe in Gippsland. WorkSafe is funded from
worker’s compensation premiums. The inspectors are all generalists but are divided into specialisations as
follows:




Two inspectors
Three inspectors
Two inspectors
Two inspectors
Construction, water and power industries
Manufacturing
Public sector
Earth resources such as underground mining and quarries, whose
responsibilities are statewide.
The regulations covering WorkSafe activities in Victoria are summarised as follows:




Occupational Health and Safety
Dangerous Goods
Dangerous Goods Transport
Equipment Public Safety Act, applying for example on farms where there are no employees.
Phil told us that their business was divided into two main areas, the first being statistical analysis of problem
industries and visitations which could lead to improvement notices or, if necessary, prohibition notices to shut
down activities. The other half of their business was reactive following up safety incidents and accidents or
service requests such as public complaints. They also actively advertise the service that they provide and have
a free consultation service.
Phil specialises in manufacturing but also has a very important explosives disposal sub-specialisation, and he
told us some interesting stories on the subject with deceased estates a particular source of business.
Question time brought up the difficult area of home owners responsibility when hiring a contractor, at which
time the contractor and his employees become your responsibility when your home becomes a workplace.
Phil had some practical advice for us.
In thanking Phil President Rod remarked on his pleasure at listening to a man that loved his job and was so
positive about the role of his organisation. I think it was obvious to us all that Phil, with his friendly, positive
and constructive style, was a perfect man for his job.
